The Programme at a Glance

From among the large number of postgraduate courses offered by German institutions ofhigher education, the German Academic Exchange Service (DAAD) supports a carefully cho-sen selection of programmes of particular interest to junior executives from developing coun-tries. These degree courses, which consist of one to two years of concentrated study, pro-vide young, academically-trained professionals in leading positions from developing countrieswith the opportunity to engage in postgraduate education and training in their particular eld orprofession.

At present, postgraduate courses are offered in the following elds:

This booklet contains the selection of all postgraduate courses supported under the DAADfunding scheme Development-Related Postgraduate Courses.

An annually updated list of all postgraduate courses in the DAAD programme is also availableon the internet: http://www.daad.de/ast

The courses are open to all eligible candidates. Applications are welcomed from professionalswith personal nancial resources, from those who are funded by their government or compa-ny, or from those who are recipients of nancial support from international sponsoring organi-sations. In addition, a limited number of full and partial DAAD scholarships are available. TheDAAD only awards these scholarships for postgraduate courses supported in this funding pro-gramme.

Selection criteria and procedures for DAAD scholarship recipients ensure that: priority target candidates have proven, development-related motivation and can be expec-

ted to make full use of their scholarship and education by taking on social responsibility laterin their careers, acting as agents of change who stimulate and support development in theirpersonal and professional surroundings (motivation, commitment to development),

the candidates have the professional and academic qualications necessary to ensuresuccessful completion of the degree programme in Germany (nal scores on previousacademic examinations, language skills),

women and candidates from disadvantaged groups who meet the required academic andprofessional standards and show proven commitment to development-related issues areespecially targeted for programme admission.

Scholarships for Development-RelatedPostgraduate Courses

1. General Information about the Programme Postgraduate courses for young professionals from developing countries Duration: 12-24 months, depending on the particular institution Internationally recognised Masters degree Includes German Universities and Fachhochschulen (Universities of Applied Science) Support of selected programmes with a variety of full or partial scholarships Funded by the BMZ (Federal Ministry for Economic Cooperation and Development), butadmission also open to self-nanced participants or students nanced through govern-ment or other sources

2. Prerequisites and Requirements

The Typical Scholarship Holder: Works either for a public authority or a state or private company in a developing coun-try and, as such, is engaged in the planning and execution of directives and projects withemphasis on development policies having a bearing on technological, economic or socialareas.

Holds a Bachelors degree (four years) in a related subject.

Has completed an academic degree with far above average results (upper third) and atleast two years of related professional experience. Is no older than 36 (for some courses the age limit is 32), respectively his/her academicdegrees should normally not be more than six years old. Concerning a possible age limit,please refer to the course details on the following pages.

Language Skills: For courses in German: DSH 2 or TestDaF 4; at time of application German skills at com-pleted level A2 are required. In addition, German language courses at level A2 or B1 arehighly recommended.

Exception: Candidates for some German-speaking or bilingual courses need a verygood command of German at the time of application. For detailed information see therelevant course description on the following pages.

Note: It is not possible to pass the required German language courses (DSH or TestDaF)without any previous basic knowledge in the German language (at least A.2.1 Level),even with the preceding six-month, intensive course in Germany. Passing the languagetest is a formal prerequisite for graduating from the German university.

For courses in English: IELTS (Band 6) certicate or TOEFL (minimum score: 550 paperbased, 213 computer based, 80 internet based)Note: Some courses may expect a different level. For detailed information see the rele-vant course description on the following pages.1

Proof of current work situation:All applicants should state their current work situation at the time of application and submitthe following proof: Certicate(s) of employment that include the exact position and period of

employment; a letter of reference from the employer(s), ideally guaranteeing re-employmentafter completion of the postgraduate course in Germany.

Statement of Motivation:Applicants must submit a statement of motivation explaining why they are interested in attend-ing a particular postgraduate course with reference to their current employment.

Application Formalities:If you have no private nancial resources or cannot obtain a scholarship from your govern-

ment, company or an international organisation, you may apply for a DAAD scholarship -either full or partial. DAAD application forms are available from the German embassies, theDAAD ofces abroad, directly from the University or on the DAAD website (see 3.).

Applications from Cameroon, Myanmar and Nigeria must be submitted via the GermanEmbassy.

Applicants from the Peoples Republic of China are asked to submit an APS Certicate, aswell as two address labels written in Chinese characters with their application documents.

Please be sure to address applications sent to the DAAD directly to DAAD Section 431!

DAAD Section 431 conrms all applications received for the postgraduate courses via e-mailto the applicant.

Sending a complete application with no missing documents is a denite advantage. Latersubmission of belated, individual documents should be addressed directly to the postgradu-ate course, not to the DAAD.

Applications sent via e-mail to the DAAD cannot be considered during the selection process.

Applicants are asked to state whether they are able to pay for cost of living expenses and theirstudies in Germany themselves or whether they can only complete the postgraduate coursewith nancial support from a DAAD scholarship. Qualied applicants for whom self-nancing ispossible, have a good chance of being accepted by a postgraduate course.

Please note: Scholarships cannot be awarded without the ofcial DAAD application form.Many courses, however, have their own forms, which must be submitted in addition to theDAAD application form (see details under course descriptions).

Application deadlines may vary from university to university. Please check the relevant dead-lines in this booklet. One application per postgraduate course is sufcient. If you send thecomplete application to the DAAD, you do not need to send the same application to the univer-sity as well.

Admission:The postgraduate course and/or the university decide on admission after considerationof the application documents. Admission to the university is a prerequisite for receiving aDAAD scholarship.However, applicants do not need to request early or pre-admission to the university.

Masters Programme in International and Development Economics (MIDE)

Berlin, Germanys capital, has a population of over 3.5 million citizens

making it the largest city in Germany as well as one of the ten larg-est metropolises in Europe. It is a multicultural city with some 425,000foreigners from 184 countries and draws on a long cosmopolitan tra-dition.

Berlin is the most important academic centre in Germany with a largeconcentration of universities and research facilities. There are current-ly around 135,000 students enrolled at 15 universities.The University of Applied Sciences is Berlins most recently foundedand largest application-oriented university. It has over 10,000 studentsin 73 degree programmes in the areas of business administration,

economics and management, engineering, informatics and design.The Masters in International and Development Economics (MIDE)is an 18-month, full-time programme in the Faculty of Economics.The course, which was rst offered in 2003, begins in April each yearat the start of the summer semester. It consists of two semesterswith lectures and seminars of around 20 hours per week and a thirdsemester dedicated principally to researching and writing a thesis.MIDE begins with courses that provide a solid foundation in moderntheories of development economics, macroeconomics and interna-tional trade and nance. It then offers a wide range of optional cours-es focussing on policy and management issues in key economic

sectors, including agriculture, nancial institutions and regional poli-cies. Throughout the programme, MIDE strives to achieve a balancebetween theoretical debates and practical application.Graduates of the programme will be well equipped to work for inter-national companies that operate in developing countries as well asfor governmental or non-governmental institutions involved in devel-opment cooperation. In developing countries, graduates will be ideal-ly suited for positions in government departments, banks, consultingorganisations, multinational companies, chambers of commerce oreducational institutions such as universities.Students are expected to have already acquired basic academic

knowledge and skills in economics and business management in theirundergraduate courses.

The programme is accredited by ACQUIN (Accreditation, Certication

and Quality Assurance Institute).

The programme is designed for students from developing countries aswell as for students from the EU and other developed countries whohave a special interest in the economic challenges facing developingand transition countries.

Small Enterprise Promotion and Training SEPT

Founded in 1409 as the second university in Germany, the University

of Leipzig has always committed itself to the principle of universitas lit-terarum.

More than 190 disciplines are taught at the universitys 14 facultiesand 150 departments. An even wider choice of individual study pro-grammes leads to Masters degrees and teaching qualications. Thecourses offered at the university cover traditional subjects such aslaw, medicine, economics, social and natural sciences as well as newelds of academic interest like environmental sciences, media andcommunication studies. This wide range of study programmes reectsthe needs of the various industries settled in and around Leipzig, a

city which is frequently described as both a commercial and a cultur-al centre.

Our International MBA programme in Small and Medium-Sized Enter-prise Development is a research as well as a practice-oriented post-graduate programme.

The two-year study programme focuses predominantly on economicissues ranging from support for small businesses coping with survival,to promoting innovative, dynamic enterprises that can deal with intelli-gent decision-making tools and methodologies.

Special issues addressed are the identication of innovation possibil-

ities inside SMEs and their growth potentials as well as new conceptsfor promoting SMEs and generating positive multiplier effects on theirbusiness environments. Moreover, socio-economic and political con-siderations such as securing employment and generating income forthe majority of the population are also part of the programme.

This approach facilitates qualied training for upcoming profession-als and staff members from institutions who already hold a degree andhave some practical experience in working with/in SMEs. Additionally,the course enables participants to work as multipliers in decision-making positions, provide support to small and medium-sized busi-nesses and promote innovative entrepreneurs.

Our MBA is a four-term course that comprises two terms of formaltuition and training at the university (two semesters), the possibilityof a practical training/internship in relevant institutions in Germanyor elsewhere in Europe, a research project in (preferably) the parti-cipants home country and a nishing term at the university, whichcovers the Masters thesis preparation and its respective colloquiumsand follow-ups. The study content (delivered mainly within the rsttwo semesters at the university) is taught in modules. The term mod-ule refers to a combination of lessons that are stretched over a certaintime and connected by method and content. Modules will be assessed

by a written exam, an essay, an oral examination or a project report.During the second semester, students can choose two of the threemodules according to their own interests. In doing so, students can

emphasise and concentrate on the subjects they prefer. Participatingin other courses without taking the respective examinations is alwayspossible.

For those students interested in gaining insight into institutions orrms dedicated to the promotion and development of small and medi-um-sized enterprises in Europe, our curriculum provides for the possi-bility that internship/practical training in Germany or Europe might berecognised as one of the elective modules. In addition to the courses,a one-week excursion to business promotion and development coop-eration institutions in Germany will take place at the beginning of thesecond semester.

Students nish the programme with a Masters thesis, which is basedon an investigation in one of the most relevant topics of SME develop-ment.

A member of our faculty serves as thesis supervisor and helps tomaintain rigor and continuity during the whole process. Every parti-cipant will carry out his/her research project in conjunction with anappropriate institution in the selected eld in the students home coun-try. During this time empirical data collection takes place.

Back in Germany for the last semester, the students will evaluate,present and discuss their research results. At the end of this process,they will hand in their Masters thesis documenting their researchresults.

The Masters programme targets upcoming professionals andresource persons with practical experience in promoting and/ormanaging small and medium-sized enterprises.German and foreign graduates with degrees in subjects such as eco-nomics, business management, geography, law, politics, administra-tion and related areas can apply.

The course of studies is research-oriented with an extremely highpractical relevance. The content of teaching emphasises ongoingresearch projects, especially in the Masters thesis.

The modules Mathematics, Computer Applications in MechanicalEngineering, Technical Mechanics, Machine Elements/Design andMechanisms and Ergonomics/Management impart the mathematical,scientic, business as well as engineering-relevant basics for textileand clothing technology.

The modules Textile Materials and Testing Technology, Processes andMachines of Textile Technology, Processes and Machines of Ready-

Made Clothing Technology and Specialisation Modules I and II broa-den professional knowledge, especially since the latest researchresults are communicated in different forms of lecturing. Experts fromwithin the university and with practical experience are invited to givelectures on the latest information and technical developments in textiletechnology. In both specialisation modules the student is offered up-to-date, research-based lectures according to his/her personal interestand considering his/her potential professional orientation (textile nish-ing, technical textiles, non-woven technology, CAD, etc.).

For the Masters thesis, the student works independently with scienticmethods on demanding, industry relevant tasks from current researchof the subjects and/or their applications. The results are presentedand discussed in a colloquium.

With the successful completion of the programme, the graduateacquires an academic degree and is thereby qualied for PhD studyworldwide.

The course is divided into modules and requires four semesters ofstudy. It consists of 12 compulsory modules. The modules are offeredduring the rst three semesters and the rst six weeks of the fourthsemester. The remainder of the fourth semester is scheduled for theMasters thesis (four months) as well as the colloquium.

The curriculum and the objectives of the course, forms of lecturing andstudying, requirements, suitability, frequency, required work, as well asduration of each module can be found in the module description.

The appropriate distribution of the modules over the individual semes-ters can be taken from the study plan. Following this plan guaranteescourse completion within the time limit of two years.

Credits document the average extent of work of the students, as wellas the individual progress of their studies. One credit equals 30 hoursof work. Usually there are 60 credits assigned to each year of stud-

ies, i.e., 30 per semester. Including the Masters thesis and the col-loquium, 120 credits can be acquired in total. The modules add up to

100 credits. The Masters thesis is worth 19 credits, and for the collo-quium 1 credit is awarded.

In principle, credits for the modules are only awarded if the moduleexamination is passed. The module descriptions explain in detail howmany credits can be earned for one module and under which condi-tions this is possible.

The programme is characterised by very good relations betweenteaching staff and students. The excellent infrastructure with modernmachinery and installations, as well as testing facility of the entire pro-cess chain, is almost unique in Germany and worldwide in this eld.Financial sponsoring is offered to the students to attend national andinternational conferences and exhibitions. This is supported by theafliation of the institute with an efcient international network in thesector. Due to excellent study conditions, an extremely high successrate for students with a DAAD scholarship has been achieved thus far.

Experts in leading technical functions including the management andmarketing of the textile, clothing and ready-made clothing industries;experts in institutions of education and research as well as in agenciesand government departments of developing countries; experts cooper-ating in national and international organisations with at least two yearsof professional experience.

Considering the important and innovative position of the German tex-tile machinery industry, as well as the intensive research activities inthe eld of technical textiles in Germany, this course is offered in Ger-man only.

This opens the opportunity for the graduates to study the relevant lit-erature published mostly in German and supports intercultural coopera-tion in science, business and education.

The module Scientic-Methodical and Experts Seminar about inno-vative elds of research is held partially in English by internationalguest lecturers and industry representatives in addition to the studiesin German.

Business Economics, Energy Economics andProject Management

The compulsory modules Foundations of Sustainable Energy Sys-tems, Environmental Economics and Sustainable Energy Innova-tion/Implementation in Developing Countries deliver basic knowledgeand understanding of the macroeconomic interrelation of environmen-tal and energy-related problems. In addition, students have the fol-lowing elective modules to choose from: Trading Energy, ExternalCosts of Energy, Shaping Sustainable Energy Systems and Energyand Environmental Policy.

Basic competencies in planning and steering development projectsare taught in two further compulsory modules Diversity Managementin International Development Cooperation and Project Management

(PME) in International Development Cooperation. An optional moduleon International Organisations and Development Strategies allowsstudents to specialise.

Engineering Renewable Energy and Energy PlanningStudents have to pass two compulsory modules on energy planning:Sustainable Energy Planning in Rural Areas and Applied Informaticsin Energy Planning. All students have to select two further engineer-ing modules from among the three modules Renewable Energy I Hydro and Wind Energy and Renewable Energy II Bio Energyand Solar Energy and Rational Use of Energy Auditing. This allows

students to specialise according to individual interests and the needsof their home countries.

After successful completion of all modules, the students take part inan International Class, a ve-week, project-oriented eld researchabroad. During the International Class students work in a multidisci-plinary team on a development-oriented problem of sustainable ener-gy use. This allows students to apply their knowledge in engineering,economics and social sciences and thereby deepen their methodo-logical competencies in consultancy work and in planning sustainableenergy systems.

The last six months of the programme are assigned to the Mas-ter Thesis and the nal oral exam, which is usually based on a eldresearch on energy-related problems in a developing country.
