Specific Aims

This grant supports the Health Policy Institute’s systematic reviews and translation of research evidence into policy and practice guidelines and recommendations. A three tiered research approach aims to identify at-risk caregivers, survey current caregivers and care-recipients to identify specific risk factors for care utilization, and integration of caregivers into the discharge process (as part of the requirements of the CARE Act).

Title: Evidence Based Policy Research and Programming for the Commonwealth of Pennsylvania

Project Summary/

Specific Aims

This grant is annual $400,000 and in its third year. Each year supports different Health Policy Institute programs and research projects including: - emerging forms of tobacco use (e.g., electronic cigarettes, hookah tobacco smoking), develop algorithms and tools to improve tobacco surveillance and inform policy and tobacco control interventions. - caregiver research (at-risk caregivers and caregiver integration systematic review), - - intellectual and developmental disabilities research to develop evidence-based recommendations on how family support services can best serve families, - review of healthcare workforce in under-served areas of rural PA, and a health services research data center and health sciences library. - Comparative analysis of Pennsylvania’s recently passed PDMP legislation to other states and develop a best-practice model. - A pilot research program called “Informing Aging Policy for Better Health” that supports scientific research on public health and healthcare for the elderly population. - Research on the roles and educational needs of advanced practice providers in new models of healthcare delivery in Health Professional Shortage Areas (HPSA’s) and Medically Underserved Areas (MUA’s). - Practice and regulatory health workforce research on team-based care delivery, state health workforce tracking and future needs.

Title: Using Machine Learning to Predict Problematic Prescription Opioid Use

Project Summary/ Specific Aims

Two specific aims: (1) develop and validate separate prediction models to identify patients at risk of problematic opioid use and opioid overdose; (2) compare the accuracy of a prediction algorithm that integrates clinical data with Medicaid claims versus a claims-based approach alone to identify patients at risk of problematic opioid use and opioid overdose. The machine learning approaches will include random forests with representative classification trees, and TreeNet, and the predictive ability (e.g., misclassification rates) of these algorithms will be compared to traditional statistical models. These techniques will identify both key predictors of each outcome and distinct subgroups of patients at differential risk of problematic opioid use and overdose.

Project Summary/ Specific Aims

Through a designated research network between states, this research will examine state-level trends and between state differences in several measures of access to and quality of opioid use disorder (OUD) care in Medicaid. It will also examine within-state differences in these quality measures across demographic subgroup, eligibility categories, and counties or regions in the Medicaid programs the long-term objective of the project is to improve access to high-quality treatment for substance use disorders among low-income Medicaid enrollees.
