McLaughlin Background: The Illinois Department of Transportation submitted 22 amendments to the Transportation Improvement Program FY 2020-2023 when it released its multi-year program on October 21, 2019, after the TIP FY 2020-2023 was updated and approved. The attached table describes the projects in the State’s multi-year program that qualified as amendments. All 22 amendments were processed according to the framework of "Time-Sensitive Actions" as documented in the "Special Case TIP Alterations and Circumstances" section of the TIP FY20-23 Introduction and Background.

B. C. Approval of FINAL Public Participation Plan (PPP) – Ashlee McLaughlin A draft of the document was put out for a 45-day public comment period. The PPP document outlines the process of how the CUUATS staff includes the public in their federally required documents, and other plans that the staff completes for local agencies. There were no comments received from the public. However, the CUUATS staff would like to make a change to the final document clarifying that printed documents will be available upon request instead of automatically reproducing them if they are also available on the web. Ms. Mitten made a motion to approve the FINAL Public Participation Plan (PPP) with the requested change. Mr. Kopmann seconded. Upon vote, the motion unanimously carried.

D. Approval of FINAL Title VI Program – Ashlee McLaughlin

This document is updated every three years and documents CUUATS staff compliance with federal civil rights legislation. The staff looks at where the different groups covered by Title VI are located in our community, to determine how planning and transportation funding impacts each of the groups. Since there is not a tool to track exactly where the people live and how they use the transportation system, staff utilized census information available at the block group level showing where different groups live. A new tool, Access Score, is being developed as part of the LRTP update. This tool gives segment by segment scores for each mode of access (pedestrian, transit, bicycle, vehicle) to a variety of destinations. Access Score was used to calculate transportation scores for the Title VI analysis. Ms. Mitten made a motion to approve the FINAL Title VI Program. Ms. DeLorenzo seconded. Upon vote, the motion unanimously carried.

E. Approval of FINAL Champaign-Urbana Long Range Transportation Plan (LRTP) 2045 – Ashlee McLaughlin The document was out for a 30-day public comment period. Sections that were added since the draft was presented at the October meeting were: Funding and the System Performance Report. Mr. Clark inquired if there were comments that particularly stood out. Ms. McLaughlin commented that there were some comments about safety strategies, some wording was changed for public understanding, and all public comments received are documented on the website Mr. Kowalski commended the staff on nine presentations of the LRTP 2045 in three weeks. Ms. Mitten made a motion to approve the FINAL Champaign-Urbana Long Range Transportation Plan (LRTP) 2045. Mr. Sulamoyo seconded. Upon vote, the motion unanimously carried.

F. Approval of FINAL Champaign-Urbana Urban Area and Rural Champaign County Area Safety Plans – Rita Morocoima-Black The two plans were out for a public comment period. For the rural safety plans, no comments were received. For the urban safety plan, some comments were received. The staff addressed some comments. Other comments were not addressed because it would require more

detailed analysis and that was outside the scope of the plan. The plan is a framework to identify safety priorities for the entire urban area. Staff will be moving forward with the implementation of the plans. Grants are being pursued to implement the plans. Mr. Blue made a motion to approve the FINAL Champaign-Urbana Urban Area and Rural Champaign County Area Safety Plans. Ms. Pearson seconded. Upon vote, the motion unanimously carried.

G. Approval of CUUATS Technical Committee 2020 Meeting Schedule – Rita Morocoima-Black If the schedule is approved by both CUUATS committees, a legal notice will be placed in the News Gazette in January. The meetings are scheduled in a way that allows the CUUATS staff to get approval of the federal requirements in a timely manner to IDOT. Ms. Pearson made a motion to approve the CUUATS Technical Committee 2020 Meeting Schedule. Mr. Kopmann seconded. Upon vote, the motion unanimously carried.

VII. Old Business A. Projects and Working Groups

1. Multimodal Corridor Enhancement (MCORE) Project – David Clark • Project Four is wrapping up for the winter. Contractors are finishing up concrete

pours, back filling, and surface restoration as they approach the south side of Green Street.

• Work will resume north of Green Street and Wright Street intersection in early March of 2020.

• Project Five is on schedule for a letting in February. 2. Champaign County Rural Transit Advisory Group (RTAG) – Rita Morocoima-Black

The group has not met since the last meeting. 3. Safety Committee – Rita Morocoima-Black

The committee will reconvene beginning in January or February. B. Agency Reports

1. City of Champaign – David Clark • Random emergency patches are being completed. • Most of the annual maintenance work is complete. • South Prospect Avenue is open.

• The city is in the design process for next year’s projects. 2. City of Urbana – Carol Mitten

• The city is evaluating the timing of the Lincoln Avenue and Springfield Avenue project (MCORE Phase Five) to determine if it is advisable to start the project in 2020 or postpone for another year.

• An outside consultant is in the process of defining scenarios for Vine Street and Washington Street intersections.

3. Village of Savoy – Levi Kopmann • Prospect Avenue is open. • Contractors will continue work on the bike path in the spring. • The bid was awarded to Feutz Construction for a little over $1 million in patching

projects. • Construction is continuing on the path around Culvert Park Lake. • The village is continuing the Phase One design of the multi-use path.

4. MTD – Jay Rank • Opened Market Street re-route just north of Bradley Avenue. • Bradley Avenue bridge re-route will hopefully end soon. • The Nelson-Nyguard comprehensive study is in progress. The public input part is

wrapping up. Recommendations are starting to come in. • MTD will be receiving 11 buses next year. Most of the buses will be hybrid buses, but

two of them will be hydrogen buses. The fueling station is being worked on as well. This will bring MTD to being 85 percent hybrid buses.

• MTD was awarded the $17 million grant for the terminal, which will help alleviate the $25million MTD has committed to the project.

5. Champaign County – Jeff Blue • The two bridge projects, one by Homer and one between Philo and Tolono, are

finished. • The CR 9 project just east of Ludlow is finished. Contractors reconstructed five miles of

the entire roadway. • There is a bid for two bridges for next year. Dewey-Fisher, which is the extension of

Mattis Avenue, will be closed for the summer where the bridges are located on

Township Road. There is another bridge in Mahomet Township just north of Prairieview Road that will be bid on December 14.

• The county is working on plans for a road project which includes CR 32 through Gifford.

• The county received a $2 million HSIP grant to redo the road between Route 130 and Sidney. The project, which will likely be completed 2020-2021 due to land acquisition, will widen the road and push out shoulders and ditches. Rumble strips will be installed, rumble strips on the centerline, and Cold In-Place recycling.

6. University of Illinois – Stacey DeLorenzo • MCORE continues. • A bus stop area in the southwest part of the campus was recently reconstructed. • A crosswalk was installed between State Farm Center parking lot and the Conference

Center for overflow parking. • There is a small mill and overlay project on Goodwin Avenue extended, between

Peabody Drive and Pennsylvania Avenue. • Funds have been granted through the University for transportation asset and

maintenance for the next three years. There is approximately $1.5 million in funding each year for the next three years. More projects will be part of the TIP.

7. Village of Mahomet – Ellen Hedrick Ms. Hedrick was not present, but Morocoima-Black commented that the CUUATS staff just finished collecting sidewalk data for the Village of Mahomet.

8. CC Regional Planning Commission – Rita Morocoima-Black • Ms. Morocoima-Black shared the AMPO award for the Freight Plan with the committee. • There is $3 million in funds available from USDOT and a call for projects is out for data

analysis tools that support roadway safety. The project cost can be between $250,000 - $500,000. The staff has a project in mind to develop a crash analysis tool which will be a part of the implementation of the Rural Safety Plan for the rural areas in Champaign County. The grant application is due in January.

• With the approval of the LRTP 2045, PM1 targets starting 2021 will be updated to reflect the safety goals and objectives established in the LRTP 2045. The staff reviewed the deadlines and the different measures that they would report to the

State. A table was created for the committee members showing the past and upcoming target-setting timelines for the federal performance measures. Complete details are in the memo located in the December 4, 2019 meeting packet

(December 4, 2019 Technical Committee Meeting) • IDOT is changing the schedule for submission of the UTWP in order to have the

agreement in place on time by July 1. By February 14, the CUUATS staff must submit the program assessment, all the contracts and the GATA budget. The draft UTWP is required to be sent to IDOT by April 1.

• Ms. Morocoima-Black presented the CUUATS Membership Fees for 2021. The amount of the allocation increased by $11,668. Due to the increase, the local match must be increased. CUUATS members agreed to the proposed fee increase.

9. IDOT District 5 – Jeff Allen • Bradley Avenue over Interstate 57 is about 65-75% complete. It is expected that the

road will be open December 13. • Prospect Avenue bridge repairs are about 93-95% complete. • Final paperwork is being competed on the Bloomington Road and Mattis Avenue. • IL 49 resurfacing is about 75-85% complete. • The Interstate 74 project from St. Joseph to IL 49 north is 92% complete. Permanent

stripping will be completed in 2020. • All January projects are a go depending on land acquisition.

Mayor Marlin inquired about the reason for the A167 project cost increase. Mr. Neihart from IDOT District 5 commented that there have been issues with negotiations for the land acquisition. It is anticipated that there will be potential court time involved with the project. Since there are quick-take proceedings, IDOT is making sure there are adequate funds for any issues that may arise. Mr. Blue commented on the discussion at the Champaign County Board meeting that was held the previous evening. There was discussion on the lack of increased funding for District 5 versus other districts throughout the state and inquired if this was due to the Transportation Asset Managment Plan (TAMP) program. Mr. Neihart commented that IDOT submitted projects that they felt were needed and haven’t looked at before. The projects selected met the TAMP criteria. Mr. Caldwell commented that it may be a matter of what districts have a greater need. Mr. Neihart commented that District 5 does keep up their bridge repairs by maintaining square footage and keeping the bridges in good shape. Mr. Rosales inquired what local agencies are part of the South Prospect Avenue, and what the completion date is for the project. Mr. Clark commented that the federally funded project is between the City of Champaign and the Village of Savoy. For the most part, the City of Champaign project is complete. There will be some surface restoration next year. The Village of Savoy has some surface restoration and striping work on the bike path in the Village of Savoy to be completed in the spring. Weather was a factor in completing some things. The road is open.

Mayor Marlin inquired if the cost on Project J005 is in addition to funds that are going to be expensed next year. Ms. McLaughlin commented that there are other phases that are a part of the J005 projects. The projects list above are ones that have been modified.

Mr. Blue inquired what bridge penalty fund type refers to. Ms. McLaughlin commented that the fund type is a new one for the TIP. Mr. Neihart commented that there is a certain amount of money that does require that IDOT put into an NHS bridge that is structurally deficient.

C. Approval of FINAL Public Participation Plan (PPP) – Ashlee McLaughlin The PPP plan is updated every three years by the CUUATS staff. There were no comments received during the 45-day public comment period. The document was posted online and available at various locations around the county. The staff is recommending that the document include a statement that printed versions of web documents will be available upon request instead of leaving a printed draft document at each location during public review periods. Mr. Diel made a motion to approve the FINAL Public Participation Plan (PPP). Mayor Dykstra seconded. Upon vote, the motion unanimously carried.

D. Approval of FINAL Title VI Program – Ashlee McLaughlin The Title VI Program document is updated every three years by the CUUATS staff. Ms. McLaughlin demonstrated the tool that the staff developed called Access Score that was used to assess compliance with the legislation based on access scores to a variety of destinations for each mode of transportation. E. Approval of FINAL Champaign-Urbana Long Range Transportation Plan (LRTP) 2045 – Ashlee McLaughlin There were comments received during the 30-day public comment period. All comments are documented in the public involvement section of the website. The System Performance Report was added which outlines the staff’s compliance with the federal performance measures. There is also a memo in the meeting packet referencing the performance measures. The funding section was also updated during the public comment period. The staff had been waiting on more information about the State Transportation Bill which was not released so the agencies provided future funding estimates which were included included under the Vision - Funding section. F. VII. Old Business A. Projects and Working Groups

1. Multimodal Corridor Enhancement (MCORE) Project – David Clark • The contractor is working on Project Four which is a two-year project. The project

areas are Armory Street from Fourth Street to Wright Street and then Wright Street from Armory Street up to Springfield Avenue. The contractor is pretty much finished with Armory Street as well as the section of Wright Street, south of Green Street. It is anticipated that work will begin again in March on Wright Street north of Green Street up to Springfield Avenue.

• Mayor Marlin commented that Project Five is on schedule for obtaining easements. The project will most likely cost more. Letting is scheduled in February.

2. Champaign County Rural Transit Advisory Group (RTAG) – Rita Morocoima-Black • Unofficially, IDOT notified C-CARTS that they have been awarded five different buses

to replace three of the ones that they currently have and to expand the fleet with two more. This award is part of the Bus and Bus Facilities grant that C-CARTS submitted.

• IDOT informed C-CARTS that a contract must be signed with them to be able to get the buses. In addition, C-CARTS will need to pay $208,000 for the buses in advance aside from the local match that they already have. Ms. Morocoima-Black plans to talk to the county to request a payment for the buses in advance.

3. Safety Committee – Rita Morocoima-Black The Safety Committee will reconvene once the safety plans are approved.

B. Agency Reports 1. City of Champaign – David Clark

• 2019 street maintenance projects are complete. The staff is working on the design work for the 2020 street maintenance projects.

2. City of Urbana – Mayor Marlin • In addition to the MCORE project, the city is looking forward to the University Avenue

and Lincoln Avenue work which will be coordinated closely with the construction of the Gathering project, which includes an extended stay hotel and multi-family housing.

• The city is using capital funds for the Washington Street and Vine Street intersection north of the Urbana Middle School. The project will begin during the summer once school is out. A campus street lighting project is also planned.

• The city will begin rewriting the comprehensive plan next year. The last plan was completed in 2005. There will be extensive public outreach input over a two-year period. The city is close to completing the city-wide facility study, city-wide pavement assessment by agency, and the storm water master plan.

• An offer has been extended for the Public Works Director position. • Ms. Morocoima-Black inquired if there would be any improvements on Lincoln Avenue.

Mayor Marlin commented that it is in the works, but no timeframe is available at this time.

3. Village of Savoy – Levi Kopmann • The village is finishing a small multi-use path project around Culvert Lake Park. • There is a bid out to Feutz Construction to reconstruct approximately $1 million worth

of pavement in one of the subdivisions along Pheasant Lane. The project will begin when weather permits.

4. MTD – Karl Gnadt • Hydrogen Fuel cell vehicles are on order. The contract is signed, and the buses are

scheduled to be delivered in December of 2020. The arrival of the vehicles will align with the completion of the hydrogen production station. Maintenance and driver training on those vehicles will also begin. It is expected that buses will be put into service in February or March of 2021.

• Bids are about to be open again next week for the facility modification for the hydrogen detection systems.

• The big project for MTD is on the Yards in downtown Champaign. MTD was awarded a Bus and Bus Facilities grant for $17.275 million. They are negotiating the development agreement with the developer as well as a separate agreement for A & E services. It

is hopeful that MTD will begin working on architectural and engineering during the first half of next year.

5. Champaign County – Jeff Blue • All the construction projects have been wrapped for this year. • The bridge projects by Homer and the one on the road between Philo and Tolono are

complete. • The cold in-place recycling and total rebuild of the roadway project on CR 9 from

Ludlow five miles to the east is finished. • Stark Construction was awarded the bid on two bridges on the Mattis Avenue

extended (Dewey-Fisher Road) on the north end within a mile of each other. The bridges will be closed from April to October 1.

• The county is taking bids next week to redo a bridge on Prairieview Road extended in Mahomet Township.

• The county is developing plans and taking bids to redo the pavement through the Village of Gifford next summer.

• The county is currently completing a survey and design work in-house for a Highway Safety Improvement Project from IL 130 over to the Casey Store in Sidney (about five miles.) The work will include a total redo of the road, widening the shoulders and the ditches. There is a right-of-way purchase on the project. The county received a $2 million HSIP grant. If right-of-way, survey and design are completed in a timely manner, the work will be completed in 2021.

• Mr. Rosales announced that Jeff Blue was selected and appointed as Vice President of the National Association of County Engineers.

6. University of Illinois – Stacey DeLorenzo • MCORE project is ongoing. • The St. Mary’s Road project is up and coming between Neil Street and Fourth Street.

The University will not be able to do widening under the viaduct but will be adding a single sidewalk on the north side. Street lighting and other safety items will be added to the road. It is partially IDOT funded, led by the City of Champaign.

• Funds were received from the University to begin an Asset Management/Pavement Maintenance Plan for the next three years to make improvements on the roads.

• Two solar powered speed indicators will be placed on Lincoln Avenue around Hazelwood Drive going into the University and one on St. Mary’s Road to slow traffic down.

7. Village of Mahomet – Ellen Hedrick Not present

8. CC Regional Planning Commission – Rita Morocoima-Black • The US DOT released a call for projects and will provide twelve grants at the national

level for agencies to build data analysis tools for safety purposes. The grant is due January 17 and the CUUATS staff is hoping to apply. The staff met with Jeff Blue to discuss several ideas and one idea was to use a Risk Assessment analysis to identify high crash risk locations in the rural areas. Back in 2019 Federal Highway developed a methodology for doing that. The intention is to develop a tool that implements the methodology and compliments project selection. The tool will also complete a benefit cost analysis of the different projects depending on the measures that staff applied to safety. Ms. Morocoima-Black reached out to the Bureau of Safety Engineering (they are the ones that own the tools for the benefit cost analysis that is used for HSIP applications). They are interested in working with the CUUATS staff. Depending on what happens with the partnership with IDOT, staff will be submitting the grant application.

• Ms. Morocoima-Black discussed the memo in the packet which outlines the National required performance measures and the performance measures that the CUUATS staff keeps track of based on the LRTP. The memo included in the packet outlines the timeline for collecting, analyzing and approving targets to be in compliance as an MPO.

• IDOT is requesting that the CUUATS staff submit the UTWP Gata Budget to them by February 14, 2020. Therefore, in January, the staff needs to begin developing the Gata budget, but in order to develop the Gata budget, the CUUATS staff must have an idea on the scope of services and the fees that the agencies will be paying. This year the staff received a higher amount from IDOT pass through planning and FTA funding. CUUATS staff received $11,368 more this year than previous year which will have an impact on the required match that the agencies must pay.

In the last two years, staff has not increased CUUATS fees. The CUUATS staff is proposing a five percent increase for each agency. The fee increase was presented at the Technical Committee meeting and all agencies were in support of the increase to pay for the local match for fiscal year 2021. If approved, the invoices will be mailed to each agency next year. Ms. Morocoima-Black discussed the history of the fees over the past years. Tom Caldwell commented that in the last seven or eight years, the local match that the MPOs has provided from the local agencies has allowed for some of the MPOs to have their local match paid through State Metropolitan funds. The majority of the other MPOs utilize that, they do not provide local funds for their match. CUUATS staff is unique in that they complete an extensive amount of work over and above their basic program. They will utilize the State Metropolitan funds, which is the local match amount, for matching funds on additional studies, which allows CUUATS to do more work. With the turnover in politics, people from other MPOs may not be aware that these funds are available to use as match for the State Planning Funds. As an example, Ms. Morocoima-Black commented that the Freight Plan was completed with State Metropolitan Planning funds without CUUATS staff asking for any extra allocation from the member agencies. The sidewalk inventory and assessment was also partly completed with the State Metropolitan Planning funds. The benefit to having this funding is that it allows the CUUATS staff to work on projects that they know are needed and the local agencies are not required to provide any additional funding for getting the projects done.

9. IDOT District 5 – Scott Neihart • Most of the construction activities are wrapping up for the winter. • The selection of consultants will begin in January for the Prospect Avenue project. • The selection of consultants will also begin for the Sadorus Road structure over I-57. • It is hopeful that funding marks for 2021-2026 program will be presented in January.

10. IDOT Central Office – Tom Caldwell There is preliminary discussion about the state using CRS video on arterial roadways within the MPAs for MPOs to utilize in pavement maintenance programs.

Memorandum To: CUUATS Technical and Policy Committee Members From: Data and Technology Staff Date: February 12, 2020 Re: Sidewalk Network Inventory and Assessment, 2019 Update

BACKGROUND The Sidewalk Network Inventory and Assessment is a comprehensive database of sidewalk network features within the Champaign Urbana Urbanized Area. The database—which includes sidewalks, curb ramps, crosswalks, and pedestrian signals—is designed to assess and track the condition and Americans with Disabilities Act (ADA) compliance of the sidewalk network, and to highlight potential improvements.

Initial data collection for the inventory took place between May 2014 and August 2015, and newly constructed or modified features are collected each summer. An ADA compliance index is used to score each measurement on a scale from 0 to 100. A score of 100 represents full compliance with the proposed Public Right-of-Way Accessibility Guidelines (PROWAG), the standards adopted by ADA.

Condition and compliance scores from the Sidewalk Network Inventory and Assessment are presented in the Sidewalk Explorer web application1. First launched in 2017, the Sidewalk Explorer allows users to view individual scores for each feature and to compare overall results for the current year with the baseline year.

2019 UPDATE

The 2019 update continues the trends of the last few years. Curb ramp compliance continued to increase, while sidewalks and crosswalks remained largely unchanged.

For pedestrian signals, there was a small increase in both signals with accessible features and signals lacking those features. In the latter category, the features that were most commonly missing were the locator tone, the vibrotactile signal or button, and the tactile arrow.

This information will be used to ensure that the scoring criteria for pedestrian signals are consistent with both national standards and local best practices.
