HUSD sent out a survey to all cooperative members who would like to potentially use the contract. Estimated volume of expenditure is approximately $516,000.00 based on the response received. It is unlikely that the use of this contract by additional/new members would materially change the volume of goods or services.

Because of considerations on these pages, it is in the best interest of the District and beneficial to use a cooperative contract rather than issuing one with our staff. All relevant factors above were taken into consideration in order to make this decision. It was determined that the contract is in substantial compliance and approval to use is recommended.

ISSUE: It is recommended that the Governing Board approve the continuation of the attached list of existing contract for the 2014-2015 School Year. The attached vendors have met the requirements of their contracts and are recommended for an additional year. The continued use of these multi-term contracts will be in the best interest of our School District.

COST IMPLICATIONS: Various funding sources and expenditures are dependent on the District’s needs. 2013-2014: M&O approximate $636,000 Food Service $1,339,000 Other $33,000

RECOMMENDATION: It is recommended that the Governing Board approve the continuation of existing contracts for fiscal year 2014-2015

6:30pm Board Comments Mrs. Reese and the entire board presented Cindy Walker, Board Secretary, with flowers in recognition of Administrative Professionals Day. Mrs. Whitener thanked Dr. Fowler for his efforts in coordinating the District Art Show at the Higley Center for the Performing Arts, which had great participation. Mr. Wojtovich thanked Dr. Wattawa, Principal, for the most appreciated tour of Williams Field High School. He also attended the state Relay for Life for cancer where the Coronado students were acknowledged for their contribution of coloring bags for cancer survivors at the May 1st Relay for Life. Mrs. Reese also thanked Dr. Fowler for coordinating the HUSD Art Show and attended the spring musical at Williams Field High School. They are doing a great job. 6.0 REQUEST TO SPEAK TO THE GOVERNING BOARD

Gilbert Town Council Member Victor Peterson thanked the Governing Board for their service and volunteerism. The Gilbert Chamber recently established a collaborative effort to increase the volunteer spirit locally. The Gilbert Chamber of Commerce established the Chamber for Good Initiative, which is a national effort to connect local donors to local charities serving local needs. Any Gilbert non-profit can register for free and use the website at no charge. This gives them access to volunteers and donors who have also registered on the site. They receive updates about the needs that non-profits post. He asked HUSD to participate by registering as a non-profit to post volunteer and donation needs and opportunities. Also students and staff that are looking for service opportunities can find them on the site. The website is www.gilbertgive.com. 7.0 CONSENT AGENDA Mrs. Whitener made a motion to approve the consent agenda. Mrs. Reese seconded. The motion carried 4 to 0. 8.0 OLD BUSINESS 9.0 ACTION AND INFORMATION ITEMS 9.1 Information: Overview of Young Ambassador Program at Centennial Elementary Dr. Nance introduced Mrs. Debbie Ybarra, Principal of Centennial Elementary School, who introduced their Young Ambassadors Program. Teachers Jennifer Hawks and Denise Kotlarz, introduced three Young Ambassadors who explained this leadership program. They gave an overview, shared how students are chosen, and how they serve as ambassadors. Ambassadors are in 4th, 5th, and 6th grades. This is the first year for ACT 212 represents students doing the right thing in demonstrating Academic achievement, great Character, while supporting and building the Traditions that make up Centennial. These children are those that show kindness, respect, good manners, and those who are courteous. ACT 212 is derived from the idea that the difference between water boiling at 212 degrees and water being hot at 211 degrees is simply a matter of going the extra degree, like the students do at Centennial. 9.2 Information: Monthly Governing Board Financial Report for March 2015 Laura Smith, Financial Consultant, introduced the Shannon Duus, the new Finance Director. They presented the monthly financial report for March 2015. There were not board comments. 9.3 Overview of Administrative Benefits and Pay for Performance (PFP) Mrs. Sorenson presented a slide show review of the administrative benefits and pay for performance for 2015-16. To remain competitive with other districts, benefits have been a part of recruiting and hiring administrators. HUSD has lost administrators, who have taken teachers and staff members with them to neighboring districts. Mrs. Sorenson explained how some districts structure salaries. Salary comparisons showed the percent of teacher salary from stipends to be 16% of their salary with the average teacher with stipends at 10%. Administrator salary from stipends is 8%. The proposed decreases for 2015-16 are a concern in that HUSD could lose a competitive edge. While we are reducing, the competition is giving 2-3.5% base salary increases across their districts and credit for advanced degrees, as well as longevity. 9.4 Second Read and Approve Amendment of Policy IE – Organization of Instruction Mrs. Whitener made a motion to second read and approve the amendment of Policy IE – Organization of Instruction. Mr. Wojtovich seconded. The amendment revises the organization statement to add the middle schools. There were not board comments. Motion carried 4 to 0. 9.5 Approval of New Job Description of Media Center Aide Mrs. Whitener made a motion to approve the new job description of the Media Center Aide. Mr. Little seconded. Mrs. Sorenson reviewed the responsibilities for the new position, which was derived from the Library Aide position with the same salary. Libraries have evolved into Media Centers. Motion carried 4 to 0. 9.6 Approval of the Issuance of Certified Administrator Contracts with Benefits and Pay for Performance Mrs. Whitener made a motion to approve the issuance of certified administrator contracts with benefits and pay for performance. Mrs. Sorenson clarified that all teachers who are returning are on the list. Motion carried 4 to 0. Teachers have 15 days after contracts are delivered to sign and return them. 9.9 Approval of the Issuance of Classified Exempt Staff Offers of At-Will Employment Mrs. Whitener moved to approve the issuance of classified exempt staff offers of at-will employment. Mrs. Reese seconded. There were no board comments. Motion carried 4 to 0. 9.10 Approval of the Issuance of Classified Staff Offers of At-Will Employment Mrs. Whitener moved to approve the issuance of classified staff offers of at-will employment. Motion carried 4 to 0. 9.12 Approval of Agreement with Smartschoolsplus, inc. to Provide Services of Current Employees

After Retirement Mrs. Whitener moved to approve the agreement of Smartschoolsplus, Inc. to provide services of current employees. Mrs. Reese seconded. Mrs. Sorenson explained this is an agreement that is brought back each year that gives the district the option to hire the best qualified candidate who may have recently retired from the Arizona State Retirement System through a third party vendor. It has been a pleasure to serve as your Legislative Chair the last two years as we streamlined the Delegate Assembly process and created a more focused Political Agenda. I’m honored to be asked to serve again in the role of Legislative Committee Chair this year.

Your input to the Legislative Committee is critical. Once again, we are asking for issues that fall into three categories – long-term (out to 10 years), short-term (3 to 5 years), and 2016 Session-specific legislation. Once submitted, these proposals will be compiled by staff and provided to the ASBA Legislative Committee for consideration. The Committee will then create a draft document that will be circulated to all governing boards and superintendents. This draft agenda will be the basis for discussion and final approval at the official Delegate Assembly on Saturday, September 12th. The timeline is as follows:

Agenda Item 9.8 ISSUE: This offer of settlement is recommended to the district by the firm of DeConcini, McDonald, Yetwin & Lacy, who represented the District in the lawsuit against the general contractor D. L. Withers Construction, and its subcontractors. This offer of settlement covers the estimated costs to repair the current concrete and drywall problems, as well as the District’s attorney’s fees. It has been reviewed by the Staff Attorney, who found the agreement to be in satisfactory form. An invoice for advertising expenses was forwarded to the finance department March of 2015 for a balance of $1,109.40; for services rendered by the Center of Performing Arts in October of 2013.
