1. INTRODUCTION

The Power Quality committee (PQC) was formed according to the recommendations of 2004

PQ Workshop held in Riyadh March, 2004. The PQC is a permanent committee with

membership comprising of major industries, institutional firms and utilities such as Saudi

Electricity Company (SEC) and its subsidiaries , chaired by the representative of the hosting

organization.

One of the important recommendations of the 2004 PQ Workshop is to start establishing an

annual report dealing with the existing PQ levels across National Grid SA transmission

networks and its relative impacts upon the bulk industrial customers. The target of the desired

annual report is to:

Exchange information of PQ related topics between all PQC members.

Extract lessons learned from discussing disturbances and fault incidents reported by

SEC transmission systems and reported by bulk customers.

Develop PQ database identifying records of disturbances and their effects upon the

operation of their major industrial customers specifically Saudi Aramco and SABIC

companies.

Recommend for follow up actions so that secure supply system and high quality of

power supply can be verified.

The purpose of implementing the work is to coordinate between all PQC members,

information and experiences exchange, and to ensure secure supply electricity delivered by

National Grid SA transmission networks to the major industrial customers so that adequate

quality of power supply that meets customer's requirements and needs can be obtained.

Yearly, PQC members with the concern of the PQ issues do a comprehensive report

discussing their efforts and their feature plans. During the year of 2012, PQC members have

scheduled four meetings. The assigned meetings were useful where PQ related topics have

been discussed, recent customer or university PQ studies and projects have been

demonstrated, and follow up actions and recommendations have been reviewed.

2. MISSIONS AND OBJECTIVES

PQC will exchange information and technical data and unify procedures related to PQ issues

in the Kingdom through the year of 2012. The Committee will form a good interconnection

tool between SEC and its subsidiaries, the major bulk customers (Saudi Aramco and SABIC),

and Kingdom research institutes. Supplying system disturbances that cause bulk customer's

miss-operations or stop of production will be recorded and analyzed. Identifying and

following causes of disturbances and providing recommendations to enhance the performance

of the supplying systems will also be carried out.

The main objectives of the desired PQC- annual report are:

Reporting Disturbances:

The performance of the supplying system will be identified throughout reporting

disturbances that affect the operation of the bulk customers with the transmission

networks. Any event in the power systems, that results in deviation of the supplying

system voltage from the normal (±5 %) and emergency (±10%) conditions are planned

to be collected.

Identifying PQ Problems:

Analysis tools will be executed to identify disturbances, its origin and causes. This

will be useful in providing suitable remedy action to reduce the possibility of

disturbance occurrence.

Recommend Follow up actions:

Following the analysis procedures, certain recommendations might be stated for

specific remedy actions to be followed.

Enhance coordination between all parties:

Coordination between all parties is one of the PQC objectives. Coordination between

transmission supplying system capabilities and bulk customer's needs, exchange

information and experiences, and scheduled meetings between all parties will be

useful to verify the maximum secure operating conditions and decrease the possibility

of disturbance re-occurrence.

Handle PQ database:

Finally, National Grid SA is handling the PQ database (Previous 5 years of data)

required for the evaluation in the PQC annual disturbance report.

PQC activities consists of:

Saudi Electricity Company (SEC).

National Grid SA.

Electricity and Co-Generation Regulatory Authority (ECRA).

King Abdulaziz City for Science and Technology (KACST).

King Fahd University of Petroleum & Minerals (KFUPM).

Saudi Aramco.

SABIC.

4. 2012 PQC ACHIEVEMENTS

PQC has been verifying certain achievements throughout definite schedule meeting during the

year of 2012. Dates, hosts, locations, and PQC discussion points of the assigned meetings are

explained in the following sub-sections.

4.1 PQC Achievements – 1st Meeting

Meeting Discussion Points

The meeting started at 09:30, Mr. Abdulrahman Al-Shabnan, National Grid SA, the meeting

chairman, started the meeting by welcoming all attendees and thanking them for attending the

First Power Quality Committee (PQC) meeting, 2012. Then, PQC members reviewed the

meeting agenda and the following were discussed:

I. Review Last Minutes of Meeting

The last minutes of Meeting were reviewed and action items were discussed as follow:

o Contact SWCC to send representative:

Dr. Ayman Alabduljabbar contacted SWCC to send a representative to

the meetings. PQC chairman will send official invitation to SWCC to

send a representative to the meetings.

o Contact MARAFIQ to send representative:

Mr. Hussain Al-Abbad contacted MARAFIQ to send a representative to

the meetings. PQC chairman will send official invitation to MARAFIQ to

send a representative to the meetings.

o Updated Manual:

The manual already updated and sent to the PQC members.

o Abstracts for 2012 P.Q workshop by KFUPM:

Dr. Mohamed Kassas requested that the abstracts of the presentations

o A brief presentation was presented by Mr. Hashim Al-Zahrani and Mr.

Abdullah Al-Shehri, National Grid SA, followed by group discussion.

III. 2012 Power Quality Workshop

o Dr. Mohamed Kassas distributed during the meeting program of the

workshop, followed by group discussion about the organizing and preparing

for the workshop.

o Dr. Mohamed Kassas mentioned that invitation to workshop has been sent to

all PQC members and he requested names of the participants to be sent to

KFUPM.

IV. S. Aramco & SABIC Disturbances List

o Mr. Abdulrahman Al-Shabnan and Saad Al-Aamri presented the disturbance

incidents that affected S. Aramco and SABIC during January and February

2012, followed by group discussion.

o S. Aramco and SABIC are requested to send their records of disturbance

incidents to National Grid SA periodically.

V. Next PQC Meeting Location

o The next meeting will be on May 30th

, 2012, at Eastern Province.

4.2 PQC Achievements – 2nd Meeting

the meeting by welcoming all attendees and thanking them for attending the second Power

Quality Committee (PQC) meeting, 2012. Then, PQC members reviewed the meeting agenda

and the following were discussed:

Mr. Mohammad Al-Shamrani will send the requested records to Mr.

Saad Al Aamri.

Mr. Saad Al-Aamri shall send reminder Email to Mr. Mohammad Al-

Shamrani whenever the records are needed.

Mr. Saad Al-Aamri shall compare National Grid SA records of

disturbance incidents with S. Aramco records.

o "Disturbance Analysis Working Group: Efforts to improve PQ and System

Performance”

A brief presentation was presented by Mr. Saad Al-Amri, National Grid

SA, followed by group discussion.

o "S. Aramco & SABIC Disturbances List"

A brief presentation was presented by Mr. Saad Al-Amri, National Grid

SA, followed by group discussion.

Attendance recommended that S. Aramco & SABIC shall select some

disturbance incidents before a meeting and inform National Grid SA PQC

members. And then National Grid SA members will invite the concerned

departments for discussion within that PQC meeting accordingly.

The members recommended adding analysis & statistics to each

presentation of the disturbances list that affected S. Aramco & SABIC.

III. Other Issues

o Discussing the Last Power Quality Workshop:

Attendance thanks “KFUPM” for the good organization of the last PQ

workshop and the valuable participation from other members of PQC.

Moreover, the attendance discussed advantages and disadvantages of the

last PQ workshop.

The members agreed to continue in conducting annual PQ workshop and

promoted for ideas to enhance the PQ workshops in the coming years.

The attendance recommended inviting speakers to the coming PQ

workshops from non PQC members.

The attendance recommended inviting international experts from

overseas countries to provide training sessions one day before the day of

the PQ workshop and as speakers in the PQ workshop.

The group recommended that some higher studies students from the

universities shall be invited to present PQ relevant topics in the PQC

meetings and the PQ workshops.

PQC members shall suggest names of international experts as speakers in

the coming PQ workshop as well as to give training sessions one day

before the PQ workshop.

IV. Next PQC Meeting Location

o The members agreed on changing the date of the 3rd

PQC meeting to be 19

September 2012 at Eastern Province.

4.3 PQC Achievements – 3rd Meeting

chairman, started the meeting by welcoming all attendees and thanking them for attending the

Third Power Quality Committee (PQC) meeting, 2012. Then, PQC members reviewed the

meeting agenda and the following were discussed:

o PQC members shall suggest names of international experts as speakers in the

coming 2013 PQ workshop as well as to give training sessions one day

A brief presentation was presented by Mr. Mohammed Al-Hamdan, S.

Aramco, followed by group discussion.

o "S. Aramco & SABIC Disturbances List"

A brief presentation was presented by Mr. Abdulrahman Al-Shabnan,

National Grid SA, followed by group discussion.

III. Site Visit

o "Power System Solar Test Field"

S. Aramco made a tour to “Power System Solar Test Field” where the

attendees get acquainted with state-of-art technologies in the solar power

systems.

IV. Next PQC Meeting Location

o The next meeting will be on December 26th

, 2012, at Makkah.

4.4 PQC Achievements – 4th Meeting

The meeting started at 09:30, PQC Vice Chairman Mr. Hussain Al-Abbad, SABIC, the

meeting chairman, started the meeting by welcoming all attendees and thanking them for

attending the Fourth Power Quality Committee (PQC) meeting, 2012. Then, PQC members

reviewed the meeting agenda and the following were discussed:

I. Review Last Minutes of Meeting

The last minutes of Meeting were reviewed and action items were discussed as follow:

o Dr. Mahmoud Kassas will contact candidates’ speakers for the 2013 PQ

Workshop:

Dr. Mahmoud Kassas contacted Mr. Alex McEachern, President of

Power Standards Lab, for speaking in the intended 2013 PQ workshop

and to provide two days training preceding the workshop. However, Dr.

Mahmoud Kassas informed the group that he is negotiating with Mr.

Alex McEachern for conducting three days training instead of two days.

Dr. Mahmoud Kassas send to PQC members the tentative outline of the

training course for review and he is awaiting reply.

The group decided that the PQ workshop will be conducted in KFUPM

premises during one day of 13 March 2013.

The group discussed the arrangement and organization of the training

course as well the 2013 PQ workshop.

The group decided that the training course is limited on entities that are

members of PQC and the training course shall be attended by senior

engineers in power quality discipline.

The attendance agreed on the commitment from each entity that is

member of PQC on the number of the persons who will register in the

training course. Marafiq, RCJY and ECRA shall be invited for

registration in the training course.

PQC members discussed the opening of an account at Saudi Scientific

Association for deposit and to fund the PQC activities.

o Topics for all technical papers for 2013 PQ Workshop should be ready this

meeting:

National Grid SA has submitted the topic of technical paper to Dr.

Mahmoud Kassas to be considered in the outline of 2013 PQ workshop.

KFUPM has already defined the topic of its technical paper to 2013 PQ

workshop.

Other members of PQC who are selected and agreed for participation in

the 2013 PQ workshop by technical papers, have been requested to

submit their topics to KFUPM.

o Invitations to entities that are non-Power Quality Committee members shall

be sent for participation in the coming 2013 PQ Workshop, by technical

papers and attendance:

Invitation to non PQC members shall be sent by KFUPM for

participation in the 2013 PQ workshop.

PQC members recommended for the adoption of the awareness about

the Smart Gird and the associated issues and problems of Power Quality.

SA, followed by group discussion.

o "Static Var Compensation need for SEC Grid"

A brief presentation was presented by Mr. Abdulrahman Al-Shareef,

SEC-Transmission, followed by group discussion.

III. Review of PQC Activities during 2012 and the Implementation Status of the Respective Recommendations.

o Mr. Hussain Al-Abbad, vice chairman of PQC, discussed with the group

brief on PQC activities during 2012, the implementation status of the 2011

recommendations and list of 2012 recommendations.

o Mr. Hashim Al-Zahrani, National Grid SA, will send invitation to PQC

members to attend CIGRE meeting during 30 December 2012.

o PQC will resend invitation to SWCC and Marafiq for sending representatives

to PQC meetings.

5. FOLLOW UP THE 2011 PQC RECOMMENDATIONS

One of the main PQC objectives is to follow recommendations that already assigned in the

previous PQC meetings by the committee members (PQC 2011 Recommendations).

Following are the 2011 PQC recommendations and their implementation status:

6. 2012 BULK CUSTOMERS DISTURBANCES

6.1 Disturbance Records – Trend Data

During the year of 2012, PQC reported (57) fault incidents that having major effects upon

the operation of Saudi Aramco & SABIC industrial bulk customers. The major effects

were recorded in Saudi Aramco where 87.72 % of the total disturbances introduce

significant effects on Saudi Aramco operating systems.

Figure (6.1) shows numbers of disturbance records reported by each of the two industrial

customers (Saudi Aramco and SABIC) while, for comparison, Figure (6.2) shows number

of disturbances that have been recorded within last three years.

6.2 Disturbance Records – Causes

The potential of disturbances could be resulted from number of basic causes that may

include Weather Related Conditions, Equipment Failure, Human Errors, Mal-Operation,

System or/and Equipment Deficiency (weakness of the supplying system), and

Miscellaneous. Figures 6.3 and 6.4 show the distribution of disturbances causes and their

percentage parties that effected each of the industrial companies (Saudi Aramco and

SABIC). Figures 6.5 and 6.6 show the monthly distribution of disturbances causes that

effected Saudi Aramco and SABC respectively.

Results obtained from cause of disturbances representing figures indicate that, among the

different cause of interruption classes, the Weather Related class is the major cause which

has significant effects upon system operation of Saudi Aramco and Equipment Failure

class is the major cause upon system operation of SABIC. The obtained results showed

that 64.0% of the total Saudi Aramco disturbances are due to Weather Related and 71.0%

of the total SABIC disturbances are due to Equipment Failure. The highest number of

incidents that effected Saudi Aramco occurred during April.

On the other hand, the Equipment Failure class is the second major cause in Saudi

Aramco while the Human Error class has the second effects upon system operation of

SABIC. The obtained results showed that 24% of the total Saudi Aramco disturbances are

due to Equipment Failure and 29% of the total SABIC disturbances are due to Human

Error.

Also, human error as a third cause of disturbance upon Saudi Aramco where it records 8%

of the total Saudi Aramco disturbances.

6.3 Disturbance Records – Voltage Levels

The reliability / Availability of the supplying system provided by National Grid SA should

also be taken in considerations when evaluating National Grid SA – Customers nature of

disturbances. Means of supplying systems provided by National Grid SA to the major bulk

customers (Saudi Aramco and SABIC) include different kV transmission levels (380, 230,

132, and 115 kV levels).

Table 6.1 shows the 2012 records of disturbances and the related voltage levels. As it can

be seen from the table, the majority of the fault incidents that affect the operation system

in Saudi Aramco are due to disturbances within the 115 kV supplying transmission

systems (90% of the interruptions are due to 115 kV faults). On the other hand, most of

the SABIC disturbances are due to faults within the 230 kV transmission systems (71 %

of the interruptions are due to 230 kV faults). See the below table 6.1 and figures (6.7 and

6.4 Disturbance Records – Locations

Defining locations that disturbances were originate is another aspect to be taken in

consideration when analyzing disturbance records. This may help in building predictive or

defense actions such as increasing maintenance processes and inspection tests at the

interrupted locations that may result in decreasing the possibility of disturbances re-

occurrences.

Among the different disturbance locations, the highest interruption frequency of

occurrence that effect Saudi Aramco was reported by EOA-South S/Ss (Shedgum, Ain

were originated from these EOA- South Area S/Ss. Moreover, significant 32% of the

total effected disturbances were originated from these EOA- North Area S/Ss (Safaniyah,

Khursaniyah, Berri, Juaymah, Qatif, Ras Tanura and Abu Ali). On the other hand, Berri

Area S/Ss are the main severe disturbance locations affected SABIC where 43 % of the

total disturbances were originated from Berri Area S/Ss.

Tables (6.2 and 6.3) show lists of disturbances locations that affect Saudi Aramco as well

as SABIC facilities while figures 6.9 and 6.10 indicate for the distribution of the

percentage parties.

6.5 Disturbance Records – Impacts from Non-Transmission Parties.

Not all incidents are attributable to transmission. External Parties (Non Transmission) can

also cause disruption to the Transmission network. External Parties that may significantly

affect Transmission system performance include Generation, Distribution, IWPP/IPP,

Bulk Customers, and Contractors.

Review of the Transmission incidents that affected Saudi Aramco and SABIC during

2012 showed that 11 out of the 57 disturbance incidents, (or 19.30 %), were initiated by

Non-Transmission as represented in Table 6.4.

During 2012, the major external party that affected the performance of Saudi Aramco is

Bulk Customers (36.36% out of external parties). However, the remaining 63.64.% of

external parties disturbance records are caused by Generation, IWPP/IPP, Contractor and

Public. Around 75% of the external parties that effected SABIC are caused by Generation,

IWPP/IPP.

6.6 Key Performance Indicators – KPIs

The Key Performance indices (KPIs) are universally used to evaluate the performance of a

power system and its component units. They are the basic management tools serving to

identify potential system weaknesses and improvement needs.

The performance indices empower the concerned organizations for active participation in

the planning process and undertaking timely corrective measures for necessary

rectifications and system improvement actions, eventually leading to accomplishing a

better customer service target.

Customer Average Interruption Duration Index (CAIDI) and Voltage Dip (V.D), KPIs are

considered and analyzed for Saudi Aramco and SABIC for the year 2012.

6.6.1 Customer Average Interruption Duration Index

The Customer Average Interruption Duration Index (CAIDI) is a reliability index used

by electric power utilities. It is related to the duration of the interruptions when the

supply is off and the number of the experienced interruption incidents. CAIDI is

measured in minutes according to the following formula.

6.6.2 Voltage Dip - V.D

Voltage dip is reduction in voltage, 10% to 99% of nominal, typical lasting from cycles

to seconds. Voltage dips are caused by abrupt increase in loads such as faults, motor

starting, the furnaces turning on, or they are caused by abrupt increase in source

impedance caused by interruption elements.

Number of voltage dips that effected Saudi Aramco and SABIC are shown in figure 6.14,

2010-2012.

7. CONCLUSIONS

During the 2012 four meetings have been assigned by the PQC, the following conclusions

have been drawn:

Official invitations to SWCC & MARAFIQ are sent to send representatives to

PQC meeting.

Valuable information, technical data, and unified procedures related to PQ issues

have been exchanged between all PQC members.

PQC members discussed during the 4th

meeting of each year the contents and the

formatting of the annual report.

Saudi Aramco and SABIC selected the most affected disturbance incidents for

presenting and discussion during the meetings.

A quarterly disturbances report was done periodically for discussion by PQC

members during the meetings.

The group set the year agenda during the last meeting each year.

During 2012, PQC conducted 2012 PQ workshop and has prepared for 2013 PQ

workshop.

PQ related experiences have been demonstrated throughout successful

presentations as following:

a- "National Grid SA and SEC preparation for next summer", by National

Grid SA.

b- "United Blackout April - 2012", by SABIC.

c- "Disturbance Analysis Working Group: Effort to Improve PQ and

System Performance" by National Grid SA

d- "S. Aramco & SABIC Disturbances List", by National Grid SA.

e- "Transformer Failure At Water Inject Facility”, by S. Aramco.

f- “Power Quality of Smart Grid”, by KASCT.

g- "S. Aramco & SABIC Disturbance List and 2012 Statistics", by National

Grid SA.

Recommendations that already assigned in the last PQC report (2011 – PQC

report) have been followed by the PQC. The most significant actions taken are:

a. Presentation on power quality related topics shall be done by the host of

each meeting.

b. Arranging for a presentation to PQC members by a power quality expert,

Mr. Johan Rens, about power quality related issues and experiences.

c. Conducting presentations by PQC members at the universities for the

students to enhance PQ awareness.

d. The members agreed to change the group name to PQC "Power Quality

Committee", updating its manual and select a logo for the committee.

Records of the 2012 bulk customers' disturbances have been discussed and

analyzed by the PQC. The analysis of the records reveal that:

a- PQC reported (57) fault incidents that having major effects upon the

operation of Saudi Aramco & SABIC industrial bulk customers. The

major effects were recorded in Saudi Aramco where (87.72%) of the total

disturbances introduce significant effects on Saudi Aramco operating

systems.

b- Weather Related class is the main cause of Saudi Aramco Disturbances

(64.0%) while Equipment failure class was the main cause of SABIC

related disturbances (71.4%).

c- Majority of the fault incidents that affect the operation process in Saudi

Aramco are due to disturbances within the 115 kV supplying

transmission systems, 90% of the total disturbances. While 71.4% of the

disturbances that affect SABIC are due to faults with the 230kV

supplying transmission system.

8. 2012 PQC RECOMMENDATIONS

Following are the 2012 PQC recommendations:

1. PQC shall undertake all efforts to conduct the PQ workshop each year.

2. Sending invitations to SWCC and MARAFIQ for sending representatives to PQC

meetings.

3. Presentation on power quality related topics shall be done by the host of each

meeting.

4. Presenting a quarterly presentation during the meetings about the disturbances that

affected S. Armco and SABIC.

5. S. Aramco & SABIC shall select some disturbance incidents before a meeting and

inform National Grid SA PQC members. And then National Grid SA members will

invite the concerned departments for discussion within that PQC meeting

accordingly.

6. Add analysis & statistics to each presentation of the disturbances list that affected

S. Aramco & SABIC.

7. Inviting speakers to the coming PQ workshops from non PQC members.

8. Inviting international experts from overseas countries to provide training sessions

before the day of the PQ workshop and as speakers in the PQ workshop.

9. Higher studies students from the universities shall be invited to present PQ

relevant topics in the PQC meetings and the PQ workshops.

10. Sending invitations to entities that are non-Power Quality Committee members for

participation in the coming 2013 PQ Workshop by technical papers and

attendance.

11. PQC members shall discuss during the 4th

meeting of each year the contents and

the formatting of the annual report.
