    This Project, listed as one of key national construction projects, argued that

    informationization brings along modernization of education, and requested that

    educational information resources be developed and shared.

    The Project advocated that quality education resources be shared in urban and rural

    areas so that quality and benefit of rural education could be improved.

    Network schools set up jointly by key schools and companies enroll students formally.Technology used is relatively high and thus the contents of these schools are very rich,

    containing test questions database, resources database, online answer system,

    exchange and feedback system, etc.

    Network schools established by schools independently are run for students in theirown schools. They only provide test questions database for the students.

    For example,broadband Internet still has the problem of poor quality transmission.It

    cannot transmit high quality audio or video.

    Investments in digital-education: relatively less investments in software resources

    The whole allocation of investment of hardware,software,educational

    resources,training,management,application takes on the shape of counter-triangle.
