State Agencies Updates

• As of 12:00 p.m. on May 13, there were 1,218 (-3) National Guard members supporting missions statewide.

• The PLCB announced that 155 additional Fine Wine & Spirits stores in yellow counties will resume limited in-store public access this Friday. This will put the total at 232 stores in 36 counties.

• Allegheny County Health Department is mobilizing the Medical Reserve Corps to assist with COVID-19 contact tracing.

• The Department of Health distributed 1,200 doses of the investigational anti-viral Remdesivir to 51 hospitals in Pennsylvania. Hospitals chosen were determined based on the number of COVID-19 patients in the hospital over the past seven days and the severity of illness in those patients.

Situation Update

• As of May 13, the Montgomery County CBTS has tested 5,336 (+240) people at the Montgomery County Community College since testing began at the site on April 15.

• As of May 13, the Mohegan Sun CBTS has tested 1,740 (+52) people to date since testing began on April 20.

• As of May 13, there are currently 308 (+5) known testing sites statewide.

• The CDC is warning doctors to be on the lookout for Pediatric Multi-System Inflammatory Syndrome Potentially Associated with COVID-19, a condition marked by persistent fever, inflammation, poor function in one or more organs, and other symptoms similar to shock, in children who have tested positive for COVID-19. This alert will go out through the Health Alert Network (HAN).

• Several counties have backed down on their intent to reopen this Friday without being cleared by the Governor’s Office first after learning about the potential negative consequences of doing so.

Feeding/Food Security

• The 40 general feeding sites in Philadelphia will be closed on Memorial Day, May 25, with meal distribution resuming on Tuesday, May 26. SHARE, Philabundance, and the Philadelphia Mayor's Office of Communications have been notified about the change in schedule.

PHASE Work and Congregate Setting Restrictions Social Restrictions

The RED PHASE, which currently applies to the whole state, has the sole purpose of minimizing the spread of COVID-19 through strict social distancing, non-life sustaining business and school closures, and building safety protocols.

As regions or counties move into the YELLOW PHASE, some restrictions on work and social interaction will ease while others, such as closures of schools, gyms, and other indoor recreation centers, as well as limitations around large gatherings, remain in place. The purpose of this phase is to begin to power back up the economy while keeping a close eye on the public health data to ensure the spread of disease remains contained to the greatest extent possible.

The GREEN PHASE eases most restrictions by lifting the stay-at-home and business closure orders to allow the economy to strategically reopen while continuing to prioritize public health. While this phase will facilitate a return to a “new normal,” it will be equally important to continue to monitor public health indicators and adjust orders and restrictions as necessary to ensure the spread of disease remains at a minimum.
