There will be four seats open on the Doyon, Limited board of directors next spring, and the application period for interested candidates opens Monday, August 21, 2017.

Doyon shareholders will vote to fi ll the seats at the 2018 Doyon annual meeting, which will be held Friday, March 16 in Fairbanks, Alaska. To be eligible, a candidate must be a voting Doyon shareholder who is at least 18 years of age. Each director seat is for a term of three years.

Current directors whose terms expire at the March 2018 annual meeting are Walter “Wally” Carlo, Christopher Simon, Jennifer Fate and Erica Frankson.

Shareholders interested in serving on the Doyon board of directors must complete a board candidate application,

which will be available at www.doyon.com starting at 9 a.m. on August 21. Please note that Doyon is implementing a new online application process this year. Additional details and instructions will be provided to interested candidates.

Chief Simon Francis, Sr., Traditional Chief of Fort Yukon, passed away peacefully in Fairbanks, Alaska, on June 10, 2017, at age 93. Born in Whitehorse, Canada, on February 20, 1924, to Johnny and Mary Thomas of Old Crow, he was the last of his family, which included 13 brothers and one sister. At the age of 7, Chief Francis was adopted by his aunt, Bella, and her husband, Adam Francis from Old Village (John Herbert’s Village). Upon adoption, he became an American citizen, was raised in Old Village and spent much of his life on the Porcupine River.

I can’t believe the end of summer is already nearing. We wait all winter for summer to arrive, and when it does, it fl ies by. I know many of you living in Alaska have been very successful with salmon fi shing this season. Most people I’ve talked to have shared this is the best fi shing they’ve seen in many years.

Over the past several months, our employees have been busy preparing our proposed 2018 budget for the board’s approval at the August board meeting in Fairbanks. We expect to meet our budget in 2017, mostly due to the hard work of the men and women at our subsidiary companies. The Alaska economic climate is tough right now, but we’ve still been able to weather it.

Doyon Drilling, Inc. (DDI) and National Oilwell Varco are currently designing and constructing a new Extended Reach Drilling Rig (ERD) for ConocoPhillips, Alaska, a project that was formally announced in a joint media release in October 2016. Rig

design is currently 85 percent complete and fabrication is 25 percent complete. DDI is on track for the scheduled delivery to ConocoPhillips in 2020. This new rig, Rig 26, will have the ability to directional drill to at least 33,0000 feet and have the capacity to develop resources within a 125-square-mile area.

The 17th annual Morris Thompson Memorial Golf Classic took place in June and was a total success. We raised over $100,000 for the Morris Thompson Memorial Scholarship Fund and had fun while doing it. At the tournament Calcutta, my wife Marissa and I, along with the Doyon board of directors, announced a new legal scholarship fund with an initial contribution of $10,000 and a $100,000 goal. One day, we would like to see Doyon shareholders in the highest roles of the legal fi eld.

Alaska voter participation varies widely from year to year. This is likely dependent on the issues on the ballot and who is up for election. Get Out the Native Vote (GOTNV) is an initiative to encourage Native American and Alaska Native voters to consistently get out to the polls – regardless of who or what is on the ballot.

Doyon, Limited recently analyzed some key information from the 2014 and 2016 general election cycles, with a focus on Doyon shareholders. There were several key fi ndings regarding gender, age and locality in relation to voting.

• Gender: Overall, female registered voters go to the polls to vote more often than men. In 2014, 60 percent of male registered voters voted; that dropped to 54 percent in 2016. In contrast, 67 percent of registered women voted in 2014, and 65 percent voted in 2016.

• Age: Of all Doyon shareholders age 18 – 24 years old that were registered to vote in 2016, only 42 percent voted. Doyon shareholder “super voters” (those who are registered and vote consistently from year to year) are from the older generation. Those age 55 and older who are registered to vote voted at an average of 73 percent in the years 2014 and 2016 – a vast difference from the younger generations.

• Location: Doyon shareholders’ locations make a difference when voting. Registered voter shareholders who live in Alaska’s Mat-Su Borough were slightly more likely to vote (63 percent) compared to shareholders in the Fairbanks area (61

percent). Currently, shareholders in Doyon region villages vote at a rate of 60 percent, compared to the Anchorage-area shareholder voting rate of 57 percent.

It is imperative that all voters know: Your vote counts and makes a difference! Doyon has been encouraging voters to get involved and VOTE since 1998 through GOTNV, and continuously strives to create improvements that result in more shareholders voting in local, state and federal elections.

Cynthia Baldwin, from McGrath, Alaska, is the daughter of Nick Baldwin of Kalskag and Patti Baldwin of McGrath. Baldwin’s maternal grandparents are Peter Snow (Bourdukofsky) of Unalaska and Evelyn Snow (Whitley) of Holy Cross. Her paternal grandparents are Carlton Baldwin of Montana and Olinga Gregory (Vaska) of Kalskag. She is the mother of Nathan King. Baldwin was raised in McGrath but moved to Fairbanks in 1999 where she spent most of her adult life until recently when she moved to Anchorage.

Baldwin currently works for Calista Education and Culture, Inc. where she oversees and works collaboratively with a team and the Anchorage School District to develop the Yuuyaraq Project.

Yuuyaraq, meaning “the way of being” in Yup’ik, refers to a well-defi ned set of cultural values that encompasses traditional personal life skills. Yuuyaraq refers to leading a full and fruitful life with respect for oneself, others and nature.

The Yuuyaruk Project seeks to take these traditional Yup’ik values to create three state-certifi ed “personal life skills” courses and a health course. The courses will contain materials in Yugtun (Yup’ik) translated into English.

Prior to working with Calista, Baldwin earned a bachelor’s degree in art and an MBA focusing on capital markets, and self-published three children’s books.

Her books, a series called “Sarah’s Days,” are about a young girl based in Alaska who, in each book, has an adventure and at the end of the day goes home to tell her father about it. The goal of her books is to foster good communication, imagination and familial bond. Baldwin had visualized the books since she was 14 years old and based the stories on her own experiences or on those of children in her care. The illustrations of Sarah’s father in the book are based on the likeness of Baldwin’s father, who passed away in 2015.

Baldwin will re-publish her books this fall with a local publishing company, starting with her fi rst book, “Sarah’s Days: Being a Cat.” She is also working on a fourth book with hopes that “Sarah’s Days” will eventually include dozens of adventures.

Doyon, Limited is now accepting artwork and applications for the 2017 youth holiday artwork contest. The deadline to apply is Monday, October 9, 2017, at 5 p.m. AKDT.

The holiday artwork contest is open to Doyon shareholders and shareholder direct descendants between the ages of 5 – 17. Please note the submission requirements:

• Artwork must be original.

• Submissions may be painted, hand-drawn, photography or digital.

• Photographs must be submitted as a high-resolution JPEG, with a minimum of 300 dpi.

• Digital artwork must be submitted as a PDF, with a minimum of 300 dpi.

• Submissions should feature a holiday theme and represent Doyon’s mission and values, which can be found at www.doyon.com.

• A completed application, including parent/guardian signature, must be submitted with the artwork. The application/permission form and offi cial rules are available at www.doyon.com.

• Doyon must receive all entries by 5 p.m. AKDT on Monday, October 9.

It’s Time for the Doyon Holiday Artwork Contest

In 1957, after having lived off the land for many years, Chief Francis moved his family to the village of Fort Yukon, the largest Athabascan village in the Interior of Alaska, so his daughter, Josie, could attend school. In 1962, the family moved to Canyon Village. In 1967, the family moved to Chalkyitsik from where Chief Francis took his sons to Old Village to subsistence trap and hunt.

Renowned for his subsistence skills, traditional knowledge and craftsmanship in making traditional snowshoes and sleds, Chief Francis spent many hours teaching young people his skills and how these skills could serve them well in the future. He and Bella worked for the Riverboat Discovery for 15 or so summers, where they demonstrated and showed tourists in Fairbanks the Athabascan cultural ways of living a traditional subsistence lifestyle.

In 2000, Chief Francis and Bella moved to Fairbanks to be near a hospital for Bella’s illness. While living in Fairbanks, Chief Simon and Bella served as Elders in Residence at the University of Alaska Fairbanks, where they documented traditional skills and cultural information for the Native Cultural Language Program.

Chief Francis’ daughter, Aleta, who had been by his side for the past 30 years, took him and close family on annual spring trips to his cabin located off the Porcupine River, where they spent weeks at a time hunting, setting fi sh nets and enjoying each other’s company on the Porcupine. “No one knew that river better than him,” said Aleta.

Chief Francis leaves a lasting legacy to those he infl uenced as a lifelong bearer of traditional Athabascan skills and the Gwich’in culture.

Doyon Welcomes 2017 Summer Interns

The deadline for the 2018 Shareholder of the Year Awards is approaching and Doyon, Limited needs your help. Nominations have been down the past several years, and Doyon is asking for assistance recognizing shareholders who display exemplary characteristics in three categories: Elder of the Year, Community Service and Citizen of the Year. The nomination deadline is Friday, October 6, 2017, at 5 p.m. AKDT.

Doyon is currently welcoming nominations for the following Shareholder of the Year Awards, which will be presented at the 2018 annual meeting:

Hannah Paul Solomon Elder of the Year recognizes an Elder, age 55 or older, who has devoted his or her life toward the betterment of Alaska Natives. The award is named in honor of the late Hannah Paul Solomon, who dedicated her life to teaching the younger generation traditional ways.

Daaga’ Community Service recognizes a community or individual who shows strong commitment, competence and sensitivity in helping others to make their community a healthier and safer place to live, and whose accomplishments have directly affected Alaska Natives.

The Doyon Citizen of the Year recognizes a person who has demonstrated leadership, strong commitment,

competence and sensitivity in the educational and cultural survival of Alaska Natives. Recipients may be chosen for contributions in the fi elds of health or education, maintenance of a traditional lifestyle, or for the example they set as parents.

Due to the lack of nominations in recent years, Doyon will rotate the awards each year, with the exception of the Doyon Citizen of the Year Award, which will continue to be presented annually. Previous award recipients were Elizabeth Fleagle, Hannah Paul Solomon Elder of the Year (2016); Shirley Lee, Daaga’ Community Service (2016); and Eileen Julia Mahler, Doyon Citizen of the Year (2017).

The award recipients are nominated by fellow shareholders, community members and friends. Please note that Doyon discourages nominations received from family members, such as parents, spouses/signifi cant others, children, siblings or grandparents. Tribal councils, village corporations and colleagues are encouraged to nominate outstanding individuals.

Seeking Nominees for the 2018 Shareholder of the Year Awards

Doyon, Limited is pleased to welcome its 2017 summer interns: Mandy Sellin, accounting intern, and Justin Kokrine, administrative intern. Doyon Utilities welcomes Tiffany Knott, administrative intern, and Selina Sam, administrative intern. Dylan Gavora and Landon Erickson were also hired as summer Fort Wainwright fi tter trainees. Doyon Government Group in Federal Way, Washington welcomes Loretta Lolnitz as their proposal intern.

Each year, the Doyon Family of Companies offers 12-week, paid internships to shareholders who are attending college and are in good standing. The Doyon internship program gives shareholders the opportunity to develop a better understanding of their Alaska Native corporation and build their resume and useful skills for future employment, all while aiding Doyon and the family of companies in its

mission. The program is designed to:
