  • 1.1 Introduction

    1.1.1 ADMA-OPCO utilises the services of Third Party Inspection Agencies (TPA's)

    for document review and inspection and test activities during procurement of new equipment and materials.

    1.1.2 The previous edition of this document (viz. Revision 1, 12-91) described

    ADMA-OPCO's material certification, documentation and inspection and test requirements. It also described DIN 50049 (now BS EN 10204) based requirements for particular items and included inspection procedures for specific items and equipment.

    1.1.3 This edition restructures the document into various Parts and Appendices that

    can be detached for particular material or equipment requirements and includes updated information where appropriate.

    1.1.4 New Forms have also been introduced which may be utilised to summarise the

    QA requirements for each purchase order item (See Appendix-B) and to identify certification requirements (See Appendix-C) applicable to items or equipment not already covered in the various Parts of CP-102.

    1.1.5 Inspection Procedures have been revised and now consist of a series of

    Inspection Activity Lists in Part 4. 1.1.6 Certification requirements and inspection activity lists for drilling equipment

    can be found in ADMA-OPCO Standards STD-122 to 125. These Standards are listed as items 3.1.24 to 3.1.27 in Part 3 and Inspection Activity Lists 21 to 24 in Part 4.

    1.1.7 CP-102 Parts, Inspection Activity Lists and Appendices may be issued

    independent of the complete CP-102 document. 1.1.8 Where relevant, data collection for equipment (i.e. Works Identification

    Number (WIN)/Unique Tracking Commodity (UTC) Inspection Data Sheets and their attachments) shall be conducted in accordance with ADMA-OPCO Specification SP-1017, Equipment Data Collection, which should be read in conjunction with this document.

  • 1.2 Purpose

    To advise ADMA-OPCO Job Officers, Vendors and Third Party Inspection Agencies

    (TPAs) of ADMA-OPCOs document review, certification and surveillance requirements applicable to purchase orders for new equipment and material.

    1.3 Scope This document applies to procurement of new materials and equipment where

    stipulated by ADMA-OPCO. 1.4 Referenced Standard Documents The latest editions of the Standard documents listed in Appendix-A shall, to the

    extent specified herein, represent part of this Code of Practice.

    1.5 Definitions (Including Abbreviations) The following definitions, based on BS 4778/ISO 8402 and other ADMA-OPCO

    documents, apply:- ADMA-OPCO : Abu Dhabi Marine Operating Company (the owner of

    the project) or its appointed representative.

    CPR : Contract Purchase Requisition

    Inspection : All quality control functions performed for ADMA-OPCO by ADMA-OPCO Inspectors or their approved delegates. These include activities such as measuring, examining, testing, gauging one or more characteristics of a product or service and comparing these with specified requirements to determine conformity.

    Inspection Engineer : A qualified competent Engineer who performs inspection duties at the Vendors/Sub-vendors Works.

    MR : Material Requisition

    PO : Purchase order

    QAD : Quality Assurance Department, ADMA-OPCO Quality Assurance (QA) : All those planned and systematic actions necessary to

    provide adequate confidence that a product or service will satisfy given requirements for quality.

  • 1.5 Definitions (Including Abbreviations) (Contd) Quality Control (QC) : The operational techniques and activities that are used

    to fulfill requirements for quality.

    Quality Plan : Document setting out the specific quality practices, resources and sequence of activities relevant to a particular product, project or contract.

    Supervising Inspection : Is an ADMA-OPCO Engineer appointed to supervise Engineer the work of an independent inspection organisation

    working to instructions from ADMA-OPCO.

    Third Party Inspection : An independent inspection organisation engaged Agency (TPA) by ADMA-OPCO to perform certain inspection duties

    on behalf of ADMA-OPCO. Such duties will normally be confined to ensuring compliance with the requirements stated in the purchase order but may extend to other duties in certain cases.

    Vendor : The main Supplier or Manufacturer on whom the purchase order is placed by ADMA-OPCO or by the Vendor's appointed UAE agent.

    WIN/UTC : Works Identification Number/Unique Tracking Commodity.

    1.6 Use of Language

    Throughout this Code of Practice, the words will, may, should and shall, when

    used in the context of actions by ADMA-OPCO or others, have specific meanings as follows:-

    a. Will is used normally in connection with an action by ADMA-OPCO and/or

    TPA rather than by a Vendor. b. May is used where alternatives are equally acceptable. c. Should is used where a provision is preferred. d. Shall is used where a provision is mandatory.

    1.7.1 Pre-Manufacturing Meeting

    The nominated TPA will attend the pre-manufacturing meetings. Such meetings are to be held unless otherwise advised by ADMA-OPCO. However, pre-manufacturing meetings may also be held at the request of any concerned party. In this instance, reference should be made to Quality Assurance Department, ADMA-OPCO.

    1.7.2 Access to Vendors Facilities ADMA-OPCO's representatives (including the Supervising Inspection

    Engineer normally affiliated to the ADMA-OPCO QAD) and appointed TPA inspectors/auditors should have free access to all parts of the Vendors premises and sub-Vendor's works at all times during the period of procuring, manufacturing, testing and packing.

    1.7.3 Approval of Technical Documents of Vendors and sub-Vendors

    Prior to commencement of fabrication/manufacture of the equipment:

    a. All relevant technical documents including specifications, design calculations, drawings, materials, quality plans and welding procedures will be approved by ADMA-OPCO.

    b. Changes in the technical documents specified in Clause 1.7.3a above shall

    be highlighted and addressed to ADMA-OPCO for approval.

    c. TPA will ensure that inspection and/or certification works are carried out in accordance with the latest ADMA-OPCO approved technical documents as mentioned in Clauses 1.7.3a & b above.

    d. List of sub-Vendors particularly for major equipment shall be submitted

    to ADMA-OPCO for Approval. TPA will check compliance with such requirements.

    Materials in Manufacture (Contd) 1.7.4 Preliminary Work The TPA will review and endorse the documents stated below prior to

    commencement of manufacture/fabrication of the equipment.

    a. Vendor's fabrication/manufacturing schedule. b. Vendor's approved quality assurance plan. c. Status of sub-orders. d. Certification of base-stock materials. e. Welding procedures and qualifications. f. Qualified welders list.

    Any queries that arise from the documents listed above should be reported to

    ADMA-OPCO in the first instance.

    1.7.5 Production Checks

    a. The TPA will conduct confirmatory checks on the product/product's parts during all stages of production to rectify any deviation from specification. These checks are specified for the various items of equipment in the Part 4 Inspection Activity List (IAL).

    b. Outcome of all hold point inspections and critical checks will be reported

    periodically to ADMA-OPCO.

    1.7.6 Examination of the Equipment for Despatch a. On completion of manufacture/fabrication, the TPA inspector will examine

    the integrity and major parameters of the product. b. Non-destructive examinations (NDE) conducted by the Vendor and/or an

    independent inspection house should be witnessed and the relevant reports will be endorsed by ADMA-OPCO TPA. In some cases, ADMA-OPCO Inspector will verify the calibration of NDE instruments and check the qualifications of NDE inspectors.

    1.7.7 Testing of the Equipment

    a. TPA Inspector will witness functional and metallurgical tests on the

    equipment/materials and endorse the testing report. b. The Vendor should advise the nominated inspector of the testing

    procedures and schedule etc. prior to conducting the tests. c. ADMA-OPCO nominated Inspector may at his discretion, examine the

    testing bed, instruments etc. and verify the accuracy of the testing equipment.

    1.7.8 Preparation of the Equipment for Despatch Prior to despatch, the TPA will check the following aspects.

    a. Identification: Marking, nameplates and colour coding as applicable. b. Preservation: Cleaning, sand blasting and painting c. Preparation for shipping and stocking: i.e. greasing, plugging of holes,

    packing, etc. d. Where available, WIN/UTC Inspection Data Sheets have been

    appropriately completed and all necessary documents are attached, (reference ADMA-OPCO Specification SP-1017, Equipment Data Collection (where appropriate)).

    1.7.9 Reporting

    a. On completion of the inspection program, the TPA will issue a Final Release/Non Acceptance Note.

    b. In certain instances, the TPA inspector may issue a Final Inspection

    Report. Where this is done, a clause indicating that an inspection report will be following should be included in the Release Note.

    c. The TPA may be requested to produce periodic inspection reports

    highlighting the critical inspection and work progress. d. All inspection documents issued by the Vendor(s) will be endorsed by

    ADMA-OPCO TPA. These documents include: material certification, works test certificates, compliance certificates, NDT records, and heat treatment charts.

    e. All inspection documents issued by the Vendor(s) and sub vendors

    and/or TPA shall be in English. 1.7.10 CP-102 Parts, Inspection Activity Lists and Appendices

    ADMA-OPCO and TPA Documentation, Certification and inspection requirements are detailed in the CP-102 Parts, Inspection Activity Lists and Appendices attached.

    Appendix-B summarises the Certification and Inspection requirements for particular equipment/material.

    ACCEPTABLE TO ADMA -OPCO

    2.1 DESCRIPTION OF CERTIFICATES IN ACCORDANCE WITH BS EN 10204

    ADMA-OPCO requires equipment and materials with certification in accordance with BS EN 10204, Metallic Products - Types of Inspection Documents as follows:-

    a. Certificate of Compliance with the order '2.1' Document in which the Vendor certifies that the products supplied are in

    compliance with the requirements of the order, without mention of any test results. b. Inspection Certificate '3.1.B' Is issued by the department independent of the manufacturing department and

    validated by an authorized representative of the staff independent of the manufacturing department.

    c. Material Test/Inspection Certificate '3.1.C' Is issued and validated by an authorized representative of the purchaser, in

    accordance with the specifications of the order.

    2.2 QUALIFICATION OF EQUIPMENT AND MATERIAL TO '3.1.C' STATUS ACCEPTABLE TO ADMA-OPCO

    Under exceptional circumstances, ADMA-OPCO will consider the following as

    allowable alternatives to '3.1.C' requirements: 2.2.1 Qualification of '3.1.B' to '3.1.C' Materials certified to 3.1.B may be qualified to ADMA-OPCO '3.1.C' status at

    the discretion of ADMA-OPCO. In this event the Vendor would be requested to allow ADMA-OPCO's TPA to:

    a. Identify test samples while they are attached to original materials. b. Witness all tests on the samples. c. Endorse certification and reports produced, to render original '3.1.B'

    certified material, '3.1.C' status.

    2.2.2 Acceptability of material certified to '3.1.C' by a TPA other than ADMA-OPCOs

    In certain circumstances, ADMA-OPCO may accept the above when recommended by ADMA-OPCOs TPA.

    2.3 ADMA-OPCO EQUIPMENT/ASSEMBLY '3.1.C' REQUIREMENT

    a. The extent of ADMA-OPCOs TPA involvement with equipment to be certified to

    '3.1.C' is detailed in the relevant Inspection Activity Lists in Part 4. b. The Vendor should provide an Inspection and Test Plan to ADMA-OPCOs TPA

    for surveillance mark up then submit the Inspection and Test Plan to ADMA-OPCO for approval.

    c. For assemblies, the Vendor should consult CP-102: Part 3, i.e. Certification

    Requirements List, and apply appropriate certification requirements to individual parts of the assembly. Selection of certification levels for individual parts of the assembly should be agreed with the ADMA-OPCO Job Officer in liaison with QAD.

    Scope This list covers the inspection and test requirements in a Vendor's works for unfired vessels designed and constructed in accordance with ASME Section VIII, BS 5500 or any other recognized Codes. Inspection and testing will be covered by the requirements for inspection by an ADMA-OPCO approved TPA. Acceptance of the vessel will be by the TPA. This procedure is not intended to define all the duties and responsibilities of the independent TPA as these are as stated in the code requirements, and to do so is to make them less than independent .
