Shipowners uncertain about future marine fuel costs

Ship owners face complex questions with no clear answers on meeting emissions requirements, but deep-sea vessels are unlikely to switch to alternative fuels, Nick Brown, marine communications manager at Lloyd's Register writes in a blog post. Discussing the SEAaT Fuelling the Future Conference in London last week, Brown said "uncertainty reigns" for ship operators who are approaching the 2015 reduction in sulfur limits in emissions control areas (ECAs) with no way of knowing how expensive various fuels will be. Brown said all potential solutions will increase costs and could end up closing ferry routes and driving traffic onto roads.

Lifeboat is named at ceremony A lifeboat station celebrated a special day in its 162-year history at the weekend with the naming of the new Atlantic

85 Richard Wake Burdon. Hundreds gathered at the boathouse in Newbiggin to take part in the ceremony.

Cheryl Robinson, on behalf of the late Hylton Burdon, officially named the lifeboat, which was received by Commodore David Squire of the RNLI. He then handed over the lifeboat to lifeboat operations manager Pauline Cooksey at the station. The Reverend Peter Sinclair, Vicar of Woodhorn and Newbiggin, lead the service of dedication. The naming ceremony was also a surprise gathering of relatives of the Burdon family. Pauline said: “The ceremony

provided an opportunity not only to celebrate the naming of a new lifeboat but also to facilitate a gathering of lost family members.” Source : news Post Leader

each side. The difficulty of KAU accommodation module was a congested landing area, next to the former bridge high on the top of the living quarter accommodation and control Room of the FPSO KIKEH. Any clash or impact would cause major damage to the existing accommodation and would be catastrophic for the POB (regarding the safety riles) onboard FPSO KIKEH which again would impact production. Lamma ferry inquiry report blasts Marine Department

The government department responsible for shipping and vessel safety needs an urgent overhaul, investigation of collision concludes

By : Simpson Cheung The stricken Lamma IV on the night of the tragedy. Photo: SCMP

Serious systemic failings" in the Marine Department contributed to the Lamma ferry tragedy, the Commission of Inquiry into the disaster has found.

In its report, released yesterday, the commission pointed to a "litany of errors" at every stage of the design, construction and inspection of the Lamma IV, which contributed to the rapid sinking of the boat. "What is required is systemic change, in particular a change in attitude to responsibility and transparency," the commission said of the department. "In [some] areas, what is required is action, and action now."

What is required is systemic change, in particular a change in attitude to responsibility and transparency The commission, led by Mr Justice Michael Lunn, said it was "astonished and deeply dismayed" to learn that the department had not fully enforced a 2008 regulation stipulating that vessels should carry a number of lifejackets matching their capacity, as well as children's lifejackets equal to five per cent of capacity.

The key factors so many lives were lost were loosely attached seats on the upper deck of the Lamma IV that came off, throwing passengers towards the stern; passengers having trouble getting to and donning lifejackets; and no children's lifejackets.

The department has promised an internal investigation into whether any officer bears part of the responsibility for Hong Kong's deadliest sea tragedy in 40 years.

A total of 39 passengers died when the Hongkong Electric vessel Lamma IV, taking workers and their families to see the National Day fireworks in Victoria Harbour, collided with the ferry Sea Smooth off Lamma Island. Sections of the report dealing with the responsibilities of the two coxswains involved in the October 1 crash - both of whom have been charged with manslaughter - was redacted to avoid influencing their trials.

Secretary for Transport and Housing Professor Anthony Cheung Bing-leung said he would lead a steering committee to oversee the reform of the department. He said he would appoint a directorate-grade officer as deputy director of the department to lead the reforms. Director of Marine Francis Liu Hon-por said the department had appointed foreign experts to review its inspection procedures and compare safety regulations with those in Singapore, Sydney and Southampton.

Chief Executive Leung Chun-ying pledged that the government would handle any case of maladministration or human error impartially, and said disciplinary hearings could start. Liu did not answer if he would apologise or resign. Cheung said he "felt sorry".

Ryan Tsui Chi-shing, younger brother of Tsui Chi-wai and uncle of Tsui Hoi-ying, 10, who both died in the crash, said he appreciated that the inquiry had shed light on a lot of facts. But he had doubts whether the reforms would succeed: "The director lacks the courage to even apologise, so how can I trust him to have a conscience in future?" source : South China Morning Post

Eimskip reduces purchase price of newbuild vessels

In 2011 Eimskip and the shipyard Rongcheng Shenfei in China made an agreement of building two container vessels. Each vessel’s size is 875 TEU, thereof each containing plugs for 230 reefer containers. Deadweight of each vessel is approximately 12 thousand tons. The vessels are 140.7 meters long and 23.2 meters wide, said in the company's press release.

Originally the vessels were expected to be delivered in 2013. An amendment agreement with the shipyard expects delivery of the vessels in the first half of 2014. Besides negotiating the delay, Eimskip has negotiated a reduction of the vessels’ purchase price by about 20% which equals a reduction of USD 10 million in total.

Eimskip has already paid USD 26 million which equals about 70% of the altered purchase price of the vessels. The investment is financed with equity and with a bridge loan for the building period from an Icelandic bank and with long term financing from a foreign bank.

In March 2013 Eimskip introduced material changes in its sailing schedule. The delay of the vessels’ delivery time will neither affect these changes nor service to the company’s customers. The delay will however extend chartering of vessels longer than earlier expected.

Gylfi Sigfússon, CEO:

“It is pleasant to have achieved a reduction of the vessels’ purchase price, in connection with a delay in their delivery, by USD 10 million. It will be delightful to receive the new vessels on Eimskip’s 100 years anniversary in 2014. The delay will not affect the company’s new sailing schedule or services to our customers. It is also good to experience the trust which Eimskip has earned among international finance organizations in relation to the financing of the project, whereas the company has ensured long-term financing of the new building.”

DOT to investigate yellow submarine incident

LAPU-LAPU CITY, Cebu -The regional office of the Department of Tourism has called for a deeper probe of the yellow submarine incident that apparently ran aground and damaged coral reefs off the shore of Barangay Maribago. Earlier,

the city government divers reported finding they cracked and broken corals in the area identified as the route of the tourist submarine.

On Monday, Mayor Paz Radaza issued a cease-and-desist order and suspension of business permit against the Cebu Yellow Submarine and Undersea Tour Corp.

DOT 7 regional director Rowena Montecillo said while the yellow submarine offered new tourism activity in the area, its operations should not be harmful to the environment.

“DOT is always against anything that violates the preservation of the environment,” she stressed. “I was happy when they came but I’m not happy with what happened,” Montecillo added.

The official cited that although the vessel is not directly liable to the agency it will not get an endorsement from DOT while the investigation is still ongoing.

Montecillo shared that prior to the “coral crusher video” which went viral last week after a Japanese diver posted it on YouTube, she had already called the attention of the Imperial Palace management regarding other complaints about the submarine operations.

The yellow submarine is docked at the Imperial Palace Water Park Resort and Spa.

Meanwhile, Montecillo lauded the city government for its immediate actions regarding the incident while she suggested that the route of the yellow submarine should be limited. Andy Berame, City Coastal Law Enforcement coordinator, led a seven-man team to inspect the state of the coral reef that was allegedly hit by the amphibious seacraft.

Berame disclosed that he saw “mounds with cracks and broken corals” during their one-hour underwater inspection in front of the Kontiki wall.

“The crack does not look ordinary to a diver. It must have been caused by a very strong force,” Berame said.

He also observed newly dislodged plate corals, which are flat and wide, saying these were still white, meaning the damage may have been caused recently. Source ; Manila Buletin

Oil-Tanker Surplus Reached Lowest Level Since January This Month

A surplus of the largest oil tankers seeking cargoes in the Persian Gulf reached the lowest level since January this month, a Bloomberg News survey showed. On average, there were 20 percent more very large crude carriers for hire over a 30-day period than cargoes available to load in April, the median estimate in a survey of six shipbrokers and owners today showed. That matched the January excess, according to figures compiled by Bloomberg. Crude shipments by sea will rise 2.2 percent this year, Morgan Stanley said in a report yesterday, cutting its estimate from 2.9 percent. Shipping demand will expand 3.3 percent, the bank said, less than the previous 3.9 percent projection. The global tanker fleet will swell 4.4 percent, spurred by 5 percent growth in VLCC capacity, according to Morgan Stanley. The “four-week vessel count is not getting any shorter at 95,” Kevin Sy, a Singapore-based freight-derivatives broker at Marex Spectron Group, said of the Persian Gulf in an e-mailed report today. “Tonnage is well supplied for now.” VLCCs are losing $1,188 daily on the industry’s benchmark Saudi Arabia-to-Japan route, according to the London-based Baltic Exchange. Returns became negative again on March 28 after VLCCs lost money on the journey for seven weeks through March 14, exchange data show. Each of the ships can hold 2 million barrels of oil. Dealing with the menace of fatigue

The current issue of the International Maritime Human Element Bulletin Alert! provides all the connections required to link issues of fatigue to the safe manning of ships and the way they are operated. After many years when the industry has been hesitating about the problem of fatigue, suggesting that so much about this menace has been ‘anecdotal’, the realities provided by real evidence now illustrates that it can no longer be ignored.

This issue, which begins with a cautionary Case Study of the background to the grounding of a short sea ship with two officers working watch and watch, is packed with advice about fatigue and how it can be sensibly countered. Noting there is still no mathematical formula for the assessment of a ship’s manpower requirement, the bulletin offers a seamanlike ‘rough guide’ to The Guidelines for the Determination of Minimum Safe Manning, taking into account the hours of shipboard duties and what might be described as ‘peak workload situations’.

Stemming from the EU-funded Horizon Project which sought to simulate the deterioration of performance as fatigue sets in, a fatigue-prediction software model MARTHA has been developed, along with a Fatigue Risk Management System, to assist managers to optimise operations and work schedules to moderate and minimise fatigue. Alert! No 32 also describes another useful tool in the US Coast Guard’s Crew Endurance Management System, which provides a very visual indication as to when crew endurance is being ‘stretched’.

It has been suggested that part of the problems stemming from the insidious onset of fatigue was the lack of any meaningful tools to assess and to counteract it. The centrespread of No 32 provides a whole list of downloadable aids to fatigue mitigation and management which can go a long way towards informing management about the realities of fatigue and its effects. It also makes clear the shared responsibilities of ship designers, owners and managers, along with seafarers themselves, for informing themselves about fatigue. This is an important reference document that illustrates a wealth of information on this important problem that continues to contribute to maritime accidents of all kinds. Advice is also provided on the use of riding gangs aboard ship, noting that these additions to those aboard a ship cannot be used to bypass the regulations that apply to a ship’s crew. Up to 20 new ships, boats to join Black Sea Fleet in near future

The Russian Black Sea Fleet will be updated and improved to ensure the country's national security. Up to 20 new ships, submarines and boats will join the fleet in the near future, the Fleet's Commander Vice-Admiral Alexander Fedotenkov said in connection with the 230th anniversary of the fleet to be marked on May 13. It is an objective and very important process, given the fact that the naval forces of Black Sea and Mediterranean states continuously

increase their combat potential with the qualitative improvement of weaponry without considerable reduction of their number, he noted.

The Black Sea zone countries plan in the next decade to build a substantial number of warships and support vessels for their navies. "To reliably ensure national security, we have no right to remain among the laggards," the commander said. The latest guard ship Admiral Grigorovich of Project 11356 is expected to be launched in 2013 and placed in service

in 2014. It will be the first in the series of six guard ships of the project with the Kalibr high-accuracy long-range missile system. The ships are named Admiral Essen, Admiral Makarov, Admiral Butakov, Admiral Istomin and Admiral Kornilov, the commander said.

The navy also expects to receive six new submarines of Project 636, the Varshavyanka class. The first three will be named Novorossiisk, Rostov-on-Don and Stary Oskol, the vice-admiral said, adding that seven more various-purpose naval boats and other ships

would join the fleet.

The Black Sea Fleet command proposed the Russian Navy command, when distributing forces and means for operational assignments, to consider the possibility to add latest small artillery ships of Project 21630 to the fleet. It will allow improving the efficiency to carry out tasks to maintain the operational regime in the zone of responsibility, he said. The fleet also needs new sea and inshore minesweepers to ensure there are no mines at base places. The balanced and adjusted fleet will allow forming all-purpose groups of forces to comprehensively carry out tasks, he noted. Source : Indrus

SHIPYARD NEWS

Nevsky Shipyard floats out fourth serial dry bulk carrier Neva-Leader 4

Nevsky Shipyard April 30, 2013, held an official launching ceremony for the M/V Neva-Leader4, the fourth vessel in a series of ten self-propelled dry cargo ships of Project RSD49, the PortNews correspondent reports from the ground.

The project was developed by Marine Engineering Bureau-Design-SPb.

The ceremony was attended by Nevsky Shipyard General Director Vladimir Prudyus, Managing Director of NWSCo Albert Vygovskiy, Technical Director the shipping company Igor Fomin, Director of the RS’ Baltic branch Edward Evgrafov.

Vladimir Prudyus told IAA PortNews that the project is one of the best developments of Marine Engineering Bureau and the ship’s characteristics are the best in the class.

Prudyus also noted that thanks to the customer, the shipyard the 10 newbuilds portfolio which allows the firm "to work quietly and to plan its activities." He added that the project ship building technology this project had been fine-tuned. The shipyard’s engineers have mastered the manufacture of hatch covers and other equipment that previously were ordered with other manufacturers.

"We’d be happy to further build similar vessels. They are easily fabricated, their construction is not complicated, and the operation (of the vessels) has proved their cost-effectiveness compared to other projects," PortNews correspondent quoted Vladimir Prudyus as saying.

Nevsky Shipyard is executing a contract for a series of ten self-propelled dry cargo ships of 7150DWT of Project RSD49 for North Western Shipping Company. Overall, the NW Shipping ordered 12 vessels of RSD49 project. Two ships will be built at Astrakhan-based Lotus Shipyard. The M/V Neva-Leader-1 was floated out in May.

The Volga-Don Max vessels of mixed river-sea sailing are designed for transportation of general and bulk cargoes, including steel, grain, timber, coal, oversized and heavy-lift and dangerous cargoes of classes 1.4S, 2, 3, 4, 5, 6.1, 8, 9 by IC IMDG and Annex B of the BC Code in the Caspian Sea and the Mediterranean, Black Sea, Baltic, White and North seas, including sailings around Europe and in the Irish Sea during winter season.

The series vessel (in contrast to other Volga-Don max class ships created by Marine Engineering Bureau) features a 52-m-long middle cargo hold for shipping oversized project cargo on direct Europe-Caspian Sea line. This should make the vessel operation cost-effective. The project was designed to CM Ice2 R2 AUT1-C of the Russian Maritime Register of Shipping and meets all the requirements of international conventions.

Currently, the RSD49 project vessels (like predecessors of Project RSD19) are by far the largest dry cargo ships that satisfy the dimensions of Volga-Don Shipping Canal.

Swire denies closure of HUD repair business

Hongkong United Dockyards has stopped taking ship-repair business. By : Keith Wallis ©

Hongkong United Dockyards, jointly owned by Swire Pacific and Hutchison Whampoa, has stopped taking ship-repair business but a Swire director denied industry speculation that ship-repair operations were being closed and equipment sold. Swire executive director John Rae-Smith said "HUD has temporarily stopped taking bookings" because its floating dry dock needed repairing. "A large amount of steel deck plate needs to be replaced by the end of the year. This is normal for a 20-year-old dock, but it does mean that the yard can't accept third-party business while the work is being done," he said. Key customers at the complex on Tsing Yi near the Tsing Ma Bridge include Star Cruises and the Hapag-Lloyd container line.

Rae-Smith said: "HUD has had a land-side engineering business for 20 years. While the dock is being docked, management is looking at other areas to use the skills of existing staff. A small number of administrative staff have been made redundant … [reflecting] the pressures to cut costs in the shipping industry and an increase in automation in certain administrative processes. "HUD is definitely still in the ship-repair business. We have no plans to get out of it and indeed are looking at seeing what opportunities the downturn in the maritime business presents." Rae-Smith was responding to questions after industry insiders speculated about the future of HUD, which made a pre-tax loss of HK$61 million last year on ship repairs. One source said: "Apparently HUD made trips to Europe to see clients to tell them to go elsewhere. Hapag-Lloyd for the last couple of months has been going to Yiu Lian Dockyards in Shekou and Hong Kong. I understand the floating dock has been sold to Yiu Lian and is shifting to Xiamen." HUD management floated a plan last year to build a second dry dock to handle larger container ships that would double the size of the workforce. But the scheme has yet to be approved by HUD's joint Swire and Hutchison board. "Swire wanted to invest in a bigger floating dock and Hutchison didn't want to do so, thus leading to the decision to shut shop," a source said. The existing facility can repair 35 to 40 ships a year but HUD estimated it was losing 10 ships a year because it was unable to repair larger vessels. The firm is also facing a shortage of skilled workers, including welders, which would be

Nordhavn 120 Nears Delivery After New Tank Tests

The Nordhavn 120, the largest Nordhavn yacht to date, after it was launched into the test tank at South Coast Marine in Xiamen, China and now stands one step closer to delivery.

Dan Streech, President of Nordhavn’s parent company Pacific Asian Enterprises, Inc. (P.A.E.) noted that so far the future queenship of the Nordhavn fleet has functioned in the water exactly as expected. “She floats perfectly,” Streetch said. “All 800,000lbs of fibreglass, steel, wood, stone and glass have been brilliantly engineered and managed to float exactly as predicted.”

The tank test is the penultimate stage for the N120 prior to being delivered to her new owner in July. She will remain in the tank for approximately one month as systems are fired up and tested. Upon completion, she’ll undergo final ocean trials and ABS certification assessment in preparation for delivery – via her own bottom – to Vancouver, Canada.

Due to logistics, the sheer mass of the vessel as well as economic factors, it’s been concluded that N120 hull #1 will be delivered on her own bottom. With a non-stop range from China to Vancouver at a speed of within 3 knots of what freighters typically travel, the decision to “drive” her home was made thoughtfully, however, confidently.

After nearly five years from concept to construction, P.A.E. is thrilled with anticipation at the impending unveiling of the Nordhavn 120. Our architecture and design team, together with the craftsmen at South Coast, engineering, contractors, the

phenomenal interior design staff at Destry Darr and

countless vendors have cultivated a world class yacht that is second to none. At the surface, the N120 is a naval engineering feat; as capable as it is luxurious. But the yacht also proves to be a symbol of P.A.E., persevering at a time when the yacht/superyacht market was in a virtual tailspin. With the business of boats having apparently stabilized, the time is perfect to present the Nordhavn 120 to the world, a design prepared to rival any superyacht built by anyone, anywhere. ABERDEEN HARBOUR REPORTS RECORD RESULTS IN 2012

Aberdeen Harbour Board’s annual results have revealed record vessel activity in 2012 and record levels of cargo passing through the port.

Overall vessel tonnage handled by the port increased by eight per cent, from 25.91 million tonnes in 2011, to 28.19 million tonnes in 2012. The Harbour also saw an eight per cent increase in cargo handled, increasing from 4.76 million tonnes in 2011 to 5.14 million tonnes in 2012 - another record for the Port.

As a result, Aberdeen Harbour’s annual turnover increased by 13 per cent to £27.37 million from £24.06 million in 2011, recording a retained profit of £7.46 million. Aberdeen Harbour chief executive Colin Parker said: “These results underpin Aberdeen Harbour’s importance to the north east economy. The level of revenue assists the Board in its continued investment in existing facilities and ongoing maintenance of current infrastructure. As a Trust Port all profits are retained and reinvested back into projects that will allow us to achieve this. We continue with a strategy of continuous improvement and that means we are well equipped to meet the needs of our customers and play our part in attracting new business to Aberdeen.”

Improvement works in 2012 included the widening of the navigation channel from 33 metres to 70 metres in width and deepening the entrance at a cost of £5.2 million. This work enabled the port to welcome its largest ever vessels to date. Phase One of the Harbour’s £30 million Torry Quay redevelopment was also completed during 2012, providing a further 260 metres of realigned deep-water berthing. Phase Two of this development will add a further 140 metres and is due for completion during the first half of 2013.

The continuing and projected growth in harbour activity will require matching harbour facilities, and the expansion of Aberdeen Harbour has been identified as a nationally significant development in the Scottish Government’s National Planning Framework (NPF) 3 Main Issues Report published yesterday (April 30).

Additional facilities are required to support oil and gas and renewable energy investment, freight traffic and transport links to the Northern Isles. With levels of activity bringing the port closer to capacity, inclusion in NPF3 encourages Aberdeen Harbour Board to continue its current feasibility study into its options for growth. Aberdeen Harbour’s Directions for Growth Document, published in December 2012, identified Nigg Bay as its preferred location for a new deep-water facility. Mr Parker said: “We are continuing the process of building the financial case in terms of how the

Nigg Bay project could be funded by both borrowings and grants. This will be key to whether the development will proceed. In addition, the profit generated by the existing harbour can be used towards funding the new development.”

Mr Parker said: “The planning and community engagement processes for any new development are in their infancy, but to safeguard continued prosperity for Aberdeen and the wider region, a modern, vibrant, fit-for-purpose harbour is essential. Aberdeen Harbour must therefore continue to adapt to ensure that the services and facilities it provides remain technically relevant in this age of increasing vessel dimensions and intensified cargo activity.” Aberdeen Harbour Board will discuss 2012 activity and its future plans at its annual stakeholder meeting at the Marcliffe Hotel and Spa, in Aberdeen, at 18:00 on May 20.

ABB Turbocharging’s high-pressure tuning (HPT) to be added to MAN Diesel & Turbo’s

two-stroke engine tuning options ABB Turbocharging announced that its innovation, high-pressure tuning (HPT), was added to MAN Diesel & Turbo’s two-stroke engine tuning options at the end of March 2013. HPT is a new engine tuning for part and low loads designed to fully leverage pressure ratio and turbocharger efficiency, two critical factors in a turbocharger that are often not used to their full potential. HPT forces more air into a two-stroke engine by increasing the pressure 0.5 bar above what would normally be expected from the turbocharger. Most turbocharging setups for part and low load require some extra hardware such as an exhaust gas bypass (EGB) or variable turbine geometry to reduce excess pressure from the cylinders. HPT compensates these needs without such add-ons by delaying the closing of the exhaust valve somewhat later than in an engine with conventional tuning. Thus HPT offers all the benefits of a more complicated engine tuning, but innovated according to a considerably more streamlined, more reliable design that makes no compromises on fuel efficiency. “Recent developments at ABB Turbocharging have yielded very high pressures from our turbochargers for two-stroke engines, and we saw potential there for optimizing fuel efficiency by using an uncomplicated concept,” said Christoph Rofka, Head of New Business at ABB Turbocharging. “In the merchant marine business, simplicity and reliability are key. There’s a lot of highly complex equipment that has to run to the very harshest environments, so when you offer a straightforward solution with benefits that are visible right away, people respond. With HPT, you have no exhaust gas bypass or extra moving parts. So you also have no service cost. The benefits are clear.” HPT offers engine builders, ship owners, and operators financial benefits. Thanks to the reduction of extra hardware, the customer’s initial investment, first cost, is reduced. The elimination of moving parts and extra hardware also removes the corresponding service costs. Engines tuned with HPT are also fuel-efficient across the entire output range for low and part loads and reduce fuel by 5 g/kWh compared to an engine with standard tuning. The potential fuel savings on a large container vessel with HPT can for example amount to several hundreds of thousands of dollars in just one year alone. HPT also offers very high operational flexibility and very high reliability at low investment cost.

Effectively, HPT has great implications for customers interested in slow steaming. “We are very pleased and flattered that MAN values this solution and wants to offer it to their own customers as one of their official engine tunings,” said Axel Kettmann, Senior Vice President. “And we look forward to collaborating with MAN in the future to offer innovative solutions that respond directly to and improve our customers’ situation. For example, a next logical step is to combine HPT with a high-pressure, high-efficiency turbocharger such as our new A200-L. Our customers have tested this solution, so we know for a fact that HPT is very effective on highly charged two-stroke engines. We expect this combination to generate truly exceptional technical and financial performance and to have a major impact on the marine industry.”
