1.0 Opening Statement. This Safety Statement describes the safety management programme of the Crescent College Comprehensive, based on the requirements of the Safety, Health & Welfare at Work Act, 1989 and the Safety, Health and Welfare at Work (General Application) Regulations, 1993.and the 2005 Safety, Health and Welfare at Work act. The statement specifies the manner in which the Board is going to achieve the objectives of making Crescent College Comprehensive a safe place to work. It recognises that safety must be managed, and that the co-operation of staff and students is essential for the successful implementation of the programme. It is important that everyone understands his/her individual responsibilities in the area of safety. It is only when each person takes ownership of his/her own area of responsibility that we can say that safety is being managed effectively.

2.0 General Policy Statement It is the policy of the Board and Management of Crescent College Comprehensive SJ, to do all that is reasonably practicable to prevent injury to people and damage to property and to protect everyone (including students, staff, and visitors) from foreseeable work hazards. We believe that work-related injuries and illnesses can be avoided. The safety and health of all students, staff, and visitors is an important objective in the school It is the policy of the Board of Management to:

Provide and maintain safe and healthy conditions for work and study, taking into account the statutory requirements.

Make available, where possible, all necessary safety devices and protective equipment and supervise their use.

Maintain a constant and continuing interest in health and safety matters pertaining to the school's activities.

Provide training and instruction, where necessary, to enable staff to perform the work safely and effectively.

Keep this safety statement and other safety documents under review.

Provide where possible the necessary resources to ensure the safety, health and welfare of all those whom it owes a duty of care, including staff, pupils, visitors, and contractors.

The detailed arrangements for achieving these objectives are set out in the main body of the safety statement.

Policy Review and Publication

Due to the fluid nature of both health and safety and the business that takes place within a school this policy will be reviewed on an annual basis by the health and safety committee. The policy will be published on the school web site and can be downloaded from same.

3.0 Building The school building was built in 1970 and is mainly of a flat roof construction. The school building is of single storey construction made up of 5 blocks extending off a central area with an exit off each individual block. Each block has its own firefighting equipment and emergency lighting within the block The sports hall and dining hall are separate to the school building, which also have firefighting equipment, emergency lighting and emergency exits signage. The property has one entrance/exit driveway onto the Dooradoyle Road,

4.0 Manner for Securing Safety The manner by which the safety, health and welfare of people at work will be secured in Crescent College Comprehensive SJ is by the provision of:

Safe place

Safe plant

Safe procedures

Safe people Accidents are caused where there is a breakdown in the system of control of any of the above. The School’s approach to safety is based on a detailed analysis of the plant, place, procedures and people, in order to control the hazards of the workplace. There is also a specific duty to report to the management any equipment or defects, which might endanger safety, health and welfare of students, staff or visitors. This requirement facilitates the protection of everyone who works or studies in the School by constantly improving systems of work in line with events and incidents that occur from time to time. The standards of safety are defined by: -

Regulations made under the Act

HSA guidelines and international guidelines

Codes of practice, including international codes of practice

Current knowledge and invention

Best practice. It is the intention of Crescent College Comprehensive to continuously update itself on the above, so that the safety of staff and students will be protected.

4.1 Safe place of Work Crescent College comprehensive SJ will comply with Part 2 Chapter 1 of the General Application Regulations 2007, the Workplace regulations, so far as is reasonably practicable.

4.11 Access/Egress

In providing a safe place of work we will ensure that all staff and students will have safe access and egress to and from all parts of the school building.

4.12 Structure of buildings

The regulations require that “buildings which house places of work shall have a structure and solidity appropriate to the nature of their use”.

The buildings in Crescent College Comprehensive SJ, will be maintained in a solid and stable condition within the resources provided.

4.13 Fire

Suitable firefighting equipment is fitted and will be maintained in all sections of the College.

All fire exit doors are clearly indicated and will be kept clear.

Corridors will be kept free of obstacles which impede movement

There is a clear fire escape procedure in place.

Fire drill will be carried out biannually and reports made on same.

A selected number of staff members are trained regularly in the use of Carbon Dioxide, ABC Powder and Water fire extinguishers. Each staff member is familiar with the location of the fire extinguishers. A fire extinguisher contractor services the fire extinguishers.

If a fire outbreak is more than a small isolated incident the emergency services will be raised by ringing 999 or 112.

If a small outbreak of fire occurs and is controllable by using a fire extinguisher then the following will be used:

Carbon Dioxide extinguisher for electrical fires.

ABC Powder for liquid fuel fires.

Water for fire in dry combustible organic material. If a fire extinguisher is discharged it must be reported to the manager and the Fire Extinguisher contractor contacted immediately to refill the used extinguisher(s).

All fire incidents will be investigated to establish the cause(s) and to prevent reoccurrence. 4.14 Roof Access for Repair and Maintenance

will comply with Part 4, Work at Height Regulations, the General Application Regulations 2007.

Access to the roofs of Crescent College Comprehensive SJ will only be permitted by personnel utilizing a safety harnesses and where outside contractors are required to carry out work a safety statement must be submitted by the contractor.

4.15 Noise

Noise is an identifiable hazard in parts of this workplace.

Efforts will be maintained as far as reasonably practicable to keep employee exposure to noise at a minimum.

Our intention will be to keep noise exposure of employees and students below 80dB(A).

Where noise exceeds 85dB(A) employees will be notified, noise levels will be reduced where it is reasonably practicable to do so and hearing defenders will be provided to reduce the noise to safe levels, where the noise levels cannot be reduced at source to below 85dB(A).

Noise will be monitored to comply with Part 5, Chapter 1, Physical Agents, General Application Regulations 2007, Control of Noise at Work.

4.16 Biological Agents

Because the work at Crescent College Comprehensive SJ involves contact biological agents in biology classes as well as with waste and rubbish, management is conscious of the need to protect its workers from ill health due to contact with bacteria, viruses, parasites and fungi causing infections or zoonotic diseases.

This hazard will be continuously monitored and a disease free workplace maintained, so far as is reasonably practicable.

Waste and rubbish will be managed on a weekly basis with registered contractor removing waste

4.17 Cleanliness and House keeping

The work place and work place equipment shall be regularly cleaned and tidied.

All corridors and general areas will be maintained free of obstacles. The work place will be monitored and any hazards detected will be rectified as quickly as possible.

4.18 Storage of Chemicals

All chemicals will be managed to meet the terms of the Chemical Agents Regulations, and the approved Code of Practice.

All chemicals will be stored in a purpose built chemical store.

Chemicals will be segregated according to type.

Material Safety Data Sheets are provided with chemicals where it is advisable to do so.

The chemical store will be identified with hazard warning signs.

4.19 Signs

Crescent College Comprehensive SJ will comply with Part 7, Safety Signs at Places of Work Regulations, the General Application Regulations 2007.

Signs are in place over doors to identify exits.

Hazard warning signs are in place and these indicate where specific personal protective equipment must be worn.

These signs must be heeded at all times by employees and students.

These signs will be maintained and replaced when necessary.

4.2 Safe Plant Crescent College Comprehensive SJ, will comply, so far as is reasonably practicable, to ensure that plant and equipment is maintained and inspected on an annual basis. Equipment that is reported faulty will be repaired, replaced or taken out of service. 4.21 Electricity

Crescent College Comprehensive SJ, buildings have electrical installations that are constructed, installed, maintained, protected and used, in line with the ETCI Rules for electrical installations.

Where repair or maintenance is required a trained competent person will be contracted to carry out the work.

Untrained persons must not carry out repair or maintenance on any electrical installation.

MCB (miniature circuit breakers) are fitted to protect all socket outlets.

4.22 Machinery

All operatives will be trained in the safe operation of the machinery and equipment.

Where transport vehicles are concerned drivers will have a valid driving licence.

Where necessary mobile equipment will be guarded

All equipment will be serviced regularly by a competent person

Machinery will only be used by those people trained to do use same.

4.23 Office Equipment

Electrical installations will be maintained in line with E.T.C.I. Rules.

Maintenance of office equipment will be carried out only by a competent person.

4.3 Safe systems of work 4.31 Manual Handling:

All Employees who have to manually handle loads will attend a course on manual handling.

Management is aware of the necessity to avoid manual handling, as far as is reasonably practicable.

Manual handling requirements will be assessed and reduced as much as possible by use of mechanical means but when manual handling is necessary it will be performed in line with training and Chapter 2 and Schedule 3, Manual Handling, the General Application Regulations 2007.

Where manual handling is unavoidable, management will take appropriate organisational measures to reduce the risk involved.

Where loads have to be handled the following will be assessed: The Task Does it involve?

turning or twisting, a long carry, push or pull, unpredictable movement, repetitive handling, vibration, insufficient rest and recovery time, Is it necessary can it be avoided

The load what is its weight, is it difficult to grasp, is it unwieldy or unstable, is it hot or with sharp edges, can it be lightened, broken up to smaller lots or handled mechanically.

The environment has it to be carried up or down ramps, steps, rough or uneven surfaces, does it put constraints on posture (bent or stooped), does it require special Personal Protective Equipment etc.,

The individual (individuals) carrying out the task, are they capable of it and fit enough, pregnant, ill, would it endanger those with a health problem, has the employee received the necessary training and information etc.,

4.32 Visual Display Units Crescent College Comprehensive SJ, will comply, so far as is reasonably practicable with the Visual Display Regulations 2007.

The premises have electrical installations that are constructed, installed, certified, maintained, protected and used, in line with the ETCI Rules for electrical installations.

Each VDU workstation has been analysed, and will be regularly reviewed, to evaluate the safety and health conditions for the employees, particularly with regard to possible risks to:

Eyesight Physical problems Problems of mental stress.

Appropriate measures to remedy risks will be taken where risks are found.

Daily activities will be planned to interrupt display screen work by breaks or changes of activity that reduce workload at the display screen.

Information and training will be provided to employees at VDU workstations in relation to the measures which have been implemented.

4.33 Handling of Chemicals.

Every precaution will be taken to avoid contact with the body, when handling chemicals on the premises.

Suitable gloves, respiratory protection, and overalls will be provided.

Employees are expected to wear the protective equipment provided as described under the duties of employees.

All chemical handling will be in line with instructions on the MSD sheets and the Chemical Agents Regulations 2001.

4.34 Personal Protective Equipment

The management is aware that personal protective equipment is to be used only as a last line of defence.

With this in mind every other way for reducing the risk from a hazard will be sought

Where personal protective equipment has to be worn Crescent College Comprehensive SJ, is responsible for the provision and maintenance of such equipment.

Crescent College Comprehensive SJ, is responsible for ensuring that employees are trained (instructed) to use personal protection equipment correctly and to clean and store it correctly.

Crescent College Comprehensive SJ, also responsible for ensuring that personal protective equipment is worn when necessary

All personal protective equipment supplied will meet the terms of Chapter 3 and Schedule 2, Personal Protection Equipment, the General Application Regulations 2007.

4.4 Safe People

4.41 Duties of the Employer Crescent College Comprehensive SJ recognises that it has the responsibilities of an employer, as defined in the Act, to design, to provide and to maintain:

a safe place of work

safe access and egress

safe plant and equipment

safe systems of work

adequate information, training and supervision

competent staff

suitable personal protective equipment

adequate emergency plans

safe use of articles and substances

adequate welfare facilities

services of a competent person, where necessary.

Furthermore Crescent College Comprehensive SJ recognises that it has the duty to manage and conduct work activities in such a way as to ensure, so far as is reasonably practicable, the safety, health and welfare at work of its employees, and to prevent, so far as is reasonably practicable, any improper conduct or behaviour likely to put the safety, health or welfare at work of its employees at risk.

4.42 Responsibilities Management are responsible for ensuring that the overall management of the College takes full account of the safety and health issues. In particular Management should ensure:

That staff have the skills and experience appropriate to the work which they are assigned.

That the technical standards used are appropriate and take due account of health and safety issues.

That design and installation work is carried out with safety and health in mind, including safety statutory regulations.

That they monitor and inspect the quality and condition of technical facilities taking the appropriate steps to respond to defects or deficiencies.

That they communicate to employees all information relating to Health, Safety and Welfare at Work.

4.43 Teachers

I. Exercise effective supervision of, and provide clear instructions to, pupils at all times when in their charge. Including those Supervising PE and Sporting Activities.

II. Be familiar with emergency procedures in respect of fire, injury or similar

hazards. Know location of all emergency exits and assembly points. Know the location of emergency equipment and first aid supplies.

III. Be aware of special safety measures to be adopted in their own teaching areas

and ensure that they are effectively applied.

IV. Ensure that pupils participating in a given activity are physically capable of

doing so and are properly instructed in any techniques necessary to minimise the possibility of any accident or injury.

V. Ensure that protective clothing and/or equipment is available and used where

necessary, and that guards, etc, are in place when machinery, etc, is being used.

VI. Make recommendations to the Safety Co-ordinator (through nominated

representative or head of department as appropriate) with regard to improvements in Health & Safety measures.

VII. In supervision situations teachers should only allow activities they are comfortable with in relation to health and safety to take place in the class

4.44 Pupils. Pupils are expected to:

1. Exercise personal responsibility for the Health & Safety of themselves and

their fellow pupils.

2. Observe the code of conduct outlined in the school journal

3. Pupils need to adhere to the clockwise movement policy adopted by the school

4. Observe standards of dress consistent with safety and/or hygiene.

5. Wear protective clothing and use protective equipment whenever

recommended.

6. Observe all of the safety rules of the College and, in particular, follow the instructions of any member of staff.

7. Be familiar with the location of all emergency exits and assembly point.

8. Respect and not wilfully misuse, damage or interfere with any item of fire

or safety equipment, either provided for their use or which are part of the College infrastructure.

9. Draw the attention of the Safety Co-ordinator, through any member of

staff, to any situation in which they see as a potential hazard to themselves, or the potential for improvement in Health & Safety standards.

4.45 Duties of Employees

The management depends on the help and co-operation of all employees to minimise, or eliminate, all incidents and accidents in the workplace. It is the responsibility of all employees in Crescent College Comprehensive College SJ to:

take reasonable care for your own safety, health and welfare and that of others that may be affected by your acts or omissions while at work.

co-operate with your employer to enable compliance with safety and health legislation.

comply with relevant safety and health laws.

use protective clothing and equipment correctly, so that it provides the protection intended.

report, to management, if you become aware of any dangerous plant or machinery or any faults or defects in the place or system of work which might endanger safety, health or welfare.

refrain from intentionally or recklessly misusing any appliance, protective clothing, convenience, equipment, or anything provided for securing safety, health or welfare of people arising out of work activity.

not be under the influence of an intoxicant at work to the extent that they are in such a state as to endanger their own safety or that of others.

use correct tools for the job.

study the safety statement and confirm that this has been done.

make suggestions and raise concerns on safety, health or welfare matters.

It should be remembered that the management of Crescent College Comprehensive SJ. does not condone the use of dangerous practices and the employees should not operate dangerous or defective machinery or equipment, in any circumstances, or do jobs in a manner likely to cause injury to themselves or other employees.

The following general Principles will help each employee with his/her responsibilities for protection, of his/her own safety and the safety of other employees.

Incorporate safety into every procedure. No job is done efficiently unless it is done safely.

Know and obey all safety rules.

Never take unnecessary chances.

Ask for help whenever you are not certain how to do a job safely.

Do not work with equipment for which you are not qualified.

Be sure of what to do in an emergency in your work area.

In an emergency, follow the emergency guidelines

Know the location of all emergency equipment in your area and know how to use it.

Read and obey safety signs.

Specific protective equipment must be used as specified for the job and the area, know how to use it and how to care for it.

Horseplay is dangerous and is prohibited.

Always know the exits from the area in which you are working.

Never stack things in front of, or block access to, fire alarms, fire-fighting equipment or exits.

Keep aisles and passageways clear from obstruction.

Never use defective equipment Notify mamagement of defective or unsafe equipment.

Watch for changing conditions in the workplace that could impede safety and report unsafe acts or conditions to your supervisor.

Never move an injured person unless absolutely necessary as further injury could result. Make the person comfortable until trained help arrives. If injured, act promptly to minimise injury.

4.46 Work placement While it is not practicable for the school to check all work placements for health and safety purposes, it is the policy of Crescent College Comprehensive SJ to follow the guidelines proposed by the State Claims Agency in checking each work placement summary sheet presented by the students and completing the pre-work placement risk assessment sheet, on the basis of the information on the summary sheet. As the school is not involved in the organisation of the work placement for the student it places the onus on the parents to ensure the work placement and the activities involved are safe for their child.

4.47 Information

As far as is reasonably practicable, all information relevant to work practices will be made available to employees including Material Safety Data Sheets, operator manuals for machinery or equipment and HSA Guidance notes on all topics related to the work carried out in Crescent College Comprehensive SJ

4.48 Training Health and safety training will be offered to staff on an annual basis

The specific areas of training will be decided by the safety committee formulated from the needs of Crescent College Comprehensive SJ and on staff requests.

4.49 Induction Training

Induction will be delivered to each new employee and will include: Identification of hazards in the work place, from the Safety Statement Accident and Emergency procedures Safe access and egress Personal protective Equipment Manual handling, where required. Reporting of breakage or damage.

4.410 Updating Training

When new equipment or new systems of work are installed or when equipment or systems of work are altered the changes will be assessed for hazards and risks and recorded under the hazard identification/ risk assessment /control measures section of the Safety Statement so that the Safety Statement is always up to date.

When alterations take place to plant, equipment or the place of work all employees involved will be trained in any different systems of work or procedures.

Refresher courses on existing work practices will be delivered at least once a year or when advised by health and safety advisors.

4.411 Bullying, Discrimination and Harassment Crescent College Comprehensive SJ, recognizes its duties as an employer under the 2005 Safety, Health and Welfare at Work Act to identify and safeguard employees against all risks to health and safety: This includes the psychological, emotional and cognitive effect that may be manifested by bullying in the workplace. Crescent College Comprehensive SJ, has policies in place dealing with Bullying, Discrimination and Harassment in the workplace. See separate Policy on Bullying.

4.412 Stress Policy

Crescent College Comprehensive SJ, adheres to all aspects of the Safety, Health and Welfare at Work Act 2005, which obliges employers to identify and safeguard against all risks to health and safety, including stress. Workplace stress arises when the demands of the job and the working environment on a person exceed their capacity to meet them. Causes of stress in the workplace can include:

Faulty work organisation

Poor working relationships

Poor communication at work

Ill-defined work roles

Highly demanding tasks

The threat of violence Safeguarding health and safety from the effects of stress is based on the same approach as that of any other hazard:

Identification of potential problems

Assessment of risks

Implementation of safeguards

Monitoring the effectiveness of safeguards.

4.413 Services of a Competent Person

Section 18(1) and Section 18(4) of the 2005 Act require the employer to engage the services of a “competent person” to carry out the protective and preventive measures related to the health and safety risks involved in the organisation

Where Crescent College Comprehensive SJ, cannot solve health and safety problems within its own resources and staff, competent outside help and /or advice will be sought when and where it is necessary to do so.

4.414 Contractors

Contractors will be engaged from time to time in Crescent College Comprehensive SJ,. The following precautions will be observed when contractors are engaged:

The contractor’s insurance policy should be provided by the contractor and seen by Crescent College Comprehensive SJ, management in advance of any work commencing to ensure that the contractor’s policy covers as an “away” from home site for the contractor. Crescent College Comprehensive SJ,

The contractor must provide a Safety Statement to detail the safety & health standards of his workers.

The contract should state that if the contractor fails to comply with the agreed safety & health standards that the consequences will be loss of contract.

So far as is reasonably practicable, the contractor’s work area should be well defined.

Work equipment will not be made available to contractors,

Any accidents involving contractors will be investigated in the normal way.

Notifiable accidents involving contractors will be notified to the health & Safety Authority.

All workers in the College will be advised in advance of contractors coming to carry out work where it is necessary to do so.

5.0 Safety Representation and Consultation

The employees at Crescent College Comprehensive SJ, are advised of their right to safety representation.

Each employee has access to all information in connection with the safety, health and welfare including access to the safety statement.

Each employee is actively encouraged to make representation to management on any or all aspects of safety, health and welfare at the College.

Any representation made regarding potential hazards, damaged or wear to equipment or poor work practice as well as suggestions to improve any or all of these will be acted upon when and where it is reasonably practicable to do so.

Management will call a monthly staff meeting with safety and health on the agenda.

Crescent College Comprehensive SJ, gives a firm assurance to its employees that they will suffer “no disadvantage” in their job arising from the performance of their duty in making safety representation to the management.

6.0 Safety Inspections

To ensure that a high standard of safety and health protection is maintained in Crescent College Comprehensive SJ, the management carry out safety inspections of the workplace, the plant and equipment, personal protective equipment and systems of work at a minimum of twice a year.

Any faults or problems found will be discussed with the employees and action taken to minimise the risks from hazards.

7.0 Accident/Incidents Reporting

There are 3 different accident report forms used in the Crescent College Comprehensive SJ, all available at the school office

For students

For employees

For contractors

When any accident occurs at Crescent College Comprehensive SJ the result of which any person carrying out work dies or is prevented from performing normal work for more than three days, excluding the day of the accident the accident must be reported to the Health and Safety Authority (form, IR.1.available on www.hsa.ie) And the State Claims Agency

The Safety Coordinator will, in the case of death, supply the Health & Safety Authority by the quickest practicable means with the name of the deceased, brief particulars and the location of the accident and as soon as practicable send a written report in the approved form to the Authority of the death, injury, condition, accident or danger occurrence. The Health and Safety Authority will be notified through the HSA internet site. Report online at www.hsa.ie

All incidents whether to employees, students or visitors must be recorded on the school accident report form and forwarded to the safety officer

The person responsible for the area must complete an Accident Report form.

In the case of College trips the staff member in charge is responsible for recording the accident and for notifying the Principal.

This is necessary to monitor the progress of safety standards and to ensure that proper medical attention is given where required and as an aid in the identification of hazards so that the appropriate measures can be taken to prevent the accident from reoccurring.

Where an accident investigation is necessary, all employees are obliged to co-operate fully with such an investigation and to provide any information, which may be useful in establishing the circumstances leading up to the accident.

8.0 First Aid

Crescent College Comprehensive SJ, has placed first aid boxes in the areas where

minor accidents are more likely to occur such as

A separate first aid kit is kept in the school office for general use

Crescent College Comprehensive SJ, does have trained First Aid personnel however in the event of a more serious injury the ambulance service will be called

Crescent College Comprehensive SJ, is fortunate in that it is located within 1.5 kilometres from the University College Hospital

Where a student is sent or brought to the hospital the principal/deputy principal and parents/guardians are notified as soon as possible

In the event that a student is taken to the hospital where possible they will be accompanied by an adult until the parent/guardian has arrived

8.1 Poison In the event of a person coming into accidental contact with chemicals and you require information about administering first-aid on the treatment of poisons, contact The Poisons Information Centre at Beaumont Hospital, Dublin. Telephone: (01) 837 9966. Once you have contacted the information centre, have with you the container or suspected chemical name, MSDS (material safety data sheet) and the type of work that person was doing at that time. All of that information at hand could save a life

Appendix 1

IN THE EVENT OF AN EMERGENCY, DIAL 999 or 112 FOR IMMEDIATE ASSISTANCE

If service is required for assistance to a fire, accident or incident:

1. Dial 999 or 112. Ask for appropriate emergency service.

2. Give relevant details about the scene of the accident or incident.

3. Speak clearly and give the exact location of the accident or incident.

4. Give your name and contact telephone number.

5. Do not hang up until you are told to do so by the emergency

services’ operator.

6. Stand away from scene and give emergency services assistance

only if asked to do so.

7. Direct two students with hi-vis jackets to meet the emergency
