An agreement has been reached between Ireland's Limerick Food Center and the Canadian Food Products Development Center (CFPDC). The accord will enable the two centers to work closely together in exchanging information and in encouraging the transfer of technology in food processing, agri-business and other natural resource-based indus- tries. The Limerick Food Center, Ireland's first custom-designed food processing center, was established by Shannon Development Company to encourage the development of industries based on value-added processing of native food products. The CFPDC was established in 1978 and is jointly funded by the Federal and Provincial Governments. Based in Manitoba, it is operated by the Manitoba Research Council. Dr.Tam McEwen, Director of the CFPDC, travelled to Ireland in August to visit the food processing industries in the Midwest Region. He was impressed with the state of develop- ment of infrastructure and the indus- trial maturity of the area. Mr. John Dillon, Manager of the Raheen-based Limerick Food Center, lOO/lA noted that the agreement which was reached with the Canadian outfit, will provide access for Irish companies to a broad range of Canadian firms that may be interested in selling into the European market. This will become even more important with the advent of the Single European Market slated for 1992. The Irish Center offers an incentive package unrivalled in Europe. Compa- nies establishing operations there can avail of capital and training grants, near-zero tax rates on corporate profits, and other financial induce- ments. Because of low operating costs, and as a result of the superior environ- ment for industry which has been deve- loped there, Ireland is the most profita- ble location for industry in Europe. This is revealed in published data produced by the U.S. Department of Commerce. Other incentives offered at the Limerick Food Center include serviced industrial sites which are available to firms wishing to construct their own custom-designed factory buildings. Also available are custom units which can be used to develop and test new food products, a food development laboratory, a fully-equipped processing area in which clients may begin produc- tion of their own proposed product,and access to Limerick Food Center affili- ates in France, Sweden, Switzerland, the United States, Denmark and Norway. Suntory Limited of Japan and the Labatt Brewing Company Limited have signed an agreement whereby Labatt's New Westminster plant will brew and package Suntory draft beer for export to the U.S.A. Suntory has been export- ing draft beer directly to the U.S.A. from Japan for several years. The agreement will allow Suntory to con- tinue supplying American customers with Suntory beer. Suntory views its brewing agreement with Labatt as an opportunity to create a foothold in the U.S. as part of a planned worldwide expansion of its beer business. About 20 Labatt brewing and supervisory per- sonnel from New Westminster and London will travel to Japan to be trained in the Suntory technique. The New Westminster-brewed beer will be shipped directly to the existing Suntory wholesaler/distributor network in the U.S. Suntory draft is currently availa- ble in 12 states, including New York and Massachusetts. In 1980, Labatt became the first international company licensed by Anheuser-Busch Inc. of St. Louis, MO, to brew Budweiser. Earlier this year, Labatt acquired the licence from United Breweries of Copenhagen, Denmark, to brew the Carlsberg line of products in Canada, and the dark Guinness stout of Dublin, Ireland. A one-and-a half day food research review meeting was held on December the 15th and 16th in Ottawa called by Elizabeth Larmond, Food Research Coordinator for Agriculture Canada, as a continuation of a preliminary meet- ing held at the CIFST annual meeting in Winnipeg. Twenty-eight members from industry, government and acade- mia participated in the session which was related to the roles and responsi- bilities of publicly funded food research institutes. The opening session included talks by representatives of the three sectors on a range of related topics, including the roles of research centres, communication, relations with industry, networking and approaches to successfull food research strategies. Dr. Tam McEwen of the Canadian Food Products Development Centre discussed the role of the "private" research centres, stressing their product development and shorter term development approach as opposed to long term research goals, which was viewed to be more in the domain of Agriculture Canada. Mr. Jim Oickle of Agriculture Canada discussed com- munications and technology transfer, specifically the ease, use and types of data bases which would be useful to both industrial and research establish- ments.Means to make it easier to obtain data on who's who in govern- ment and what they do was considered a key factor to effective communica- tion. Mr. Peter Voisey of the Engineer- ing and Statistical Research Centre Agriculture Canada, summarized his view of the Agriculture Canada research establishments, their pros and cons in relation to the food industry. Agriculture Canada's mandate was defined as decidedly longer term with shorter term applied research for indus- try requiring some cost recovery. Con- cerns about competition with provin- cial/regional centres were in the process of being addressed and efforts were underway to implement an arms length means of operating and interact- ing with industry. An agreement has been reachedbetween Ireland's Limerick FoodCenter and the Canadian FoodProducts Development Center(CFPDC).
