Mansfield Shire Council Enterprise Agreement Negotiations on the EA commenced in August 2018, and in-principal agreement was reached late December 2018. Due to the Christmas break and staff annual leave, Council held off from conducting the vote until February 2019. Voting on the proposed Enterprise Agreement took place on 19 February 2019 with a YES vote of 65, 0 (zero) NO votes and 1 informal vote. The Agreement has now been lodged with Fair Work Commission for approval. Currently approvals on Agreements are taking up to 6 months. EA Voting Scrutineers, Julie Dolling and Michelle Foster. WASTE E-waste shed construction The project for the construction of the e-waste shed at the Mansfield Resource Recovery Centre has progressed with the specifications of the shed finalised. Within the scope of the funding secured, a 20 x 9 three bay shed will be constructed to store all end of life electronic materials before sending off for recycling. The shed will be constructed in line with the relevant Australian Standards for the storage of e-waste, as we fast approach the state-wide ban on all electronic materials from landfill, effective 1 July 2019. Earthworks to level the shed site are on track to commence within the next couple of weeks with the project anticipated for completion this year.

ECONOMIC DEVELOPMENT 2019 VTIC Visitor Economy Forum & Tourism Australia Industry Briefing Visit Victoria and Tourism Australia were the two main guest speakers at the event hosted at Melbourne Convention and Exhibition center. The Tourism and Economic department of Mansfield Shire Council attended and noted a key message, the importance of tourism for the Victorian economy and that regional tourism in particular is a key driver for jobs. Victoria University also attended announcing the launch of the school for the Visitor Economy in response to exponential growth in Australia’s tourism, hospitality and event industries. With an increasingly mobile global population, this sector is expected to grow more than four percent per annum until 2026, generating over $150 billion per year. This launch was a push from businesses currently engaged in our visitor economy facing skill gaps and recruitment shortages and the anticipated growth is set to see this increase.

EOI Ride High Country Ride High Country website is now live hosted by Regional Development Victoria with Victorian Government investing $12 million towards a 10 year plan to help build on the region’s cycling strengths and make it the premier cycling tourism destination of Australia. More information can be found on www.rdv.vic.gov.au/ride-high-country Workshops The Startup Shakeup network have hosted a number of workshops in Mansfield over February including Smart Seeds Open, Global Sisters- My Big Idea and will continue to host upcoming workshops to provide exciting opportunities for entrepreneurs, innovators, and aspiring startups. The Economic Development team have been attending the Organisational Entrepreneurship workshop hosted by Startup Shakeup in Wangaratta. This three day course integrates entrepreneurial theory and research with practical business and management knowledge, and has been designed for managers who want to develop, launch and grow innovative ideas and projects within organisations.

ENVIRONMENT Goulburn Broken Local Government Biodiversity Reference Group The GBLGBRG met on 26 February 2019. Native vegetation compliance and protection of large paddock trees dominated the group’s agenda. Illegal land clearing to improve agricultural land is occurring across the Goulburn Broken region. The group discussed the limited tools available to local government under the Planning and Environment Act 1987. The role of DELWP to support or ‘take-on’ compliance was raised across a number of local government regions.

The Goulburn Broken Catchment Management Authority (GBCMA) have designated 2019 the year of the paddock tree and are working with City of Greater Shepparton to raise the importance of large paddock trees for biodiversity function in the landscape. Large red gum trees within the Mansfield township area continue to be lost through infill sub-division. This is occurring in residential infill sub-divisions as well as proposals for industrial land sub-division along Dead Horse Lane. The State Government’s Native Vegetation Regulations require that large trees being removed are off-set with other large trees to be protected. Most off-sets for large trees are being established in areas like Shepparton where land is more cost effective. This is resulting in trees that are many hundreds of years old being lost from the Mansfield landscape. Future of our Forests Consultation The State Government is renegotiating the Regional Forest Agreements with the Commonwealth Government. Local Government has been invited to participate in the Regional Forest Agreement review. Surveys are currently open to all Victorians to submit their views on what they value about our forests and the future of forest management. The survey can be found here: https://engage.vic.gov.au/future-of-our-forests Further workshops for local government representative in the Hume region is scheduled for 19 March 2019 in Marysville. The Save our Strathbogie Forest community action group, at forum hosted by DELWP, presented to local government, catchment management and DELWP representatives on the environmental values of the Strathbogie State forest.

The group is advocating for a cessation of native forest logging in Strathbogie forest, with a move to eco-tourism ventures instead. This argument is based on the Strathbogie forest being home to threatened species such as the Greater Glider, the extent of the native vegetation removal in the past and the impacts of climate change on the forest regenerating following timber harvesting. Pest plants and animals regional update The GBCMA are updating their regional pest strategy to taken into account new and emerging pest animals and plants in the area. Since the last strategy feral deer have become a significant problem in Mansfield Shire. Feral pig control programs have commenced by DELWP in the Tolmie area of Mansfield Shire. The program will consist of setting cameras to identity problem areas, trapping of pigs and engaging shooters to control pigs in problem area. Parks Victoria are releasing the RHDV K5 rabbit virus within the Mansfield Shire region. The virus does not infect any other animals apart from rabbits. Dogs and native fauna are safe, even if they eat an infected rabbit. The virus is applied to the cut carrots in Parks Victoria land. On Tuesday 5 March Mansfield Shire Council Environment Officer attended the Wild Dog Management Zone Work Plan workshop in Merrijig. The work plan outlines the work by DELWP to trap, bait and work with landholders to control wild dogs in our area. Mansfield Shire roadside weed control contractors have completed their allocated works for this season. Areas treated include: Tolmie, Maindample, Bonnie Doon, Merton, Ancona, Gough’s Bay, Howe’s Creek, Delatite, Piries, Merrijig and Booroolite.

Mansfield Shire works closely with Up2Us Landcare Alliance, the Environment Advisory Group and other agencies to determine which areas are treated each season. The Environment Officer has also received a number of inquiries about how to manage weeds on private land in-conjunction with the roadside program occurring. This is positive outcome of the State Government and Council funded roadside weed control program. REM (Renewable Energy Mansfield) The first Renewable Energy Mansfield community information session on domestic solar systems will be held in the evening on 26 March 2019. The information session will bring together local solar installers to provide advice on what systems are available and how to go about getting solar systems installed on properties. Under Strategic Objective 4.2 of the Council Plan, there is the action to “support the work of key environmental groups and organisations, including Landcare”. Council is supporting REM by hosting the community information session in Council Chambers and by the Environment Officer providing ‘in-kind’ support to the group.

1 New Beauty Premise registration: Davon’s Vintage Barber 3 Transfer of Beauty Premise registration: Davon’s Hair Room Michelle Pigdon Hairdressing Joanne Clegg Hairdressing On behalf of Council, officers have issued 104 Registrations under the Public Health and Wellbeing Act and 1982 and the Food Act 1984. Only a small number of premises remain overdue and are being pursued (mostly Mt Buller related and not trading). Caravan Park registrations are issued for a 3 year period and these will fall due at the end of this calendar year. Food Sampling Under the Food Act, Council is obligated to purchase and submit for analysis a State ‘gazetted’ number of food samples. Numbers have been lowered from 39 in 2018 to 33 this year however the Analyst we use has advised us of a price increase (first in 10 years). Products can be analysed for microbiological, chemical composition and where packaged, for compliance assessment with labelling requirements (product description, name and address of manufacturer or seller, ingredients, nutrition panel, correctness of any stated claim, etc). Eight (8) food samples were obtained and submitted for analysis during the last quarter ending December 2018, with sampling focused on microbiological quality of ready-to-eat foods from premises with new proprietors. The majority of results for microbiological analysis indicated satisfactory outcomes with acceptable bacterial counts, however two results were reported as been of marginal quality. These marginal results have been followed up with both the hygiene standards of premises and food handling practices reviewed A further eight (8) food samples were submitted during February with a focus on deli foods. Results for this round of sampling have not yet been received from the Analyst.

Mansfield and District (MAD) Bee Group – 17 January 2019 Council’s Environmental Health Officers were invited to speak at the MAD Bee Group’s January meeting to discuss Council requirements under the Food Act – applicable if honey products are to be sold. Topics on the night varied from:

- When and why a Food Act registration is required

- Premise specifications requirements - Food safety & labelling

- Planning and Local Laws requirements and permits

Domestic Wastewater Management Plan Progress is continuing to occur with the implementation of the various identified actions within the adopted Domestic Wastewater Management Plan All owners of allotments at Goughs Bay have received our response / advice following assessments and we are in contact with a number of owners who have proposed improvements. Follow-up contact is been attempted with owners who have not been responsive to past contact. The review of installations has commenced in the Howqua Inlet area and follow-up contact will now be commenced with property owners. Many of the letters seek the owners’ co-operation in finding their wastewater system for further review, locating the components and or addressing off-site discharges. We are also actively responding to enquiries received as owners seeking clarification, assistance and as they prepare to lodge permits to alter (with a number of upgrades having now occurred).

An internal review of actions under the DWMP has commenced as the DWMP was adopted by Council at its meeting in August 2014. State legislation dictates that Council must have a DWMP however this requirement may be subject to change following the adoption of the Environmental Protection Act 2017 and the Environmental Protection (Amendment) Act 2018. Council officers recently participated in a workshop hosted by EPA that was held to explore future options for the management of septic systems. Draft regulations are scheduled to be released for public consultation in June 2019. Data is presented elsewhere and shows the relatively quiet period for the start of the year for new ‘Permit to Install / Alter’ (9 for the past month) but an increase in the number of previously issued permits that are been finalised. Some of these relate to installations commenced many years ago and is a follow-on from reminders issued under the Wastewater Management Plan.

INFRASTRUCTURE DEPARTMENT REPORT March 2019

FIELD SERVICES

Grading has been difficult this month due to the lack of water required to carry out these works. This has required crews to move from road to road chasing a constant source of water. Both crews are now working in the Booroolite/Mansfield areas. Our urban crew have focused on refreshing the parking bay lines in the township this month which has made a huge impact on the town.

PARKS & GARDENS Water, water, water!................ still. The team has been extremely busy keeping gardens and trees alive this month. Much of the focus has been aimed at keeping establishing deciduous trees watered. The urban weed spraying program has continued with a focus on pathways within the Mansfield township. The team also commenced envelope clearing of the urban footpaths.

CEMETERY During February there was one interment at Bonnie Doon and one at Mansfield Cemetery. All cemeteries are looking dry but P&G staff continue to perform routine mowing and maintenance at these locations.

CAPITAL WORKS

Works to construct and seal New Street (south) are progressing well. The underground drainage, kerbs, footpath and base pavement have now been installed. Completion of the work is expected by mid March.

Tenders have been awarded for the road sealing and construction of The Sideling, Jamieson; Ryan St, Mansfield and Kitchen St, Bonnie Doon. Work is expected to commence by the end of March. The Lakins Road culvert works have commenced. The contractor is established on site in preparation for the demolition of the existing structure. Works are expected to take 8 weeks to complete.
