Road Grading
Oolloo Investments have continued with the Maintenance Grading program and the
following roads have been graded since the last report: Haynes Road shoulders.
Scott, Poet and Lithgow Roads will be graded this month
Road Construction
The Floodway on Heather Lagoon Road and Cadogan Roads have been
stabilised and sealed. Shoulder work on Chinner Road has been completed and is
now ready for resealing. Cheeney Road – work has been completed on the three new
floodway‘s and 200metre of gravel Re-sheeting completed.
Gravelling of a 1km section has commenced on Coach Road .
Recycling Bins
The new bins and signs have arrived and will be erected in the forthcoming weeks,
The sites selected for these recycling centres are
Batchelor – in front of the practice wicket (near the Ezy Dump facility)
Adelaide River – near the Council PT office.
Lake Bennett – the site selected by the management group (on the first access
road into the bungalows.)
Motor Vehicles
Council has accepted Bridge Toyota quote of $7,952 to replace two of Councils 4WD
utilities with a new Toyota 4WD.
Waste Site Repairs and Maintenance – Batchelor and Adelaide River
Work will commence on the repairs and upgrade of the Batchelor waste site on 2th August,
2013
The Project will involve the following
Batchelor waste site
Construction of a Transfer Station that will have 3 skip bins in place for the
disposal of rubbish
The current area reduced and fenced and will contain the following area for
green waste
Four skip bins installed for the recycling of Cans, Glass, Plastic and cardboard.
Skip bin for old washing machines.
Area for batteries (NO TYRES WILL BE RECEIVED).
Bitumen hardstand for all weather site.
Education programme to assist visitors to the waste sites to deposit their rubbish

Improvements
The current upgrade programme will place a large emphasis on the use of the
recycle
facilities at the waste site o reduce the amount of waste being sent to Land fill.
The area for the deposit of waste and recycled goods will be an all weather surface
The recycle bins will be emptied and taken to Darwin on a as needs basis.
New Waste Removal Charges will be imposed in accordance with Councils ―user
Pays‖ proposal
Additional Town site recycle sites have been installed for the collection of Cans and
Glass in Batchelor, Adelaide River town sites and Lake Bennett resort.
Costings
The entire project will cost Council $393,000 to implement and will be finalised in this
financial year. It will involve the Purchase of Plant and Equipment, Skip Bins and the
relevant Earth works, fencing and signage.
The attached Photos shows what Council envisages to achieve with the Communities
help and cooperation in the Long Term. The project is based on the success of the Berry
Springs Waste site which is reflected in the below Photos.

Batchelor Public Toilets (adjacent to Rum jungle tavern) and Ezy Dump facilities
Council has accepted Stockwell Water and gas Pty Ltd quotation of $15499 INC. to connect the
Ezy Dump facility and Batchelor toilets into the Batchelor town Sewerage scheme. The work will
involve the laying of 170meter sewerage line and the connection of all facilities and the
decommissioning of existing facilities. This work will commence in late September and may
cause some disruption to the use of these facilities.
Council‘s external toilets at the rear of the Batchelor swimming pool will be available whilst
these facilities are out of order.
Unincorporated Land – Dorat Road& Other areas.
Council‘s Finance manager Ms M Kerr will commence the financial assessment of including the
unincorporated land in the Dorat road vicinity into the Coomalie Shire area. This work will com-
mence in early September and the financial report will be submitted to Council for deliberation.
This area will be considered as proposal No 1.
Proposal no 2 will also be assessed which will include all that unincorporated area on the east-
ern side of the Coomalie Shire Boundary.
Council has received a grant of $10,000 from the NT government to undertake this financial
assessment and produce the report .
Digital TV Changeover – Adelaide River
Cr Max Corliss reported to the August meeting of Council that no members of the Public at-
tended the meeting to receive all the relevant information in relation to the change over to
digital TV. If people require any further information please contact the Council office for the
relevant person to contact.
Last Bombing of Australia.
Council has agreed to support a Grant application for funding to assist with the 70th Anniversary
of the Last Bombing of Australia which took place on 12th November, 1943.
Councils Community recreation Officer Marilyn Morris will work with the relevant stake holders
to bring this event ‗hopefully‖ to fruition.
Recognition of Local Achievements – Friday 4th October, 2013.
Councils Administration Officer Ms Jazz McGinness will be seeking information from the general
public to assist with the preparation of a list of those local community members that have
achieved success in the various areas of their interest. It may be sport, arts , volunteers etc.
Please contact Jazz at the Council office to ensure these people are recognised by your
Community.
CEO – Resignation
Council has received the resignation of its CEO Mr Lee Farrell effective from Friday 13th
September, 2013. Lee will take up his new position with the NT Department of Local
Government commencing on 7th October, 2013.
This position will be advertised to seek a replacement CEO
ATTENTION!!
The Power and Water Corporation will be conducting upgrade works on the water
main in Mardango Crescent, Batchelor in early October 2013.

DECLARATION OF RATES AND CHARGES 2013/2014
Rates
Coomalie Community Government Council (Council) makes the following decla-
ration of rates pursuant to sections 155- 157 of the Act.
1. Council pursuant to Section 149 of the Act adopts the Unimproved Capital Value method as the
basis for determining the assessed value of the allotments within the Coomalie Shire.
2. The amount intended to be raised for general purposes by way of rates for the year ending
30th June 2014 is $684,853.
3. Council has adopted the unimproved capital value as it appears on the Valuation Roll prepared
by the Office of the Valuer General in accordance with the Valuation of Land Act as its method
of calculating the assessed value of all rateable land in the Council area for the year ending 30
June 2013. The Valuation is based on the 2010 Coomalie Valuation Roll as supplied to Council
on 1st July 2010.
4. General Rates will be raised by application of the following differential rates with minimum
amounts being payable in the application of those differential rates as follows:
5. In relation to all rateable land within the Wards of Batchelor Township Ward and Adelaide River
Township Ward a rate of 0.473% of the Unimproved Capital Value of the land with minimum
amounts being payable in the application of that rate being $836 multiplied by: the number of
separate residential parts or units that are adapted for separate occupation or use (pursuant to
Section 148 (4) of the Act 2008) on each allotment of land or the number 1; whichever is
greater.
6. In relation to all rateable land within the Wards of Coomalie/Tortilla, Adelaide River Rural, Lake
Bennett and Batchelor Rural a rate of 0.176% of the Unimproved Capital Value of the land with
the minimum amount payable in the application of that rate being $704 multiplied by: the
number of separate residential parts or units that are adapted for separate occupation or use
(pursuant to Section 148 (4) of the Act 2008) on each allotment of land or the number 1;
whichever is greater.
7. In relation to Lots 2924, 2972 and 2973 these shall be rated at the Batchelor Township Ward
rate of 0.473% of the Unimproved Capital Value of the land with minimum amount being pay-
able in the application of that rate being $836. The reason these properties are rated differ-
ently is that they reside on the boundary of town and rural but utilise the town services.
8. In relation to the Council‘s function of sanitation and garbage, Council provides, or is willing
and able to provide a regular garbage service to all residential land within the ward boundaries
of Batchelor Town and Adelaide River Town, and provide a range of land fill and waste transfer
station facilities for the entire Council area pursuant to the Local Government Act 2008.
Charges
Pursuant to Section 157 of the Act, Council declared the following charges in respect of the garbage
collection services it provides.
9. Council intends to raise a total of $343,845 by way of commercial and non-commercial gar
bage charges for the year ending 30th June 2014.
10. In relation to all premises within the Wards of Batchelor Town and Adelaide River Town, the
amount of the annual garbage charge for all non-commercial premises shall be $425.
11. The service is a kerbside collection service of one garbage collection visit per week with a
maximum of one 240 litre mobile bin per garbage collection.

11. In relation to all commercial premises within the Wards of Batchelor Town and Adelaide River
Town, the amount of the annual garbage charge shall be $850.
The service is a kerbside collection service of two garbage collection visits per week with a
maximum of one 240 litre mobile bin per garbage collection.
12. In relation to all properties in the Wards of Coomalie/Tortilla, Adelaide River Rural, Lake Ben-
nett and Batchelor Rural the annual waste management charge shall be $120 multiplied by:
the number of separate residential parts or units that are adapted for separate occupation or
use (pursuant to Section 148 (4) of the Act 2008) on each allotment of land or the number 1;
whichever is greater.
13. In relation to all non-commercial premises the garbage service shall consist of one clearance
per week with a maximum of 1 x 240 litre bin per clearance.
14. In relation to commercial premises the garbage service shall consist of two clearances per
week of the number of 240 litre bins registered in Council‘s records to be emptied from those
premises.
15. In relation to all commercial premises within the shire that utilise 660L garbage bins the
amount of the annual garbage charge shall be $2300.
The service is a kerbside collection service of two garbage collection visits per week with a
maximum of one 660 litre mobile bin per garbage collection.
16. Pursuant to the Local Government Act 2008, rates and charges are due and payable annually
on the expiration of 28 days from the date on which a notice in relation to the rates and
charges is issued to the principal ratepayer for an allotment or, if it is not practicable to
do so, to any other ratepayer for the allotment.
Relevant Interest Rate
17. The relevant interest rate for the late payment of rates and charges is fixed in accordance
with Section 162 of the Act at the rate of 20% per annum and is to be calculated on a daily
basis.
18. Details of the due date and specified amount for payment are listed on the relevant Rates No
tice. A rate payer who fails to pay specified rates and charges may be sued for recovery
of the principal amount of the rates and charges, late payment penalties and costs reasonably
incurred by Council in recovering or attempting to recover the rates and charges.

Community Recreation Officer Report July/ August
The School Holiday Program Grant funded many activities and events over a four week period. We
went to the Darwin Military Museum, Lake Alexander, Adelaide River Railway Museum and Lake
Copperfield at Pine Creek. The kids learnt many new skills – Rock n‘ Roll dancing, how to cook old
style tucker (Shepherd‘s Pie, corn beef fritters, coconut biscuits), where to find bush tucker, how to
strip Pandanus and what roots to use for traditional weaving, whip cracking, lawn bowls, going out to
dinner & sitting still for an evening meal..... We also added a couple of additional activities to the
holiday fun – Fitness and Circus skills with Corrugated Iron and a program through Gymnastics NT.
Friday Night Fun – Continuing on each fortnight with support from Woolaning College, Night Patrol,
two local older ladies, my daughter Meg and many youngsters who insist on helping with all set up
and clean up. We are fundraising at the monthly markets to pay for meat patties and extras.
Noressa Bulsey and her Church group are now funding the sausages, bread, onions and cheese.
Monthly Markets – August markets were held on 11th at the request of regular monthly
marketeers, despite the markets here through Lingalonga the week before. They are all busy on
Saturdays at the Coolalinga Markets and were aware it would be a quiet Sunday – however are a
loyal crew and love the Oval and the community. September markets are on 8th and will also
combine with the Junior Footy at 9am and a cricket match at 10am. Mick from the Rum Jungle
Tavern is helping promote the cricket and has his own ‗Tavern Eleven‘ team so please help to get the
word out.
Seniors Month activities throughout August were funded by a grant through the Office of Senior
Territorians. The first outing to the Darwin Museum on 9th August was well attended by ten seniors
from Adelaide River and six from Batchelor, with lunch at the Cornucopia Restaurant. The second
event was on Wed 21st at the ARSS Club with entertainment by ―Me and My Mates‖ and was a really
good night..... The evening meal at the Club was enjoyed by over fifty seniors, with other local
residents also joining in on the fun and singing along with the ‗engaging trio‘ from Adelaide.
Adelaide River Sports Festival – The three day event was held in mid August and the Top End
Group Schools (TEGS) staff and students were here in force. They camped at the School, the ARSS
Club and the Adelaide River Inn – with everyone meeting for all meals at the Adelaide River School.
The kitchen crew were amazing and they kept on producing great food at a very fast rate. The
successful Festival blends together a mixture of fun activities to cater to all kids. Workshops in
drama, art, dance, music and song combined with various sports activities and were all popular.
Especially the Billy Cart Races in the dust!!! (I didn‘t see too much, as my eyes were shut with fear)
Well done Tony Clegg, staff, volunteers and students from Adelaide River School.
Batchelor Area School Sports Day – Held on Friday 16th August at the Batchelor Oval. Plenty of
bright colours on display from the three house teams - with chanting and yelling too. Through the
morning track and field events were held, with relays and tug-o-war to finish off. Thanks to James
Wright for helping as an extra volunteer when needed. James had some great advice at the high
jump event – although each time a student jumped, looked like James was about the clear the bar
too!!! Well done Mark Shirley, staff, volunteers and students from Batchelor Area School.
Lingalonga Festival and 60 Year Reunion – The whole weekend was enjoyed by everyone and all
events from the Workshops at BAS on Wednesday 31st July to the Sunday Night Dinner Dance went
smoothly. The committee met on Monday 9th for a debrief and are finalizing payments to workshop
facilitators, individual suppliers, musicians and other businesses which are covered through both NT
Government Grants and are auspiced by Council. Payments from the Lingalonga Festival cheque
account are progressing. Financial reports will be submitted at the September meeting.

Coomalie Council would like to advise all residents within the Coomalie Council area that the
depositing of TYRES at the Batchelor & Adelaide River Waste sites is PROHIBITED.
Residents’ are required to take these tyres to Darwin for disposal.
Signs will be erected and the areas will be monitored by Council staff to ensure this practice does
not continue.

Rural Dogs - Registration is free and no limits apply
Tourism Top End is currently looking for Volunteers to assist at the
Batchelor Visitor Information Centre.
If you are passionate about the Top End, would like the opportunity
to meet new people, and want to share your enthusiasm about the
wonderful things to see and do in and around the Coomalie region,
then Tourism Top End would be very grateful for your help at the-
Batchelor Visitor Information Centre.

Dogs in the Coomalie Shire
All dogs within the Coomalie Region over 3 months of age must be registered.
You can register your dog at the Coomalie Council Office or the Adelaide River Office
(AR office open first Wednesday of every month 8am - 10am)
Dogs must be on a leash at all times in any public area otherwise they will be
impounded. Fees apply if your dog has been put in the pound. Impoundment fees are initially $90.00 for registered dogs, $165.00 for unregistered dogs then
$60.00 per day while kept in Pound. Registered dogs are kept for 3 days and unregistered dogs are
kept for 2 days.
Unregistered dogs must be registered before being released from the pound.
ANNUAL REGISTRATION IS DUE NOVEMBER 1st 2013

STOP PRESS SEPTEMBER 2013—MUSEUM UPDATE
Visitation has slowed down since the LingaLonga weekend, but we have had a
number of tourists and a few with connections to Batchelor in WW2. Also a couple of
people have contacted me via our website in relation to a Father who served at Batchelor. In some cases we have been given copies of photos, mainly of tents and
people, mostly unidentified.
Brian Smith, in his 90s, who visited also left some photos from around New Britain, Rabaul, and of his troop ship passage home. The men certainly looked happy headed
homewards.
I am wanting to find names of aboriginal people from this area who served in WW2 to feature in the display. Also women who served at the Medical unit, a large facility
– see the sign along the Batchelor Road off the Stuart Highway. If anyone can assist
by providing a name or family contact it would be most helpful.
Meantime continuing with the expansion of the WW2 area, and the initial
development of the Rum Jungle era history. Some amazing photographic collections
have been submitted for this section, and both the mining aspect and the town
development and social activities will be well portrayed.
Please make contact to ask any questions or contribute in any way.
A number of items labelled ―18th squadron‖ were placed in cardboard boxes and left with the Council office for the Museum. Those (mostly) domestic items are now on display. Does anyone know who it was who collected and left them –if so please let
us know. Then the donor will be acknowledged.

DONATIONS to BATCHELOR MUSEUM
Whilst the Batchelor Museum is primarily an interpretive one, we have been given some wonderful display items. When you visit you will see the name on the object and the person who has donated it- some of the notices yet to be done as the very
talented Denise, of caretakers Denise and James, has been away for some weeks.
Items must be given permanently to the Museum and there is a form which we will have available- the format given to us from the Military Museum in Darwin, so please
realize this is a common policy of museums.
Please be proud of the Museum –it will showcase the unique town of Batchelor and
will be a valuable resource to bring visitors from all over.

Swimming Lessons
Now it is warming up, it is time to reflect on the values of consistent and effective swimming
lessons for your child/ren. Coomalie Swim Group swimming lessons are beginning again on
Saturday 7th September. These lessons are being made available to reach out to you
rural/remote
residents for guided swimming development for kids, and for adults to gain skills in teaching
swimming at home with water safety awareness, in a social and enjoyable environment.
With your weekly commitment, your child/ren can be involved in planned, meaningful and
encouraging lessons based on swimming techniques and water safety.

If you choose to raise concerns to (or compliment) Council you are requested to write to the Chief Executive Officer (CEO) outlining the details. There are two (2)
forms on the Coomalie Council website http://www.coomalie.nt.gov.au/ under Forms and Services; one is for complaints about dogs (Dog Complaint Letter) and
the other is for general complaints (General Complaint Letter).
On receipt of your concern/issue the CEO will provide a report on the matter to Council at the next Council meeting and respond to you as directed by Council.
