Proposed Covenantof the
UM4GI Parish
Multiple Charge Parish
UMC Book of Discipline – ¶206.3• An intentionally organized group of two or more
pastoral charges in which each church continues to relate to its charge conference on the organizational level and also participates in a parish-wide council
• The pastors are appointed or assigned to the charges and also to the parish, and a director or coordinator is appointed or assigned by the bishop
Larger Parish
UMC Book of Discipline – ¶206.3• A number of congregations working together
using a parish-wide parish council and other committees and work groups as the parish may determine; providing representation on boards and committees from all churches; guided by a constitution or covenant; and served by a staff appointed or assigned to the parish and involving a director

Program and Support Staff
• All staff associated with particular charges are employees of that charge
• New staff positions developed will be either:
1) Staff of the Parish paid by the Parish
2) Staff of a charge with plans to expand the staff role into the Parish and community
Parish SPRC
• Will be organized in January 2012
• Will include three SPRC from each charge
• Will recommend compensation
• Will distribute compensation from common fund as approved by each charge
• Will assume administrative responsibility for all staff in January 2013
UM4GI Parish Council
• Composed of…– Three co-chairs (one from each charge)– Pastors and program staff– Secretary– At least one representative from each charge
• Answers to respective All Church (Charge) Conferences
• Sets vision and establishes committees, work groups, and ministry
UM4GI Parish Council
• Charged with…– Keeping leadership focused on vision and
mission of UM4GI– Coordinate and administer parish-wide
ministries and staff– Communication with Local Church Councils– Development of cooperation between charges– Oversee development of new ministries– Develop parish identity among charges
Local Church Councils
• Some form of a church leadership council will continue in each congregation
Programming andMinistry Practices
• Parish Ministry Teams to be established when needed– Participation from at least two charges
required
• Initial Parish Ministry Teams will include:– Missions, Stephen Ministry, Christian
Education, Communication, Nuba Worship, Youth Ministry, Awaken
Financial Practices
• Beginning in January 2012…– Each charge to set and manage financial
resources except pastoral salaries– Each charge to fund and administer local
ministries, work groups, and ministry teams• Can be funded in a number of ways
– Each charge responsible for its own Mission Shares
• Beyond 2012 a Parish Finance Committee may be developed
Trustees andProperty Practices
• No immediate changes
• Parish Council will seek out and recommend future methods of collaboration
Lay Leadership
• Pastors and Parish Council will seek out ways to invite, recruit, train, and commission lay leadership
• Until these methods are found, local Lay Leadership Committees and pastors will continue to function
Questions
• This covenant will be presented to each All Church (Charge) Conference on December 11, 2011 at which time each Conference will vote on whether or not to approve this covenant
• At this time, pastors and members of the committee who developed this covenant may answer questions for clarification
