I. INTRODUCTION

The Fresno Police Department employs over 800 sworn officers and approximately 200 support staff to carry out its mission. This workforce is dedicated to deliver professional, effective and timely services to the more than 500,000 residents of Fresno.

A. CRITICAL INCIDENT RESPONSE PLAN

The Fresno Police Department Critical Incident Response Plan supports the City of Fresno Emergency Operations Plan. This plan was developed in conformance with the Standardized Emergency Management System (SEMS) as mandated by Government Code 8607(a).

The City of Fresno Emergency plan is designed to provide effective management of emergency situations. This plan is automatically activated: 1. Upon declaration of a state of war emergency, as defined by the California Emergency

Services Act; or 2. When the Governor has proclaimed a state of emergency in an area that includes the

City of Fresno; or 3. Upon the order of the City Manager, Fire Chief, Police Chief or Public Works

Director, provided that there exists or threatens to exist a disaster or local emergency, in accordance with the provision of the Emergency Services ordinance of the City of Fresno [MC Section 2-2702(b)].

B. PURPOSE AND OBJECTIVE

This Fresno Police Department Critical Incident Response Plan will establish the responsibilities of the Department to the City of Fresno in providing law enforcement services when confronted with emergency incidents, such as natural and man-made disasters, civil disturbances, mass arrests, bomb threats, hostage and barricaded persons situations, acts of terrorism, incidents involving critically injured law enforcement personnel, and other unusual incidents which expose citizens and police personnel to unusual dangers. The Department’s objective will be the restoration of pre-incident law enforcement status to the affected area(s) and to provide for the protection of life and property during a disaster.

C. DEFINITIONS:

1. Emergency Situation: An actual or potential condition that poses an immediate

threat to life or property.

2. Critical Incidents: Situations, generally of an emergency nature, that result from disaster, both natural and man-made, that include civil disturbances, earthquakes, floods, pandemics, explosions, riots, disorders, or violence from dissident

gatherings and marches, rock concerts, political conventions, labor disputes, and terrorist activities. This includes incidents where law enforcement officers are critically injured.

3. Exercise: Gathering of individuals inclusive of government and private sector

persons, to develop plans, practice simulated implementation, and to discuss each agency’s role in handling critical incidents. This could include table top, functional, and/or full field exercises.

4. Incident Commander: The most experienced or senior Department member in-

charge at a field command post during an emergency or critical incident. Incident Commanders may also be referred to as the Officer-in-Charge.

5. Incident Command System (ICS): A system for command, control, and

coordination of a response that provides a means to coordinate the efforts of individual persons and agencies as they work toward the common goal of stabilizing an incident while protecting life, property, and environment. There are five major components: command, operation, planning, logistics, and finance & administration.

6. National Incident Management System (NIMS): A comprehensive, national

approach to incident management that is applicable at all jurisdictional levels and across all functional disciplines.

7. Standardized Emergency Management System (SEMS): An organizational

framework and guidance for emergency operations at each level of the State's emergency management system. Provides the umbrella under which all response agencies may function in an integrated fashion. Required by the State of California for managing response to multi-agency and multi-jurisdiction emergencies.

8. Unified Command: A procedure used at incidents which allows all agencies with

geographical, legal or functional responsibility to establish a common set of incident objectives and strategies, and a single Incident Action Plan. Unified Command procedures assure agencies that they do not lose their individual responsibility, authority, or accountability.

9. Community Emergency Response Team (CERT): The Community Emergency

Response Team is a group of people trained to be better prepared to respond to emergency situations in their homes, workplaces, and communities. CERT training is a 20-hour curriculum developed by the Los Angeles Fire Department, FEMA and DHS, and is designed to provide individuals with basic emergency response skills, particularly those that would be of value in the initial hours, or days, after a disaster when first responder resources may be overwhelmed.

II. POLICE DEPARTMENT RESPONSIBILITY A. PRE-DISASTER The Department will:

1. Review its Critical Incident Response Plan annually and update policy and procedures as required;

2. Meet with the City Emergency Preparedness Officer (EPO) to review the Police Department plan; and

3. Train Department personnel regarding emergency operations as necessary.

B. DURING DISASTER

The Police Department shares operations responsibilities with the Fire Department, Public Works Department, and Public Utilities Department. The Chief of Police, or Support Division Commander, is responsible for planning and coordination of all critical incidents. Specifically, the responsibilities assigned to the Police Department in the City Emergency Plan are:

1. Provide security for facilities and resources; 2. Enforce laws, rules, and regulations; 3. Enforce vehicular traffic laws and regulations; 4. Establish alternate routes; 5. Provide surveillance and intelligence; 6. Assist in light rescue; 7. Assist with medical response; 8. Maintain liaison with the Coroner; and 9. Provide for evacuation, as necessary.

C. POST-DISASTER

The Department will:

1. Coordinate demobilization of law-enforcement resources; a) Survey the affected areas and determine the continued need for police personnel at

the scene. b) Access the number of personnel and equipment at the scene and determine when

and how much to reduce them. c) Ensure that all personnel and equipment are accounted for. d) Ensure that all involved personnel report to the field command post for

debriefing before leaving the scene. 2. Assist affected neighborhoods with special law-enforcement needs; 3. Provide the EPO with an incident critique; and

a) The EPO Commander/Incident Commander will prepare a documented after action report, per incident, detailing all aspects of the operation including analysis and recommendations for future events, to include logs, reports,

recommendations for change, deletions, and/or updates to any County, City, or Department policy. The after action report will be forwarded to the Chief of Police and a copy sent to the Accreditation Manager.

4. Provide the EPO with a financial summary of Police Department expenditures. III. CHAIN OF COMMAND

A. Chief of Police: Maintains overall responsibility for and command of any critical incident response.

B. Support Division Commander: Provides command over the units responsible for

providing critical support during a crisis. These units include, but are not limited to, SWAT, Crisis Negotiations, EOD, etc. In the absence of the Support Division Commander, another Division Commander may assume command and responsibility.

C. Incident Commander: A command level officer designated as the On-Scene

Commander during an operation. The Incident Commander is responsible for directing the operation. The Incident Commander normally reports to the Support Division Commander.

D. SWAT/Tactical Commander: A command level or supervisory officer who has

overall responsibility for the SWAT Team, its operations, and tactics. The SWAT Commander reports to the Investigative Services Division Commander or Incident Commander during a deployment.

E. Public Information Officer (PIO): A designated individual who has overall

responsibility for the coordination of public information efforts during an operation. He/she is the PIO liaison with the Support Division Commander, but is not part of the operational chain of command. The PIO is an assignment usually filled by the Department’s Public Information Officer. In the absence of the designated PIO, the assistant PIO or a trained alternate familiar with the Department’s public information policies and procedures shall be assigned to fill the position. When more than one PIO is present or a unified Public Information Center is established, a lead PIO will be designated.

F. Chain of Command: The Chain of Command is established through the normal course

of business within the Department. At the scene of a critical incident, the Incident Commander will be the most senior officer or supervisor on scene until relieved by a more senior supervisor or member of the Fresno Police Department Command Staff. Designated supervisory staff shall coordinate employees and, if the incident is a mutual aid request, accept assignment from the Incident Commander. All employees committed to mutual aid shall remain under the control of the Police Department.

IV. PLAN ACTIVATION

A. Activating the Incident Command System

1. Depending on the nature of the emergency and duration of personnel commitment, personnel in all divisions may be temporarily reassigned. The Field Commander may restrict the type of calls that will be responded to in an emergency situation. He/she will be responsible for deciding when calls will be held and when normal operations can resume. All supervisors will attempt to permit adequate and timely relief to personnel assigned to the incident.

2. Each individual employee of the Department, sworn and non-sworn, shares the

responsibility for ensuring public safety and for aiding the relief efforts in time of disaster and exceptional emergency response.

3. Critical incidents, such as natural disasters and events threatening life and property

on a widespread scale, require all Department resources. Examples of incidents requiring an exceptional emergency response would include, but are not limited to:

a. An earthquake that causes widespread damage; b. Widespread rioting; c. Firestorms; or d. Wind and rainstorms that threaten life and property.

4. The Incident Command System will be activated by the Field Commander, Field

Supervisor, Incident Commander or their designee.

B. Establishing a Field Command Post 1. The establishment of a Field Command Post will be done by the Field Commander

or the Incident Commander or designee. This can be accomplished by establishing a Field Command Post, which will be handled by the Field Commander or Field Supervisor when FPD officers are the primary responders.

2. The Field Command Post should be at a location near the incident, but out of harm’s

way, and large enough to support the operation.

3. The Communications Supervisor shall be notified of the location of the Command Post location as soon as possible.

In the event of a critical incident, the Incident Commander or on-duty Field Commander shall determine the need for mobilizing additional personnel.

The on-duty Field Commander shall contact the Duty Office and give the instructions regarding the necessary call up. The duty officer shall:

1. Notify the on-duty Records Supervisor; 2. Notify Communications to discontinue forwarding calls to the CDU; 3. Lock the front doors to the lobby of Headquarters; 4. Suspend normal operations in the Duty Office, CDU and Records; 5. Explain the emergency to the Duty Office, CDU and Records personnel and

distribute the emergency call-up sheet with instructions on what is needed; 6. Notify all members who are assigned to designated positions, other than the “A”

shift of “B” shift, as the first priority; 7. Notify all members and relay reporting instructions. The time of each call should

be logged. When members cannot be initially contacted, attempts to re-contact shall be made at a later time. Messages left on a phone recorder will not be considered as contact until the member confirms receipt of the message;

8. Prepare a message to be placed on the voice mail of all members who are not

contacted by phone, generalizing the nature of the incident requiring the emergency call-up and include instructions for members to contact the Duty Office to determine where they should respond;

9. Notify all major media that an emergency call up situation exists and request they

make public service announcements asking all members who have not been contacted to call their voice mail for instructions; and

10. Supervise the call up and report results to the Department Operations Center.

Upon activation of the City of Fresno Emergency Plan, the Chief of Police, or his/her Designee, shall report to the City Emergency Operations Center (EOC), (Municipal

Service Center, Building A, 2101 “G” St.) as a member of the City of Fresno's Emergency Management System. If it is determined that on-duty policing resources are not sufficient to handle the situation, the Department Operations Center (DOC) shall be activated.

D. Levels of Involvement

Some unusual occurrences may be found to be relatively minor in nature and can be handled by on-duty field personnel. Others might require all available on-duty and off-duty personnel, and still others may require mutual aid assistance. The following levels of involvement have been designated:

1. Level A – These incidents can be handled by on-duty patrol members, supervisors

and Field Commanders. 2. Level B – These incidents are handled by on-duty patrol personnel with the

assistance of some special units, which may be on or off duty. Typically, these incidents can be handled by personnel in the field with minimal assistance from off-duty personnel.

3. Level C – There are two levels of deployment for this type of recall. The first is a

Limited Emergency Deployment (LED) or the highest degree of deployment which is a Full Emergency Deployment (FED).

a. Limited Emergency Deployment – This level places all officers on 4/12 shifts,

with the exception of Internal Affairs, Vice/Intelligence, Air Operations, Narcotics, HIDTA, and Homicide. The hours and shifts of these units will be determined on a case-by-case basis depending on the current need. All officers assigned to the 4/12 shift would receive three days off per week. Under LED, approximately 45% of the available workforce of officers and supervisors would be assigned to the “A” shift, and 55% on the “B” shift. The District Crime Suppression Teams (DCST) would begin their shifts at 1700 hrs, allowing for overlap prior to shift change.

Use of this plan would be limited and may be utilized upon initiation of a Code Red by the Office of Homeland Security and/or should there be a credible and imminent threat identified by the California Anti-Terrorism Center (CATIC) or Joint Terrorism Task Force (JTTF).

b. Full Emergency Deployment – This level places all units on 12-hour shifts. The

only exception would be Internal Affairs and Vice/Intelligence. The hours and shifts for these units will be determined by the need. Officers assigned to the 12-hour shifts would be required to work seven days per week. Initiating this plan is extremely rare and is limited to those situations when there is a direct attack on the city by way of large-scale rioting, acts of terrorism, or military conflict. Under this type of deployment 55% of Department personnel will be assigned to “A” shift and 45% assigned to “B” shift.

E. Establishment of Staging Area(s)

1. Primary Assembly Areas – The City of Fresno has four District Stations that can

be used as staging areas for personnel. Personnel recalled will assemble at District Stations unless advised to stage elsewhere.

2. Secondary Staging Areas – These staging areas will be designated by the incident

commander. Employees subject to recall, who are notified, will be provided with the location where they are to report and the supervisor or commander they will be reporting to.

F. Providing Public Information / Media Staging

1. The Department’s PIO shall perform the function of disseminating public

information to both the general public, including city residents affected by the major disaster or critical incident, and the media. This will be done by both on-scene public information and through the public broadcast system. Rumor control and dissemination of hazard mitigation information are also the responsibility of the PIO. An area will be established for members of the media as close to the Field Command Post as practical. If conditions do not allow this, the PIO will coordinate the dissemination of information from another location.

2. When the Department’s PIO is not available, all community relations/public

information requests (media inquiries and/or briefings), including requests for casualty information, will be forwarded to the assistant PIO via the Incident Commander or designee.

G. Maintaining Safety of All Affected Personnel

The Incident Commander will designate a safety officer for the scene and field command post. The safety officer's primary duties are to ensure the safety of all affected personnel.

H. Preparing the After Action Report

The Incident Commander will prepare a documented after-action report, per incident, detailing all aspects of the operation, including analysis and recommendations for future events, including logs, reports, recommendations for changes, deletions, and/or updates to any City, County, or Department policy. The after-action report shall be forwarded to the Support Division Commander with a copy sent to the Accreditation Manager.

V. OUTSIDE AGENCY SUPPORT

A. On-scene Field Commander(s) or Field Supervisor(s) should determine the need for additional personnel and/or need for additional resources from other agencies (Fire Department, Sheriff’s Department, CHP, Clovis Police Department, etc.). This response should be coordinated through Emergency Management Personnel from the applicable agency and should include the type of assistance needed (K-9, Air Support, etc.)

B. Mutual Aid: State government may provide available resources to assist local

jurisdictions in emergencies. To facilitate the coordination and flow of mutual aid, the State has been divided into six mutual aid regions and three administrative regions. The City of Fresno is located within Mutual Aid Region V. The City of Fresno Emergency Operations Plan addresses Mutual Aid coordinators and their responsibilities. Mutual Aid is requested through the City of Fresno City Manager or his/her designee to the Mutual Aid Region V Coordinator.

VI. DEPARTMENT OPERATIONS CENTER

A. LOCATION

The Department Operations Center (DOC) is located at 2925 Fresno Street. B. ALTERNATE LOCATION

The alternate site shall be located at 2326 Fresno Street, City Hall Annex, 2nd floor.

When it is determined that on-duty law enforcement resources are not sufficient to handle a situation, the Patrol Division Commander shall be notified and the DOC shall be activated. The Patrol Division Commander assumes the role of DOC Manager. The emergency call-up process shall be initiated.

NOTE: When a DOC is activated, Police Communications (621-2250) and Fire Communications (292-0365) must be notified of the DOC phone number.

C. DOC MANAGER The Patrol Division Commander will be the DOC Manager and in charge of the overall Department response. The following personnel shall be assigned to the DOC to assist the DOC Manager.

1. Operations: The Operations Officer shall work with the DOC Manager in developing

strategy and in monitoring progress and effectiveness.

2. Planning/Intelligence: The Planning/Intelligence Officer shall provide support and be a resource for information gathered by the Field Intelligence Officer. It shall be the Planning/Intelligence Officer's responsibility to formulate the Incident Action Plan with input from the DOC Manager and the DOC Operations Officer.

3. Logistics: The Logistics Officer is responsible for obtaining personnel, equipment

and supplies. 4. Finance: The Finance Officer shall be responsible for the funding of resources.

He/she shall also be responsible for tracking all expenditures related to the event which may be reimbursable from various other agencies. This position shall be staffed by the Department Business Manager, with assistance from his/her staff.

5. Scribes and Runners: These personnel shall be assigned to the DOC for

documentation and equipment handling purposes. These positions shall be staffed by Community Service Officers, Citizens on Patrol, or CERT volunteers.

It is critical that each unit in the system keeps track of incoming requests and be able to submit documentation.

VII. EMERGENCY OPERATIONS CENTER

An emergency of a large magnitude will necessitate the activation of the City Emergency Operations Center (EOC). The Emergency Operations Center is activated at the direction of the City Manager or his designee. The EOC is located in the basement of Building A, Municipal Service Center, and is where the City Manager, Department Directors, and their assistants gather to exercise management and control functions related to the incident. An alternate EOC location may be recommended by the Field Incident Commander if the emergency or threat is in the vicinity of the primary EOC.

A. EOC LAW ENFORCEMENT COORDINATOR

Designated police personnel shall respond to the Municipal Service Center upon

activation of the EOC. The Chief of Police is part of the City Management EOC and will be responsible for strategy decisions. The key to the facility is available from the Duty Office.

The EOC Law Enforcement Coordinator will be in charge of the overall law-enforcement coordination and operations. Typically, this will be the Chief of Police. In his absence, it shall be the Support Division Commander.

The EOC Law Enforcement Coordinator is responsible for the following:

1. GENERAL DUTIES

a. Brief and update the Director of Emergency Services. b. Coordinate with the Operations Section Chief. c. Brief Police Department staff. d. Supervise the Law Enforcement Unit of the Operations Section. e. Security of the EOC.

2. FIELD OPERATIONS

a. Mobile Command Center

The Department Operations Center has a field counterpart. The Support Division Commander will be responsible for on-scene police operations and will also act as Incident Commander in those emergencies identified as being the responsibility of the Police Department. Whenever possible, the Mobile Command Center will be utilized as base of operations. The Field Intelligence Section will update its counterpart at the DOC, and the Field Logistics Section will relay requests and data to DOC Logistics. A designated District Commander will provide relief.

b. North/South Command

In the event of multiple incidents, the DOC has the ability to activate a North and South Command. North Command will be staffed by the Northeast and Northwest District Commander and South Command will be staffed by Southeast and Southwest District Commanders.

I. INCIDENT COMMAND SYSTEM

The Incident Commander will be determined by the type of emergency. There is only one Incident Commander per incident. For incidents with multi-jurisdiction issues, a field “Unified Command” organizational structure may be recommended.

*(i.e. bombings, Weapons of Mass Destruction [chemical, biological, radiological]) Federal law mandates the FBI act as the lead investigative agency concerning acts of terrorism. However, local law enforcement will assume Incident Command and coordinate all responses with the FBI as part of a unified command structure. The functions of the Incident Commander include the location and establishment of the Incident Command Post and the appointment of the necessary staff to control the situation. The Incident Commander has overall command of the field forces. The Incident Commander is responsible for initial incident action plans, which reflect strategy, tactics, and supporting information for the operational period. The Fresno Police Department will implement the Incident Command System (ICS) structure once a disaster or public disorder problem arises. The structure can be applied in differing phases. Chart A illustrates the organization of the system.

II. LEVELS OF INVOLVEMENT

A. DUTIES OF FIRST OFFICER AT SCENE

The first officer to arrive at the scene of an emergency or disaster assumes the role of Incident Commander and should immediately survey the situation. The following should be considered as primary responsibilities: 1. Declare emergency traffic on the affected radio channel. 2. Advise Communications of the exact nature and location of the incident. 3. Request a supervisor and required assistance. 4. Determine if emergency medical aid is needed and request the required assistance. 5. Advise Communications of the best ingress routes to the scene for all responding personnel and assign units to ensure accessible routes for emergency personnel. 6. Initiate lifesaving procedures as necessary. 7. Direct the needed activities, including initiating steps to protect the scene. 8. Provide a briefing for the first supervisor to arrive on the scene.

B. FIELD SUPERVISOR

The first supervisor to arrive at the scene shall determine if the incident falls under police responsibility. If so, the supervisor shall become the Incident Commander after being briefed. The Incident Commander shall make an appraisal of the situation and the resources needed to control the scene. When the Incident Commander determines that District personnel cannot control the scene, additional units shall be requested. As the emergency grows, the Incident Commander will notify the District and Operations Commander. A staff officer from the affected District will respond to the scene and assume the role of the Incident Commander. When on-duty personnel cannot handle the situation, a request for assistance will be made to the Fresno Sheriff's Department and the California Highway Patrol. A request under the Statewide Law Enforcement Mutual Aid agreement can only be made by the Chief of Police through the City of Fresno City Manager. All mutual aid requests must be coordinated with the EOC, if it is operating. The Incident Commander may consider activating the Department DOC.

C. OPERATIONS FUNCTION

The Operations Function is responsible for the following duties: 1. Establishing Inner and Outer Perimeters

The Incident Commander, Field Commander or Field Supervisor should take immediate steps to establish both inner and outer perimeters for the scene. Depending on the size and type of emergency, two or three separate perimeters may be necessary to establish effective traffic and crowd control.

The most important is the outer traffic perimeter. This is the perimeter farthest from the scene of the emergency. No unauthorized vehicles or persons are to be permitted within this perimeter. The second perimeter is the inner pedestrian perimeter. Within this perimeter, only authorized personnel who will be working directly at the scene are to be admitted (police, fire, medical, F.A.A., National Transportation & Safety Board, air carrier, military personnel, etc.). Once the traffic perimeters are formed, units shall be assigned to ensure established ingress and egress routes are kept clear for emergency vehicle use

2. Delegating Personnel to Conduct Evacuations if Necessary

As soon as practical the Incident Commander or field supervisor will direct personnel to conduct evacuations (victims, bystanders, injured persons), if the situation dictates.

3. Maintaining Command Post & Scene Security

As soon as practical, the Incident Commander or field supervisor will designate an officer(s) to maintain security of the immediate area surrounding the Command Post and scene security of the affected area or areas.

4. Providing for Detainee Transport, Processing & Confinement

As the need dictates, the Incident Commander or field supervisor will arrange for transportation and confinement of detainees until they can be interviewed and processed. All persons being transported as witnesses only shall be transported in accordance with Department policy.

5. Traffic Control

Traffic control will be the responsibility of the Traffic/Field Services Bureau Commander or designee under the direction of the Incident Commander. a. Community Service Officers and Citizens on Patrol will be utilized for low-risk

traffic control duties.

b. In areas where a dangerous situation exists, sworn personnel will be utilized for traffic control.

c. The number and types of vehicles/staff will be governed by the incident size,

terrain, distance from where personnel are based, and the type and number of staff required to contain the incident.

6. Post-Incident Investigation

All major incidents or special operations will be assigned to a staff member who will complete and submit a post-incident investigation through the chain of command.

D. PLANNING FUNCTION

The Planning Function will be responsible for the following duties:

1. Preparing a Documented Incident Action Plan

For all planned critical incidents, an incident action plan including, but not limited to, a Tactical Operation Plan, the Risk Assessment Matrix, and all other applicable planning tools, shall be completed and included in accordance with Procedure 323.

2. Gathering and Disseminating Information and Intelligence

Every effort should be made to gather and disseminate all available information and intelligence relating to the scene, facts of the incident, and subjects involved, to applicable police personnel.

3. Planning Post-Incident Demobilization

a. Survey the affected area and determine the continued need for police personnel

at the scene.

b. As the situation allows, and with the concurrence of the EOC & DOC, if activated, assess the number of personnel and equipment at the scene and determine when and how much to reduce them. Overall police involvement should continue until the incident is brought to a conclusion.

c. Prior to securing, all involved employees shall report to the command post for

debriefing.

E. LOGISTICS FUNCTION The Logistics Function will be responsible for the following duties: 1. Communications

a. The Field Commander, or his/her designee, shall be responsible for maintaining communications contact with the Incident Commander (through radio, telephone and/or personal contact) and may assign someone to serve as a liaison under the Incident Command System.

b. The use of emergency communications, including the Mobile Command Center

and the emergency operations center, shall be coordinated by the Police Department.

2. Transportation

a. The Logistics Officer at the Command Post will arrange transportation of personnel and equipment to the incident scene. There will be a designated staging area established to facilitate the orderly dispersal of personnel and equipment.

b. In the event mass transportation is needed away from the area affected by the

incident, the Logistics Officer or designee will contact the following, to determine if, and to what extent, service can be provided: 1. Fresno Area Express (City Bus) 2. Fresno Unified School District (school buses) 3. Dial-A-Ride (handicapped and/or elderly persons unable to utilize the

above- mentioned resources) Upon arrival at the scene, they will be directed to a designated staging area until they are needed

3. Medical Support

The Logistics Officer at the Command Post will be responsible for securing medical assistance, as each situation dictates. The Logistics Officer will notify ambulance and fire services that an emergency situation exists. They may be requested to respond or stand by near the scene.

4. Supplies

Supplies necessary for the successful execution of any operational plan will be secured by the logistics personnel and made available to all Department personnel.

5. Specialized Team & Equipment Needs

a. For those special operations, such as a hostage and barricaded subject emergency, SWAT team situation where a special team is required, civil disturbances, an emergency at jail institutions where a mutual aid request has been asked for and a mass arrest situation, the Department shall rely on special units to provide specially trained personnel to handle the incident.

b. Equipment necessary for the successful execution of any operational plan will

be made available to all Department personnel.

c. Supervisors will be responsible for ensuring that all equipment issued during

the event is turned in and accounted for before they are relieved from duty.

F. FINANCE/ADMINISTRATION FUNCTION 1. Recording Personnel Time

Each supervisor is responsible for keeping a record of all personnel assigned to his/her team or unit. These records will contain the event, complete with the names of all employees, assignments, and the dates, times, and hours worked. This information will be submitted to the Incident Commander.

2. Procuring Additional Resources

Each supervisor is responsible for preparing a report that includes recommendations for procurement of additional resources. This report will be submitted to the Incident Commander through the chain of command.

3. Recording Expenses

Each supervisor is responsible for keeping a record of all expenses. These records will contain the date, type of expense and any receipts, if applicable. This information will be submitted to the Incident Commander through the chain of command.

4. Documenting Injuries and Liability Issues

Each supervisor will document all injuries or liability issues. A copy of this report will be submitted to the Department personnel office for any injuries, with an additional copy sent to the Incident Commander.

1. Personnel 2. Services Group 3. Staging III. EQUIPMENT INSPECTIONS The Support Division Commander and/or designee shall ensure that all equipment

designated for use during critical incidents, including equipment located in the DOC and the Mobile Command Center, is inspected quarterly at a minimum. This quarterly inspection shall be documented on the appropriate form signifying that all assigned equipment is maintained in a state of operational readiness. Copies of these logs shall be forwarded to the Accreditation Manager for proof of compliance.

IV. ANNUAL TRAINING

Documented annual training shall be conducted on the Critical Incident Response Plan for affected agency personnel. Training shall include tabletop, actual exercises, or multiple agency involvement.

A. The Support Division Commander, SWAT Commander and the Training Unit will be

responsible for working with the City of Fresno, Emergency Preparedness Officer, as part of the planning for the annual training exercise. The purpose of this is to rehearse the response of FPD personnel during a Critical Incident.

B. These training exercises will be used to evaluate the effectiveness of the Critical

Incident Response Plans, applicability of the Plans to different situations, Department response to recall activation, and will include those agencies and City Departments expected to participate in an actual event.

1. Rehearsal may be a "table-top" exercise or full-scale deployment. Periodic training

may also be provided and documented during regular patrol roll-call briefings.

2. In the event of an actual implementation of the Critical Incident Response Plan and Department Recall due to a critical incident. The actual implementation will take the place of the rehearsal.

3. A documented analysis of the Critical Incident Response Plan, Department Recall

activation (if applicable), as well as any inter-agency training and rehearsals will be prepared every three years by the Chief of Police or his designee.

The Finance Officer will usually be activated only during large scale incidents requiring ongoing long-term accountability. I. PURPOSE

This section will create a response plan to hospitals within the City of Fresno that are likely to treat critically injured law enforcement personnel. During incidents that involve injured law enforcement personnel emotions are likely to run high and a multitude of allied agencies are often involved. It is the intent of the Fresno Police Department to serve as a liaison to the affected hospitals within the City of Fresno so that emergency medical treatment can be administered by hospital staff without disruption, while still considering the needs of allied agencies, family, and fellow officers.

II. AFFECTED HOSPITALS

Community Regional Medical Center (CRMC) serves the California Central Valley and is the only Level 1 trauma facility from Los Angeles to the south and Sacramento to the north. CRMC routinely receives trauma patients by helicopter from Tulare/Kings Counties to the south and Madera County to the north. When an incident occurs in the greater Fresno area, American Ambulance strives to transport the patient to CRMC. The urgency of a situation can call for American Ambulance to respond to the nearest ambulance receiving facility. Although this situation is rare, an ambulance receiving facility can include any hospital within the City of Fresno. The proceeding information will be specific to CRMC; however, it can be applied to any other ambulance receiving facility.

III. DEPLOYMENT Once a Field Lieutenant has been notified of an incident regarding the transportation of a law enforcement officer to a hospital within the City of Fresno the following items, including but not limited to, should be considered: 1. Deployment of a “gatekeeper” to a position in or near the Emergency Department 2. Deployment of an Incident Command Center 3. Deployment of Police Chaplaincy 4. Coordination with Fresno PD Public Information Officer (PIO) 5. Coordination with CRMC security 6. Coordination with allied agencies, if any 7. Coordination with companion officers

IV. ASSIGNMENTS The following assignment descriptions will provide direction for those individuals assigned tasks. The outline corresponds with the preceding sections outline: 1. The gatekeeper role is critical to the success of this action plan. As soon as practical a

gatekeeper should be assigned at or near the Emergency Department at a location determined by the gatekeeper deemed to be most effective. Keep in mind there is usually

more than one entrance to the Emergency Department. More than one gatekeeper may be necessary however, one gatekeeper should be considered primary for the dissemination of information. The primary function of the gatekeeper is to exclude non-authorized persons from entering the Emergency Department of the hospital. (See paragraph vii for the listing of authorized persons.) The presence of un-authorized visitors in the Emergency Department may impede medical personnel from caring for patients. Other reasons for excluding persons from the Emergency Department may include the preservation of evidence. The role of the gatekeeper may involve the delivering of instruction or denying of access to personnel from various agencies; therefore, the gatekeeper should be an officer of rank, such as a sergeant or higher. The gatekeeper’s role should be the first assignment filled. Thus the response of a patrol sergeant, from any area, may be required until relief can be provided by the Employee Services Bureau. The gatekeeper may encounter anger or disappointment from those denied access to the emergency room. Alternative options should be provided to those individuals such as diverting them to the Incident Command/Chaplain area for gathering, information, and support. The gatekeeper should remain present until the function is no longer needed such as the patient being transferred to the operating room or upon being admitted to a room at the hospital, at which time a uniform officer will be assigned to the new location.

2. As soon as practical an Incident Command Center at CRMC should be considered. The

Incident Command Center can satisfy the need for computers, telephones, television satellite, whiteboard, and a meeting area. The officer in charge of the Incident Command should create a flow chart on the whiteboard which contains assignments and who is responsible for tasks. This information deemed appropriate for distribution should come from the Incident Command to allow for consistency. The Incident Command Center may consist of the Fresno Police Department Mobile Command, the CRMC Security Headquarters, a chaplain response vehicle, or other room located in CRMC as appropriate. See attached map for possible deployment locations. When deploying the Mobile Command trailer keep in mind that it is important to keep Illinois Ave open for traffic, as it serves as the entrance route to CRMC for ambulance traffic. Should the incident become large in nature in regards to the number of visitors congregating, the Traffic Bureau should be contacted to close Valeria St. from Illinois Ave to the south and McKenzie to the north. In an area near the exterior of the Incident Command, the Chaplain’s response vehicle can be deployed. This will also serve as the gathering area for visitors diverted by the gatekeeper from the Emergency Department. In this area information deemed appropriate from the Incident Command can be shared with visitors.

3. The Fresno Police Department Chaplaincy should also be notified and directed to respond

with their available resources to the designated area as shown on the attached map. The function of the chaplaincy may include providing an area for responding individuals to congregate, to provide support for one another and for the dissemination of information, as deemed appropriate. In addition, the Chaplain may be used to provide support for family members.

4. The Fresno Police Department Public Information Officer should also be notified so that the Public Information Officer can coordinate with CRMC’s Marketing and Communications division for consistent release of information to the media.

5. CRMC security has committed to working with the Fresno Police Department in providing

assistance with the implementation of this action plan. CRMC security will assign a security guard to the Mobile Command Center so that immediate communication with hospital staff and hospital pass keys can be obtained. CRMC security has also committed to lending law enforcement the use of the CRMC Security Headquarters second floor conference room, should the need arise.

6. The Fresno Police Department recognizes that during the implementation of the action plan

could involve allied agencies. It is the intention of the Fresno Police Department to provide assistance to allied agencies and to CRMC staff so that medical care can be administered with minimal disruption. Fresno Police Department intends to meet with allied agencies to give them the opportunity to provide input in regards to the implementation of this action plan.

7. The Fresno Police Department Companion Officer program will also have an active role

during the critical incident. Companion Officers typically offer support to family members and officers. CRMC has offered the quiet room, inside the hospital near the Emergency Department, for the use of family members. Typically one visitor is allowed per each stabilized trauma patient while in the emergency room. The Companion Officer can assist in escorting authorized persons such as; family, command staff, and dignitaries to the quiet room and coordinate the visitation to the patient when appropriate. An additional Companion Officer should be assigned to the Incident Command gathering area for visitors.
