A message from CASA’s Executive Director…

Recently a CASA volunteer sent me a newspaper article about a nonprofit in Southern California that had

experienced fraud and embezzlement. That organization had the word “casa” in its name, and she wanted to bring

it to my attention. The ramifications of any nonprofit organization experiencing embezzlement affects us all in the

nonprofit world.

Best practices inform organizations to separate staff financial activities and duties, to have oversight by the

governing board of directors, and to monitor fiscal protocols and practices. Basically…to limit the opportunities for

fraudulent activities.

Here at CASA, we have instituted those safeguards over the past several years. Our accountancy firm, Barbich, Hooper & King has

helped us protect the investment that you make in our advocacy work for abused children.

CASA has a finance committee led by our Board Treasurer, Ben Hanson of Wells Fargo Bank. Serving with Ben are DeAnn Straub of

Kern Federal Credit Union, Troy Fringer, CPA of Jim Burke Ford, Ted L. Pierce, Accountancy, and Paul Fuller, MD of Kaiser

Permanente. Each of these members has different responsibilities to review our financial processes on a monthly basis.

As you consider where to place your philanthropic support, we are pleased to receive and shepherd those dollars in ethical, efficient and

effective ways.

As Spring arrives and blooms in our community, I encourage you to join me in our first annual CASA Rio Bravo Run on Saturday, April

17th at the Rio Bravo Ranch. We will be holding a 1 mile walk, 5K or 10 mile run instead of our traditional candlelight vigil. Read more

Hope was born and raised in Scarsdale, New York. She attended Boston University and graduated with a BA, cum laude, in Political Science and Communications. Hope moved to Bakersfield in 1997 where she lives with her husband Randy and daughter, Haleigh, a superstar on the varsity tennis team of a local high school. Hope and her family enjoy traveling and going to the theater in Los Angeles, and they adore their two Cavalier King Charles Spaniels.

Hope began her professional career in New York City developing marketing and public relations campaigns for Fortune 500 companies. She also worked for ABC Television where

she was responsible for production budgeting, cost control and financial status for all daytime soap operas and early morning programs produced and owned by ABC-TV. Since moving to Bakersfield, Hope has worked for a top national homebuilder, Standard Pacific Homes, as Director of Sales & Marketing until the housing collapse in 2008. Hope also worked for Castle & Cooke, where she led corporate marketing activities for their residential, commercial and golf divisions. Hope decided to become a CASA volunteer in 2009. She passed training and took her oaths of office in June. Shortly after graduating, Hope was assigned her first case. Hope finds her advocacy work very rewarding. She has also joined our Public Relations committee and is currently working with other

Sarah* was removed from her mother at birth as her mother was developmentally delayed and the mother had failed to protect older siblings from molest. Additionally, Sarah’s mother had not provided an adequate home or supervision for the children. During the initial court process, Sarah was returned to the mother’s care and a two year old brother was also returned while the mother received daily services to assist her with care and proper home maintenance. The CASA became very concerned as Sarah remained in a car seat during most days and the mother did not appear to grasp Sarah’s developmental needs. After some time, even the older children were returned to the mother’s care but they were almost immediately removed from her home as the mother was unable to monitor their care. Sarah and her older brother, Matt, returned to their former foster home and Sarah made great strides in her physical and emotional development. Sarah’s alleged father suddenly appeared from the southern United States and took up residence at a local hotel, indicating he desired to provide care and nurturing on her behalf. There were numerous court hearings but eventually, he was denied services. Sarah and Matt have now been adopted by their foster parents who are friends with the caretakers of the older children. Meet CASA Case Manager...Cindy RacicotMeet CASA Case Manager...Cindy RacicotMeet CASA Case Manager...Cindy RacicotMeet CASA Case Manager...Cindy Racicot Cynthia Racicot has resided in Kern County for the majority of her life. She is married with two children and

one grandson. She spent 16 years as a Social Worker for the Department of Human Services, 12 of those years

in Emergency

Response. Cindy has been working at CASA for 2 and 1/2 years and is a Team Leader for the Emancipating

Youth Program. She enjoys the team work with her co-workers and has loved working with Advocates to better

the lives of Kern County’s Dependent Children of the Court. Cindy was promoted to the position of Case Man-

ager-Team Leader for the Emancipating Youth Program in January 2010. In this position, she supervises three

other case managers and participates in program decision-making. According to Kathy Orren, Program

Manager at CASA, “I believe Cindy was the best candidate for this position due to her many years experience in

child welfare and supervision. She has a great knack for taking case managers under her wing and empowering

CASA Program Update for 2009

Reaching More Children

270 CASA volunteers were able to

make a difference in the lives of 466 children!

These are individuals who commit to give $1,000 in the next fiscal year. We are gathering a core group of supporters who will stand with CASA and its mission to provide every child who needs an advocate with a voice in the court process. A leadership committee of CASA Builders will help decide on which future needs these funds will address or if a portion will begin the CASA endowment.

Andrea was six when she was removed from her home and placed with my family as a foster child. She was as close to a wild child as I’ve ever seen. She hissed like a cat. She lied. She stole things and broke things and kicked holes in the walls during epic tantrums. She wandered away from the yard and around the neighborhood at will. She turned our world upside down every day.

What I was witnessing—what Andrea was living with—were the devastating effects of a lifetime of instability. A victim of crushing poverty and parental A victim of crushing poverty and parental A victim of crushing poverty and parental A victim of crushing poverty and parental neglect, Andrea had spent most of the previous year living in a car with her motherneglect, Andrea had spent most of the previous year living in a car with her motherneglect, Andrea had spent most of the previous year living in a car with her motherneglect, Andrea had spent most of the previous year living in a car with her mother. She was only in first grade, but she was already failing in school. Where she came from, drug use and violence were an everyday part of life.

Living with Andrea taught me what happens to kids who are abused or neglected. The consequences are severe and long lasting. And hundreds of thousands of kids living in the foster care system are suffering from them every day.

But there is an antidote, something that can heal the wounds of abuse and neglect: finding a safe, permanent home. I call it the the the the Power of PermanencyPower of PermanencyPower of PermanencyPower of Permanency, and , and , and , and it’s the very thing that CASA volunteers are committed to achieving for every foster childit’s the very thing that CASA volunteers are committed to achieving for every foster childit’s the very thing that CASA volunteers are committed to achieving for every foster childit’s the very thing that CASA volunteers are committed to achieving for every foster child.

When I asked her what she wanted, Andrea said she wanted to go home. It’s the same thing every foster kid wants, no matter the bruises and burns and broken bones. All kids crave the safety and stability that home should be—it’s what they desperately need in order to love and relax and just be children.

Sometimes CASA volunteers help reunite children with their biological parents; when that’s not safe, they recommend finding a different permanent solution.

Going home wasn’t an option for Andrea. But becoming a permanent part of my family was. Last year, after she had been with us for three years, our family adopted Andrea—and we have seen her transformed by the Power of Permanency.

Small, important things began to change. She started handing in homework. She took baby steps toward making friends. We started laughing together. She’s become an excellent reader and is hooked on theTwilight series. Her crippling anxiety has started to recede.

Andrea is not out of the woods yet. Like other kids who spend time in foster care, she is still at risk for teen pregnancy, failed relationships, homelessness, unemployment. But because of the But because of the But because of the But because of the Power of Power of Power of Power of PermanencyPermanencyPermanencyPermanency, she has an equal chance of achieving her dreams, she has an equal chance of achieving her dreams, she has an equal chance of achieving her dreams, she has an equal chance of achieving her dreams. Tracy joined the CASA board in July 2009 after several years of volunteering at events. She most recently was the Chair of the Celebrations Kick-Off. A native of Bakersfield, Tracy attended Garces Memorial High School, Bakersfield College and CSUB. In 1997, she purchased H. Walker's Clothing from her father, Herb Walker, who started the business in 1971. The business is an upscale, traditional men's clothing store located in downtown Bakersfield.

Tracy is very active in the Bakersfield community. She is on the Memorial Hospital Foundation, the past president of the Junior League of Bakersfield, a board member at the Community House, and President-Elect of the Rotary Club of Bakersfield.

When she is not volunteering or working at her store, Tracy enjoys cooking, gardening, and entertaining as well as spending time with her husband Brian and their labs Isabella and Chloe.

Tracy became interested in CASA through previous board members and friends who have given so much time and love to the organization. Tracy states, “It’s crucial to invest in our children because they are our future. CASA children are children who need to be heard, need to be cared for, and need someone to love them. They did not choose to be abused and neglected, but by working together, we can give them a future of hopes and dreams.”

While Tracy is new to the CASA board, she knows and understands what CASA is doing for the children in Kern County. “CASA demonstrates how you can bring parents, guardians, social workers, and the legal system together along with teachers and family members and make a positive impact on a child’s life. CASAs know they can be a difference in the life of a child, by giving the gift of their time. Isn’t every child worth saving?” Volunteering for CASA as a committee member and board member is a privilege to Tracy.
