Richard King Mellon Foundation

Since 1947, the Richard King Mellon Foundation has invested in the future of southwestern Pennsylvania. The Foundation recognizes that the COVID-19 pandemic and the accompanying economic instability jeopardize our region’s health, economy, and quality of life.

As the region prepares for the long-term economic impacts of the COVID-19 pandemic and an eventual recovery, the Foundation requests ideas about how organizations acting collaboratively could address needs arising from the COVID-19 crisis.

Impact on Employees

Economic impacts of COVID-19 on smallbusiness and organizations which employ low- and moderate- income employees. Industries of interest include those where the Foundation has made significant prior investments in economic developmentand/or environmental restoration activities.

Social Safety Net

Increased needs for social safety net-related services after the immediate COVID-19 health crisis wanes, including mental health and substance abuse recovery; domestic violence and child abuse; support for basic needs such as housing and food; or safe shelter for animals whose owners can no longer care for them.

Employment

Workforce training and return-to-work supports for high school studentsand adults having difficulty finding employment.

Academic Assistance

Educational needs and gaps in academic attainment created byclosures in early childhood learning centers, K-12 schools, andcolleges and universities.

Jump-Starting the Regional Economy

Jump-starting regional economic activity in the aftermath of the COVID-19 health crisis, including incentives, marketing and communications, and other supports for regional industries,main street businesses, arts and culture, and entrepreneurs, among others.

Organizations must use this template provided by the Foundation for their submission.

A single lead agency should submit the response on behalf ofthe collaboration and act as the primary point-of-contact withthe Foundation.

Please submit questions and final ideas to [email protected].

The Foundation will prioritize ideas that present collaborations that achieve scale beyond the efforts of a single entity. Individual organizations may also apply, but the Foundation is less likely to request proposals based on these submissions.

All organizations are welcome to apply, regardless of whether they have previously received funding from the Foundation. If a collaboration includes for-profit partners, a nonprofit organization should serve as the lead agency submitting the response to the RFI.

If the Foundation invites a proposal based on the idea submitted, the Foundation will not consider funding more than twelvemonths of activities. The Foundation does not expect that more than $250,000 will be available per proposal. However, if a proposal is truly exceptional, the Foundation may consider providing more than $250,000.

A complete RFI response includes three components: a 1-2paragraph executive summary, a logic model, and contact information. These components should be submitted using the forms provided in this document.

APPENDIX

Inputs/Resources

Inputs are the raw materials needed to create the program, implement its activities, and attain the desired outputs and outcomes.

Inputs include both material items (such as curricula, instruction materials, facilities, and funding) and nonmaterial items (such as time, community support, and specialized knowledge and skills).

Other examples of inputs include:

• Human resources = time/labor across campus stakeholders

• Financial = multiple budget, departmental & programmatic areas, including in-kind resources.

• Curricular (& Co-curricular) resources = existing programs, foundational courses to which new work can be attached or catalyzed

Processes/Activities

Activities are the processes, actions, and events through which the program resources achieve the intended outcomes; they are the steps in implementing a program.

Examples include developing training or curriculum materials, conducting training sessions or workshops, and collecting and analyzing student performance data.

Outputs

Outputs are tangible, often process-oriented results or products directly resulting from activities. Outputs indicate if a program was delivered to the intended audiences at the intended “dose.” Outputs are typically expressed in numbers. A program output, for example, might be the number of classes taught, meetings held, or materials produced and distributed; program participation rates and demography; or hours of each type of service provided.

While outputs provide information derived from the completion of program activities, they cannot indicate whether a change has occurred.

For example, an output can tell you how many people attended a training but not whether the training increased their knowledge of the training topic.

Outcomes

Outcomes are the changes in program participants’ knowledge, beliefs, behavior, or individual functioning due to their involvement in the program. Outcomes can also be quick adjustments in organizational practices or system design.

Outcomes can be short-term, intermediate & long-term. Short-term outcomes are effects that can be measured immediately from outputs. Intermediate outcomes necessitate aggregation & analysis of multiple short-term effects.

Short-term outcomes are observable almost immediately after participation; mid-term outcomes can take months or years to emerge and typically build toward long-term outcomes.

The Foundation is primarily interested in short and mid-term outcomes in this RFI.
