FOREWORD

We are an academic institution that professes to deliver quality services to our stakeholders. The use of the plural “we” is not a grammatical accident. It is an expression of the shared mission of an academic community with a clear vision- UNP as a global university anchored on excellence. Our objective is not just to form individuals who are not only useful in their respective communities, but to educate men and women who shall contribute to the building of a system that promotes global harmony. The College of Teacher Education, one of the oldest academic units of UNP, envisions itself as a prime mover in upgrading the teacher education programs to develop and train students who will become teachers of commendable performance. As such, the college sees to harmonize all the facets of its programs by coming up with clearly defined core processes and systems, thus the crafting of the College of Teacher Education Operations Manual, salutary to the present’s systems thinking approach in implementing its programs and projects as embodied in the Ten Governance Initiatives spelled out in the items, “Effectiveness of Systems” and “Accountability to Stakeholders”. In this procedure and work instructions manual, we shall present the operating procedures of the core processes covered by the Quality Management Systems (QMS) which includes a clear description of the control of the delivery of services in the admission and enrolment of students, management of learning, and promotion and confirmation of candidates for graduation. This also covers the composition of the college and its academic policies. The key procedures are allotted the biggest space since these point the way to efficient and effective delivery of instructional services. INTRODUCTION

The Operations Manual of the College of Teacher Education covers the core processes

and procedures from student admission and enrolment to management of learning,

promotion and confirmation of candidates for graduation. It also includes the organizational

structure, duties and responsibilities of human resources and academic policies affecting the

operations of the college. These policies are lifted from the UNP Code 2015 (BOR No. 99, S.

2014) and the Student Handbook, 2013 edition (BOR No. 106, S.2013). This manual will guide

the College of Teacher Education in establishing effective systems and procedures in order

to achieve the vision, mission of the University and the goal and objectives of the College.

The College of Teacher Education (CTE) envisions itself as the prime mover in the

improvement of teacher education programs in order to develop and train students who can

be exemplar purveyors of knowledge and moulders of young minds.

History of the College of Teacher Education

1966 – The Bachelor of Science in Industrial Education, the first degree program of

the University, was offered.

1968 – By virtue of Board Resolution Number 120, s. 1968, the College of Industrial

Education was established with Mr. Julian A. Corpuz as the first Dean.

1969 – The Bachelor of Science in Education Program was offered.

1971 – By virtue of Board Resolution No. 407, s. 1971, the Intermediate Grades V and

VI were opened to serve as laboratory for BSIE Student Teachers.

1978 – The College of Industrial Education was renamed to College of Education.

1978 – The College of Education was merged into one college under the title, College

of Teacher Education. It offered two more programs, the Bachelor of Science

in Secondary Education (BSEd) and Bachelor of Science in Elementary

Education (BSEEd).

1980 – The Elementary Curriculum was expanded to offer the complete elementary

course. Through S.O No 80-55, Mrs. Maria S. Sumabat was designated as Dean

of the College.

1985 – Dr. Cappia B. Taqueban was designated Dean by the acting President, Dr.

Dorotea Campos-Filart.

1986 – Dr. Cirilo A. Parra was designated Dean of the College. He initiated the review

classes for the Philippine Board Examination for Teachers (PBET), now

Licensure Examination for Teachers (LET). The Teaching Aptitude Test (TAT)

was also initiated.

1989 – Mr. Redentor S. Rojas ranked 8th in the Professional Board Examination for

Teachers (PBET).

1996 – The Bachelor of Secondary Education, Bachelor of Elementary Education, and

Bachelor of Science in Industrial Education Programs were awarded Level II

Accreditation Status.

1998 – Dr. Manuel A. Frando, the former College Secretary, became Acting Dean of

the College due to the appointment of Dr. Parra as Vice President for

Academic Affairs.

1999 – Prof. Dionisio P. Tabuno, the former BSIE Program Coordinator, was

designated as Dean. He, however, was replaced by Dr. Rosa R. de Peralta,

former BEEd Program Coordinator, due to the latter’s untimely demise.

2002 – Dr. Ocarna B. Figuerres was designated as Dean. Under her leadership, the

performance in the Licensure Examination for Teachers (LET) gradually

improved.

2004 – CTE was one of the first among the more than 1, 568 TEIs that implemented

the New Teacher Education Curriculum (CMO 30, S. 2004).

Bachelor of Library and Information Science (BLIS) was offered as a straight

program. Library Science used to be an area of specialization in the BSE

Program.

2007 – CTE established linkage with the United State Peace Corps. The Peace Corps

Volunteers provided Computer Literacy Training Programs to the faculty of

the College. In the succeeding years, English Language Proficiency Training

Programs were also provided to graduating students.

2008 – CTE was awarded as Center of Training (COT). It became a service provider for

in- service training programs for teachers of the Department of Education in

Region I.

2011 – Dr. Gilbert R. Arce, the newly appointed president, designated Dr. Agustina R.

Tactay as Dean.

2013 – CTE was awarded Level III Accreditation by the Accrediting Agency of Chartered

Colleges and Universities of the Philippines (AACUP).

2014 – CTE produced two topnotchers in the Licensure Examination for Teachers (LET),

namely: Mr. Harold G. Wattang (BEEd – No. 7) and Mr. Edmar M. Paguirigan

(BEED – No. 8).

In the same year, the UNP Board of Regents approved the vertical articulation

of all programs (BOR No.5, S. 2014). All graduate programs in education were

transferred to the College of Teacher Education.

2015 – Dr. Agustina R. Tactay worked out for the increase of the UNP – College

Admission Test cut-off score for incoming first year from 75% to 78% (BOR

No. 22, S. 2015) and the Teaching Aptitude Test (TAT) for BSIE first year

students (BOR No. 23, S. 2015).

During the second term of Dr. Gilbert R. Arce as UNP President, Dr.

Christopher F. Bueno, became the Dean of the College after a rigorous

selection process.

2016 – The College of Teacher Education was awarded as Center of Development

(COD), CMO No. 17, S. 2016.

The college was awarded a GRANT of FOUR MILLION PESOS under CMO No.

33, S. 2016 in the K to 12 Transition Program, for the engagement entitled:

Sustaining Academic Excellence in the Teacher Education Program through

Inclusive Education and Sustainable Development

Miss Darigold P. Apopo (BSEd – Social Studies) placed 10th in the 2016

Licensure Examination for Teachers.

COMPOSITION OF THE COLLEGE OF TEACHER EDUCATION

The College is composed of a Dean, an Assistant Dean for the Undergraduate

Programs, Coordinators for Instruction, Research, Extension and Production, Program Heads,

faculty and non-teaching staff.

Duties and Responsibilities of the Dean

The Dean shall:

a. Supervise academic and non-academic activities of the college;

b. Initiate the planning and implementation of long and short term development plan of

the college;

c. Initiate the planning and implementation of curricular programs, as well as, the

continuous review and updating of curricula;

d. Recommend faculty to attend trainings, seminars, workshops and conferences;

e. Assist the faculty in conducting research and research-related activities;

f. Initiate class observation of the faculty in the college;

g. Review and recommend for approval the schedule of classes and faculty workload of

the college;

h. Review and submit for approval the budget allocations and expenditure program of

the college;

i. Review and recommend for approval all faculty assignments in the college;

j. Review and recommend for approval all research and extension activities of the

college;

k. Call and preside over faculty and staff meetings as necessary;

l. Represent the college in all internal and external activities;

m. Coordinate the activities of the college with other units or external agencies;

n. Oversee the preparation for accreditations, program reviews and other evaluations in

the college;

o. Oversee the management and inventory of facilities and equipment in the college;

p. Establish a harmonious working relationship in the college; and

q. Perform other duties and responsibilities as may be assigned by higher authorities.

Duties and Responsibilities of the Assistant Dean for the Undergraduate Programs

The Assistant Dean for the Undergraduate Programs shall:

a. Assist in supervising the academic and non-academic activities of the college;

b. Assist in the planning and implementation of long and short term development plan

of the college;

c. Ensure the proper implementation of curricular programs and the continuous review

and update of curricula;

d. Prepare the schedule of classes and faculty workload of the college;

e. Prepare the budget allocations and expenditure program of the college;

f. Prepare annual accomplishment reports and other reports as maybe required by the

University;

g. Initiate faculty development activities within the college;

h. Assist in overseeing the preparation for accreditations, program reviews and other

evaluations in the college;

i. Initiate the monitoring of classes;

j. Assist in the class observation of the faculty;

k. Undertake the performance evaluation of the faculty of the college; and

l. Perform other duties and responsibilities as may be assigned by higher authorities.

Duties and Responsibilities of the Coordinator for Instruction

The Coordinator for Instruction shall:

a. Assist the Assistant Dean in supervising the academic activities of the college;

b. Assist in the proper implementation of curricular programs and the continuous review

and update of curricula;

c. Coordinate the deployment of pre-service teachers abroad;

d. Assist the faculty in the update and enrichment of syllabi;

e. Assist in undertaking the performance evaluation of the faculty in the college;

f. Assist in the monitoring of classes;

g. Assist in class observation of the faculty; and

h. Perform other duties and responsibilities as may be assigned by higher authorities.

Duties and Responsibilities of the Coordinator for Research

The Coordinator for Research shall:

a. Take charge of the different research activities of the college;

b. Initiate the review of research proposals submitted by the faculty of the college;

c. Ensure that faculty research proposals are within the University Research Agenda;

d. Initiate the preparation of the CTE Research Journal;

e. Act as the editor-in-chief of the CTE Research Journal;

f. Coordinates researches of faculty in the different programs;

g. Act as liaison officer between the college and the University Research Office; and

h. Perform other duties and responsibilities as may be assigned by higher authorities.

Duties and Responsibilities of the Coordinator for Extension

The Coordinator for Extension shall:

a. Take charge of the extension activities of the college;

b. Initiate sustainable extension programs and activities aligned with the University

Extension Agenda;

c. Coordinate extension activities of the college with external agencies;

d. Plan, prepare, and implement the extension program of the college;

e. Liaise between the College and the University Extension Services Center and all

linkages on matters pertaining to the operation of the extension program of the

College;

f. Represent the College in all extension functions as maybe determined by the

University extension director;

g. Keep records, manage data and information and prepare consolidated reports

regarding the extension program of the College; and

h. Perform functions related to extension as may be assigned by higher authorities.

Duties and Responsibilities of the Coordinator for Production

The Coordinator for Production shall:

a. Take charge of the income-generating activities of the college;

b. Initiate sustainable income-generating activities for the college;

c. Coordinate income-generating activities of the college with other units;

d. Plan, prepare, and implement the income-generating activities of the college;

e. Oversee the judicious spending of generated income; and

f. Perform other functions as may be assigned by higher authorities.

Duties and Responsibilities of the Program Heads

The Program Heads shall:

a. Coordinate the operation of the academic program;

b. Assist the Dean and the Assistant Dean along the following:

b.1 planning for faculty assignment;

b.2 preparing calendar of activities for the program;

b.3 monitoring of classes and attendance of faculty;

b.4 evaluation of faculty performance;

b.5 program meetings and consultations with the faculty concerned on matters

delegated by the Dean and the Assistant Dean;

b.6 consultations with stakeholders; and

b.7 information dissemination about the academic program.

c. Initiate instruction-related undertakings such as:

c.1 curriculum review and revisions;

c.2 syllabi updating or enrichment; and

c.3 development of instructional materials.

d. Propose in-house training to upgrade teaching capabilities;

e. Facilitate the resolution of conflicts and issues among students, faculty and parents;

f. Assist the Unit Coordinators for Research, Extension and Production to supervise

research, extension and production activities of the program, respectively; and

g. Perform other duties and responsibilities as may be assigned by higher authorities.

Duties and Responsibilities of the Faculty

The faculty shall:

a. Teach subject along field of specialization;

b. Prepare and improve instructional materials;

c. Prepare, administer, and check tests to evaluate instruction;

d. Keep records, prepare, and submit required reports;

e. Participate in the implementation of school policies, programs, and the attainment of

goals and objectives;

f. Perform other duties and responsibilities as may be assigned by higher authorities.

ACADEMIC POLICIES

The College of Teacher Education shall implement all applicable University policies as

well as unit policies to ensure its smooth operations.

FACULTY WORKLOAD

Regular Workload

Full load is twenty one (21) units with one (1) or two (2) preparations; eighteen (18)

units with three (3) or four (4) preparations; and fifteen (15) with five (5) or more

preparations. Laboratory and lecture are two separate preparations.

Computation of the Workload

In the computation of the workload, five main factors shall be considered, namely:

1) instructional activities; 2) research activities; 3) extension activities, 4) academic-related

activities; 5) administrative designations.

Instructional Activities

Instructional Activities (IA) shall consist of classroom instruction, student advising,

dissertation/thesis advising, expert service in accreditation and expert service in trade

certification.

Instruction- Related Assignments (IRA)

The credit for Instruction-Related Assignments shall be:

As Student Organizations, School Paper and Class Adviser, Associate Editor of the UNP

Assignments such as adviser of student organizations, school paper and class,

associate editor of the UNP Research Journal and Review Coordinators shall be given service

credits instead of reduction in load. The service credit of the workload shall be:

Research Engagement

Research Engagement as a workload of a faculty shall be given a reduction of load of

3 units per study. The credit shall be considered on the semester after the research is

presented in the UNP Colloquium or in a conference, be it local, national or international

and/or published; and only once. This applies to both regularly funded and personally funded

researches. A regular faculty who undertakes a research may opt to avail of 20 days service

credits instead of reduction in load.

Extension Engagement

The College Extensionist shall be given a reduction of load of 3 units per extension

activity provided the activity goes through the process of needs assessment survey,

implementation of appropriate intervention, monitoring and impact assessment.

Multiple Designations In multiple designations, only the highest designation shall count. Computation of Total Workload (TWL) The computation of the total workload (TWL) shall be equal to the sum of the following: Instructional Engagement, Instruction-Related Activities, Research Engagement, Extension Engagement, Production Activities and Administrative Designations.

Overload The overload shall be equal to the number of units in excess of TWL. Teaching Overload shall not exceed 3 units.

CALENDAR Preparation of Calendar The academic calendar shall be based on the calendar issued by the Commission on Higher Education. This shall be approved by the Board of Regents upon the recommendation of the Academic Council. Academic Year Each semester shall consist of at least 18 weeks. Class work in the summer session shall consist of 6 weeks and shall be equivalent to class work in one semester.

SCHEDULE, SIZE, AND SUSPENSION OF CLASSES Preparation of Class Schedule The schedule of classes shall be prepared by the Dean to be recommended by the Vice President for Academic Affairs for approval by the President. Determination of Class Size The size of a class shall depend upon the method of instruction adopted: lecture, lecture-discussion, seminar, recitation, or tutorial and available facilities. Schedule of Classes Schedule of classes shall be prepared by the Dean to be recommended by the Vice President for Academic affairs for the approval of the President. Suspension of Classes The Dean may suspend classes, not exceeding one (1) day only for a cause. Such suspension shall be reported, including the details, to the President of the University the day after. All other cases of suspension need approval of the University President through the Vice President for the Academic Affairs. Class hours lost due to suspension of classes shall be made up for.

Incoming Second Year BEEd, BSEd, and BSIE Students

BEEd, BSEd, and BSIE students are required to pass the Teaching Aptitude Test (TAT)

before they can enrol for the second level.

Transferees

Transferees must qualify in the UNP- CAT, pass the Teaching Aptitude Test (TAT), and

submit the following:

Shifters

ACADEMIC LOAD

For regular semester

The regular load of a student is twenty one (21) units or as prescribed in the

curriculum. Graduating students may be allowed a maximum of thirty (30) units.

A student may be allowed to enrol in the college to take subjects outside his

curriculum, provided the total number of units enrolled shall not exceed twenty seven (27)

units.

For summer term

A maximum of 12 units is allowed for undergraduate students.

Rules on Dropping/ Changing/ Adding of Subject

1. A student may be allowed to drop a subject within three- fourths (3/4) of the total

hours prescribed. Dropping the subjects within the prescribed period saves the

student from a grade of 5.0 but not the liability of paying the account due.

2. A student may be allowed to change or add subjects only within the first two (2) weeks

of classes upon the recommendation of the subject instructor/adviser and approved

by the Dean concerned. Subjects changed or added without prior approval shall not

be given credit.

Rules on Substitution of Subjects

Substitution of subjects shall be approved by the Dean concerned and confirmed by

the University registrar.

Rules on Payment and Refund of Fees

Tuition fees paid in full upon enrolment during the regular semester are given 10%

discount.

Schedule of refunds during the regular semester shall be as follows:

First week of classes- 80% of the total fees paid

Second Week of Classes- 70% of the total fees paid

No refund is allowed after the second week of classes

Rules on Attendance

1. A student who absents himself from class must obtain a pass slip from the Guidance

Counselor to be presented to the faculty concerned upon his return.

2. Excuses for absences are for time missed only. All work covered by the class during

the absence shall be made up for by the student.

3. A student who incurs absences exceeding 20% of the total number of hours required

in a subject shall be automatically dropped from the roll.

Rules on Examinations and Grades

The following rules shall govern examinations and giving of grades:

1. Every faculty member shall submit his report of grades not later than ten (10) working

days after the last day of examination period at the end of each term.

2. No faculty member shall change grade after he has submitted the grade sheet to the

University Registrar. In case of error, the faculty member may request authority

through official channels to make necessary correction. In no case shall grades be

changed beyond one (1) year after initial filing except in meritorious cases.

3. The passing grade in all subjects is 3.0.

4. The mark of INC or “incomplete” is given to a student whose class standing

throughout the semester is passing but fails to complete the other requirements of

the course due to valid reasons.

5. Students with incomplete marks and who fails to comply with the requirement within

one (1) year will have to re-enrol the subject.

The grading system shall be as follows:

1.0- 1.25= Excellent

1.5-1.75= Very Good

2.0-2.25= Good

2.5-2.75= Fair

3.0= Passing

5.0= Failed

Rules on Leave of Absence

1. Students who shall go on leave of absence are required to write a letter of petition to

the Dean stating the reasons and the duration thereof which shall not exceed one (1)

academic year. The Dean or a duly authorized representative shall furnish the

University Registrar the approved letter of petition.

2. Students who withdraw from the university without any formal leave of absence shall

have their registration privileges curtailed or entirely withdrawn and be disqualified

from graduating with honors.

Retention Policies

1. A student must not have three (3) failing marks in a semester, otherwise, he shall be

disqualified from the curricular program. If a student has accumulated nine (9) failing

marks at the end of the second (2nd) year for a four (4) year degree course, or at the

end of the (3rd) year for a five (5) year degree course, he shall be automatically

disqualified from the University.

2. A student may be allowed to major in a particular field provided he did not incur a

failing mark in any of the basic subjects leading to his major field.

3. A student majoring in a particular area must maintain a passing grade in all the major

subjects, unless a higher qualifying grade is required by the college.

4. A student who incurs incomplete grades or who drops his major subjects may still be

allowed to continue depending on the merits of his case.

5. A student who has been issued a Certificate of Honorable Dismissal may be re-

admitted to the University; provided, that the said Certificate be surrendered to the

University Registrar.

Rules on Graduation

1. A candidate for graduation must file an application for graduation to his adviser,

within the first (1st) semester of his final year in the University.

2. The adviser endorses the application to the Dean with the following attachments: 1)

the student’s appraisal sheet, 2) the required number of bound copies of action

research, and 3) a photocopy of the approval sheet of said action research.

3. The Dean endorses the application with his recommendations to the Office of the

Registrar.

4. The University Registrar appraises the academic record of each candidate to

determine whether any candidate in such list has any deficiency or whether he has

fulfilled all requirements to qualify him for graduation. If there should be any

questions regarding a candidate, his name shall be deleted from the list of candidates

for graduation. Ten (10) weeks before the end of the semester, the University

Registrar shall publish a complete list of duly qualified candidates for graduation for

that semester, which shall be returned to the Dean. The Dean submits the list to the

Office of the Vice President for Academic Affairs, for endorsement to the Academic

Council.

Conferment of Honors to Undergraduate Students

A student who completes a degree course with the following range of weighted average,

computed to the second decimal place, shall graduate with academic honors as follows:

Summa Cum Laude 1.00 to 1.25

Magna Cum Laude 1.26 to 1.50

Cum Laude 1.51 to 1.75

Candidates for graduation with honors must have completed in the University at least

seventy- five percent (75%) of the total number of academic units or hours required for

graduation and must have continuous residence in the University for at least two years

immediately prior to graduation.

Conduct of Review Classes

A college may conduct review classes for its graduates, provided, that such review classes

are approved by the UNP Board of Regents.

University of Northern Philippines Students’ Mutual Aid Program

There shall be a UNP Students’ Mutual Aid Program and shall cover all bonafide

students of the university.

An amount of Php40.00 (Php20.00/sem) shall be paid by the student upon enrolment

for the 1st semester of the school year.

The amount paid shall cover one school year whether the student is enrolled or not

in the second semester and / or summer of the school year.

In case a student will enrol only during the 2nd semester, he/she shall pay Php20.00

only.

Said fee shall be accounted for as a trust fund.
