Costa Concordia: Black Box Findings Delayed Until October

The black box recordings of the COSTA CONCORDIA will not be revealed until mid-October, an Italian judge said at a hearing where the data was due to be made public. Delays in analysing all the data from the ship's instruments mean the pre-trial hearing -- which was opened and adjourned today -- will have to be put back until October 15, Judge Valeria Montesarchio confirmed at a courthouse in Grosseto, central Italy.

Nine people are being investigated including three executives from Carnival Corp.-owned Costa Cruises, Europe's biggest cruise operator; and the captain, Francesco Schettino, who is accused of abandoning ship before the evacuation was completed. COSTA CONCORDIA crashed into rocks off the island of Giglio, in Tuscany, on the night of Friday January 13th, 2012, with the loss of at least 32 lives.

Investigators are trying to establish why the 114,500-tonne, 3,000-passenger ship was sailing so close to the island and why the evacuation was delayed for at least an hour, and are hoping the black box will reveal the chain of events which led to the tragedy. Earlier this month, an Italian newspaper published leaked reports claiming the black box recorder was faulty. Watertight doors designed to prevent flooding were left open, the ship had faulty instruments and was using unapproved maps were also cited in the report published by Italian newspaper Corriere della Sera.

One e-mail quoted Costa's technical director Pierfrancesco Ferro telling a repair firm: "The VDR (Voyage Data Recorder) has broken down for the umpteenth time... The situation is becoming unbearable." Costa Cruises admitted there was report of a fault with the VDR but that it was working on the night that the ship hit a rocky reef and sank off the island of Giglio. No trial is expected until the beginning of next year at the earliest. The COSTA CONCORDIA lies keeled over on an underwater shelf just off the coast of the island. Costa Cruises is planning to right it and tow it away for scrapping in a salvage operation that is unprecedented for its scale. In a separate development, an Italian newspaper has reported the cruise line has reached a “six-figure” settlement with the family of the youngest victim Dayana Arlotti, 5 years old, who died with her father, Williams Arlotti. 146 presumed dead in Tanzania ferry accident Tanzania's government on Saturday halted rescue operations for a ferry accident that appears to have killed 146 people. Government official Ali Juma Shamhuna said 69 passengers were confirmed dead and 77 were still missing, but the rescue efforts were called off because it was unlikely to still find any passengers alive in the Indian Ocean three days after the accident. The ferry MV Skagit, which capsized Wednesday while traveling from the East African nation's economic capital Dar es Salaam to the island of Zanzibar, was carrying 291 passengers, although it had only been certified to carry 250, he added. A total of 145 passengers, among them also foreign tourists, were rescued after the accident. The government closed the identification center for victims Saturday after bodies recovered a day earlier had already decomposed beyond recognition, said Dr. Marijani Msafiri, an official in charge of the rescue operation. Rescue efforts had been slowed down by heavy winds and strong currents over the past days. One rescue diver, Ali Ramadhan, said divers tried to find the sunken ship, diving to a depth of 25 meters (yards) but couldn't find it. He speculated that underwater currents may have pushed it away from where it sank."We realized that there's little chance to recover anybody alive or to allocate exactly where is the ill-fated ferry. The place it sunk is deep sea with strong underwater currents. It's dangerous to go beyond 25 meters," said Ramadhan. Star Bulk Carriers Corp. announced that the STAR POLARIS sustained main engine failure while sailing from the port Dangjin, South Korea. The Vessel is currently docked in South Korea where it is undergoing repairs. The Company expects these repairs to be completed in approximately four months. As a result, the Vessel has been declared off hire by its charterers. Subject to the completion of an investigation into the cause of the engine failure, the Company will seek to recover the cost of the repairs and damages related to the Vessel being off hire under the Warranty of Quality provided by the shipyard where the Vessel was constructed and the Company's Hull and Machinery insurance policy, if applicable. Capacity concerns trigger more rate fears for shipping lines

As container shipping lines prepare to introduce a new round of peak season surcharges on the trunk Asia-Europe trade, overcapacity is causing forwarders to fear that rates are set to undergo another period of profound volatility. “I think that at the moment we are at the high point, and the fear is that they will go down again – the carriers try to maintain and raise rates, but recent peak season surcharges and general rate increases didn’t go through,” said Volker Spevacek, Geodis Wilson’s director of ocean freight in Hamburg. “The problem is that the ships aren’t full,” added Matthias Hansen, the company’s managing director of central Europe. “Some are sailing only 60% full.” Today’s figures from the Shanghai Containerised Freight Index (SCFI) saw the Shanghai-North Europe spot rate benchmark fall 4.5% over last week to $1,667 per teu. Although there are concerns that the decline is the beginning of a perilous slide, current spot rates are profitable for carriers (provided bunkers don’t swing violently upwards) and workable for forwarders, as long as they stay relatively constant. “$2,500-3,000 per feu is a level that works for us, as long as it remains stable,” Mr Spevacek added. “The key thing is that we don’t want to bet on rates; we don’t want all these highs and lows.” Over the last week it has emerged that Maersk and the CKYH alliance had skipped some sailings in an effort to trim capacity, after a selection of carriers announced new peak season surcharges (PSS) due to come into effect on August 1. CMA CGM, China Shipping and OOCL have all announced a PSS of $300 per teu, while MSC and Hapag-Lloyd have set it at $350 per teu and Coscon is going for a $400 per teu increase. In addition, Hapag-Lloyd, routinely identified by forwarders as the line at the upper end of the rate band, has announced a further $250 per teu general rate increase for August 15. The latest research from liner shipping consultancy Alphaliner shows that at the beginning of this month the global idle fleet –

the number of teu slots currently laid up – came to 446,200teu, representing 211 vessels without employment, which was a slight increase over the previous month. The vast majority of that capacity, it said, was chartered vessels returned by lines to non-operating owners, while 167 of the 211 vessels are in the 500teu-3,000teu size range. Alphaliner commented: “The idle fleet is expected to rise further as carriers refrain from introducing new capacity into an already over-supplied market. Several carriers have also started to skip sailings on the Asia-Europe route in July, in what should have been the peak season for the trade. “All eyes will be on Evergreen in the coming weeks as it takes delivery of its first 8,500 teu ‘L’-class newbuildings later this month, with roughly one new ship from this series due every month over the next 35 months. The first unit, the Ever Lambent, is expected to inaugurate a new Far East-North Europe service at Shanghai on 1 August.” It is the size of the impending orderbook that concerns observers, and as if to underscore that point, Hapag-Lloyd’s first 13,200teu newbuilding, the recently named Hamburg Express, has been deployed into operation, while the second in the series was launched a couple of days later and will be named at the beginning of October, with a third due to be named at the beginning of December. These three vessels will operate the G6 Alliance’s Loop 4 Asia-Europe service. A further seven vessels of the same capacity will be delivered next year – the same year in which Maersk is due to begin taking delivery of its Triple-E class. But do bigger ships necessarily mean more capacity? At face value, that is an idiotic question, but while carriers are taking delivery of their own vessels they are, as the Alphaliner data shows, delivering back chartered tonnage to owners. To some extent, the depressing effect of overcapacity is being shifted from freight rates to charter rates – it wasn’t just the lines that over-ordered container ships at the height of the market, non-operating owners have to take their share of the blame, and now it appears they are taking their share of the financial hit. In addition, the merging of the New World Alliance and Grand Alliance into the G6, and the cooperation between Evergreen and the CKYH alliance, in combination with the near-universal employment of super-slow steaming, is diluting the immediate impact of the new capacity. But crucially, carriers need to effectively demonstrate that fact, as well as to show a continued willingness to pull sailings if there is insufficient demand. Or else the prevailing sentiment – which has been sunnily bullish on the parts of both carriers and forwarders in recent months, compared with the depths of the previous rate war – could return to what has become the post-recession default-setting, looking to all intents and purposes like the early onset of serious depression. Bluff Maritime Museum

Anybody who is fortunate enough to visit the Museum will be amazed with the displays and information that it has to offer. Officially the museum has a maritime theme with displays on Whaling, oystering, shipwrecks , and the construction of the Bluff Harbour Board. It also delves into the history of Bluff. Being the oldest European settled

community in New Zealand it has a lot of history to offer. The museum also exhibits artwork showing scenes of Bluffs early days, when it was commonly known as Campbelltown. Early maps also on exhibit depict that Bluff was always going to be an ideal place to become a port to shelter ships and boats, from the elements of Foveaux Strait.

The Museums newest and biggest attraction is the oystering boat the MONICA . The boat kindly donated by the Jones family is a permanent fixture beside the museum. You are able to board the vessel and explore all its knooks and crannys and imagine what it was like out in Foveaux Strait dredging Bluffs delicacy. In all, a visit to Bluffs Maritime Museum should not be passed by. It has the potential to captivate the interest of the young and the old. Part of the Museum is the above seen Oyster Boat "MONICA II" , Built as a steamer, "MONICA II" had a long counter stern which in her earlier working days for Ozone Oysters, was shortend to eliminate rot. During this time her oyster catch was

packed in wicker baskets destined for the canning works. For a time "MONICA" carried out the ferry service to Steward Island and a log book records her travel as 2 hours 8 minutes, a very fast speed for that era. GAC: Weekly Maritime Security Report: 14-20 July 2012

Number of incidents: 4 HORN OF AFRICA Weather conditions in the High Risk Area continue to be generally unsupportive of small boat operations, with the exception of sheltered choke points such as the southern Red Sea, Bab al Mandab, Gulf of Aden and Gulf of Oman. The effects of the southern monsoon are likely to begin declining around late August or September, which will bring a calmer sea state to much of the Indian Ocean and Arabian Sea, and a possible increase in pirate activity.

On 18 July robbers boarded a container vessel at berth at Beira Port, Mozambique (19:49S – 034:50E) at 2040 local time. The robbers reportedly stole ship stores and escaped unnoticed. The incident was likely opportunistic nature, but highlights the need for basic security measures to be followed in port.

GULF OF GUINEA On 15 July a Germany-flagged container ship (Olivia) was attacked in position 09:13.9N – 013:47.4W, around 22NM southwest of Conakry at 0355 local time. A group of armed men boarded the vessel, which was drifting awaiting berthing instructions, and briefly held crew members hostage whilst stealing cash and crew's possessions before escaping in a waiting boat. No injuries were reported. Although the number of offshore attacks has increased across West Africa over the past year, most attacks have occurred off Nigeria, Togo and Benin; only one other attack has been recorded off Guinea over the past 12 months. 15 July's attack highlights the persistent threat of maritime crime across West Africa, which is not necessarily confined to the Gulf of Guinea. On 17 July two robbers armed with guns boarded an anchored bulk carrier in around 1nm off the fairway buoy at Cotonou anchorage, Benin in position 06:17.3N – 002:28.1E. They entered the masters cabin, stole ships cash and escaped in a fast small wooden boat. No crew injuries were reported; however, incidents of armed robbery in the Gulf of Guinea often involve violence directed at crew members.

ASIA On 17 July seven robbers reportedly boarded a bulk carrier at anchor in Dumai anchorage, Indonesia at 0300 local time (01:43.07N-101:27.72E). The crew were able to raise the alarm and muster safely, and on seeing crew alertness the robbers escaped empty handed. This is the seventh reported incident of attempted robbery in Dumai anchorage in the past six months, and it is likely that other unreported incidents have occurred.

Drama as Lowestoft Lifeboat rescues 11 people from sinking dive boat

The crew of Lowestoft Lifeboat were involved in one of the most dramatic incidents witnessed for many years after 11 people had to be rescued from a sinking vessel. What was planned to be a recreational dive almost turned into tragedy as the 11 men aboard a 33ft boat were pulled to safety by the town’s RNLI lifeboat as the waves crashed over them.

The “swift actions” of the six-strong volunteer crew on the Spirit of Lowestoft Lifeboat were praised by coxswain John Fox - who described yesterday’s events as a “major incident” with a “great job done by the town’s lifeboat.” One of the men aboard the 10-metre recreational dive boat said he and the others were “extremely lucky” that the lifeboat was so close. The man, who didn’t want to be named, said: “They are worth their weight in gold and I take my hat off to them. The service we had, I don’t think you could get any better.”

He said that the dive boat was returning back to shore, when “something went wrong” and water was soon up to his ankles. “It was then up to my knees, and then my neck...it was that quick,” he said. The drama unfolded about a

quarter of a mile to the north east of the town’s harbour entrance at about 12.10pm yesterday. The lifeboat was on a training exercise, when crew spotted the dive boat in trouble, in what were described as choppy sea conditions. There was also a southerly force four wind, which is just under 20mph.

Four people were trapped in the wheelhouse as the boat sunk at the stern. They managed to escape through the wheelhouse window. All 11 people on board were safely rescued from the waters by the lifeboat crew, with four

people subsequently taken to hospital for treatment for “diesel ingestion” and shock. The majority of those rescued are believed to be local, from Lowestoft, Ormesby and Bedford.

Mr Fox said: “We left at 10am and were out on an exercise helming

with the crew. We actually saw him (the dive boat) as it left, and as we were coming back at about noon we saw the boat again. “It looked like he was coming in, and hadn’t actually been for the dive, but it was in a bit of trouble. The next thing it was down by the stern and they were baling out - and the next thing we knew it had gone under. “You could see three of the guys in the wheelhouse, with their faces by the glass - they must have been terrified,” the coxswain admitted. The RNLI Lowestoft Lifeboat, with six crew on board, were making their approach into the harbour and by an amazing coincidence, they were by the side of the sinking boat within a couple of minutes. “There was no Mayday call - it just happened by a sheer stroke of luck that we were there,” Mr Fox said. All 11 men were in the sea, and they were quickly pulled onto the lifeboat by the hard-working crew. Mr Fox added: “If they had been further offshore it could’ve been a different story - it was as lucky as that really.”

Later in the afternoon the town’s lifeboat returned to the dive boat, as it drifted with the flood tide. After initially getting stuck on a sandbank, it quickly drifted past the town’s harbour and ended up at teatime last night just past Ness Point, with the underside of the bow of the boat still visible. Mr Fox said: “We just wanted to make it secure and picked up bits and pieces - such as some of their kit and the buoy we had put into the water.” Having been coxswain of Lowestoft Lifeboat for five-and-a-half years, he added: “I have been on the lifeboat for more than 20 years and I have never had to rescue that many people in one go like that. “It is the most that I have ever been involved in pulling out of the water in one go. I would like to pay tribute to my crew. It was their swift work and the guys in the water who stayed calm as it was a very major incident. “It was a great job done by the crew and the town’s lifeboat,” Mr Fox added. Andrew Sutherland, station officer at Lowestoft and Southwold coastguard, praised all of the emergency services that were involved.

He said: “Great Yarmouth coastguard received a 999 call about 12.07pm, and we were then called out. The East of England Ambulance Service were called by Yarmouth Coastguard as well. An excellent job was done by the lifeboat crew and the Lowestoft Coastguard teams assisted with the casualties.” With ambulance rapid response cars called to the scene to help casualties who were cold from being in the water. A spokesman for the East of England Ambulance Service confirmed four of the people who were rescued have been taken by ambulance to the James Paget University Hospital in Gorleston. She said: “We were called at 12.16pm to reports of 11 people in the water. We sent three rapid response vehicles and one ambulance to the scene.” The service’s three rapid response vehicles stayed on scene, near the Royal Norfolk and Suffolk Yacht Club, to treat the other seven people rescued, who were uninjured but cold from being in the water. They were re-warmed at the scene and did not require hospital treatment. Last night, a Lowestoft Lifeboat spokesman added: “It was so fortunate the lifeboat was on a Sunday morning exercise that it saw the boat clearly in trouble. “It was able to be on the scene without any delay and rescue the 11 people who had been on board it.” Just a few hours after rescuing the 11 people from a dive boat, the crew of Lowestoft Lifeboat was called into action once more. The volunteer RNLI crew responded to reports of a yacht that had ran aground on a sandbank “more or less opposite” the CEFAS building in south Lowestoft. A lifeboat spokesman said: “We were called out about 5pm to reports that a yacht, with two people on board, had ran aground. The yacht had damaged its rudder on the

Protest planned to support ship's captain Iwi and environmental activists have planned a protest outside Tauranga District Court where a ship's captain arrested for allegedly harassing an oil-drilling survey vessel off the East Cape is to appear for trial.

Elvis Teddy, the skipper of Te Whanau a Apanui iwi-owned vessel San Pietro, was arrested on April 23, 2011, for allegedly operating his ship in a manner that caused unnecessary risk to Petrobras' Orient Explorer by breaching the exclusion zone around it. He is also charged with resisting arrest. His trial is set down for four days before a judge alone.

The Orient Explorer was conducting seismic testing in the Raukumara Basito to explore the

ocean for oil sediments, part of Petrobras' search for oil and gas in New Zealand's exclusive economic zone - from 12 to 200 nautical miles offshore. Te Whanau a Apanui has organised a rally outside yesterday (Monday) morning.

"We regard Elvis Teddy in high esteem for the stand he took last year on behalf of our tribe and people across Aotearoa opposing deep sea oil exploration and drilling," said tribal leager Rikirangi Gage. "We will be greatly aggrieved if Elvis Teddy is punished in any way for defending his tribal waters, life in the ocean and his livelihood. The messenger would have been shot rather than the Government dealing with the real issues."

In a message sent to the captain of the Orient Explorer on April 3 last year, released to media today, Mr Gage said Te Whanau a Apanui was defending its tribal waters from "reckless" government policies. "You are not welcome in our waters. Accordingly and as an expression of our mana in these waters, and our deep concern for the adverse effects of deep sea drilling, we will be positioning the Te Whanau a Apanui vessel directly in your path, approximately one and half nautical miles. I repeat, approximately. We will not be moving, we will be doing some fishing. That's what our waters are for. Not for pollution." Greenpeace said it would have representatives at Teddy's trial.

"Greenpeace is here to support Elvis Teddy's stand to protect his iwi's waters and customary fishing rights from the threat of deep sea oil. reviewing the multi-billion replacement programme to appease Lib Dem coalition partners who oppose the like for like replacement, favoured by the Tories and Labour.

The plan preferred by the Lib Dems would see nuclear warheads fired from existing Astute submarines, eliminating the need to replace the Vanguard-class nuclear boats. However, changing the submarines which carry the Trident missiles would require a new form of warhead, which could be judged to be an act of proliferation and therefore illegal under treaty obligations. The study is likely to suggest a list of options and while some parts will not be published, a summary is expected early next year. Supporters think an Astute submarines with nuclear weapons could be deployed within a week if there was a build-up of international tension, therefore negating the need for a new fleet of submarines. But sceptics warn keeping the deterrent in harbour could mean the act of launching could heighten tensions at the worst possible time.

Barrow MP John Woodcock said: “Everyone will study any new evidence that emerges, but it is no surprise to see the Liberal Democrats peddling the same old idea which previous studies have suggested would actually be less cost effective and less likely to deter a future nuclear war. “A government which continues to face both ways on the deterrent will be accused of putting politics ahead of national security.”

The idea of nuclear-tipped cruise missiles on adapted Astute-class submarines has been floated in the past but is thought to be more expensive and less effective. The Astute submarines would need to be re-engineered and new war heads built, and less effective as cruise missiles are more likely to miss their target and are easier to shoot down. Terry Spurling, of the Barrow Submariners Association, said: “One of the things that I would say is that this is not a new idea. “It is certainly an option, but I am not sure what strategically the Americans would think of it.

“The successor would certainly give you more options though.” A final decision on Trident replacement is not expected until after the next general election, but the initial gate stages of preparatory work have already been signed off. Source : North-West Evening Mail

Navy ships complete first joint escort operation

The Chinese navy's 11th and 12th escort groups accomplished their first joint escort operation here Friday. The groups escorted six merchant ships from China, Singapore, Norway, South Korea and Portugal. The two fleets held a handover ceremony on the destroyer "Qingdao" before the joint escort operation. The farewell ceremony of the 11th group was held on July 23. Then the flotilla will leave the Gulf of

Aden and Somali waters and embark on a goodwill visit. The 11th group has escorted 184 ships in 43 operations since it started the mission on February 27. A total of 126 pirate vessels in 58 incidents were successfully driven away by the fleet. To date, the Chinese navy fleets have escorted 4,727 ships from countries all over the world.

Tanker owners prefer S. Korean to Chinese shipyards

Tanker owners, as reflected in global market share, prefer South Korean shipyards for their ordering, as opposed to Chinese ones, despite the fact that a few months back, it was China which surpassed South Korea as the world's leading shipbuilder. To do this, China adopted an aggressive pricing policy, together with the massive development of green field yards. As shipbroker Gibson noted though, today, according to report, as many as half of China's shipbuilders are likely to go out of business over the next two to three years. "Currently China’s slice of the global tanker orderbook represents 38%, still some way behind South Korea with 47%. However, Korean shipbuilders have the technical edge and are therefore able to build higher quality vessels to the higher specifications required by owners today. With new orders difficult to secure, Korean yards may be better placed to survive today’s difficult market. This is reflected in the fact that Korean yards have taken 55% of all new tanker orders placed so far this year. As demand for Eco ships or more specialised tonnage takes off, it is Korean yards which are likely to benefit the most. Good packages are available for those that are looking into these initiatives" said the London-based shipbroker in its report. It added that "of course the current state of the tanker market is doing little to support the shipbuilding industry, but with shipyard prices remaining on a downward path, this could prove too tempting for some owners. Newbuilding prices for most types of tanker have fallen by about one third since the beginning of 2008. New orders placed during the 1st half of 2012 indicate that we are likely to exceed last year’s total, although 2011 was an exceptionally low year for ordering of all types of ship. Firm orders for 52 MRs have so far been placed this year, already exceeding yearly totals of the last 3 years. Perhaps not surprisingly Suezmax ordering has shown the largest decrease with just 3 orders placed this year. Investment in new tonnage is always associated with high spot earnings. At present the tanker market is firmly entrenched in the doldrums which appears to have placed the lid firmly on a fresh wave of tanker demand even at today’s prices. Ordering over the summer months is likely to remain at low levels as will spot earnings. However, what we don’t need is a fresh round of speculative orders towards the end of the year when the tanker market is expected to pick up ahead of winter demand" concluded Gibson. Meanwhile, in the tanker market this week, in the Middle East, "the drip feed of enquiry continued to suppress Owners' sentiment this week on the VLCCs in the AG, however the bunker price was always going to prove influential as it ticked up by $40/ton over the course of 5 days. Owners are now looking to correct the rate upwards on the back of this but the rates will be pinned back by the amount of tonnage available with 280 x w24 West and 270 x w34 East currently last done. Suezmaxes saw a larger than usual amount of enquiry West at the start of the week which eroded the list up until the first few days of August. The second half of the week proved to be a quieter affair and Owners will now be hoping to retain some momentum but it looks to be proving futile with 140 x w42.5 West and 130 x w75 East. Aframaxes were hoping that the tight position list in the Far East might be felt in the AG, but the list here is too full for that to be seen and a sideways direction at 80 x w92.5 for AG/East will only be improved upon by the aforementioned bunker price" said Gibson. In West Africa "the Suezmaxes started reasonably but look to have ended this week on a very quiet note and will hope to reconfigure for next week. The damage has been done though, and Owners will have to start from scratch with 130 x w62.5 being done for all west options and around 130 x w72.5-75 for east likely to be obtainable. Western units are not so ample now on the VLCCs in West Africa so you would think this would see an

improvement in cargoes heading west, but even Eastern ballasters are now entertaining these alongside the usual Eastern enquiry. In turn, this influence from the ballasters will continue to be felt next week with 260 x w41.5 west and 260 x w37.5 East" Gibson noted. In the Mediterranean, "Suezmaxes were hoping for a bit more activity than was realised and rate adjusted suitably to this let down. Early stems commanded premiums, but on the whole, the market has finished in a similar fashion to their West African cousins, and next week will involve a bit of rebuilding with Black Sea/ Med going at around 140 x w70. There was a midweek flurry of activity on the Aframaxes, but it wasn’t enough to change the status quo and rates continue in the doldrums at 80 x w82.5 for cross Mediterranean" it said. Finally, in the North Sea, "the Aframaxes have followed a similar pattern to what has been alluded to above and rates have made a very slow and minimal decline to around 80 x w85 for cross UKC and there needs to be a dramatic turnaround in events to change the current situation next week. VLCCs were called into action for arbitrage-driven enquiry at the end of last week and the start of this, but it was shaky to start with and Owners have had to discount down to $3.3m to be in contention, but even these levels don’t provide a guarantee of working and maybe a little less might be needed next week" Gibson concluded. U.S. wants Detroit-Windsor ferry service Detroit Port Authority has terminal ready to go and Washington has approved funds for boat

The Detroit Port Authority wants a ferry up and running to and from Windsor by spring of 2013. The authority told CBC News it already has a new boat terminal waiting to be used by the Renaissance Center, located across the Detroit River from Windsor's downtown core. Deputy director Steven Olinek said there is even funding lined up from Washington to buy a ferry. "I think the fact that we've got this endorsement in the form of committed monies is something that others have not had," he said. "We still face the challenges with regard to the clearance of passengers and we're trying to find a creative solution." Gord Orr with Tourism Windsor Essex Pelee Island said the idea holds great promise. "The potential of the bicycle tourism part of it is very exciting as we start to look at more trails and

Odfjell gedeeltelijk stilgelegd Het tankopslagbedrijf Odfjell in het Botlek-gebied is afgelopen vrijdag door de DCMR Milieudienst Rijnmond en de Veiligheidsregio Rotterdam-Rijnmond bestuursdwang aangezegd, in aanvulling op eerdere handhavingsmaatregelen. Bij tankput 2 en 4 is onvoldoende bewezen dat blus- en koelvoorzieningen in orde zijn waardoor sprake is van een ernstig veiligheidsrisico. Het bedrijf moet binnen 48 uur vijf tanks leeghalen. Ook moet het bedrijf in de tussentijd zorgen voor maatregelen om een incident te voorkomen.

De vijf tanks die binnen 48 uur, dat wil zeggen uiterlijk aanstaande zondag 22 juli 2012 om 17.00 uur, moeten worden leeggehaald, bevatten stoffen waarvoor de blus- en koelvoorzieningen nodig zijn.

Nog zeven andere tankputten en de bijbehorende koel-en blusvoorzieningen zijn vergelijkbaar van opbouw. De tanks zijn namelijk binnen dezelfde periode gebouwd (1957 tot 1963) en ze zijn vergelijkbaar van constructie. Ook hier is daarom mogelijk sprake van het niet in orde zijn van de koel- en blusinstallaties en daarmee een mogelijk ernstig veiligheidsrisico. Een tankput is een met dijken afgesloten gebied waarin meerdere tanks staan.

Daarom hebben de DCMR en de VRR besloten deze tankputten en daarmee de koel- en blusinstallaties ook op te nemen in de bestuursdwang. Binnen zes dagen, dat wil zeggen aanstaande vrijdag 3 augustus 2012 om 06.00 uur, moet het bedrijf vijftien tanks uit deze tankputten leeghalen, tenzij wordt aangetoond dat de koel- en blusvoorzieningen bij deze tanks in orde zijn.

Ook is geëist bij de bestuursdwang dat het bedrijf zorgt voor extra maatregelen om in de tussentijd een incident te voorkomen. Dit moet gebeuren door 24 uur per dag een brandweereenheid op het bedrijf aanwezig te hebben.

Bij een nacontrole door de VRR deze week bleken de koel- en blusvoorzieningen van tankput 2 en 4 niet in orde. Het betrof een nacontrole op de dwangsom die door de VRR aan het bedrijf is opgelegd omdat het bedrijf bij de BRZO-inspectie niet kon aantonen dat onderhoud is gepleegd op de koel- en blusinstallaties.

Vijf tanks Odfjell leeg Het tankopslagbedrijf Odfjell in het Botlek-gebied kreeg afgelopen vrijdag 20 juli bestuursdwang aangezegd door de DCMR Milieudienst Rijnmond (onder bevoegd gezag van de provincie Zuid-Holland) en de Veiligheidsregio Rotterdam-Rijnmond (VRR). Deze bestuursdwang bestaat uit 2 eisen. De eerste eis was het leeghalen van 5 tanks voor zondag 22 juli 17.00 uur. Vier van deze 5 tanks waren voor 17.00 uur leeg. De vijfde was zondag avond rond 20.00 uur leeg.

Vanwege koel- en blusvoorzieningen die niet in orde bleken, werd Odfjell verplicht door de DCMR en de VRR binnen 48 uur 5 tanks leeg te halen en een brandweereenheid continu ter plaatse te hebben. Deze maatregelen waren nodig om een groot veiligheidsrisico weg te nemen.

De vijfde tank is later leeg om logistieke- en veiligheidsredenen. Dit is door de overheidsdiensten officieel goedgekeurd. Deze tank wordt leeggepompt in een schip. Dit schip was niet eerder beschikbaar. De pompsnelheid kan ook niet hoger dan gebruikelijk vanwege de veiligheid.

De tweede eis, uit de vrijdag aangezegde bestuursdwang, is het leeghalen van 15 andere tanks voor vrijdag 3 augustus 06.00 uur tenzij het bedrijf in de tussentijd kan aantonen dat de koel- en blusvoorzieningen bij deze tanks wel in orde zijn. Tot die tijd is het bedrijf verplicht een brandweereenheid continu ter plaatse te hebben.

Eerder werd het bedrijf ook al bestuursdwang opgelegd voor het niet kunnen aantonen van de integriteit van een aantal tanks en van het in orde zijn van 21 vacuum/drukventielen. Bron : Provincie Zuid Holland

A solemn foundation stone laying ceremony for the new port of Sabetta in Russia’s Yamal was held July 20, 2012. A commemorative capsule was laid in the foundation of the future port, the PortNews correspondent reports from the ceremony. The port project is implemented in line with the Comprehensive Plan approved by the Russian government for the development of liquefied natural gas production on the Yamal Peninsula.

The Port of Sabetta will contribute to strengthening Russia position as a world leader in the development of the Arctic. Vinalines suffers $69.2 mln loss in H1/2012

Vietnam National Shipping Lines (Vinalines) said that it continued to suffer a VND1.439 trillion ($69.2 million) loss in the first half of 2012 due to falling demand for freight transportation. The total output of freight transportation reached 15.3 million tons in January-June, down 15 percent over the same period last year.

Its total revenue reached VND11.614 trillion, down 3 percent year on year. The loss caused by two former Vinashin’s subsidiaries alone, Vinashin Lines Co Ltd and BISCO, amounted to around half of the sum, or some VND700 billion, said Vinalines. Moreover, the losses at Falcon Shipping Co (Falcon) and Vietnam Ocean Shipping Joint Stock Company (VOSCO) were VND267 billion and VND102.7 billion respectively. Explaining the cause of a loss, Vinalines added that in addition to falling demand, freight charges are also in a downtrend for a long time. As a result, the local shipping industry had to cope with the excess tonnage supply in most markets. Besides, Vinalines must also address its internal difficulties during the same period, it said. The State Audit of Vietnam has found that Vinalines invested VND672 billion, or 10.37 percent of ist chartered capital, into non-core areas in 2010, according to a state budget auditing for 2011codnucted by the agency. M/V Alaed anchors offshore Kronstadt According to the automatic identification system, the notorious Russian-flagged ship M/V Alaed has arrived to offshore anchorage near Kronstadt (St. Petersburg). A source close to the Port Authority said three refurbished helicopters had been unloaded from the ship in Kaliningrad-based port Baltiysk. A spokesman for Femco had previously reported that the ship was bound from Murmansk to St. Petersburg, where she will take general cargo and then will set sail to the Far East. How much cargo ship will be in port north of the capital, it is not clear, it will depend on the time of reloading. Source :PortNews

Japan has fully committed to investing in projects to expand airports and sea ports near Jakarta and West Java of Indonesia, a move expected to help its transport system, local media quoted a Japanese official as saying on Friday, reports China’s Xinhua news agency. Japan’s Deputy Minister for Transportation, Tourism and International Affairs Takashi Kitamura said his country was keen to team up with Indonesian officials to expand Soekarno-Hatta International Airport in Tangerang, on an outskirts of Jakarta and the container terminal in Tanjung Priok of North Jakarta. The deputy also expressed interest in constructing Cilamaya Port and a new airport, both in Karawang, West Java, among other plans. He said their involvement in the projects aimed to help improve Indonesia’s transportation sector. “We see Indonesia has huge economy and it must be supported with a good system and infrastructure in transportation,” Kitamura was quoted by the Jakarta Post as saying. “We have a lot of knowledge and experience in this area. With some modification (to our system) and continuing hard work, we believe Indonesia’s transportation sector will be much better in the next 10 years, like Japan,” he said in Yogyakarta of Indonesia. Jensen designs tenth ASD tugboat for McAllister Towing

Jensen Maritime Consultants, a Crowley Maritime Corporation company, recently began designing a new vessel, the Eric M. McAllister, a 5,150 horsepower, twin Azimuth Stern Drive (ASD) tugboat, for McAllister Towing, the Company press release said. This vessel, which will be built by Senesco Marine LLC of North Kingstown, R.I., will be the tenth Jensen-designed and first Tier 3 tugboat in McAllister’s fleet. McAllister, both built in 2008, but will be operated in the New Bedford, Mass., area, where it will primarily perform ship escort work in Buzzards Bay, Mass. The Andrew McAllister is now operating out of Portland, Maine, and the Rosemary McAllister is currently under charter.

“We are pleased that the longstanding partnership we have with McAllister has given us the opportunity to design another environmentally responsible tugboat for use on the East Coast,” said Jensen’s Johan Sperling, vice president. “The state-of-the-art design developed is yet another example of Jensen’s full scope of industry-leading naval architecture and marine engineering capabilities.”

The design will not only give McAllister improved performance over the previous two designs, but also an environmentally friendly tug with lower emissions and reduced fuel consumption to meet the Environmental Protection Agency’s Tier 3 marine emissions regulations. Tier 3 standards require a 50 percent reduction in particulate matter and a 20 percent reduction in nitrogen oxide. At 96 feet in length and 34 feet in width, the Eric M. McAllister will be powered by two, Caterpillar 3516CHD Tier 3 engines and two Schottel 1215 Z drives. The package will provide an estimated running speed of 12 knots and a bollard pull of 67 tons.

Additionally, the tug’s firefighting system will produce 11,967 gallons per minute through a pair of FFS 1200LB remotely controlled monitors. The water is delivered through a single FFS SFD 300-400 pump powered by a Caterpillar C32 engine. The monitors will have a 1,500 gallon tank, foam capability and a deluge system.

Towing machinery includes a JonRie 250 Escort winch with full render/recover on the bow and a JonRie 512 Tow winch with a spool capacity of 2,100 ft. of 2 ¼” wire on the stern. The tugboat is expected to be delivered in mid-2013.

Dutch based Offshore Windforce (OWF) has awarded Ulstein Idea Equipment Solutions BV the contract for the Engineering, Procurement and Construction (EPC) of 2 pile gripper frames for the West Duddon Sands wind farm installation project. The pile gripper frames will be installed on board jack-up units and used to support mono-piles when placed onto the seabed and hammered to their final, fully installed position. At the same time the gripper frames will allow OWF to adjust the inclination angle of the pile during the piling operation.

70 companies reach agreement with EPA on Passaic River dredging project

The US Environmental Protection Agency recently announced that it has reached agreement with 70 companies considered potentially responsible for contamination of the lower Passaic River to remove approximately 16,000 cubic yards of highly contaminated sediment from a half-mile long area of the Passaic River in Lyndhurst, New Jersey at their expense.

High levels of contaminants, including PCBs, mercury and dioxin, are present in the sediment and can cause health effects. The work is scheduled to begin in spring 2013. The agreement calls for the parties to remove contaminated sediment from a mud flat area near the north section of Riverside County Park, install a protective cap over the approximately five-acre excavated area and conduct lab tests of sediment treatment technologies. Based on the results, testing of treatment technologies at a larger scale may also be performed. The cap will monitored and maintained to ensure that it remains protective until a final cleanup plan for the lower 17 miles of the Passaic River is

selected by the EPA. The excavated material will be disposed of in a licensed, permitted EPA-approved disposal facility if the sediment treatment technologies do not prove effective during testing. “This agreement triggers actions that will reduce exposure of people and wildlife to the highly toxic contaminants in the Passaic River sediment and keep it from spreading to other parts of the river,” said EPA Regional Administrator Judith A Enck. “Under the Superfund agreement, the companies responsible for the contamination will conduct and pay for the work with EPA oversight, rather than passing the costs on to taxpayers.” Source : Dredging News Online
