    1. ADMISSIONS THROUGH JEE-2011

    1.1 INTRODUCTION

The Indian Institutes of Technology (IITs) areinstitutions of national importance. These institutes,

along with Indian School of Mines (ISM), Dhanbad, and Institute of Technology, Banaras HinduUniversity (IT-BHU), Varanasi, play a leading role intechnological manpower development and haveexcellent research programmes. The admissions tothe Undergraduate Programmes for all Indian andForeign nationals at these institutions are madethrough the Joint Entrance Examination (JEE).

All these institutions are known for providing qualityeducation in science and technology and forresearch in frontier areas. The environment at theseinstitutions is highly conducive for

building a solid foundation of knowledge,

development of personality, confidencebuilding, self-discipline and pursuit ofexcellence,

    enhancement of creativity, motivation anddrive.

All of the above help to prepare the studentsadmitted to these institutions for successfulprofessional and social lives. Today, alumni of theseinstitutions occupy key positions in industry and

academia in India and abroad. Each Institute has state-of-the art laboratories, computer networks, library and access to digitallibrary resources. Teaching methods rely on directpersonal contact between the teacher and thestudents along with the use of traditional and moderninstructional techniques. Students live in a pleasantand intellectually stimulating environment with peoplehaving similar goals and aspirations hence providingan exciting and unique experience.

Credit-based academic programmes offer flexibility tostudents to progress at their own pace. A minimumlevel of performance is necessary for satisfactoryprogress. The medium of instruction is English. These institutions offer courses leading to Bachelors

degree in a number of engineering, technological andscientific disciplines.

M.Sc. Integrated courses in pure and appliedsciences and M.Tech. Integrated courses in a fewdisciplines are also offered by many of theseinstitutes. In addition, most institutes offer DualDegree M.Tech. programmes wherein both B.Tech.and M.Tech. degrees are awarded at the end of the

    programme.

1.2 NUMBER OF SEATS AVAILABLE ANDSEAT RESERVATION POLICY

The number of seats available in each institute forvarious courses through JEE-2011 for variouscategories of students is given in Table-1. Table-2gives the opening and closing ranks for differentcourses for the year 2010. The details of feescorresponding to the different institutes are given inTable-3.

As stated in the JEE-2011 information brochure thefollowing reservation policy is followed for admissionto various courses: 27% seats are reserved for OBC(non-creamy layer), 15% for SC and 7.5% for STcategory students. Allotment of seats to qualified

candidates with Physical Disabilities (subcategoryPD) belonging to different categories, i.e., GE,OBC(NCL), SC and ST, will be made category-wisein JEE-2011. Up to 3% of the total seats available toeach category in each of the institutes will be madeavailable to the PD candidates. These seats will beallotted to PD candidates according to theircategories, ranks in the category-wise PD merit listand the choice sheet of courses submitted. Since theallotment of at least one seat in every course in everyinstitute to PD candidates will lead to more than 3%reservation, these PD seats will be allotted todifferent categories over the years on a roster basis.

This year, the seats available to PD candidatesbelonging to different categories are given in Table-1. Two seats are available for preferential allotmentin each institute for children of defence/ paramilitarypersonnel killed or permanently disabled in actionduring war or peace time operations (DSsubcategory). Candidates belonging to DSsubcategory should submit the original certificateissued by the competent authority in the Directorateof Resettlement and Rehabilitation, New Delhi underthe Ministry of Defence or Ministry of Home affairs,Government of India.

    1.3 COUNSELLING FOR JEE-2011QUALIFIED CANDIDATES

The counselling is online for all JEE-2011 qualifiedcandidates desirous of joining the IITs/ ISM-Dhanbad/ IT-BHU, Varanasi, irrespective of theCategory/ Subcategory they belong to. Please notethat no candidate qualified in JEE-2011 isrequired to come to any of the IITs in person forcounselling. However, the PD candidates have toappear before special medical board, asdescribed in Section 1.8. Further those

candidates who would like to appear for theArchitecture/Design Aptitude Test need to cometo any of the IITs in person, as described inSection 1.9. The online counselling procedure

comprises four steps, namely, (1) Registration onJEE Counselling Online Portal (JCOP) website (2)Payment of counselling fees (3) Submission ofphotocopies of documents to the zonal IITs, and, (4)Choice filling. Before proceeding further, thecandidate is advised to go through the instructionsgiven in the Help tab in JCOP thoroughly.

    1.4 ONLINE REGISTRATION

The candidate needs to register at the JEECounselling Online Portal (JCOP)http://www.jee.iitk.ac.in/JCOP using the RegisterHere link and filling the required details as given inthe JEE-2011 admit card along with a password. Atthe completion of this procedure the website shallautomatically create a User-ID. The User-ID andPassword should be noted down carefully, keptconfidential and used for the remaining steps.Detailed instructions for this step are provided in theRegistration Procedure document available fordownload in the Help tab in JCOP.

    1.5 ONLINE CHOICE FILLING

After registration and payment of counselling fee, thecandidate needs to login to the JCOP(http://www.jee.iitk.ac.in/JCOP) using the User-ID,password and the JEE-2011 registration numberprinted on the JEE-2011 admit card. On thiswebpage the candidate enters the choices of coursesin the order of his/her preference. This choice-orderis very important for the following reasons:

The course allocation for a candidate is done strictlyon the basis of the all India rank (AIR) he/she getsbased on the performance in JEE-2011 as well asthe courses he/she selects in order of preferenceduring counselling. For example, a candidate with

AIR 558 will be considered for seat allotment after allcandidates with AIR less than or equal to 557 havebeen considered for seat allotment. For everycandidate, if his/her first choice is available, he/she isallotted that choice. Otherwise further choices, strictlyin order of the declared preferences in the choicesheet, are considered. The highest choice availableis allotted to the candidate and all subsequentchoices are ignored. If the candidate does not fillsufficient number of courses as choices, he/she maynot get any course allotment, especially in the casewhere the candidate has low AIR. The choices filledby the candidate in JCOP are final and cannot bechanged at a later stage. Thus, in their owninterest, candidates must fill in a sufficiently

large number of choices of courses in the

    decreasing order of preference.

Courses in Mining Engineering and MiningMachinery Engineering and related courses (Courses28, 29 and 107, 108 and 109 of Table-1) haveadditional prescribed standards of fitness. Thesecandidates should be free from colour blindness andthe standard of visual acuity with or without glassesshould be as per DGMS Circular 14 of 1972 (the

distant vision of eye with or without glasses shouldbe not less than 6/6 for better eye and 6/9 for worseeye). The candidates with one-eyed vision are alsonot eligible for these courses. In addition, candidatesseeking admission in Petroleum Engineering relatedCourses and M.Sc. Tech Applied Geology (Courses32, 51, 113) should also be free from colourblindness. Candidates must make sure that theymeet these standards if they opt for these courses.

The responsibility for ensuring this is entirely thecandidates. In case a candidate does not meet these

requirements but opts for these courses and isallotted one of them, his/her admission will becancelled later on. In all such cases the candidatewill have no claim for any other course of study inany of the institutes. ISM Dhanbad does not admitwomen candidates in the Mining Engineering, MiningMachinery Engineering and related courses (Courses28, 29, 107 and 108 in Table-1). Women candidatesare eligible to opt for Mining Engineering at IITKharagpur and IT-BHU (Courses 28, 107 and 109 inTable-1), provided they fulfil the special medicalrequirements as mentioned above. Womencandidates opting for these courses may also notethat Section 46(1) of the Mines Act, 1952 states thatNo women shall, notwithstanding anything contained

in any other law, be employed (a) in any part of amine which is below ground, (b) in any mine aboveground except between the hours 6 a.m. and 7 p.m..

To take care of the possibility that some qualifiedcandidates may not take the admission, the numberof candidates considered for online seat allotment iskept more than the number of seats available in the

participating institutes. Therefore, the fact that anapplicant has qualified in JEE-2011 and has beenpermitted for online counselling does not guaranteeadmission to him/her. There are two rounds ofcourse allocation in JEE-2011. At the end of firstround the candidate shall be informed about thecourse allotted to him/her. This allotment can changein the second round to a choice better than the oneallotted in the first round depending on the number ofcandidates declining the seats offered to them in thefirst round of seat allotment. In no case, a candidatewill be allotted a choice lower in the list than what isallotted during the first round. The course allotted at

the end of second round of course-allocation is final. There is no provision to freeze the course allotted tothe candidate at the end of the first round.

The following links will be useful to the candidates fordeciding on the choice-list of courses. The JCOP haslinks to the main websites of all the participatinginstitutions that include the 15 IITs, ISM-Dhanbadand IT-BHU, Varanasi. These websites in-turn havelinks to the individual departments and academicsections. In addition, the JCOP as well as thisbrochure include details regarding availability of

seats in different courses (Table-1), opening andclosing ranks in courses for the year 2010 (Table-2)and Fee structure (Table-3) in the participating
