1. Section 012300: a. Revise paragraph 3.1, subparagraph B:

Alternate 2 – Aluminum Storefront Window: Provide deduct to install fixed aluminum storefront window in lieu of aluminum-clad wood window. Refer to WINDOW SCHEDULE on sheet AE603.

b. Revise paragraph 3.1, subparagraph U: Alternate 21 –Mechanical Control System Installers – Conexus or CS&E: Provide deduct alternate to change 3.1.A.1 to read as follows: “Conexus or CS&E“.

2. Section 042000: a. Revise paragraph 3.6, subparagraph B:

Install cavity mortar control panels as indicated on drawings throughout masonry cavities during construction of exterior wythe, complying with manufacturer's installation instructions. Verify that airspace width is no more than 3/8 inch greater than panel thickness. Install horizontally between joint reinforcement. Stagger end joints in adjacent rows. Fit to perimeter construction and penetrations without voids.

3. Section 042613: a. Revise paragraph 2.7, subparagraph C.1 to eliminate configuration options c and

d. b. Include Bowerstone Shale (Ohio) and Watsontown Brick as an approved

substitution for the basis-of-design product, subject to full compliance with the contract documents. Color must be approved by architect as comparable to basis of design product.

7. Section 102800: Include Thin Air by Excel Dryer as an approved substitution for the basis-of-design product Bobrick Trimline hand dryer.

CLARIFICATIONS TO THE SCOPE OF WORK:

1. Concrete and Site Work a. Excavation Excess Material: All excess excavation material from the site is

required to be removed as part of the Concrete and Site Work bid package. Crawford County is reviewing if they will want any excess clean fill and will confirm by the final addendum to be issued Wednesday, September 30th.

b. Shoring and Sheet Piling: All shoring, sheet piling and support as required for a safe excavation process of the foundations is the responsibility of the Concrete and Site Work bid package.

c. Building Demolition: No building demolition is to be included in any bid package. The County is pursuing this under a separate project.

d. Site Utilities: Site utilities are the responsibility of each bid package as noted in the scopes of work. The storm water system is the responsibility of the Concrete and Site Work bid package. Fire protection service is the responsibility of the Fire Protection bid package. Sanitary, water and gas is the responsibility of the Plumbing bid package. Electric is the responsibility of the Electrical bid package.

e. Site Fencing: Site fencing around the perimeter of the construction site will be provided by WMF and should not be included in this bid package.

2. General Trades

a. Building Demolition: No building demolition is to be included in any bid package. The County is pursuing this under a separate project.

d. Bullet Resistant Panels: It will be the responsibility of the General Trades bid package to furnish and install all Bullet Resistant Panels as noted on the drawings and defined in specification section 10 26 41.

3. Fire Protection

a. Site Utilities: It will be the responsibility of the Fire Protection bid package to furnish and install all site utilities related to fire protection including the fire protection service and required utility connections and meter installations for a complete and operation system. Any tap in fees will be paid for by the Owner.

4. Plumbing

a. Site Utilities: Site utilities are the responsibility of each bid package as noted in the scopes of work. The storm water system is the responsibility of the Concrete and Site Work bid package. Fire protection service is the responsibility of the Fire Protection bid package. Sanitary, water and gas is the responsibility of the Plumbing bid package. 5. Electrical

Weber Murphy Fox (WMF) is the Construction Manager. Separate bids will be accepted for the following scopes of work: Concrete and Site Work Masonry and Stone Structural Steel General Trades Roofing Aluminum Entrances and Storefront Flooring Painting Manufactured Casework Elevators and Conveying Equipment Fire Protection Plumbing HVAC Electrical Technology Landscaping and Site Improvements 1. ADMINISTRATIVE REQUIREMENTS:

1.1 Contracts: WMF is the Construction Manager. Construction Contracts will be executed between the owner and the successful bidders.

1.2 Insurance: Insurance certificates from all trade contractors as specified must be

submitted to WMF before their work is begun. 1.3 Bonds: Bid Bonds, Performance, Labor and Material Payment Bonds are required as

specified.

1.4 Liquidated Damages: Liquidated Damages are noted in the Project Manual at $500.00 per day.

1.5 Builders Risk Insurance: The Owner will provide the Builders Risk Insurance. 1.6 Government Wage Requirements: Pennsylvania Prevailing wages apply. The wage

determination is included in the project manual. 1.8 Bidding: The project has been publicly advertised. Bids will be publicly opened. The

Owner reserves the right to reject any or all bids and the right to waive any irregularities in the bidding process.

1.9 Bids Due: Bids are due Wednesday October 7, 3:30 PM at Crawford County

Commissioners office. See instructions to bidders in the Project Manual. 2. STATUS OF PROJECT:

2.1 Schedule: Bids due October 7, 2015 Notification to proceed as soon as possible following a Commissioner’s meeting on October 15

Substantial Completion by March 2017 Construction sequencing schedule is included in the Project Manual. Successful bidders will be required to submit a detailed construction schedule for their work and participate in a weekly 2 week look ahead for upcoming construction activities.

3. SAFETY: 3.1 Safety Meeting: Meetings will be held every week as part of the weekly Coordination

meetings. All trade contractors are to have a responsible person from their company attend all meetings. Each contractor is responsible for maintaining their safety program in full compliance with all applicable OSHA procedures. Each trade contractor shall monitor the entire project for any unsafe conditions and report any concern to the Construction Manager.

4. JOB CONFERENCES: 4.1 Job Conferences: Job Conferences will be held every other week at the site.

It is important that the Owner, Architect, Construction Manager and all Trade Contractors who have work in progress or scheduled to begin within two weeks have a representative in attendance at all meetings with the authority to speak for their representative company. WMF will complete Job Conference Minutes and distribute to all parties.

Coordination Meetings: Coordination Meetings will be every week at a time convenient to the majority of the Project Foremen on the site.

5. LIST OF SUBCONTRACTORS, DETAILED COST BREAKDOWNS, SCHEDULE OF

WORK: 5.1 Subcontractors, Suppliers: Each Trade Contractor should submit to the CM within 10

days after signing Contracts, a complete list of names/addresses/phone numbers of each Subcontractor and major supplier. Contractor shall submit one (1) copy for approval and distribution as an administrative submittal.

The CM will review each source and forward copies to appropriate parties. This list may be amended as work progresses; however, submission of initial list or amendments must be made in advance of ordering materials or authorizing Subcontractors to proceed.

5.2 Detailed Cost Breakdown: Each Trade Contractor shall submit to the CM, prior to

submitting any invoices, a detailed contract cost breakdown (schedule of values) for approval.

5.3 Coordination: All Trade Contractors are equally bound by the Specifications to

coordinate their work with one another. If at any time the work of another Contractor is not acceptable to the second Contractor, the CM should be notified and work should not be continued on that item.

6. PAYMENTS/CHANGE ORDERS: 6.1 General: All items discussed in Sections #1 and #5 above must be submitted and

approved prior to request for first payment. Application for Payment forms are to be copies of Cost Breakdown, G702 and G703CMa or equal.

Applications for Payment will be accepted up to the fifth of the month for work completed by the end of the past month. Contractor shall submit one copy to the CM for approval. Electronic copies are permitted if signed and notarized properly. Payment will be made per the agreement (45 days). Late Applications for Payment will be held until the next month.

6.2 Retainage: Retainage will be withheld at the rate of 10% of the total work completed

and stored, to the date of Application for Payment.

Reduction of retainage to 5% of the total contract cost may be permitted at 50% completion of Contract and upon written request to the Owner via the Construction Manager.

At date of Substantial Completion of the work of each trade, retainage may be released with an amount equal to 1.5 times the value of punch list items and major uncompleted work held in escrow, until final completion.

6.3 Stored Materials: Stored materials may be included in the Contractors’ Applications

for Payment. Materials may be stored at the site or in Contractor’s Warehouse. Evidence of existence and insurance for materials stored off site must be provided to the CM before payment can be approved for same. The Owner and CM encourage early purchase of materials to ensure schedule performance.

6.4 Change Orders: No changes from the Contract Documents will be allowed

without a written Change Order, prepared and executed in advance, including cost breakdowns or materials justification as may be requested by the CM. CM will prepare Change Orders. Contractor shall not include Change Order on payment request until same has been approved.

6.5 Field Orders: Due to the nature of this project, it is anticipated that there will be Minor

cost-affecting changes required due to on-site conditions. All of these changes will be authorized as Construction Change Directives. All CCD’s will be turned into change orders before work can be billed. No payment will be made for any work not agreed to in advance (don’t even bother invoicing for “extras” unless it is covered by a change).

7. CORRESPONDENCE/SUBMITTALS/PROJECT RECORDS:

7.1 Correspondence: All correspondence from the Contractor regarding the project shall be directed to Debbi Felix at the Erie office of Weber Murphy Fox. 814-920-1976, [email protected]. All correspondence should be submitted thru the Newforma Info Exchange system (instructions will be provided). A letter of transmittal must accompany items for approval, such as Shop Drawings, etc. Transmittal must show clearly the Contractor name, project title, CM project number, date item and action requested.

7.2 Shop Drawings, Submittals: Shop Drawings, Spec. Sheets, Catalogue Cuts,

Schedules, Test Reports and Certifications should be submitted with Contractor approval stamp. A PDF file must be sent thru the Newforma Info Exchange site. Each specification section should be submitted separately as one PDF with a transmittal included.

Samples of items indicated on the Schedule (two sets) should be tagged, showing project name, contractor name, CM project number and specification section and sent to WMF offices for approval. Samples will be stored at the project site so referral may be made if needed, for duration of construction.

Each Trade Contractor is responsible for providing a minimum of three (3) copies of installation instructions, parts lists or maintenance instructions, which come packaged with equipment. These items should be given to the Project Superintendent at time of material installation for inclusion in Maintenance Manuals. A CD of the maintenance manuals also is required to be sent to the Construction Manager with the final closeouts. Final payment will not be made until this information is complete.

7.3 As-Built Drawings: All Trade Contractors are responsible for maintaining accurate

records of changes or alterations to the work. Throughout the project, the Construction Manager will maintain one clean set of drawings. Prior to each Trade Contractor leaving the project, all changes must be compiled and transposed to this set.

8. TEMPORARY FACILITIES: 8.1 Water: Available from existing service. Provide temporary water as required for the

construction activities. The equipment for temporary water will be the responsibility of the Plumbing Contractor but the water utility cost will be by the Owner.

8.2 Electrical: Available from existing service. Provide temporary electric service as

required for construction activities. The equipment for the temporary electric will be the responsibility of the Electrical Contractor but the electric utility cost will be by the Owner.

8.3 Temporary Heat: Temporary heat will be the responsibility of each trade contractor

until the building is enclosed. Once the building is enclosed, the temporary heating equipment will be the responsibility of the HVAC contractor but the costs of the fuel for the temporary heat will be by the Owner.

8.4 Toilets: Job site toilets will be provided by the Construction Manager.

8.5 Dumpsters: The Construction Manager will provide dumpsters for general construction

materials. Note that the Trade Contractors with debris from the demolition, selective demolition, masonry and concrete will be responsible for providing dumpsters for those materials and proper disposal of such. Any hazardous materials will not be permitted in the dumpsters.

8.6 Field Office: The Construction Manager will have a field office. Each Trade Contractor

will be responsible for their own field office. Storage containers will be the responsibility of the Trade Contractor.

If you have bid a project with us before, you can use the same user name and password for it is good for every project you do with us.

8.8 Plans and Specifications: Electronic documents have been sent to all bidders. Plans

9. OTHER ITEMS OF DISCUSSION:

9.1 Damages: Each Trade Contractor is responsible for damages done to his work or work of others by their employees or agents.

9.2 Clean Up: Each Trade Contractor should pick up his own mess daily and dispose of it.

If Trade Contractors habitually fail to clean up after themselves, WMF will arrange for cleaning, prorating the cost among those Contractors contributing to the mess.

9.3 Parking: Limited contractor parking will be provided at the east end of the site. 9.4 Questions During Bidding: All questions during bidding should be directed to Debbi

Contract documents and addenda. 11.2 Design Intent Standard of Quality: The drawings and specifications show the intent of

design for a standard of quality and do not limit manufacturers of various building components. Substitution requests and determinations of approved equals must be submitted in writing and approved before bids are opened.

11.3 Alternates: Note that there are bid alternates on this project and refer to specification

section 012300 – ALTERNATES for further information. Note that if nothing is listed, the assumption will be that it is no change in cost.

11.4 Combined Bids: Note that the County will be accepting combined bids on the project.

11.5 Geotechnical Report: A geotechnical report is available for review. Contact Debbi

11.6 Excavation Excess Material: All excess excavation material from the site is required

to be removed as part of the Concrete and Site Work bid package. Crawford County is reviewing if they will want any excess clean fill and will confirm by the final addendum to be issued Wednesday, September 30th.

11.7 Shoring and Sheet Piling: All shoring, sheet piling and support as required for a safe

excavation process of the foundations is the responsibility of the Concrete and Site Work bid package.

11.8 Building Demolition: No building demolition is to be included in any bid package. The

County is pursuing this under a separate project.

11.9 Site Fencing: Site fencing around the perimeter of the construction site will be provided by WMF and should not be included in any bid package.

11.10 Site Utilities: Site utilities are the responsibility of each bid package as noted in the

scopes of work. The storm water system is the responsibility of the Concrete and Site Work bid package. Fire protection service is the responsibility of the Fire Protection bid package. Sanitary, water and gas is the responsibility of the Plumbing bid package. Electric is the responsibility of the Electrical bid package.

11.11 Detention Hardware: All detention enclosures, detention hardware and detention door

hardware is the responsibility of the General Trades bid package.

CEUW requirement and it was a struggle to even meet that factor. We ultimately achieved around 117 and 118 after very extended testing. Even after much tweaking of the LW mix design, the lowest we achieved was 113. The concrete supplier that we used on that project, will probably be the same one used on this project, by almost any bidder, and they do not feel this 105 factor is attainable. Please review. b. The supplier is also questioning the minimum cement content listed in Item 2., at 677 pounds/cubic yard for a 3,000 psi mix? Please confirm.2. I’m unclear on the desired locations for use of this lightweight concrete mix. Please clarify : a. The structural floor plans S-102, S-103, S-104 and S-105 all list in Note 4, that the floor slab is 4” total thickness, 4,000 psi concrete, with no mention of a LW mix. b. There are a few sections on S-201 that refer to a 2 ½” LW concrete on 1 ½” decking. c. There are sections on S-302 and S-303 that refer to the 4” total slab thickness, without mention of it being a LW mix.

RESPONSE : From the Boiler Schedule, the Hot Water Temperature is 180 supply and 140 return. Therefore based on the system temperature range indicated on the pipe and fittings assembly schedule, the hot water system will be following the high Temperature Heating Water Supply and Return. Pipe insulation and cover type. Condensate drain piping would follow the drain piping less than 99 degrees. The 4" hws/hwr and cws/cwr piping ends at UH-105 with capped ends. Extend branch connection to unitary equipment.

Under base bid should we believe that cast iron is the basis of design, and the pvc will be a true alternate? Please confirm.

On sheet PL-601-x1, the piping and fitting schedule allows PVC to be used for sanitary piping below ground, or the bottom most floor slab. It is excluded from being used above ground, or the bottom most floor slab. Cast iron is allowed for the sanitary within the building and above the bottom most floor slab. The alternate allows the use of PVC within the building for the sanitary system for both above ground and below ground

1.3 SUBMITTALS

Laboratories. 2. ASTM E119-98 One-Hour Fire Rating of Building Construction and Materials.

3. ASTM F1233-98 Standard Test Method for Forced Entry Testing of Materials/Assemblies. 4. Manufacturer’s third party certificate of registration with ISO 9001:2008. 5. Manufacturer’s U.S. Dept. of State ITAR Statement of Registration. 6. Manufacturer’s SBA Profile verifying small business status by the SBA.

1.4 DELIVERY, HANDLING, AND STORAGE A. Deliver materials to project with manufacturer’s UL LISTED Labels intact and legible. B. Handle material with care to prevent damage. Store materials inside under cover, stack flat and

off the floor.

1.5 WARRANTY A. Warrant all materials and workmanship against defects for a period of ten (10) years from the

date of Substantial Completion.

2.2 PERFORMANCE CRITERIA

A. Bullet Resistant Fiberglass Panels shall be “non ricochet type” to permit the encapture and retention of an attacking projectile lessening the potential of a random injury or lateral penetration.

B. Panel Rating: UL752 Level 3. C. Bullet resistance of joints: equal to that of the panel.

2.3 MATERIALS

A. Panels fabricated of multiple layers of woven roving ballistic grade fiberglass cloth impregnated with a thermoset polyester resin and compressed into flat rigid sheets.

B. Thickness: 7/16” nominal thickness C. Nominal Weight: 4.8 lbs. per sq. ft. E. Panels manufactured in the United States of America with raw materials sourced from the

U.S.A. for quality assurance purposes and to comply with any applicable “Buy American” provisions.

PART 3 - EXECUTION 3.1 EXAMINATION

A. Prior to starting installation, verify work of related trades required in contract documents and architectural drawings is complete to the point where work of this Section may properly commence.

3.2 JOINTS

A. Reinforce joints with a back-up layer of bullet resistive material. Minimum width of reinforcing layer at joint shall be 4-inches, centered on panel joints.

3.3 APPLICATION

A. Install armor in accordance with manufacturer’s printed recommendations and as required by contract documents.

B. Secure armor panels using screws, bolts, or an industrial adhesive. 1. Method of application shall install panels minimizing vulnerabilities by fitting tightly to

adjacent surfaces including concrete floor slab, concrete roof slab, bullet resistive door frames, bullet resistive window frames, and the like.
