President’s Report Hello club members,

Have a good attitude when you are on TCGC property or do not punish us with your presence. ID badges are to be put on BEFORE you leave vehicle.

Our Board meetings are on the third Thursday of each month. Members are welcome to attend. I just request a prior notice of what questions or ideas you have. Not a requirement, if you just want to attend and watch that is okay. By giving us prior notice of your attendance, we will feed you if you want to eat. Dinner arrives at 5:30pm. Different carryout monthly.

I hope that TCGC members are like me and despise those automobile drivers that are not paying attention when driving. You see this all the time when someone is rear-ended or there is a one car accident. This is all due to humans not tending to the task at hand, "DRIVING". The " task at hand" at TCGC is having an enjoyable shoot by following the club rules. We all win when this happens.

There have been multiple terror plots stopped because someone saw something going on and reported it. We hope this has carried over to our gun club where a few members/guests are confronted when not following TCGC rules, immediately afterwards, notify me 405-627-2844. Waiting (weight) is what broke the bridge down, call me!

Our range improvement project that is in the planning stage will not only require berm work but will require steel beams to be set in concrete with steel trusses to be welded in place. We are looking at limited muzzle movement on the 200 yd range because of expenses to make such a large area " no blue sky". This would be a steel plate 2' X 4' mounted on the left side of the shooting bench, supported by square posts on both sides. It would start at the front of the rifle action and extend out past the end of the shooting bench. This will keep rounds from going towards Norman. Same for a limited number of shooting benches for left hand shooters. This will be a starting point, it will give us something to attach to for standing, kneeling, and laying down shooting positions.

Vice President’s Report February brings a busy month for me. I will be helping at the State Friends of NRA Meeting in mid-February. We will find out about distribution of grants at that time and gear up for the 2020 Banquets. Check out the KBar Knife on the www.friendsofnra.org website for this year’s Sponsors! How can you help raise funds for the future of the shooting sports?

Safety Report Greetings Tri City Gun Club Members:

Not in the Range Rules: Just because something is not prohibited in the Range Rules does not mean it is OK to do it. The rules are written to promote firearms safety and govern reasonable activities on the range. They are very much based on principals of firearms safety, the NRA Range Source Book and what we need to effectively govern our club. If you have a question about something that is not covered in the range rules please give me a call, we will talk about it and I’ll advise you how best to proceed.

Archery Range vs Shotguns: We found clay targets, shotgun shells and shot holes in the target bags on the Archery Range. Please note, the shooting of any type of firearm on the Archery Range is prohibited. If you are found doing so, it could be grounds for dismissal from the club.

Guests and Gate Codes: Members are reminded that they are not to share the Gate Code with anyone. We are a private club and if you share the gate code with your guests it could result in the loss of your privilege to bring guests or something worse. If you have a guest, you need to meet them at the gate and let them in. We have people trying to sneak onto the range all of the time and we have to protect our members and range at all times.

Practical Pistol at Tri City Gun Club was started 30 years ago by Al Sanderson. Originally the sport was set-up as IPSC. There are still 3 of the TCGC founding members active in the sport.

You may remember that in the original Dirty Harry movie, Clint Eastwood's character visits a training center and walks down the street of a mock city engaging hostile targets and while identifying and sparing innocents. A lot of us saw it too, and thought, "cool!" It looked like too much fun to be just the law enforcement work of qualifying with a handgun.

Competition had begun with the "leather slap" quick draw events of the 1950's, which had grown out of America's love affair with the TV westerns of that era. However, many wished for a forum that would more directly test the results of the experimentation that had been going on in Big Bear, California and many other places. Competitions evolved to test what had been learned, and just for the pure fun presented by what quickly became a sport requiring competitors to deal with constantly changing scenarios while shooting rapidly and accurately with full power handguns.

In 1976 an international group of enthusiasts interested in what had become known as "practical" shooting met in Columbia, Missouri. From that meeting came the International Practical Shooting Confederation (IPSC). In 1984 USPSA was incorporated as the US Region of IPSC. Membership in USPSA automatically includes membership in IPSC. (cite: www.uspsa.org history)

Tri-City Gun Club has people from all over come to enjoy the sport. The matches are not sanctioned and therefore not bound by all the regulations that are in the lengthy manual, as that covers a lot of administrative rules as well as minute details in regards to separating out the various classes of firearms. Courses are randomly set-up by volunteers at each event. Three different courses are set-up and vary widely. Generally, 100-150 rounds of ammunition will be sufficient to complete the course. How good a shot are you? Most of the competitors use 9mm, 45 and 40. Some use PCC. Magazine sizes vary widely. Minimal equipment required is a holster which covers the trigger guard area. Hip holsters and thigh rigs only. No cross drawing. A minimum of two large capacity magazines recommended, with a third recommended. 20-30 round magazines have a distinct advantage.

USPSA Safety Rules. https://uspsa.org In its simplest form, you'll start out standing in a shooter's box marked out on the ground, draw your firearm when the timer sounds, engage both half silhouette paper targets and steel. When you're "off the clock" you'll make your firearm safe and return it to your holster. There are three bays at the end of the Long Rifle Range with three different courses of fire, with typically each course of fire requiring the shooter to move from one shooter's box to the other. Paper targets have an A through D zone, so the scorekeeping software will factor in your time and accuracy.

It's a very laid back and friendly atmosphere, with everyone there willing to help you out and talk you through it, and a very diverse range of skill levels. However, TCGC is not as stringent on pistol classes. Come on out!

red flags that are located behind the 50 and 150-yard berms. You want members to know you are there.

2. Target Placement on the Long Range. All targets must be placed immediately in front of a berm so when the bullet passes through, it hits the berm. Do not place targets out in the open. The target placement in this picture is not acceptable.

Upgrade Video Coverage: We are going to start taking steps to upgrade our video coverage on the range. The priority will be to place video cameras on all the ranges that look down the Firing Lines of each range as well as other areas. Opportunities to Serve: Look at the calendar for activities in March, April and May.

• Youth Hunter Education Challenge (YHEC)

03/14/20: We need RSO’s, general help and shooting coaches.

• Brownell’s NRA Sportsfest, 04/04/20: This is an all-hands-on-deck event, we need RSO’s, shooting instructors and general help. We also need help setting up the Range on Friday evening. This event is open for youth ages 10 -18.

• Women on Target (WOT), 05/02/20: This is an all-hands-on-deck event, we need RSO’s, shooting instructors, general help and women to be group leaders. We also need help setting up the Range on Friday evening.

General Meeting Minutes – January 3, 2020 1. The meeting was called to order at 7:00 PM. 2. The previous meeting minutes were accepted. 3. All of the 1911 raffle tickets were sold. 4. Friends of the NRA grants have been submitted. Please donate and support them, so that they can

continue to support us! 5. Youth shotgun and archery are running through the winter. 6. We have moved to using half the meeting hall during general meetings. It saves a lot of money. 7. New membership is open. We have lots of open slots and there is no wait list (and NEVER has been)! 8. A new year requires new waivers. Be sure to get a waiver signed and on file for EVERY guest you

bring, before setting up or starting to shoot. 9. Various events are coming up. Check the calendar for opportunities to participate or volunteer. 10. New member badges are printed vertically (portrait style). Use these easy to identify badges as way to

recognize an opportunity to make the new member feel welcome. 11. The meeting was adjourned at 7:15 PM

Executive Meeting Minutes – January 16, 2020 1. The meeting was called to order at 6:30 PM. 2. There was a brief discussion of Camp and Shoot. We need to bring more people to the table. Improved

communication during planning would be very helpful. Getting marketing out early would help. Troop coordination has been helpful. The difficulty of online registration is that people don’t register until late. Knowing the total number of participants well in advance would be ideal. The event will be held October 17.

3. The range needs a portable welder. Bill has been interested in a Miller-Bobcat TIG welder. We can build a trailer for it. Funds can be drawn from the maintenance budget and/or the range improvement budget. The recommended split would be two thousand from maintenance and the rest from Range Improvement. Alternately, it could all come out of Range Improvement, as the propose is Range Improvement (No Blue-Sky upgrades). This is a needed item, but the one we were using had to be returned to its owner. Bill and Woody will look at pricing. We will use the Range Improvement fund.

4. OEC Services were discussed. They offer phone service for $30 per month. We will need to move the phone to somewhere closer to the stat-house.

5. Fall dates were discussed. 6. Range grants were discussed. They’ll give up to five thousand dollars. We have been using these handicap

accessibilities. We will move forward for a grant toward at ADA compliant ramp at the long range. 7. Backwoods show Feb 28 – March 2 needs NRA recruitments. Leon and Doyal were asked, Leon is unavailable.

The Booth is already lined up. The possibility of Lea Greenleaf being interested was discussed. 8. Father’s Day/Family Day picnic was discussed. Saturday would be the better day. 9. Inventory had been completed.

10. We have 725 Associate members and 215 Regular members .30-40 new members are expected at the February new member orientation.

11. Discussion regarding the regular member cap. We aren’t full on regular members and this would require a bylaw change. It is not worth the discussion currently.

12. Cameras to cover the firing line of each range were discussed. 13. A designated shooting bench at the pistol range for zeroing/bore-sighted center-fire rifles was discussed. The

pro is a 25-yard backstop is available. The cons are confusion of what is allowed at the pistol range, lack of space on the pistol range, and the availability of other and better options. The long range might be a better option.

14. YHEC is coming up in March. Planning needs to begin. 15. Colored vests to identify coaches, range bosses, and safety officers were discussed. 16. OU Trap team wants to shoot Monday or Thursday nights. They are welcome any night, but other members and

guests are welcome to work in. 17. People are shooting shotguns on the Archery range. No guns are allowed on the archery range. This will be

addressed in the Hangfire and at the general meeting. 18. Skills USA Advertising Design contest will use the archery range and some club/guest shooters to take stock

photos for this year’s contest that will have contestants making ads for a fictional “Wild Acres Archery Ranch.” 19. The meeting was adjourned at 7:50 P.M. 20. Thank you to all the board members who take the time out of their day to bring dinner for the meetings, and

most especially Tara who does it most often!

NRA Voting Coming Up Here is an Oklahoma gentleman that has earned our support.

Ballots will be out next week in the member's February NRA publication (American Rifleman, American Hunter, etc) and remember the vote has more of an impact when you vote only for those candidates that have your full support. Mark Vaughan, current NRA Director and NRA-endorsed nominee for the 2020 Board of Directors, announces the launch of his re-election campaign. In the past year, Mark has served as NRA Director having actively participated in three Board meetings and serves on three NRA Committees including the Law Enforcement Assistance, Education and Training, and Sport Shooting Committees. He is passionate about firearms training, he has been an NRA, hunter education and law enforcement instructor for the past twenty years serving groups such as the Boy Scouts and Women on Target. For the past 25 years Mark has also been an active member, trustee, president, and current vice president of the 2000 + member Oklahoma City Gun club, overseeing its expansion and growth. Mark, a native Oklahoman, is also involved in his community through the Oklahoma County Sheriff’s department as a reserve deputy in the patrol, training, and tactical units. In 2014 he was named NRA’s Law Enforcement Officer of the Year, received multiple awards of valor and later honored by the Oklahoma State Legislature for his actions in stopping an extremist attack at an Oklahoma food facility. Mark shared his story during President Trump’s keynote at last year’s NRA annual meetings. An experienced businessman, Mark grew Vaughan Foods from a regional food processor to a publicly traded enterprise and sold the business in 2012. He remains active in the agriculture, food, and logistics industries. “This is a critical time for our nation and our NRA, and I am here to be your voice on the NRA board to continue to battle for our rights and freedoms. However, we all must take action and stand together as one, to support the one organization who has preserved our Second Amendment rights for nearly 150 years. This is why I serve with the NRA and ask for your vote so I can continue to fight on as your director.” states Vaughan.
