In addition to being a cattle producer, Mr. Bezan has held various positions in agri- businesses, as well as owning an export and consulting company. On June 28th, 2004, Mr. Bezan was first elected to the House of Commons in the 38th Parliament as a Conservative Member of Parliament to represent the riding of Selkirk- Interlake. During his time in Opposition, Mr. Bezan held the positions of Associate Agriculture Critic and Executive Member of the Canada-Europe Parliamentary Association. With the support of his constituents, Mr. Bezan was re-elected on January 23rd, 2006, October 14, 2008 and on May 2, 2011 to represent Selkirk-Interlake for four consecutive terms. Mr. Bezan is proud to be a member of the Conservative Government lead by Prime Minister Stephen Harper. James BEZAN

Prof Dr Sven BISCOP

Director of the Europe in the World Programme Royal Institute for International Relations-Egmont, Belgium Prof. Dr. Sven Biscop obtained his degree in political science/public administration at Ghent University (Belgium) in 1998, winning the best thesis award for his work on European defence. Awarded the Paul-Henri Spaak PhD scholarship of the Fund for Scientific Research – Flanders, he defended his dissertation in 2002, published as Euro-Mediterranean Security: A Search for Partnership (Ashgate, 2003). Currently he is the director of the Europe in the World programme at Egmont – the Royal Institute for International Relations, the think tank associated with Belgian Foreign Affairs, which he joined in 2002. His research focuses on the foreign, security and defence policy of the European Union and its Member States. Sven also teaches, at Ghent University (since 2003) and at the College of Europe in Bruges (since 2007). He represents Egmont in the Higher Studies in Security and Defence, a course for security practitioners organized with the Belgian Royal Higher Institute for Defence, and is a member of the Executive Academic Board of the EU’s European Security and Defence College (ESDC). Sven chairs the jury of the annual European Defence Agency – Egmont PhD Prize in European Defence, Security & Strategy. With Richard Whitman, Sven co-edits the European Strategy & Security book series for Routledge. He is the editor-in-chief of Egmont’s journal Studia Diplomatica and its Egmont Papers, and a member of the editorial board of the journals Internationale Spectator (Netherlands), European Security (UK), and The International Organisations Research Journal (Russia). Born in Willebroek (Belgium) on 10 February 1976, Sven now lives in Brussels with his husband Aberu, amid a great many books, military paraphernalia, and chinoiseries. Unfortunately they travel too often to keep a cat.

Richard COHEN President of RSC Strategic Connections Inc. Former Senior Defence Advisor to the Minister of National Defence Richard Cohen is President of RSC Strategic Connections Inc. This independent company provides political and operational advice and planning to the private sector on a wide range defence and security matters. Richard is a graduate the Royal Military College, Kingston, with a degree in Chemical Engineering. Richard was Cadet Wing Commander (head cadet) for his final year at RMC and received the Sword of Honour. Following graduation, Richard was awarded an Earl of Athlone Fellowship by the British Board of Trade to study for his Master’s degree in Nuclear Engineering at Imperial College, London. Richard is a graduate of the Canadian Land Forces Command and General Staff College, the Joint Services Defence College, Greenwich, and the NATO Defence College, Rome. From 1990-1991, as a British Army exchange instructor, he was Director of the Basic Tactics Course at the US Army Command and General Staff College at Fort Leavenworth, Kansas. Richard’s last appointment in the British Army was as Chief of the Military Cooperation Branch at NATO Headquarters, in Brussels. He founded and chaired NATO’s Military Cooperation Working Group which brought together senior representatives from all NATO and Partner nations. Richard returned to Canada in 2003 to found an independent defence and security advisory firm, RSC Strategic Connections, with Canadian and international clients. Richard also worked closely with the Canadian Association of Defence and Security Industries (CADSI), primarily in the security area. In 2007, Richard joined the Office of the Minister of National Defence as Minister Peter MacKay’s Senior Defence Advisor. He served in this appointment until July 2011. Richard accompanied the Minister of National Defence on many overseas and Canadian visits and meetings. He advised the minister on a variety of issues including: the Canada First Defence Strategy; Canadian Forces involvement in Afghanistan, the air campaign over Libya and other international operations; defence policy in the Arctic; policy on major defence procurement issues; Canada-US defence cooperation; NATO and international bilateral defence relationships; domestic and international disaster relief operations; CF support to Public Safety and other government departments; National Search and Rescue policy; and DND legal and policy issues in Quebec and the Western Provinces, including energy exploitation on DND lands. In July 2011 Richard returned to the private sector. He is married to Eva Carina Cohen. They have two sons; Robin (8) and Julian (6). Richard speaks French, German, and Gurkhali. His hobbies include riding, mountain biking, skating, roller blading, cross country skiing, swimming, breeding and training Hanoverian horses and the occasional game of hockey!

Ambassador Marie-Anne CONINSX Head of Delegation of the European Union to Canada Marie-Anne Coninsx is the Ambassador of the European Union to Canada. She began her posting as the European Union's top diplomat in Canada in September 2013, after serving four years as Ambassador of the European Union to Mexico. Ambassador Coninsx has been an official of the European Union since 1984. She started her career in the European Commission at the Legal Service. During 12 consecutive years, she was Staff Member in the Cabinets of 3 Commissioners, dealing respectively with: External Relations and External Trade; with Internal Market and Relations with the European Parliament (EP); and with Development Policy. Ambassador Coninsx has an extensive experience dealing with multilateral issues, having served as Minister-Counsellor at the EU Delegation in New York (US) and thereafter in Geneva (CH). Prior to her posting in Mexico, Marie-Anne Coninsx worked at the External Relations Department at HQ, overseeing relations between the European Union and Latin America (from 2004 to 2009). Ambassador Coninsx studied law at Gent University in Belgium and did post-graduate studies specialising in international law and European law respectively at Cambridge University (UK) and at European University Centre in Nancy (France). Ambassador Coninsx is Belgian and her interests include painting, travelling and sports. She is fluent in Dutch, French, English, German and Spanish; and understand basics of Portuguese and Italian.

Pierre DELESTRADE

President and CEO, EADS Canada Inc. AIRBUS Group Pierre Delestrade, born in October 1957, has joined the AIRBUS Group in 2008 and been appointed as President & Chief Executive Officer of the AIRBUS Group Corporate office in Canada (EADS Canada Inc.). He has been based in Ottawa since this appointment. Prior to assuming this position, Pierre Delestrade has served for DASSAULT-AVIATION for more than 17 years where he worked for the Military and Civil Division.

His career began in 1982 with AEROSPATIALE where he worked for the Helicopter Division as an Engineer in charge of developing Fly By Wire control systems for Helicopters. He managed for more than 3 years the European “Active Control Technology” program involving concurrently Germany (MBB), Italy (AGUSTA) and UK (WESTLAND). He then joined DASSAULT-AVIATION in 1991 as a Flight Test Engineer for the RAFALE Program. During his career in this company, he was successively appointed as Program Manager in the DASSAULT Flight Test Centre for the RAFALE Export Program before being posted in Singapore for 5 years as the General Manager of the DASSAULT-AVIATION and RAFALE International offices settled in Singapore. Being back in DASSAULT-AVIATION Headquarters in Paris at the beginning of 2006, he was appointed in the Civil Division as Regional Sales & Marketing Director for the Middle East region. He held this position for 3 years before joining the AIRBUS Group. Pierre Delestrade has 2 children and has an Engineering degree from the Ecole Nationale Supérieure de l’Aéronautique et de l’Espace (SUPAERO) for which he was graduated in 1981. He is also a Board Director of several Canadian Aerospace Associations (AIAC, OAC, AEROMONTREAL) and a Board Director of the Canadian Association of Defence & Security industries (CADSI). Ann FITZ-GERALD Professor of Security Sector Management, Cranfield University and Visiting Chair Royal Military College Kingston, Ontario Ann is a Professor and Chair in Security Sector Management at Cranfield University. She is currently based in Canada and has served in the capacity as the McNaughton-Vanier Visiting Professor at RMC, followed by a term as Visiting Professor in Global Security Management, Queen's University School of Business. Following the completion her Commerce degree, Ann worked in the financial services sector. She then completed postgraduate studies in Political Science and War Studies and worked at the Pearson Peacekeeping Centre and NATO Headquarters in Brussels. She moved to the UK and in 2000 completed her PhD where her focus was on the extent to which security and development interventions in Bosnia, Haiti and Northern Ireland addressed both short-term stabilization imperatives and longer term requirements for national growth. Before joining Cranfield's faculty in 2001, Ann worked as an academic at King's College, London University. At Cranfield, Ann served as the Associate Dean (Research) and led Cranfield's Centre for Security Sector Management for the past eight years. She is also Course Director for the Master's program in Security Sector Management which is delivered in both the UK and Addis Ababa, Ethiopia.

Ann is widely published on issues concerning national security, the relationship between security and development and security sector reform. She has advised governments of a number of post-conflict and developing countries on issues relating to national security strategy and policy issues (Lebanon, Jamaica, Ethiopia, Haiti, Indonesia, Nepal, Botswana, Sierra Leone, Trinidad and Tobago) and, in 2011, was appointed by the United Nations and the African Union's High Implementation Panel as Facilitator for the post-referendum peace talks between the Governments of North and South Sudan. In recognition of her efforts to support post-conflict peacebuilding - and the development of local capacity - in the Horn of Africa, the Government of Canada awarded Ann with the Queen's Diamond Jubilee Medal in December 2012. Rear Admiral David GARDAM

Director General for International Security Policy, Department of National Defence Rear-Admiral Gardam enrolled in the militia in 1975 as a Private in the Queen's Own Cameron Highlanders and subsequently transferred to the Naval Reserve in 1977 and the Regular Force in 1981. His extensive sea time has been primarily concentrated in the Atlantic Fleet. Rear-Admiral Gardam's command experience includes HMCS HALIFAX while serving as Executive Officer, HMCS CHARLOTTETOWN, Commander Sea Training Atlantic, HMCS ATHABASKAN which was the Flag ship of the Standing NATO Maritime Group and for Canada's response to hurricane Katrina, Commandant of the Canadian Forces Maritime Warfare Centre and most recently, Commander of Maritime Forces and Joint Task Force Atlantic. Rear-Admiral Gardam's appointments ashore include Director Maritime Policy Operations and Readiness, Director General Plans for the Strategic Joint Staff, Deputy Director General International Security Policy, and finally Commander Joint Task Force Atlantic and Commander Maritime Forces Atlantic in 2010. In these functions, Rear-Admiral Gardam was exposed to a large spectrum of operational and strategic issues such as Canada's participation in Libya and the Persian Gulf, the development of the maritime component commander framework and various regional and global initiatives in support of Government of Canada objectives. Rear-Admiral Gardam holds a Bachelors Degree from the University of Winnipeg and is a graduate of the Command and Staff College Course and the National Security Studies Program in Toronto. Rear-Admiral Gardam was appointed Director General International Security Policy in August 2013.

Wendy GILMOUR

Director General, International and Industry Programs, Department of National Defence ADM Materiel Group As Director General International and Industry Programs, Wendy supports the Canadian Armed Forces defence material acquisition and support program, with responsibility for defence industrial base issues and international defence materiel cooperation. Ms. Gilmour joined the Canadian Foreign Service in 1990, followed by postings in southern Africa, the United Kingdom and Nigeria; and operational assignments in Bosnia and Herzegovina and Kosovo. She also served as Canadian Political Advisor Adviser at U.S. Central Command HQ in Florida, and to the Commander of the North American Aerospace Defence Command in Colorado. While in Ottawa, Ms Gilmour served as Director of the Peace Operations Group with responsibility for missions in Afghanistan, Haiti, Africa and the Middle East. She also served as Director, Sudan Task Force. In 2010 she joined the Department of Public Safety to become the Senior Departmental Assistant to the Minister, before moving in July 2011 to the Department of National Defence. Ms. Gilmour attended Queen’s University at Kingston, and served in the Canadian Forces Primary Reserve as a Logistics Officer. Rini GOOS

Deputy Chief Executive, European Defence Agency Mr. Rini Goos was appointed Deputy Chief Executive at the European Defence Agency on 22 February 2013. Previously, Mr. Goos was the Commissioner for Military Production in the Netherlands Ministry of Economic Affairs. As such he headed the Commissariat and was responsible for consolidating and improving the health of the Netherlands Defence and Security related industry. Highlights were the development and implementation of the offset and industrial participation policy in line with EU and national regulations; safeguarding Netherlands industry participation in cooperative defence programs such as Boxer, NH-90 and JSF; providing export support and channeling security technology development within the EU Framework Programme. Additionally, Mr. Goos was a member of the Netherlands Defence Science Board. From 1997 until 2001, Mr. Goos was assigned by the Ministry of Defence to the Royal Netherlands Embassy in Washington D.C. as Counsellor for Defence Procurement and Defence Cooperation Attaché consecutively. He was responsible for implementing the bilateral Memorandum of Understanding between the USA and the Netherlands on defence cooperation, assisting both governments and defence industries in bilateral and multilateral

equipment programmes. His office was the US-based defence procurement authority of the Netherlands for all Foreign Military Sales and Direct Commercial acquisitions. Mr. Goos also chaired the Group of 21 countries united in the MoU Attaché Group. From 1993 until 1997 Mr. Goos worked in the Directorate General of Materiel of the Ministry of Defence as Executive Officer for international Relations, focusing primarily on multilateral European cooperation. In that capacity he represented the Netherlands in various international committees of EU and WEU. He was member of the task force which crafted and implemented the transition of the then Independent European Programme Group (IEPG) into the Western European Armaments Group (WEAG). He was the Netherlands representative in IEPG and WEAG’s Panel 1 and Panel 3, he negotiated the establishment of the WEAG Research Cell, the precursor to the European Defence Agency, and he initiated the EU-WEU Group of Experts on opening up the defence markets in Europe. Mr.Goos started his civil career with the Netherlands Ministry of Defence in 1986, after having finished his military service in the rank of lieutenant at the Royal Netherlands Army Staff Headquarters in The Hague. He worked in the Directorate of Materiel of the Royal Netherlands Army, first as a General Staff Officer in Logistics, followed by postings as Head of the Industrial Relations and Export Support Section and Head of the Procurement Policy Section. Mr. Goos was born in Breda, the Netherlands, on December 21, 1958. He holds a Candidatum Litterarum Anglicarum (undergraduate) from Nijmegen University in the Netherlands (1982), and graduated Doctorandus (Drs.) in 1985. Mr. Goos is a native speaker of Dutch, has a near-native command of English and excellent proficiency in both French and German. Mr. Goos is married to Drs. Mariëlle de Valk and they have two sons. Tamara GUTTMAN

Director-General, Stabilization and Reconstruction Task Force (START), Department of Foreign Affairs, Trade and Development Ms. Tamara Guttman (BA, Carleton University, 1989) began working for the Government of Canada in 1990 as a Foreign Service Officer with the Department of Foreign Affairs and International Trade Canada (formerly the Department of External Affairs). She has served abroad in Budapest (1992-94), Seoul (1997-2000) and Copenhagen (2004-2006). In Ottawa, she has held various assignments, including as Deputy Director of the Policy Coordination (Economic) Division and Director of the Mexico & North America Division. She has also held the position of speechwriter and foreign policy advisor to the Minister of Foreign Affairs, and to the Deputy Prime Minister and Minister of Finance (2001-2003).

Ms. Guttman served as Minister-Counsellor (Political, Economic and Public Affairs) at the Canadian Embassy in Rome (2008-2010) and most recently as Ambassador of Canada to Hungary, Bosnia-Herzegovina and Slovenia. She speaks a number of foreign languages. Ms. Guttman is currently Director General of the Stabilization and Reconstruction Task Force (START) in Ottawa. General Gilles JANVIER Acting Civilian Operations Commander, Civilian Planning and Conduct Capability (CPCC), European External Action Service (EEAS) He has extensive international experience mainly as Commanding Officer. In his most recent posting, he was seconded by France to serve as Deputy Head of Mission of the European Union Monitoring Mission in Georgia, since 20 September 2008 to 15 September 2010. Other missions in which he served abroad included as a seconded UN Department of Safety and Security consultant (USA 2005), as WEU Head of Mission in Albania (1997), and he also served in former Yugoslavia (1995), Lebanon (1986) and Berlin (1978-1982). During his period of service within the Gendarmerie police force, he held all the possible command positions within the French administrative organization, from that of the subdivision in TOUL (1982-1984) up to the most senior, that of the Defence zone for the South-East in Marseille (2005-2007); he also served in Bordeaux (1999-2001) and Rennes (1995-1997) and he was the Head of the Gendarmerie Antiterrorism Special Unit, currently “GIGN” (1992-1996). In addition, he served in Paris, twice as staff officer in the General Directorate of the Gendarmerie, later as Deputy Director for civilian crisis in the Office of the Prime Minister (2002-2005) and finally as Director of the Gendarmerie Education Branch (2007-2008). He graduated from the Military Academy of Saint-Cyr (1972-1974) and has a MA in Law (Nice University); in addition, he holds the Staff Course and War college diploma and was a student of the National Defense Institute (1998-1999). He holds the rank of Commander of the Legion of Honor and the Order of Merit, was granted the Gendarmerie Medal for gallantry and received various other French and foreign distinctions.

Daniel JEAN Deputy Minister of Foreign Affairs, Canada On October 25, 2013, the Prime Minister appointed Daniel Jean as Deputy Minister of Foreign Affairs, effective November 4, 2013. Prior to this appointment, Mr. Jean served as Deputy Minister of Canadian Heritage since September 24, 2010. Daniel Jean holds an MBA from the State University of New York at Buffalo and a BA in Political Science and Economics from the University of Ottawa. Mr. Jean has a vast experience in government. He joined the Canadian Foreign Service in the immigration stream in 1982 and served in Buffalo, Hong Kong, Port-au-Prince (twice), Ottawa and Washington. He was Consul and Immigration Program Manager in Haiti during the coup that ousted elected President Jean-Bertrand Aristide. From 1995 to 2000, Mr. Jean was the Immigration Counsellor at the Canadian Embassy in Washington. In the summer of 2000, he returned to Citizenship and Immigration headquarters where he subsequently served as Director General of the International Region, Assistant Deputy Minister Policy and Program Development, and Assistant Deputy Minister Operations. In March 2007, he was appointed as the Assistant Secretary, Treasury Board Secretariat. His primary responsibilities were to provide advice to the President of the Treasury Board on International Affairs, Security and Justice issues. In October 2007, he was named Associate Secretary of the Treasury Board Secretariat. In August 2008, he was appointed Deputy Secretary to Cabinet (Operations) of the Privy Council Office before becoming Deputy Minister of the Administrative Services Review on April 6, 2010. Senior Security and Defence Analyst with the Conference of Defence Associations (CDA) Institute David Perry is the Senior Security and Defence Analyst with the CDA Institute, and a doctoral candidate in political science at Carleton University where he studies defence privatization. He holds the DND Defence Engagement PhD Scholarship and is a past recipient of the Dr. Ronald Baker Security and Defence Forum PhD Scholarship and a SSHRC Canada Graduate Scholarship. In addition to numerous publications with the CDA Institute, his research has appeared in Defence Studies, International Journal, Comparative Strategy, the Journal of Military and Strategic Studies, and the Canadian Naval Review. Maciej Popowski Deputy-Secretary General of the European External Action Service (EEAS) Maciej Popowski is Deputy-Secretary General of the European External Action Service. Ambassador Popowski is a Polish diplomat with 20 years of professional experience. He was director for EU affairs at the Polish Ministry of Foreign Affairs at the time of Poland's accession negotiations. In 2001-2008 he was Deputy Head of the Permanent Representation of the Republic of Poland to the European Union. In 2003-2008, he was Poland's first permanent representative in the EU's Political and Security Committee. He then joined the European Commission as Director in DG Development focusing on policy coherence, aid effectiveness, financing, relations with other donors and public information. In 2009 he was seconded from the European Commission to become head of cabinet of Jerzy Buzek, President of the European Parliament. Colin ROBERTSON Vice-President, Canadian Defence and Foreign Affairs Institute (CDFAI) A former Canadian diplomat, Colin Robertson is a Senior Strategic Advisor for McKenna, Long and Aldridge LLP living in Ottawa, Canada and working with the Canadian Council of Chief Executives. He is Vice President and Fellow at the Canadian Defence and Foreign Affairs Institute and Executive Fellow at the University of Calgary’s School of Public Policy. He is a Distinguished Senior Fellow at the Norman Paterson School of International Affairs at Carleton University. He is chair of the board of Canada World Youth. He is a member of the board of the Conference of Defence Associations Institute and the advisory board of the North American Research Partnership. He is a past president of the National Capital Branch of the Canadian International Council. He is an Honorary Captain (Royal Canadian Navy) assigned to the Strategic Communications Directorate. He is a regular contributor on foreign affairs to the Globe and Mail and other publications.

Rear Admiral Bob TARRANT Commander of EU Naval Force (EUNAVFOR) Somalia – Operation Atalanta Rear Admiral Bob Tarrant was born in 1961 and joined the Royal Navy in 1979. During his service at sea he has had naval appointments in both submarines and surface ships and commanded the nuclear powered submarine HMS TALENT from 1997-99 and the Ice Patrol Ship HMS ENDURANCE 2007-08. He has a variety of operational experience from the Falklands Conflict in 1982 on board the destroyer HMS ANTRIM, numerous submarine patrols, two seasons in the Antarctic and periods of defence diplomacy off West Africa. Ashore he has trained Junior Officers and been on the staff of Commander Submarine Force US Atlantic Fleet. More recently he has focused on the higher management of Defence developing Security Policy and Strategy and creating effective International and Political relationships. After a tour as the Commodore Naval Staff, supporting the First Sea Lord in the 2010 Strategic Defence and Security Review, which involved developing the strategy for the future of the Royal Navy, he attended the Royal College of Defence Studies in London. For the latter half of 2012 he was Commander of Combined Task Force 150, responsible for a multi-national maritime security operation extending from the Red Sea to the Gulf of Oman. On promotion to Rear Admiral in January 2013 he assumed the role of Operation Commander of the European Union Naval Force Somalia and Commander United Kingdom Maritime Forces. Rear Admiral Tarrant is married and has two children. Beyond professional duties, he focuses on his family. Lieutenant General Wolfgang WOSOLSOBE Director General, EU Military Staff, European External Action Service (EEAS) Born in 1955, Lieutenant General Wolfgang WOSOLSOBE started his military career in 1974 at the “Theresianische Militärakademie” in Wiener Neustadt, Austria and was commissioned as an Infantry Officer in 1977. Assignments as Company Commander (infantry) and instructor at the Military Academy followed. He attended the General Staff Officers Course of the Austrian Armed Forces (1982-1985) and during two following years occupied a post as Defence planner. In 1987 and 1988, he

joined the French “École Supérieure de Guerre Interarmées” and the “Cours Supérieur Interarmées” which offered him the full range of joint staff training and a good command of the French language. Two additional years as Defence planner (1989-1990) were accompanied by functions as lecturer for strategic management methods at the Austrian Defence Academy and as Chief of Staff of the Territorial Command of Salzburg. In 1991, he joined the Austrian Diplomatic Mission in Geneva as a Military Advisor for Disarmament. This 15 month period in Geneva offered, beyond a first experience in multilateral military diplomacy, a broad range of contacts with other Geneva based institutions, including the Graduate Institute for International Studies. His international career continued with the assignment as Defence Attaché (colonel) to France, from 1992 to 1997. Back to Austria, he took over command of the Austrian Special Forces for the period 1997-1998, where he joined the efforts of his predecessors to pave the way for the international employment of this force. After his return to the MoD, he was appointed Director for Military Policy in 1999, a post which he occupied until 2005. He was promoted to Brigadier General in 2001. During these 6 years, he contributed to shaping the international posture of the Austrian Armed forces. During the defence reform process, conducted during this period, Brigadier General WOSOLSOBE largely contributed to the adaptation of Austria’s defence policy to new realities, particularly to ESDP. This laid the groundwork for his appointment as Defence Policy Director during the Austrian presidency of the EU-Council in 2006. From there, he joined Brussels as Military Representative in 2007 and was promoted to Major General in June of the same year. During his period as Military Representative, he served as Dean of the EU Military Committee in 2009 and 2010. In 2012, he was elected to the post of Director General of the EU Military Staff. He takes over this appointment on 28 May 2013. In March 2013, he was promoted to Lieutenant General. Lieutenant General WOSOLSOBE is married and has two sons and two stepsons.
