since its foundation in 1991 the business of Končar –

Electrical Engineering institute is stable and positive

despite constant challenges and new trends in power

and transport industries. Although business results in

2017 is slightly below the plan and lower than in 2016,

earnings before interests, taxes and amortization was

1.6 million euros, and net profit was 0.8 million euros. Net

earnings of employees remained at the level of 2016.

the basis of our business is research, development,

innovations, proprietary systems for power equipment

monitoring, embedded control systems for power indu-

stry, traction vehicles and railway infrastructure, labora-

tory and diagnostic tests, product certification, expertise

and consulting. We are permanently and considerably

investing in the development, education, equipping, job

quality, reduction of environmental impacts and care

about the community.

Although as a part of KONČAR group the institute is pri-

marily oriented towards providing services for the gro-

up, we are aware that only global recognisability of our

products and services can guarantee long-term stability

and sustainability of our business. Our most important

global products and services in 2017 were transformer

and bushings monitoring systems, rotating machines

monitoring systems and laboratory tests. For the first

time we have exported the service of sil platform de-

velopment.

there are numerous on-going projects in which the in-

stitute implements R&D and innovations that are either

co-financed from national or Eu grants or from institute’s

own funds. in 2017 0.97 million euros was invested in

R&D. At the moment there are two important R&D inno-

vative co-financed projects: safetram – system for

increased driving safety in public urban rail traffic, and

H2020 project safelog, in which the institute develops

a prototype of sil safety vest for personnel working in

robotic warehouses.

the most important investment planned for the forthco-

ming period is the cEKONEt project – centre of com-

petence for advanced power equipment. the project is

a joint platform of key producers, system operators and

academic community in the areas of power systems and

power equipment. the main objectives of cEKONEt

project are the development of innovative and globally

competitive products, construction of the new labora-

tory for Power systems and Drives (lAVEsP), and mo-

dernization of R&D and test capabilities of the existing

laboratories.

the institute has Works council, whose objective is

establishment of proper communication between the

management and employees in solving social and eco-

nomic issues. the institute has defined its own anti-

corruption policy to ensure honourable, fair and ethical

business with zero tolerance of bribe and corruption. As

a signatory of the code of Business Ethics of the cro-

atian chamber of Economy (HgK) the institute obser-

ves highest principles of professional ethics and good

business practices, and has established a set of values

which employees observe in their everyday work and all

business activities.

let us point out that in 2017 the institute was one of the

signatories of the Diversity charter, a public proclamati-

on of its support, protection and promotion of diversity

in companies and in their basic values. corporate social

responsibility of the institute is based on business policy

whose aim is to ensure friendly environment for creati-

vity and innovativeness and stimulating relations with all

the stakeholders.

At the end of 2017 the institute was awarded for the 6th

time the csR iNDEX AWARD in the middle company ca-

tegory as recognition for satisfying high csR criteria in

its business. in the forthcoming years we will do our best

to realize the vision and the goals, coordinating even

more economic, social and environmental aspects, con-

tributing thus to the long-term stability of the institute

and welfare of wider community.

the same time, being a company specialized in applied research in electrical and mechanical engineering, it has two

important roles within the KONČAR group:

Markets served

Major companies for the power systems area, telecommunications and transport are the institute’s long-time partners

on the croatian market. the most important customers on the world market are the global companies from Qatar, the

Republic of Korea, sweden, Malaysia, great Britain, iran, turkey, salvador and slovenia. Most important partners in

R&D field are companies from KONČAR group. Most important markets for diagnostics, testing and certification are

the croatian and Eu ones.

Scale of the organization

the institute is founded in 1961 and reorganized 1991.

Information on employees and other workers

During the reporting period there were no major changes in number of institute’s employees. At the end of 2017

the institute had 170 employees, 81% with high or higher education, 88% with mostly technical professions, 5% with

economics professions, and 7% with various other professions. the institute has 12 employees with PhD degree, 4

with Msc degree, and 41% of all employees are younger than 35 years of age.

Rights defined in collective Agreement are guaranteed to all the employees (100%).

Končar tMs enables on-line monitoring and diagnostics of

all vital parts of power transformers and bushings. it detects

Electromagnetic field monitoring system – MEP

MEP is a system for continuous monitoring of electromagnetic fields radiation

at all frequencies. it enables local communities insight in monitoring results, i.e.

in the actual radiation values. in this way all the interested can compare actual

radiation values with the levels defined in the Regulations for Protection against

Electromagnetic Fields.

MEP is an autonomous system that can be set up in any location. it consists of

an isotropic antenna for measuring all 3 axes, spectrum analyser, gsM modems

and a software application that receives data and displays them in a user-friendly

form.

Proprietary HW/SW platforms for industrial embedded control systems

Train control and management system – TCMS

After successful development of embedded control systems for locomotives and trams, the institute has developed

and delivered train control and management systems for new croatian electric and diesel trains. Almost all compo-

nents of these systems are based on modular and sustainable platform which is a product of years of in-house deve-

lopment. the platform comprises numerous hardware and software components which enable configuration of diffe-

rent control systems for various purposes and of various levels of complexity. tcMs set is composed of train main

computer, man-machine interface, gateway, intelligent controller, distributed i/Os units and energy metering system.

SIL platforms

the institute has acquired considerable references in the development of embedded control systems based on

sil (safety integrity level) HW/sW components. We offer solutions based on our proprietary components or deve-

lopment in accordance with customer needs.

Laboratory inverters for testing power equipment and electric motors

KonSol – high-power inverters for photovoltaic power stations, and

KonLab – laboratory power converters are the basis on which we

offer special converters for various types of tests of power and instru-

ment transformers, pumps, automation equipment, fans, motors, other

converters and ship equipment.

Konlab modular hardware and software platform is developed to be highly flexible, what provides easy adjustments

to customers’ needs in terms of different power outputs, different communication interfaces, various control mode

parameters: e.g. voltage, current, power and frequency. One of its special features is a low noise operating mode,

what improves quality of work environment.

Automation of laboratory tests

thanks to decades of experience in laboratory testing of power

equipment, collaboration with other laboratories, and our own soluti-

ons in introducing automated testing, the institute offers now design

and equipping of high-voltage generic laboratories.

Rotating machines diagnostics

Diagnostic tests are comparative measurements of machine parameters to

assess whether they function properly. By timely and periodical machine

condition assessment it is possible to make extraordinary savings and im-

prove reliability of the machine and the plant.

use calibrated measuring instruments for assessment of the condition of power and instrument transformers, wind

With special measuring instruments (acoustic camera) we provide

R&D services and diagnostic noise measurements, and solve acou-

stic problems of noise source detection and sound propagation.

Energy efficiency is a set of measures to change the existing method

of using energy in industry and buildings in order to reduce the ove-

rall energy costs, without affecting the normal course of technological

Business activities of the institute are based on a wide scope of suppliers and business partners mostly from electri-

cal industry, but also from numerous other fields. code of Business Ethics is the basis on which the institute develops

its relations with suppliers, business partners and all the stakeholders. Partners in the supply chain, apart from requ-

ired quality, should also observe the best of human rights and working conditions, occupational health and safety,

and environmental and ethical concerns.

Because of very stringent requirements on products and services, the purchasing processes in the institute are

mostly based on agreements and contractual arrangements oriented towards quality, competitive prices, respect

and integrity. choice of suppliers is based on their professionalism and competence, and the purchasing process

and choice of suppliers are implemented in an objective and transparent way.

Significant changes to the organization and its supply chain

During the reporting period there were no significant changes to the institute’s size, structure, ownership or supply

chain.

Precautionary Principle or approach

through commitment to sustainable development strategy, the institute is guided in its business processes by Pre-

cautionary Principle in accordance with Act on Environmental Protection and its actual capabilities. Precautionary

Principle means that in case when scientific and objective evaluation indicates that there is a possible environmental

or health risk, measures for its prevention are implemented although the damage is not fully certain.

and promote diversity and equality is integrated in the business strategy of the institute.

Diversity charter is a voluntary initiative launched in 16 Eu countries. the croatian charter

was implemented within a joint project of the croatian Business council for sustainable De-

velopment (HR PsOR-a) and partners from slovenia and Romania.

Principles of corporate management

As a part of KONČAR group, the institute supports the principles of corporate management adopted by the Manage-

ment and supervisory Boards of KONČAR – Electrical industry on 17 April 2008 concerning:

KONČAR – Electrical Engineering institute is a joint stock company fully owned by KONČAR – Electrical industry

inc. companies within KONČAR group are independent legal entities. the parent company monitors, strategically

directs and supports the institute through supervisory boards and meetings of shareholders in accordance with the

croatian companies Act and Articles of incorporation of both KONČAR – Electrical industry and KONČAR – Electrical

Engineering institute.

supervisory Board of the company appoints and dismisses the Managing Board, and decides about the number of its

members and duration of their term of office. supervisory Board has five members, three of them are elected at the

annual general meeting, one member is appointed by employees, and one by the majority shareholder. the length

of term of members of the supervisory Board is four years.

in accordance with the companies Act and Articles of incorporation, the Managing Board manages the business of

company on their own responsibility. in doing so, the Board is obliged and authorized to make decisions necessary

for successful management of the company. there are certain kinds of decisions prescribed by Articles of incorpo-

ration that require approval by the supervisory Board. the basic organisational structure of the institute is set down

by the Managing Board and approved by the supervisory Board.

Departments of the institute as centres of key competences for individual groups of products are profit centres, and

the only measure of their business efficiency is value added, which is also the basis for determination of workers’

income in departments. the success of individual or team work is rewarded by personal stimulation or one-off

payment, depending on contribution to overall business of the institute or creation of conditions for future successful

business.

Business activities of the institute are carried out by departments, with support of common administrative units.

common services (units) provide support and consolidate the work of the departments, so that their rewards depend

on common success of all the departments.

Within the Institute there is the independent, accredited Certification and Inspection Body supervised by repre-

sentatives of government bodies and consumer associations. Certification Service - SCERT is accredited under

EN ISO/IEC 17065:2013 Conformity assessment – Requirements for bodies certifying products, processes and

services, and the Inspection Service for Power and Measurement Equipment under EN ISO/IEC 17020:2012.

Fairs and conferences

special attention is paid to participation at international

and domestic fairs and conferences because of their im-

portance for KONČAR group. in 2017 companies of the

group participated at 20 fairs and conferences, more

than 550 m2 of exhibition spaces were hired, and there

were 412 attendants from 14 companies. 51 members of

the institute attended 7 fairs and 8 conferences together

with members of other KONČAR companies, and 50 pa-

pers were published in various publications.

the first webpage www.koncar-institut.hr was made pu-

blic in 1996. its design has been changing in accordance

with information about business activities, organization

of the institute, solutions, services, references and other

useful information about electrical and mechanical engi-

neering, electronics and other engineering sciences. to

make communication with stakeholders even stronger,

the webpage was redesigned in 2017. Access to busi-

ness and product information and other activities of the

institute is now better and simpler, the design is up to

date, finding particular business information is easier, and

interaction with stakeholders is wider through possibiliti-

es to send inquiries, complaints and suggestions.

in 2016 an additional webpage www.koncarmonitoring.

com was made for promotion of monitoring systems and

machine diagnostics.

Social networks

the largest global business network linkedin is used to

maximize presence in virtual world and interaction with

stakeholders. there the institute makes public its busine-

ss information, information about new projects, products,

services, and participation at fairs and conferences. the

page KONČAR Electrical Engineering institute, inc. has

more than 3900 followers, and each month there are five

new releases.

Intranet

For the purpose of efficient internal communication, and

process and documentation management the institute has

implemented its own intranet, which is constantly upgra-

ded. in 2008 Ms Office sharePoint server – MOss was

bought, which provides a platform for data management,

archiving and searching, team work and creation of data

bases. in 2017 MOss was upgraded to meet the require-

ments of new technologies.

Employee satisfaction survey

Employee satisfaction survey is an important tool with

which employees point to possible progress and impro-

vements. strong employee inclusiveness is essential for a

successful long-term business of the institute and quality

of products and services it offers.

Once a year employee satisfaction surveys are carried

out since 2011. in them employees grade their agreement

with offered statements, and in that way areas are detec-

ted which are important for improvement of the efficiency

and the atmosphere at work.

the survey performed in January 2018 shows that em-

ployees are very committed to their work. Even 98% of

them are prepared to make, if necessary, additional efforts

at work, and 80% are satisfied with working conditions. All

five aspects of job satisfaction and human relationships

were also positively evaluated. 79% of employees are sa-

tisfied with job stability, what is their best motivation for

good work. the highest degree of dissatisfaction (64%)

goes to insufficient information about events and activiti-

es in the institute, and 53% to criteria for professional ad-

vancement. communication with the Management could

be improved in the areas of professional advancement

and taking into account suggestions given by employees.

Media

in 2017 the institute was present in printed and internet

media mainly in connection with testing and certification,

collaboration on R&D projects and csR activities. in ra-

dio and television there were interviews about the new

projects safetram (collaboration with Faculty of Electrical

Engineering in Zagreb) and safelog (a Horizon 2020 pro-

ject).

and completeness. the authors tried to present in a clear way those topics and their effects that are priorities for the

institute and its stakeholders. in this way the focus is set on Materiality, i.e. on the topics that are important enough

to be reported.

in the beginning of determination of materiality topics for 2017 there was a revision of gRi disclosures from 15 materi-

ality topics identified in 2016. it was found that some topics must be revised in accordance with gRi standards. After

that, five steps were taken in this direction, with stakeholder inclusion as a vital aspect. Dialogue with stakeholders

is the basic means of regular communication, and hence also the basis for identification of csR Report priorities and

sustainability strategy.

the institute is doing business entirely with its

own funds and it is not exposed to interest rate

risk, credit risk and liquidity risk. its short-term as-

sets are 8.4 times bigger than its current liabilities.

Financial assets make 60% of short-term assets,

which guarantees business stability in the follow-

ing period considering outstanding liabilities at the

end of the year.

income from sales per key business activities in

the last five years is shown on the right. in 2017 the

income from sales of R&D services is 3.9% higher

than in 2016, but the income from proprietary solu-

tions is 58.7% lower.

the most important products and services of the

institute were transformer, bushing and machine

monitoring systems, and laboratory testing of HV

equipment. For the first time the institute has also

offered services related to development of sil

in 2017 operating income was 11.15 million euros,

and EBitDA was 1.60 million euros.

in 2017 the number of employees was slightly increased, and at the end of the year the number was 170. 138 employ-

ees have high or higher education, 12 of them have PhD degree and 4 Msc degree. Average age of employees was

40 years, average years of service 16.

10 employees attend postgraduate doctoral studies at three faculties of the university of Zagreb, and 4 attend post-

graduate specialist studies. the institute has 18 researchers registered in the Register of Researchers, 7 of them

with the status of research associate and 1 senior research associate. in 2017 51 employees attended domestic and

international conferences, and 50 papers were published in various kinds of publications. 17 employees attended

courses in various foreign languages: English, german, spanish and French.

Financial assistance received from government

in 2017 the institute was granted financial assistance from the government in the amount of 223,151 euros in the

form of income tax reduction (aid for education, training and R&D). Ministry of the Economy, Enterpreneurshift and

crafts co-funded with 51,556 euros the safetram project implemented in collabration with the Faculty of Electrical

Engineering and computing in Zagreb. Also, the Horizon 2020 project safelog was co-funded with the amount of

128,072 euros.

Donations and sponsorships

in 2017 the institute invested most funds (67%) in

partnerships and fostering relations with engineer-

ing faculties, development and exchange of knowl-

edge in natural sciences and electrical engineering.

Market presence

in 2017 the average monthly gross wages in the institute were 2.3 times higher than the average gross wage in

croatia, or 44% higher than the average in the scientific-research sector per the data of croatian Bureau of statistics.

Indirect economic impacts

in 2017 the investments in non-current assets were

0,82 million euros – 562,995 euros in equipment

and 261,390 euros in buildings. investment mainte-

nance of equipment and buildings was 80,428 eu-

ros. costs of professional training (including schol-

arships, diverse fees, reference literature, business

trips etc.) were 0,13 million euros. software licence

and maintenance costs were 0,13 million euros.

There are numerous on-going R&D and innovation projects either funded by the Institute or co-funded by na-

tional or EU funds. In 2017 total investments in R&D were 0,97 million euros, of which 0,18 million euros were

the most important investment planned for the next years is the cEKONEt project, which should be co-funded by

Eu funds, and for which the project documentation was submitted on 1 september 2017.

Significant indirect economic impacts

Key fields of institute’s activities are electric power engineering and transport, where advanced technologies based

on smart sensors, ict, and advanced materials are being introduced. it is expected that our own development of

specific sensors together with necessary electronic circuits will considerably improve the innovative solutions, quality

and competitiveness of all monitoring systems as products with the biggest market potential.

new engineering solutions and innovative products competitive on the global market.

Anti-corruption

the institute as a company that accepts democratic values, innovativeness, and fair business relations has recog-

nized the need and responsibility to follow contemporary trends in fight against corruption by implementing the code

of Ethics and defining rules for reduction of risk from bribery and corruption in the institute to the minimum.

Anti-corruption policy of the institute is implemented by doing the entire business in accordance with laws, interna-

tional regulations and rules of profession in an honest, fair and ethical way, with zero tolerance to bribery and corrup-

tion. the policy defines the reporting procedure, and every employee shall report any knowledge or doubt of bribery

or any form of corruption inside or outside the institute to the head of their department or service. Employees can

report their knowledge or observations either orally, by mail or by an anonymous note put in a special box.

No case of corruption has ever been noticed in the institute.

Anti-competitive behaviour

code of Business Ethics defines our obligations in accordance with laws and regulations, what implies that every

employee shall observe the competition Act. the code also obliges the institute to fair and transparent competition

in all the fields and business activities.

so far no cases of not obeying of free market competition have been found in the institute.

environmental

the institute is not a manufacturing company, and therefore it does not contribute much to pollution, and neither

it can help much in reducing emissions and carbon footprint. But our solutions help others to do so: e.g. to reduce

faults, losses, breakdowns, and thus improve life, reliability and safety of operation of equipment

Products have impacts on the environment during their manufacture, use and after expiration of their life. increased

awareness of the need to protect the environment, together with requirements of applicable standards and techni-

cal regulations, motivate producers to create devices with lowest possible environmental impact. New requirements

are related to e.g. reduction of exhaust gases, effluents, losses, electromagnetic emissions, use of recyclable and

degradable materials etc.

the institute implements continual and systematic activities for environmental protection in accordance with croatian

laws and regulations, and systematically monitors potentially strong environmental impacts. Environmentally friendly

materials and procedures are used in the design and manufacture of our products.

constant attention is paid to rational utilisation of energy and other natural resources. Potential incidents are recog-

nized and prevented. Awareness of employees is fostered, and they are trained for efficient environmental protec-

tion. At the same time there is also active collaboration with local community and stakeholders on environmental

protection.

Energy

Business activities have direct impact on energy

consumption, and therefore all major deviations

are monitored, analysed and adjusted to the needs

of business processes. in 2017 consumption of en-

ergy and fuel for vehicles was reduced although

the number of employees was increased. slight

increase of thermal energy consumption was in ac-

cordance with climatic conditions.

Energy costs were 3.3% value added.

Water

there was a considerable reduction of water con-

sumption in the last two years despite increased

number of employees. that is a result of more

rational consumption and introduction of a new

technology of electric equipment testing in climatic

chamber.

In 2017 water consumption was 7.86 m3 per

employee.

Emissions

Direct and indirect emissions include fuel consump-

tion of company-owned vehicles, fuel consump-

tion of privately-owned vehicles used for business

purposes and fuel consumption of planes are also

included. Annual fuel consumption of vehicles and

planes is directly dependent on business activities

and increased number of travels and diagnostic

tests on site (transport of measuring equipment

and test engineers). However, to rationalize fuel

consumption in the long term, all the new vehicles

that were bought have diesel engines with less

consumption than others.

Effluents and Waste

since introduction of Environmental Management system (EMs) in 2002, waste has been disposed in the institute in

accordance with croatian laws and regulations. Our work processes generate waste that requires special disposal

methods including recognition of hazardous waste, collecting, temporary storage, disposal by the authorized waste

iNDOK has more than 20,000 printed professional books, and more than 800 scientific and

professional journals in the fields of electrical engineering, electronics, energy, transport and

natural sciences. users can access databases of scientific and professional e-books, e-pro-

ceedings, e-papers, PhD, Msc and Bsc theses.

special attention is given to purchase of new equipment and software for development and

testing. For efficient communication, process control and monitoring there is an intranet-

supported information system that is constantly upgraded.

team work and knowledge gained by work on R&D tasks together with other KONČAR companies or in partnerships

on domestic and international projects are the greatest strength of the institute. All employees have the possibility of

continuing personal and professional development through educational and professional programmes. Motivation of

employees for scientific and professional improvement and advancement and focus on the fields of institute’s inter-

est are an enormous drive for technical creativity and competition on global level.

successful application of knowledge, ability to communicate and loyalty are the main criteria for promotion, and at-

tained results are the measure of personal income.

Employment

At the end of 2016 the institute had 167, and at the end of 2017 170 employees. During the reporting period 15 new

employees were hired, and 12 left the institute: 1 retired, 9 consensually terminated their employment, and for 2 of

them expired their employment contract.

All female employees have the right on parental leave, and male employees have the same right in accordance with

the decision of the croatian institute for Health insurance (HZZO). During the reporting period 4 women and 1 man

used their right to parental leave. All the employees (100%) were back to their work after termination of the leave.

Minimum notice periods regarding operational changes

usual minimum period for informing employees and their representatives about important operational changes that

might affect them is one month. in accordance with labour Act the information are given to labour council and/or

trade union, at workers meetings, or through workers’ representative in supervisory Board.

Occupational health and safety

Occupational health and safety are very important

elements of work conditions, and as such are moni-

tored by a third party through the certified Occupa-

tional Health and safety Management system com-

plying with OHsAs 18001.

the institute continually and systematically identifies

hazards, and assess and monitors risks that can influ-

ence the health and safety of employees and third

parties as prescribed by croatian legislation. it also

continually and comprehensively plans, implements

and assesses the competence of all the employees

to regular periodical medical check-ups. Physical and chemical factors and installations in premises, machines and de-

vices with increased safety risk are also checked. individual awareness and understanding of employees’ obligations

is enhanced, and their active participation in establishment, review and improvement of safety at work are fostered.

in 2017 there were 3 accidents at work, and 408 working hours were lost. there were no occupational diseases.

Expenses of occupational health and safety were 1.9 value added.

Training and education

Programme for new employees and trainees makes

them familiar with by-laws of the institute, manage-

ment systems, safety at work and basic principles

of corporate social responsibility and sustainability.

Personal development and improvement of each

employee is very important for the institute, be-

cause business operations and development are

based on expertise and innovativeness i.e. on

good knowledge of problems and their solutions

based on new technologies. Expertise and inno-

vativeness are enhanced by additional training of

employees and active participation at international

conferences and exhibitions, creating competitive

advantage of the institute and improving the devel-

opment of new products and services.

Employees have the possibility of permanent professional education and attending courses in foreign languages,

it, quality, environmental, and occupational health and safety management systems. New knowledge is acquired

through post-graduate doctoral and specialist studies, and through work on R&D projects in teams with employees of

other KONČAR group companies, on seminars and active participation at international conferences and exhibitions.

in 2017 66% of employees attended some form of training or education, and average lesson time was 82 hours per

Doctoral thesis

Petar gabrić has successfully defended doctoral thesis: “Methodology of

Experimental Research of Dielectric stress in Oil-Barrier transformer insula-

tion” at the Faculty of Electrical Engineering and computing in Zagreb, and

received for it KONČAR Award for outstanding scientific achievement in elec-

trical engineering with industrial applications.

Progressive education for managers

to develop independence in work and leadership skills of candidates under 35, there is a special programme of

training in management (FBA – Fundamentals of Business Administration) that will render them capable of applying

modern management methods. the purpose of this programme is to render the candidates capable of independent

work, and also to create a base of potential young managers. in 2016 and 2017 there was also a cycle of advanced

education with a view to stimulating business thinking and developing specific managerial competencies. the pro-

gramme has been attended so far by 12 candidates from the institute.

Diversity and Equal Opportunity

Due to specific business activities of the institute

most employees are male. Percentage of female

employees is almost the same for many years, and

it is 23 to 25%. However, the management struc-

ture has been largely changed. ten years ago there

were 23% female middle managers, while in 2016 it

reached the high 54%.

in the last ten years also the age structure has been essentially changed. in 2007 the average age of the employees

was 42, and in 2017 it was 40. this is a result of systematic “rejuvenation” of the institute, however taking care to

transmit and preserve knowledge of older generations for the new ones. Also, since 2007 the structure of the top

management has almost completely changed, so that now the average age is 44.

Non-discrimination

the institute has additionally strengthened its commitment to diversity and non-discrimination as basic values of con-

temporary society by signing the Diversity charter in 2017. this voluntary initiative has bound the institute to develop

a diversity and non-discrimination policy, an action plan with indicators that can be measured, and to make a progress

report once a year.

there was no incident of discrimination in the institute since its foundation.

Freedom of association and collective bargaining

All employees enjoy freedom of association and collective bargaining. At the end of 2016 there were elections after

which Workers’ council was established. through the council employees take part in decision making relating to

their economic and social rights and interests. the Managing Board has rated positively this initiative, because joint

decision making is mutually beneficial.

Support for engineering sciences and awards for best students

the institute builds up partnership with the academic

community, develops and supports both professionally

and financially organisation and participation at scientific

meetings, conferences and symposia that enable ex-

change of experiences and development of science, and

also awards best students at three faculties of engineer-

ing.

For a number of years the institute has been financially

supporting the lifetime Achievement Award “the Power

of Knowledge”. this award is given by the croatian Acad-

emy of Engineering to outstanding scientists for their en-

tire R&D work in engineering/biotechnical sciences and

for life-long contribution to the progress of profession,

with special emphasis on application of results of research

work. in 2017, as in every year, the institute has financially

awarded the best students at the Faculty of Electrical En-

gineering and computing in Zagreb (Josip lončar Award),

and the Faculty of chemical Engineering and technology

in Zagreb (Vjera Marjanović-Krajovan Award).

Practical training

in 2017 18 pupils and students successfully completed

practical training. under the guidance of expert mentors

they had the opportunity to acquire practical knowledge

and skills. Mandatory training give them the opportunity

to take part in solving concrete every-day problems, and

their teachers get feedback on knowledge and skills

which the contemporary market expects from future

engineers, what in turn enables better adaptation of the

curriculum to current needs of industry and technology

trends.

Visits of pupils and students

in 2017 the institute hosted numerous groups of students

and pupils from croatia and surrounding countries. in

laboratories of the institute they got familiar with produc-

tion processes and up-to-date laboratory equipment.

Practical knowledge and concrete solutions are the most

important segments of successful training especially in

eu programmes – horiZon 2020

SafeLog

in the beginning of 2016 the institute joined the implementa-

tion of the Horizon 2020 project „safe human-robot interaction

in logistic applications for highly flexible warehouses“ (abbr.

safelog). Project coordinator is Karlsruhe institute of technol-

ogy. Apart from the institute, other partners are Fraunhofer iMl,

czech technical university of Prague, swisslog and Faculty of

Electrical Engineering and computing in Zagreb. Activities of the

institute are related to research, development and prototyping

of a safety vest for warehouse personnel and its certification.

Projects co-funded by european regional Development fund SafeTram

in 2017 the institute has signed a contract with the Ministry of Entrepreneurship and crafts for the SafeTram project

(“system for increased driving safety in public urban rail traffic”) within the call for Proposals „increase of the develop-

ment of new products and services which supervene from research and development activities”. the institute is the

project leader, and the Faculty of Electrical Engineering and computing in Zagreb project partner.

opment, manufacture and testing of hardware and soft-

ware for embedded control systems.

ELEKTROBOJ – Student competition

the institute has been supporting for four years the stu-

dent competition ElEKtROBOJ - a competition of students

in the development of HW/sW solutions. its objective is to

stimulate students to independent work on extracurricu-

lar activities, thus improving their creativity and technical

competences. the institute is included in the jury of ex-

perts, and during the competition students visit laborato-

ries, have lectures on product certification, and take part

in testing under Eu directives and standards.

Fostering cooperation of industry and science

New employees of the institute are mainly young high-

ly educated people, who are stimulated to additionally

improve their knowledge and education in the field of

technical sciences. Knowledge, skills and capabilities of

employees are focused on solving complex technical

problems in order to constantly and innovatively improve

the existing products and services. Business activities of

the institute are supported by its connections with the ac-

ademic community and joint work on scientific-research

projects co-funded by the croatian and Eu funds.

collaboration of the institute with academic society has

been fostered for a number of years, and is constantly

improving. connecting economy with academic society

is also strongly supported by the European commission

with a view to transferring new technologies and knowl-

edge from faculties to industry, and thus improve the

existing high technology products and services and de-

velop new ones.

By connecting with academic community the institute

tries first of all to acquire new knowledge through ad-

ditional training of employees and scientific research in

order to solve complex technical problems related to

development of new products, and also to inform wider

society about the achieved results. such collaboration

results in new knowledge and skills that lead to original

solutions of complex technical problems applying scien-

tific approach. the costs are partly covered by the Euro-

pean and national funds, which reduces the expenditures

for research. By joint work on R&D projects the institute

and academic community share the risks regarding the

results of such projects, oblige themselves to observe

the terms of completion and application of project results,

and are equally responsible for the development of the

economy and society.

Knowledge, skills and their application are the key fac-

tors in the development of the institute, and multifaceted

collaboration with scientific community provides inflow of

new knowledge and skills through post-graduate doctor-

al and specialist studies and joint R&D projects.

the goal of the SafeTram project is to develop electronic devices and software algorithms that will help tram drivers

to increase traffic safety. the system should warn the driver about danger, and help them to react more quickly, i.e. to

avoid collision with other road users. Duration of the project is till 2020, and it is divided in three stages. stage one

covers investigation of new methods of environment perception using multisensor system, interpretation of dynamic

scenes in vehicle environment, development of a model of urban dynamic areas, and of a new architecture of sil

systems.

Centre of competence – CEKONET

Centre of competence for advanced power equipment – CEKONET is a joint platform which brings together key

companies, system operators, and academic community with a view of generating innovative and globally competi-

tive products and services in the areas of power equipment and systems.

As project coordinator the institute has gathered 12 partners: Faculty of Electrical Engineering and computing in

Zagreb, Faculty of Mechanical Engineering and Naval Architecture in Zagreb, Faculty of chemical Engineering and

technology in Zagreb, KONČAR – Power transformers, KONČAR – instrument transformers, KONČAR – generators

and Motors, HEP - generation, croatian transmission system Operator (HOPs), Eltra-Mg, Mg servis and Elektroin-

stalacijska tehnika.

the value of CEKONET project is 18.10 million euros, and the expected co-funding is 11,66 million euros. the institute

will invest 14,44 million euros, and planned co-funding is 9,18 million euros. the co-funding should be provided by

the European Regional Development Fund within the call for support of development of centres of competence

launched by the Ministry of the Economy, Entrepreneurship and crafts.

R&D activities will be implemented in the form of six R&D projects, through efficient collaboration and joint utilization

of resources. Each of the six projects will result in an innovative or improved product, what will considerably increase

the competitiveness of cEKONEt partners and the entire croatian power engineering sector. the precondition for

successful implementation is the construction of a new laboratory for High Voltage, Power systems and Drives

(lAVEsP) and extension of the existing R&D and test facilities of the institute.

Awards and social recognitions in 2017

CSR INDEX AWARD for 2017. the institute was awarded for the sixth time.

it is award to the companies that excel in csR practice. the csR Award cri-

teria cover seven areas: economic sustainability, incorporation of csR and

sustainable development in business strategy, work environment, environ-

mental protection, market relations, relationships with the community, and

human rights protection.

Petar Gabrić, PhD, received the tradi-

tional KONČAR Award for the doctoral

thesis “Methodology of Experimental

Research of Dielectric stress in Oil-

Barrier transformer insulation”, which

is given for outstanding scientific achievements in electrical engineering with

industrial applications.

at the 15th international innovation Exhibition ARCA 2017. Authors: Vedran

new requirements, disclosures and terms
