Adopted Rule Changes for the Texas Assessment Program
Above grade level testing Grades 3-8
O A student in grades 3-8 would not participate in an on-grade-level assessment for a specific grade and subject if the student is receiving instruction in a subject within the same content area that is intended for students in a higher grade or if the student is taking a course for high school credit.
Exemptions for Qualifying ELL Asylees and RefugeesO Amendment allows the exemption of
certain qualifying English language learner (ELL) asylees and refugees from being administered a STAAR assessment in grades 3-8 beginning with the 2012-2013 school year.
O Exemption does not apply to the TELPAS program.
15% Course Grade Requirement
O Delays the implementation date for the 15% course grade requirement by one year – until 2013-2014 school year.
O Does not prohibit a school district from including scores on STAAR EOC assessments in a student’s final course grade
Adoption of Test Security Supplement of 2013
O This supplement describes the security procedures and guidelines, including test administration procedures and training activities that school districts will be required to follow to ensure validity, reliability, and security of assessments.

O This also means that these are the same lessons we are providing for districts to use next school year.
