    APPENDIXI

    SectionI

    PLANOFEXAMINATION

    Thecompetitiveexaminationcomprisestwo

    successivestages:

    (i) Civil Services (Preliminary) Examinations (Objective

    Type) for the selection of candidates for Main

    Examination;and

    (ii) Civil Services (Main) Examination (Written and

    Interview)fortheselectionofcandidatesforthevarious

    servicesandposts.

    2. The Preliminary Examination will consist of two

    papersofObjectivetype(multiplechoicequestions)and

    carryamaximumof400marksinthesubjectssetoutin

    subsection (A) of SectionII. This examination is meant

    toserveasascreeningtestonly;themarksobtained in

    thePreliminaryExaminationbythecandidateswhoare

    declared

    qualified

    for

    admission

    to

    the

    Main

    Examination will not be countedfor determining their

    final order of merit. The number of candidates to be

    admittedtotheMainExaminationwillbeabouttwelve

    to thirteen times the total approximate number of

    vacanciestobefilled intheyear inthevariousServices

    and Posts. Only those candidates who are declared by

    the Commission to have qualified in the Preliminary

    Examination intheyearwillbeeligibleforadmissionto

    the Main Examination of that yearprovided they are

    otherwise

    eligible

    for

    admission

    to

    the

    Main

    Examination.

    3. Candidates who obtain such minimum qualifying

    marks in the writtenpart of the Main Examination as

    maybefixedbytheCommissionattheirdiscretion,shall

    be summoned by themfor interviewfor a Personality

    TestvidesubsectionCofSectionII.Marksobtained in

    thepaperswillbecountedfor ranking. Thenumberof

    candidatestobesummonedfor interviewwillbeabout

    twicethenumberofvacanciestobefilled.

    APPENDIXI

    SectionI

    PLANOFEXAMINATION

    The competitive examination comprises two

    successivestages:

    (i)CivilServices (Preliminary)Examinations (Objective

    Type) for the selection of candidates for Main

    Examination;and

    (ii) Civil Services (Main) Examination (Written and

    Interview) for the selection of candidates for the

    variousservicesandposts.

    2. The preliminary Examination will consist of two

    papers of Objective type (multiple choice questions)

    andcarryamaximumof400marksinthesubjectsset

    outinsubsection(A)ofSectionII.Thisexaminationis

    meant to serve as a screening test only; the marks

    obtained

    in

    the

    Preliminary

    Examination

    by

    the

    candidateswhoaredeclaredqualifiedforadmissionto

    the Main Examination will not be counted for

    determining their finalorderofmerit.Thenumberof

    Candidates to be admitted to the Main Examination

    will be about twelve to thirteen times the total

    approximate number of vacancies to be filled in the

    yearthrough thisexamination.Only thosecandidates

    whoaredeclaredbytheCommissiontohavequalified

    in the Preliminary Examination in the year will be

    eligible

    for

    admission

    to

    the

    Main

    Examination

    of

    that

    year provided they are otherwise eligible for

    admission,totheMainExamination.

    Note I:TheCommissionwilldrawa listofcandidates

    to be qualified for Civil Service (Main) Examination

    based on the total qualifying marks as may be

    determinedbytheCommission,ofthetwopapersput

    Marks thus obtained by the candidates in the Main

    Examination(writtenpartaswellasinterview)would

    determine their final ranking. Candidates will be

    allotted to the various Services keeping in view their

    ranks in the examination and the preferences

    expressedbythemforthevariousServicesandPosts.

    SectionII

    Scheme and subjectsfor the Preliminary and Main

    Examinations.

    A.PreliminaryExamination

    The Examination shall comprise two compulsory

    papersof200markseach.

    Note:

    (i)

    Both

    the

    questionpapers

    will

    be

    of

    the

    objective

    type(multiplechoicequestions).

    Note II: There will be negative marking for incorrect

    answers (as detailed below) for all questions except

    someofthequestionswherethenegativemarkingwill

    be inbuilt in the form of different marks being

    awarded to the most appropriate and not so

    appropriateanswerforsuchquestions.

    (i)Therearefouralternativesfortheanswerstoevery

    question.Foreachquestionforwhichawronganswer

    has been given by the candidate, onethird (0.33) of

    themarksassignedto thatquestionwillbededucted

    aspenalty.

    (ii) Ifa candidategives more than one answer, it will

    betreatedasawronganswerevenifoneofthegiven

    answershappentobecorrectandtherewillbesame

    penaltyasaboveforthatquestion.

    (iii)Ifaquestionisleftblank,i.e.noanswerisgivenby

    the candidate; there will be no penalty for that

    question.

    3. The Main Examination will consist of written

    examination and an interview test. The written

    examination will consist of 9 papers of conventional

    essaytypeinthesubjectssetoutinsubsection(B)of

    SectionIIoutofwhichtwopaperswillbeofqualifying

    innature. AlsoseeNote(ii)underPara IofSectionII

    (B). Marks obtained for all the compulsory papers

    (PaperItoPaperVII)andMarksobtainedinInterview

    forPersonalityTestwillbecountedforranking.

    4. Candidates who obtain such minimum qualifying

    marks inthewrittenpartoftheMainExaminationas

    may be fixed by the Commission at their discretion,

    shall be summoned by them for an interview for a

    PersonalityTest,videsubsectionCofSectionII. The

    number of candidates tobe summoned for interview

    will be about twice the number of vacancies to be

    filled. The interview will carry 275 marks (with no

    minimumqualifyingmarks).

    Marks thus obtained by the candidates in the

    Main Examination (written part as well as interview)

    would determine their final ranking. Candidates will

    be allotted to the various services keeping in view

    their ranks in the Examination and the preferences

    expressedbythemforthevariousservicesandposts.

    SectionII

    (i) The papers on Indian Languages and English

    (Paper A and Paper B) will be of Matriculation or

    equivalent standard and will be of qualifying nature.

    (ii) Evaluation of the papers, namely, Essay,

    General Studies and Optional Subject of all the

    candidates would be done simultaneously along with

    evaluation of their qualifying papers on Indian

    Languages and English but the papers on Essay,

    General Studies and Optional Subject of only such

    their discretion for the qualifying papers on Indian

    (iv) Marks obtained by the candidates for the

    Paper IVII only will be counted for merit ranking.

    General Instructions (PreliminaryaswellasMain

    Examination):

    ((i) Candidatesmustwritethepapersintheirownhand. In

    nocircumstanceswilltheybeallowedthehelpofascribeto

    writetheanswersforthem.However,blindcandidateswill

    be allowed to write the examination with the help of a

    scribe.Blindcandidateswillalsobeallowedanextratime

    ofthirtyminutesateachpaper@tenminutesperhour.

    (ii) An extra time of twenty minutes per hour shall be

    permitted for the candidates with locomotor disability

    and cerebral palsy where dominant (writing) extremity is

    affectedtotheextentofslowingtheperformanceoffunction

    (minimum of 40% impairment) in the Civil Services (Main)

    Examination only.However,noscribeshallbepermittedto

    suchcandidates.

    Note (1) : Theeligibilityconditionsof a scribe,his/

    her conduct inside the examinationhall and the manner

    in which an extent to which he/she can help the blind

    candidateinwritingtheCivilServicesExaminationshallbe

    governedbythe instructions issuedbytheUPSC inthis

    regard.Violationofalloranyofthesaidinstructionsshall

    entailthe cancellation of the candidature of the blind

    candidate in additionto any other action that the UPSC

    maytakeagainstthescribe.

    blind candidate, the candidate concerned shall produce

    a certificate in the prescribed proforma from a Medical

    BoardconstitutedbytheCentral/StateGovernmentsalong

    Note(4):Theconcessionadmissibletoblindcandidates

    shall not beadmissibletothosesufferingfromMyopia.

    (ii)TheCommissionhavediscretiontofixqualifying

    marksinanyorallthesubjectsoftheexamination.

    (iii)Ifacandidateshandwritingisnoteasilylegible,a

    deduction will be made on this account from the total

    marksotherwiseaccruingtohim.

    (iv) Marks will not be allotted for mere

    superficialknowledge.

    General Instructions (Preliminaryas well as Main

    Examination):

    (i)Candidatesmustwritethepapersintheirownhand.Inno

    circumstanceswill they be allowed the help of a scribe to

    writetheanswersforthem.However,blindcandidateswillbe

    allowedtowritetheexaminationwiththehelpofascribe.

    Blindcandidateswillalsobeallowedanextratimeofthirty

    minutesateachpaper@tenminutesperhour.
