Since 2010, we have operated a non-profit, used bookstore in the library basement. Our volunteers – mostly seniors – are at the building six days a week. In the eight years since the bookstore opened, we have seen the library change from a de facto warming room for marginalized people with no place to go during the day to a public space frequented by some people who pose a threat to the safety of our volunteers, library patrons and staff. Death threats to library staff are among the growing number of incidents on record. Neezhoday Park – named in honour of Andrew Mixemong – is just steps from the library and serves as a reminder of how quickly a person can become the victim of individuals who turn violent. Having security guards in the library reduces that risk, because the police cannot always be available. As Coun. Stewart Strathearn acknowledged at the recent budget meeting: the police (OPP) have said they “cannot respond in time if there is a critical incident.” We, therefore, respectfully ask that Council approve the library’s request for an additional $90,000 to provide security guards. Doing so will reassure library staff, patrons and volunteers that in Midland public safety matters. Sincerely yours, Kelly Abell, chair Friends of the Library

From: protection, source (MOECC) [mailto:[email protected]] Sent: Thursday, April 05, 2018 5:53 PM Subject: Regulatory decisions – Clean Water Act & Safe Drinking Water Act  Dear Ontario Municipalities, I am pleased to advise you that we have posted two regulatory Decision Notices on the Environmental Registry. These decisions are intended to ensure sources of drinking water continue to be protected by the Clean Water Act and have an effective date of July 1, 2018. The regulations were consulted on through the Environmental Registry and various stakeholder sessions and we appreciate all feedback received. The first decision notice (EBR #013-1840) refers to the regulation developed under the Safe Drinking Water Act, 2002. This regulation requires:

municipal residential drinking water system owners ensure work to assess the vulnerability of new or expanding drinking water systems is completed, and accepted by the local source protection authority, before they can apply for a drinking water works permit; and

that water not be provided to the public until the source protection plan that protects the system is approved.

The second decision notice (EBR #013-1839) identifies the amendments that were made to Ontario Regulation 287/07 – “General” under the Clean Water Act, 2006.

The amendments to the General regulation improve the regulatory framework by: o requiring liquid hydrocarbon pipelines be assessed in all source protection areas

and, where necessary, that policies be included in updated source protection plans,

o expanding the list of administrative amendments that are permitted without requiring full public consultation – such as removing decommissioned systems, and

o increasing transparency through additional notification requirements so that municipalities and other implementing bodies are aware of changes that could reduce the need for policy implementation.

To support the implementation of the new regulation under the Safe Drinking Water Act, the regulation requires that source protection authorities issue a notice to a drinking water system owner when they have received, and are satisfied with, vulnerable area information for any new or expanding drinking water system where it differs from that affects existing vulnerable areas. The notice must also, and identify what changes to the source protection plan are required.

The summaries provided above reflect changes made as a result of comments received on the regulation proposals. Changes affect how municipalities or drinking water system owners ensure the vulnerable areas for new or expanding municipal residential drinking water systems are included in source protection plans. Initially it was proposed that a municipal council resolution endorsing these vulnerable areas be submitted with a drinking water works permit application. The regulation now requires the application for a new or amended drinking water works permit include a notice from the source protection authority that they have, and are satisfied with, the vulnerable area information. The notice must also indicate when the source protection authority can proceed with any necessary amendments to the source protection plan. The regulation under the Safe Drinking Water Act also requires the Director to include a condition on drinking water works permits or licenses to ensure the system does not provide drinking water to the public until the source protection plan amendments are approved.

To ensure that these regulations do not cause unnecessary delays for municipalities, it’s important that you engage your local source protection authority project manager in the early stages of planning for municipal residential drinking water systems, whether you are planning for a new system or expanding an existing system. By engaging them early, they can provide advice on the work that needs to be done, or even help with this work. This will also allow them to begin to prepare the notice you will need for a drinking water works permit application, and begin discussions on necessary source protection plan updates. We are working with source protection authorities to ensure they understand their role in implementing these new requirements. Comments received on the regulation proposals also identified the need for guidance and raised concerns about the ability to fund this work. We are developing guidance to ensure municipalities, system owners and source protection authorities are aware of the regulatory requirements and begin work to identify vulnerable areas early, in order to avoid delays at the permitting stage. If, as we roll put this guidance, you feel there is a gap, please let us know. In terms of funding, municipalities have various options available to them to recover the costs for building in source protection planning in new or expanding drinking water systems, including the use of development charges or through water rates. Additionally, the province continues to fund source protection authorities to implement the program and support municipalities with technical work and policy development. In some circumstances there may be additional opportunity for funding where eligible under the Ontario Community Infrastructure Fund, or other funding for small rural municipalities. KEY MESSAGES Ontario is taking action to ensure safe drinking water sources through new requirements

and updates to existing rules.   The new regulation under the Safe Drinking Water Act will ensure protections are in place

for new or expanding drinking water systems before treated water is provided to the public. 

The updates to the General regulation under Clean Water Act will ensure source protection plans are kept up to date, reduce administrative burdens, clarify requirements for amendments that deal with new or alterations to existing municipal drinking water systems and add pipelines as a new threat of provincial interest. 

The new regulation and changes take effect on July 1, 2018. 

Q1. What’s the news?

The Ministry of the Environment and Climate Change (ministry) has established a new regulation under the Safe Drinking Water Act to ensure sources of drinking water for new or expanding municipal drinking water systems are protected before treated water is provided to the public. The ministry also made changes to the General regulation (O. Reg. 287/07) under the Clean Water Act to improve how source protection plans are kept up to date and relevant.

Q2. Why did the ministry make regulatory changes?

The ministry is committed to continuous improvement of the source water protection framework and to ensure that source protection plans remain relevant and up to date. Regulatory changes were made to ensure that new or expanding municipal residential drinking water systems within source protection areas are protected by source protection plans before treated water is provided to the public. The changes also address implementation challenges, reduce burden and improve transparency for some additional types of administrative amendments and also improve consistency in protecting drinking water sources from liquid hydrocarbon pipelines.

Q3. What are the details of the regulatory changes?

New Regulation under the Safe Drinking Water Act: We learned through the first round of source protection planning that it was not always clear when and how a future source of drinking water should be protected. The regulation under the Safe Drinking Water Act is intended to address this ambiguity and ensure that new and expanding municipal residential drinking water systems within source protection areas are proactively included in source protection plans before

treated water is provided to the public. By working together, drinking water system owners and source protection authorities can ensure plans are updated in a timely manner. The regulation made under the Safe Drinking Water Act requires that, prior to an application being submitted for a drinking water works permit for new or expanding municipal residential drinking water wells or intakes, the owner of the system ensures the technical work necessary under the Clean Water Act to identify vulnerable areas has been completed. When submitting an application for the drinking water works permit the system owner will be required to include a notice from the source protection authority. The requirements of that notice are set out in the Clean Water Act regulatory amendments. In addition, the regulation requires that a condition be included within the drinking water works permit or municipal drinking water license specifying that drinking water will not be supplied to users of the new or expanding system until the amended source protection plan is approved. This provision works in tandem with the amendment to the General regulation (O.Reg.287/07) under the Clean Water Act, which ensures that source protection authorities initiate work to update the source protection plans when vulnerable areas are provided for these systems. Under the Clean Water Act regulation, when a source protection authority issues the notice needed for a drinking water works permit application, the source protection authority must confirm they are satisfied that the necessary wellhead protection areas or intake protection zones have been identified and provide details on how the plan will be updated. Together these changes will help ensure that source protection plans are updated, putting environmental protections in place prior to treated water being provided to the public. The regulation does not apply in emergencies: when an application for a drinking water works permit is being made to alleviate an immediate drinking water health hazard or is subject to emergency exceptions under the Environmental Assessment Act. This approach also recognizes that municipalities should be building the costs of source protection planning into the cost of a new or expanding drinking water system where possible. There are a number of options for municipalities to recover these costs as set out in Question 8. In addition, the province continues to fund source protection authorities to support the implementation of this program and they will work with municipalities to support technical work and policy development. Amendments to the General Regulation (O.Reg. 287/07) under the Clean Water Act: Plan Amendments: When source protection plans require amendments they must be consulted on and submitted to the Minister for approval unless they qualify as a typographical or other administrative amendment. The regulatory changes allow for additional types of amendments to qualify as administrative and exempt source protection authorities from the requirement to consult on and submit these types of amendments to the ministry for approval.

The two additional types of administrative amendments are those that account for:

properly decommissioned wells or surface water intakes, and changes the province has made to the terminology in the Tables of Drinking

Water Threats. Amendments to Incorporate New or Expanding Systems: Additional amendments made to the General regulation under the Clean Water Act work in tandem with the new regulation under the Safe Drinking Water Act. When the source protection authority receives notice of a system owner’s intent to establish or expand a drinking water system, they are required to issue a notice to the owner when they have, and are satisfied with, the necessary vulnerable area information. The regulation requires the notice provided to the owner also identify any necessary source protection plan amendments, the timing for such amendments, and if any of the amendments have been or will be implemented as a result of a source protection committee updating the plan as a result of a comprehensive review under section 36 of the Clean Water Act. Prescribed Threats: When developing assessment reports all source protection committees were required to identify areas where prescribed threats pose a risk to drinking water. They were also allowed to seek approval to include local activities of concern within their communities (“local threats”). Liquid hydrocarbon pipelines were included as local threats by 5 local source protection committees, leading to an inconsistent approach across the province. The ministry heard that this activity should be evaluated consistently. In response to this, the ministry amended the General regulation to include the establishment and operation of liquid hydrocarbon pipelines on the list of prescribed drinking water threats, putting requirements in place for source protection plan policies to be developed where pipelines could pose a significant risk to drinking water sources.

Q4. What pipelines will be captured in the amended regulation and changes to the technical rules?

The amended regulation under the Clean Water Act will primarily capture large pipelines that are designated for transmitting or distributing liquid hydrocarbons to terminals and distribution centres. The pipeline circumstances added to the Tables of Drinking Water Threats do not capture pipelines operated by the Ministry of Natural Resources and Forestry as defined in the Oil, Gas and Salt Resources Act, however, this may be re-evaluated in the future.

Q5. What kind of protection plan policies could be included in local plans to address pipelines, now that they are included as a prescribed threat?

With the addition of pipelines to the list of prescribed threats in the General regulation, additional areas of the province may be subject to policies addressing pipelines. Existing policies for pipelines focused on spills prevention, emergency preparedness, education and good planning, and were not legally binding on pipeline operators or owners. These approaches have been successful in improving spills response preparedness and the consideration of vulnerable areas by pipeline companies and at

the Ontario and National Energy Boards; it makes sense that similar policies be included in other source protection plans. New pipeline policies will provide consistent environmental protection of drinking water sources across all source protection areas. The regulation includes an exemption from including pipeline policies where there is no reasonable prospect of a pipeline being constructed (for example in a vulnerable area that is already fully developed such that a new pipeline could not be extended through that zone).

Q6. Do these regulatory changes ensure transparency and accountability when plan

amendments are made?

Yes, new measures included in the General regulation for administrative amendments ensure notification is provided to the ministry and others responsible for implementing plan policies. A requirement was also included to ensure that the Explanatory Document developed by source protection committees and authorities includes any rationale used in making decisions not to include policies to address future significant drinking water threats such as pipelines.

Q7. Why is water quantity work not required as part of the new regulatory requirements?

Our expectation is that if a municipality has made a decision to establish a new drinking water system, or expand an existing one, that they have looked at whether there is sufficient water in the area to support that system. In fact, existing watershed and sub-watershed scale water budgets have already been completed for all source protection areas and this information can be used by municipalities as they make decisions on where to access sources of drinking water for growth. When municipalities are considering new or expanded sources of drinking water in areas where water quantity may be stressed in the future, a water quantity risk assessment (water budget) will be required. These can be completed during comprehensive assessment report and source protection plan reviews under section 36 of the Clean Water Act. As such, specific updates to water quantity assessments are not required within the regulatory changes. Assessment reports should instead include a workplan to identify when and how any necessary water quantity assessments will proceed where the work will not be completed at the time of source protection plan amendments. Where a municipality and source protection authority choose to undertake water quantity risk assessments (water budgets) in advance of the application being submitted for a drinking water works permit under the Safe Drinking Water Act, the work should be included in the amended source protection plan.

Q8. How can municipalities recover the costs associated with source protection?

Source protection planning is an important and necessary part of developing new or expanding drinking water systems. Through Ontario’s investment of over $270 million

we have built a foundation of watershed science that can be used when undertaking technical work to identify wellhead protection areas or intake protection zones for new or expanding drinking water systems. This will reduce the overall costs of source protection and the cost for any new technical work should be factored into the costs associated with system expansion or development. Municipalities have various options available to them to recover costs including the use of development charges where new or expanded systems are needed to support growth or through their water rates when systems are being developed to support established areas. In some areas, as development is being established, private companies construct drinking water systems that will be assumed by the municipality at some time in the future. When these systems are assumed by the municipality, they will be subject to the Clean Water Act. Where drinking water works permit applications are being made, municipalities will be responsible for ensuring technical work is completed so that local source protection authorities can add them into the local source protection plan. Given this, municipalities may want to consider putting in place requirements that developers undertake the required source protection technical work before the municipality assumes the system. Where the municipality cannot recover costs through development charges, they may wish to determine their eligibility under the Ontario Community Infrastructure Fund. This fund is generally to help cover costs associated with capital infrastructure expenditures for small, rural and northern municipalities. The ministry will also continue to work to provide funding for small rural municipalities where necessary.

  April 3, 2018   Honourable Mayor McKay  and Council   Dear Mayor and Councillors,  We are in support of a temporary extension of the security funding to the library for another year. It is important that the library be a safe and pleasant place to work, volunteer or use the resources.  However, in the long term, it is incumbent on the Council to address the issues from which this disruptive behaviour stems, addiction, homelessness, mental illness and extreme poverty. Midland has no public indoor space where people can meet, play cards, talk, and relax. A community hub with meeting space, community workers, and activities would take much of the pressure off the library. Midland also needs a safe injection site so that users do not have to litter their paraphernalia in the library or local parks.  Yours truly,

Your Worship and members of Council: I am writing to you to ask for your consideration in a budget item that will be raised at the April 9 General Committee Meeting. It is my understanding that Council is requesting that the $90,000 expense for security at the Midland Public Library be taken out of the Library’s operating budget. I ask that you reconsider this decision for the following reasons: 1. The need for security personnel at the Library is not a function of decisions the Library has made regarding its programs and services, but rather a response to a safety concern involving people and behaviours that have been documented as having a negative impact on the whole downtown area. I realize this is a complex problem involving social services, policing, housing, etc., but while the Town develops strategies to deal with the issue I believe it is unfair to saddle the MPL with this cost. 2. The $90,000 (close to 10% of the total MPL budget) will have a negative impact on the programs and services that citizens count on the Library to provide. I do not want to see fewer acquisitions and program reductions at one of the Town’s true “jewels”. I do not want to see all the time and effort put in by Library staff and a group of dedicated volunteers who have been working over the past months to develop plans for the exciting new “maker space” go to waste. This is not moving ahead, this is moving backward. 3. The timing of this decision makes the impact more difficult. If such a significant expense was to be part of the MPL budget it should have been identified much earlier so a more studied approach to drafting the 2018 budget could have been made. I can imagine how staff would have reacted if two weeks ago Council asked for a 10% cut in the Town’s overall budget! I am sure the Library Board will have a more well thought out and comprehensive response. But I want you all to know that as a long-time user and supporter of the Library I think Council’s decision is short-sighted and needs to be rethought. In terms of priorities, the Library is one of the most significant services provided to everyone in the town. It, along with the MCC is an anchor for the downtown area. I encourage you to consider priorities and do some budget trimming in other areas to come up with the $90,000. Thanks for your consideration. Burke Penny

Monthly Report on Waterworks March, 2018

A Water Quality During the month of March we performed an average of 21 treated and raw bacteriological

water samples each week for a total of 85 samples. For each sample taken we performed in-house pH, Turbidity and Temperature testing. For the month of March we performed 33 Distribution Samples. Ontario Regulation 170/03 states a minimum of 25 Distribution Samples are to be taken monthly. All treated samples taken met the Safe Drinking Water Act Regulation showing an absence of e-coli and total coliform. These results are published on our web site. The supply of quality water and stringent monitoring continue to be provided by water section personnel.

There were no Adverse Water Quality Indicators for the month of March.

On March 20th, 21st and 22nd the other half of the Water and Wastewater Operators participated in the Activated Sludge Control Using Simulator Training Course held at the Water & Wastewater Treatment Plant. This was conducted by the WWOTC.

On March 23rd all operators and maintenance staff attended a Lunch and Learn held at the

Water & Wastewater Treatment Plant held by Aegion.

During the month of March six Operators were enrolled and completed the Safe Drinking Water Operator Essentials mandatory MOECC training. These were conducted through correspondence through the Walkerton Clean Water Center.

During the month of March all staff were issued four additional Health and Safety online

training courses to complete through the Ontario Safety Group.

(ORILLIA, ON) - The Ontario Provincial Police (OPP) is reminding people to always make sure that when you leave your vehicle, you should always make sure that it is locked.

An unlocked vehicle could not only result in an obvious loss of anything that may be left in it, but could allow an opportunistic thief the ability to gain valuable documentation that could lead to identity theft. Wallets and purses are sometimes left behind in error and they contain a lifetime of valuable information, not to mention currency, credit cards and other valuables that can be hard to replace.

Motor vehicle ownerships and insurance cards also contain information about the registered owner that could be used by identity thieves to falsely create a profile that results in credit cards and other forms of identification being obtained. Once acquired, they can then be fraudulently used leaving you holding a statement that you have no knowledge of.

Lock it or Lose it; it's that simple. You've worked hard for your identity; don't let anyone else have what is rightfully yours.

Ministry of Natural Resources and Forestry Be Bear Wise and Prevent Bears from Visiting Your Community Ontario and OPP Share Safety Tips as Bears Return From Hibernation Ontario and the Ontario Provincial Police (OPP) are reminding people to do their part to avoid human-bear interactions this spring, and encouraging them to check around their homes and remove the most popular bear attractants. April is the beginning of bear season and with it comes an increase in bear sightings in urban areas. As bears wake up after a winter of hibernation, they are faced with a scarcity of natural food sources, leading black bears to forage for food in garbage cans and bird feeders. Top tips for preventing bears from visiting your neighbourhood include:

Storing garbage in waste containers with tight-fitting lids Putting out garbage only on the morning of pickup Filling bird feeders, including seed, suet and nectar, only during the winter when bears

are hibernating Cleaning food residue and grease from outdoor barbecue grills after each use Keeping pet food indoors.

Bears that enter your community are not necessarily a threat, but it is important to know who to call during a bear encounter. For non-emergencies, the province operates a toll-free Bear Wise reporting line (1-866-514-2327). The line is open 24/7 from April 1 to November 30 to provide useful information and best practices. If a bear is posing an immediate threat by exhibiting threatening or aggressive behaviour, call 911 or your local police. QUICK FACTS

Since 2004, Ontario's Bear Wise program has been educating people on how to avoid attracting bears and how to prevent human-bear interactions.

Bears will remember their last source of food and return there when hungry, sometimes travelling over 100 kilometres.

Bear Encounters - Who Do I Call? This time of year, we see more bears come into urban areas in search of food. Not every bear sighting is an emergency situation. Here is who to call if you encounter a bear.

Non-Emergency Encounters

Call the toll-free Bear Wise reporting line at 1-866-514-2327 (TTY 705-945-7641) if a black bear is: Roaming around, checking garbage cans Breaking into a shed where garbage or food is stored In a tree Pulling down a bird feeder or knocking over a barbecue Moving through a backyard or field but is not lingering.

This line operates 24-hours a day, seven days a week, from April 1 to November 30. Staff can provide advice about bear behaviour, how to avoid human-bear interactions and how to remove attractants from your property.

Emergency Situations

Call 911 or your local police force if a bear poses an immediate threat to personal safety by exhibiting threatening or aggressive behaviour, such as:

Entering a school yard when school is in session Stalking people and lingering on-site Entering or trying to enter a residence Wandering into a public gathering Killing livestock/pets and lingering on site.

Police are the first responder for any emergency situation. If requested by police, the Ministry of Natural Resources and Forestry will respond to emergency situations to assist during daylight hours.

(MIDLAND, ON) -Members of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) participated in numerous preventative drinking and driving activities during March 30- April 2, 2018 along with the Provincial initiative on Seat Belt compliance.

Seat Belt Compliance:

Officers charged 13 drivers with failing to wear their complete seat belt assembly or ensuring that young passengers were properly belted in in their vehicle. Please view the following links for more information.

Inattentive or Distracted Driving Investigations:

Officers on patrol charged 3 drivers in the detachment patrol area . Officers wish to raise awareness of the dangers of this practice as well as enforcing the legislation on drivers who continue to unlawfully use their hand held devices while they drive. Please see the note below and the accompanying link for the fines for distracted driving.

As of September 1, 2015 the fines and penalties for distracted driving will increase.

If convicted of distracted driving, a fully licenced driver (holder of Class A, B, C, D, E, F, G) or a hybrid driver (holder of a full-class licence and a novice licence such as Class G and M1) will receive:

· a fine of $400, plus a victim surcharge and court fee, for a total of $490 if settled out of court

· fine of up to $1,000 if you receive a summons or fight your ticket

· three demerit points applied to your driver's record

If convicted of distracted driving, a novice driver (subject to the Graduated Licensing program) will be subject to escalating sanctions:

· first occurrence will result in a 30-day licence suspension

· second occurrence will result in 90-day licence suspension

· licence cancellation and removal from the Graduated Licensing System for a third occurrence

R.I.D.E. Check Stops:

Officers conducted 11 R.I.D.E. check stop locations throughout the Detachment patrol area stopping over 675 vehicles resulting in no drinking and driving charges.

SPEED and Insurance Enforcement;

Officers charged 61 drivers with speeding offences during this period. These traffic stops often lead to further investigations under the Highway Traffic Act and the Compulsory Automobile Insurance Act. During this time frame 7 drivers were charged with insurance type violations. 1 driver was charged with Stunt Driving after being observed on Radar in excess of 50 Km/h while travelling on Highway 400 in Georgian Bay Township. Impaired Driving Investigation;

On April 2, 2018 at 7:14pm an officer on patrol stopped a north bound vehicle on King Street, Midland for an traffic violation which after the driver was spoken to resulted in a drinking and driving investigation. As a result Stephen WEISSFLOG, 65 years of Midland was charged with Driving with More than 80 mgs. of Alcohol in Blood contrary to section 253 (1) (b) of the Criminal Code of Canada.His vehicle was towed and impounded for 7 days and his drivers licence was suspended for 90 days and he was released to appear before the Ontario Court of Justice in Midland on April 19,2018.

Suspended Drivers Charged:

Collision Investigations:

Other Highway Traffic Act Violations

Officers charged 20 drivers during this time period with other violations as they went about their duties while travelling area roadways. Drivers are reminded that officers do pay attention to those who fail to sign their intention to turn, roll stop signs, drive wrong way on roadways or drivers who fail to keep up their vehicles to Ministry of Transportation Standards equipment standards.

(TAY TOWNSHIP, ON.)- Members of the Southern Georgian Bay Detachment of the Ontario Provincial Police (OPP) were dispatched in the morning of Apr 3, 2018 to a theft report of a 2016 Caterpillar 257D Multi Terrain Loader, serial number # CAT0257DVEZW01612. (please see attached photograph)

This piece of construction equipment was unlawfully removed from a residential construction site on Highway 12, Tay Township, between 4:30pm April 2 and 7:30am April 3, 2018.

TOWN OF MIDLAND NORENE STREET RECONSTRUCTION

PROJECT NEWSLETTER – APRIL 6, 2018 Residents of Norene Street: Residents and business owners in Midland are advised the Town is advancing design work in support of the reconstruction of Norene Street. The primary objective of this project is to replace the existing aged infrastructure along this street to improve functionality and public safety, while reducing maintenance costs. In addition, the street will be urbanized and drainage will be improved, including the installation of concrete curb and gutter, sidewalk and storm sewer upgrades.

More specifically, the design will include the following components:

Replacement of aging watermains, hydrants and water services (to the property line only); Replacement of aging sanitary sewer and services (to the property line only); Full road reconstruction, including minor widening where applicable; Installation of concrete curb and gutter and the addition of sidewalk; Storm sewer improvements (replacement, extension, etc.) as required to improve drainage throughout and to eliminate

asphalt gutter where applicable; and Reinstatement of all disturbed areas to previous or better condition (including sections of driveways affected by

construction, boulevard sod, etc.). Consulting Engineer C.C. Tatham & Associates Ltd. (CCTA) has been retained by the Town of Midland to provide professional engineering services for the project. The scope of work includes detailed design, preparation of tender documents, contract administration and construction inspection services.

Public Information Centre The 90% complete design drawings will be displayed in the Council Chambers at 575 Dominion Avenue on April 19, 2018 from 6:00 to 8:00 pm for public review. CCTA and Town staff will be present to answer questions and receive comments, which will be reviewed and considered in support of the final design. All residents are invited to attend.

When will the work happen? Detailed design is currently underway and anticipated to be complete by April 2018. Construction is scheduled for Summer / Fall 2018. More details will be provided to residents once the schedule for construction is more clearly defined.

How will my home or business be affected? When this project proceeds to construction, maintaining access to homes and minimizing disturbances will be of the utmost importance to the Town and their consultants and contractors. Municipal servicing will be maintained throughout construction, with minor interruptions when connections are made. A separate newsletter will be circulated prior to construction, which will provide homeowners and businesses more detailed information pertaining to construction (such as garbage collection, mail service, site safety, etc.).

How Can Home Owners Help? Homeowners are encouraged to notify C.C.
