PREFACE

BSNL Recruitment Branch is conducting and coordinating the entire process

of recruitment in BSNL (both direct recruitment as well as promotions thru’

departmental examination process either through centralized examination conducted

by Corporate office or through decentralized examinations conducted by various

recruiting circles).

As of now, the conventional system of examination being followed in BSNL

incorporates the LDCEs (JTO to SDE, JAO deptl, PA to PS, LDC to UDC etc) and

Direct Recruitment (JAO, JTO, TTA, AM, MT, DGM etc). This conventional system is

very time consuming and cost intensive. In addition, often the

examination/recruitment process is hampered by court cases, RTI queries etc owing

to the absence of a uniform standard in handling few critical aspects like Question

Paper setting and its evaluation. Hence, in order to overcome all these concerns, the

BSNL Management has decided to switch over to Online examination process.

Going by the current trend, many organisations are making amendments to drive a

greater number of candidates to switch over to the on-line mode which makes the

exam more transparent and helps cut down on time and money required to conduct

the examination. It is being increasingly felt that BSNL, being the premier telecom

organisation, spearheading the ICT initiatives in the nation, must champion this

cause as well.

On-line examination is reliable, efficient and transparent. With introduction of

information technology, greater efficiency could be added by automating activities

which are conducted manually. The envisioned system shall also aid in timely

decision making and disseminating of information to the candidates and the

Management.

Further, adopting on-line mechanism of examination would not only mean just

the prevention of leakage of examination papers but include a comprehensive

examination/recruitment process accessible to the people with disabilities and those

remotely located, help support Green environments, optimum transparency and

efficacy.

Keeping the above in view and also considering the sensitivity of the

examination process, it has been felt an essential necessity to codify different

activities involved in the online examination process and to come up with a SOP

(Standard Operating Procedure) to ensure due adoption of a uniform and

standardised process in the organisation.

1. Introduction:

These guidelines may be called Bharat Sanchar Nigam Limited (BSNL)

Standard Operating Procedure (SOP) for Online Recruitment process. Henceforth,

these guidelines would be followed in BSNL for recruitment through Direct

Recruitment and Limited Departmental Competitive Examinations by using the

present day information technology. BSNL is one of the largest telecom service

providers in the country having around 2.5 lakhs Executive and Non-Executive

employees. BSNL conducts examinations at regular intervals for recruitment of fresh

candidates at different levels and also conducts LDCE for promotion of internal

candidates i.e. BSNL employees. Recruitment Branch conducts Direct Recruitment

and Limited Departmental Competitive Examination based on various

instructions/Scheme & Syllabus/Recruitment Rules prepared by the concerned cadre

Controlling Branches through conventional/OMR based written examination method.

As a large number of examinations are being conducted every year, it is essential

that the Recruitment process should be less time consuming, so as to complete the

recruitment activities in a time bound manner. As such, as per the decision of the

BSNL management, it has been planned to shift the Recruitment process in BSNL to

Online examination, with effect from 1st

of April, 2015, in a phased manner.

Accordingly, it has been planned that in the first phase, all Direct Recruitment

examinations, all LDCEs for promotion from Executive level to Executive level and all

LDCEs for promotion from Non-Executive level to the Executive level may be

conducted through Online examination only, starting from April, 2015. With the

introduction of Online examination system in the Recruitment process, around 60 to

70 percent of time consumption and money required to conduct the examination

have been anticipated to be saved.

2. Objectives:

Timely conduction of Examination and publication of annual calendar of examinations.

Holding Complaints-free and litigation-free examinations.

Achieving the highest order of effectiveness in Recruitment.

Maintaining the highest level of transparency and reliability.

Optimization of resources (manpower, cost, Green initiatives, etc).

Extending the reach further (remote localities, Person with disabilities, etc).

3. Broad Requirement of Online Examination System:

3.1 Online Registration: To facilitate online registration and to extend online payment

of examination fees by the candidates. The examination fees are to be paid at the

time of registration itself and the fee once paid is non-refundable.

3.2 Test Scheduling : Scheduling of Computer Based Online Test based on online registration and in designated Test Centres spread over to all Circle HQ. 3.3 Admit Card Generation : To generate admit cards which can be downloaded by

the candidates, thereby avoiding postal despatch, about 15 days before the date of

examination. 3.4 Question Bank/Question Paper: Development of Question Bank, Digitization,

Encryption, Uploading, Downloading of Question Papers by using auto generating

Software/uploading of question paper using encryption method.

3.5 Conduction of a Online Mock Test: Adequate facilities of Mock Tests would be provided to both internal and external candidates, before taking the final test. 3.6 Computer Based Testing (CBT) : Online CBT may be conducted in the span of more than 1 day all over the designated Test Centres, if required so. 3.7 Result Processing : Processing of answers/responses, Evaluation & declaration of the result with final data in suitable format. 3.8 Ensuring Surveillance & Security: CCTV Coverage during examination process and adequate software security/protections would be put in place.

Based on the above requirement, the activity involves the development, maintenance

of dedicated customized online web-based page which will have the following

different modules:

• Registration Module - Online Registration. • Checking Eligibility in E-forms. • Online Payments • Query Handling Module- Helpdesk Support. • Admit Card Generation Module

. Test Conduction Module

• Result Declaration Module . Security Module • All the modules to be integrated with each other.

5. Chronological steps of Recruitment process:

Recruitment Branch starts the process of examination after receiving the requisition

from Cadre Controlling Branch along with approval copy of the Competent Authority.

Following are the main steps under the process of examination:-

Preparation of Request for Proposal (RFP) for conduction of Online examination in BSNL.

5.1 Selection of Examination Agencies for conducting Online Examination

Activities Involved :

Calling for e-tender from the Agencies for conducting Online examination in BSNL.

Receipt of technical & financial bids from the interested

Agencies. Scrutiny of technical & financial bids received from the

Agencies. Selection of the Agency for conducting the Online

examination, Signing of MOU with the selected Agency.

5.2 Preparation of Question Bank for the examination

Activities Involved :-

Nomination of Paper Setters for the Examination.

Requesting each Paper Setter for framing of Questions i.e. at least 20

Questions for each topic/chapter, along with their Answers in Word/Excel

Sheet.

Question papers would be set bilingual (i.e. English and Hindi languages). If

the Questions paper is set in only English, the same would then be translated

into Hindi language.

Setting up of an Expert Committee for scrutiny/correctness of the questions

framed by the Paper Setters as well as their answers and also for moderation

of the Questions. Members of the Expert Committee will be nominated with

the approval of Director (HR), BSNL Board.

Expert Committee will be the final authority for approving the Question Papers.

Feeding of the scrutinized/corrected/moderated Questions and their Answers in to the Question Bank.

Preparation of Question Bank for various examinations will be a continuous process.

5.3 Notification of examination

Activities Involved :-

Receipt of requisition from the Cadre Controlling Branch, conveying approval

of the Competent Authority for recruitment of number of candidates in different

categories.

Issuance of Notification for conducting of the examination clearly spelling out

the details viz. name of the post, number of vacancies category-wise,

Eligibility Criteria, Educational Qualification, Age, Concession/relaxations

available to different category of candidates like SC, ST, OBC, PWD, Internal

Candidates, Ex-Servicemen, Displaced residents of J&K etc., Scheme and

Syllabus of Examination, Details of complete selection criteria, Fees to be

paid by the candidate, complete contact details of the persons to be contacted

(including phone number and e-mail address), etc.

Giving wide publicity through BSNL website, leading Newspapers, Employment News etc. in case of Direct Recruitment.

Giving wide publicity through BSNL Intranet Portal, Notice Board etc. in case of Departmental Examination.

The minimum time gap between issue of notification and holding the

examination will be three (3) months in the case of Departmental

Examinations and two (2) months in the case of Direct Recruitment

Examinations.

Appointment of Examination Observers in different recruiting Circles.

5.4 Online Registration of the Candidates

(i) Activities Involved for Departmental Examination :-

The Online registration would normally be open for 30 days. No request for extension of time for Online registration is to be considered.

Filling up of information correctly and carefully during Online registration, as there would be only one chance to make Online registration.

The applicant is required to register Online on the website :

www.internalexam.bsnl.co.in for Departmental examination by giving his

Mobile Number as user ID. While registering Online, the system will ask the

applicant to enter his/her HRMS/ERP Number into the system.

The link internalexam.bsnl.co.in would be linked with the HRMS/ERP. The

data pertaining to various fields viz. Name of Candidate, Date of Birth,

Category and Circle of Posting would be picked up by the system from the

HRMS/ERP data and the rest of the fields would be required to be filled up by

the candidate himself/herself correctly.

During Online Registration, the applicant is required to submit his/her scanned signature and photograph into the system.

The applicant is required to remember the Registration Number generated by

the system after he/she presses the 'Submit' option. The Registration Number

generated by the system would be used as a 'Password' for his/her further

Online activities. User ID would remain the same, i.e. Mobile Number.

The option of 'CHANGE PASSWORD' would be there, using which the

applicant can change the above password. If the candidate changes the

password, the new password would be required to be used by the candidate

for his/her future Online activities like Downloading of Admit Card, Display of

Result etc.

After registering Online, the applicant must take a print out and submit the

same to the Cadre Controlling Authority for onward submission to DGM (A) of

the respective Recruitment Circle for record purpose. The applicant may also

keep a copy of the aforesaid print out with him/herself for his/her own record.

In case of any difficulty or mistaken filling up of data, the applicant may send

e-mail to the Recruitment Branch, BSNL C.O. at the e-mail ID

[email protected] or [email protected]

Once the applicant registers himself/herself Online for any examination, withdrawal of candidature is not permissible.

Under exceptional circumstances, which is beyond the control of the candidate, the Competent Authority may allow the withdrawal of candidature.

(ii) Activities Involved for Direct Recruitment Examination :-

The Online registration would normally be open for 30 days. No request for extension of time for Online registration is to be considered

Once the applicant registers himself/herself Online for any examination, withdrawal of candidature is not permissible.

Examination fee once paid by the candidate couldn't be refunded under any circumstance.

5.5 Correction of Data Entered by the Candidates

Activities Involved :-

Fifteen (15) days time would be kept for correction of data etc., wrongly/inadvertently entered by the candidates, while registering Online.

On receiving the e-mail from any candidate, who had inadvertently entered

wrong data/photograph/signature etc. during Online registration, the System

Administrator would make necessary correction in data/photograph/signature

etc. in the Online Registration Form in the System.

Thereafter, the System Administrator would confirm the same to the applicant through the e-mail address/Mobile Number given by the applicant.

5.6 Validation of the Data by the Cadre Controlling Authority

Activities Involved :-

After closure of the Online Registration and data correction process, the

Cadre Controlling Authority would check the correctness of the

data/photograph/ signature and SC/ST/OBC/PWD certificate submitted by the

candidates from Service Book details or ERP or HRMS details in the case of

Departmental candidates.

In the case of external candidates, the correctness of the data/photograph/

signature and SC/ST/OBC/PWD certificates submitted by the candidates

would be verified at the final stage of the recruitment process.

During validation process, if any data/information etc. provided by the

applicant is found to be incorrect, the candidature of the applicant would be

cancelled.

The applicant would be informed about the cancellation of his candidature through the e-mail address/Mobile Number provided by the applicant.

During validation process, if the data etc. provided by the applicant is found to be correct, the candidature of the applicant would be accepted.

The applicant would be informed about the acceptance of his candidature through the e-mail address/Mobile Number provided by the applicant.

Display of list of eligible and non-eligible candidates on BSNL examination

website and the applicant would be able to check the status of his Online

application by providing Registration Number and Date of Birth.

Creation of Master Database of applications registered Online.

5.7 Allocation of Examination Centres according to candidates applied

Activities Involved :-

Finalization of place of Examination Centre.

Finalization of number of Examination Centre.

Allocation of Examination Centre to each applicant, as per his/her choice.

Submission of the list of examination centre allocated to each applicant to the

System Administrator.

5.8 Generation of Admit Card and provide link for candidates to download

Activities Involved :-

Allocation of Roll No. to the eligible candidates.

Generation of Admit Card in respect of each eligible candidate, displaying Name, Roll No., Examination Centre, Category etc.

Admit Cards would be uploaded minimum 15 days before the date of

examination on the respective website i.e. www.internalexam.bsnl.co.in and

www.externalexam.bsnl.co.in for Departmental Examination and Direct

Recruitment Examinations, respectively.

Provide link for the candidates to download Admit Card and the applicants would be informed through e-mail/SMS about the same.

In case, the candidates couldn‟ t view/print their Admit Card before 7 days

prior to the examination, the candidates may intimate about the same through

the e-mail address [email protected] or [email protected] to sort out

the problem.

Applicants would download the Admit Card from the website and would take a

Print Out of the same. The candidate is required to put his/her signature and

paste his/her photograph.

In case of Departmental Examinations, the candidates should also get the Admit Card countersigned by their Controlling GM/DGM/AGM.

Provision of Mock Tests would be made available in the Examination website,

so that the candidates may be familiarized with the Online examination

procedure.

5.9 Conduction of Examination

Activities Involved :-

Issue of Instructions regarding appointment of Examination Observers along with the Supporting Staff during conduct of examination

Issue of Instructions regarding the procedure for reimbursement of Travelling Allowance to SC/ST candidates

Candidates would be required to take their seats at least 30 minutes before commencement of the examination

Each candidate would be provided separate Terminal for his/her use.

Terminals would be made operative 15 minutes before the commencement of

the examination

The candidates should enter their Roll No. in the System to enable them to appear in the Online examination

The candidates would also be required to enter their name, HRMS/ERP No. (in case of Departmental Examinations) etc. in the System

The question papers would be set in bilingual i.e. English and Hindi languages

Recruitment Branch of BSNL Corporate Office would be the custodian of the

Question Bank for the Online examination.

The link to the Main Server containing Question Bank would be provided 5

minutes before the commencement of the examination and the candidates

would be required to open the link

On opening the link, each candidate would be linked to a particular set of questions for that examination

At the time of commencement of the examination, the candidates are required

to enter their responses to the questions by pressing the key on the Key

Board.

All the activities of the candidate, including key depressions, would be

captured and recorded by cameras installed in the Examination Hall

Candidates could change their responses to the questions any number of time

before finally pressing the "SUBMIT" button

At each step the candidates would be able to see the number of questions answered and the number of questions remained unanswered

After responding to the questions, the candidates have to press "SUBMIT"

button for final submission of their responses to the questions to the System

Details of the marks scored by the candidates along with number of correct

and wrong answers would be automatically sent to the candidates on their e-

mail address by the System and the candidates would be able to view their

score card by opening their e-mail later.

5.10 Evaluation & result preparation of the examination

Activities Involved :-

Paper-wise marks scored by the candidates would be prepared.

Marks scored by the candidates would be uploaded in the System and

candidates would be able to view the marks scored by them from the website

by logging in their User ID and Password.

Marks scored by the candidates could be downloaded from the System.

Merit list would be prepared on the basis of marks secured by the candidates on the basis of their year-wise eligibility.

Final result would be prepared from the merit list on the basis of number of vacancy available for a particular year.

5.11 Declaration of Result of Examination & send a copy to Cadre Controlling Branch

Activities Involved :-

Final merit list would be prepared and uploaded on the examination website

and the candidates would be able to view the final merit list by logging on to

the said website.

Copy of the final merit list would be sent to the Cadre Controlling Branch for

further action with regard to issuing promotion orders/appointment letters to

the candidates, as the case may be.

5.12 Uploading the marks obtain by the candidates on the website

Activities Involved :-

Marks scored by the candidates along with the number of correct answers and

wrong answers would be uploaded in the System and candidates would be

able to view the marks scored by them from the website by using their User ID

and Password and thereafter entering his/her Roll Number in the System.

Final merit list would be uploaded on the website and the candidates would be able to view the final merit list by logging on to the website.

5.13 Analysis of process of examination

Activities Involved :-

Verification of the reliability of the System/Software/Examination Agency in successful conduction, or otherwise, of the examination process.

Rectification of the shortcomings, if any, observed in this regard.

Modifications/Upgradation, if any, required in the System/Software.

5.14 Provision of feedback to the candidates

Activities Involved :-

Candidates would be given six (6) months time for seeking the details of

marks scored by them for each question along with the question paper, on

payment of requisite charges i.e.Rs. 500/- for each paper.

Candidates would be given six (6) months time for seeking the copy of the

video graphy on CD, on payment of requisite charges i.e. Rs.500/- for each

sitting.

Re-totalling and verification of marks would be permitted, on payment of

requisite charges within six (6) months from the date of declaration of final

result.

Revaluation of Online answer scripts is not permissible in any case and under any circumstances.

5.15 Retention period/schedule of examination materials

Activities Involved :-

The video footage taken in the examination centre would be preserved in the System for six (6) months only in normal circumstance.

The video footage taken in the examination centre would be preserved for two

(2) year only in CD/DVD format in normal circumstance.

In case of litigation involving a particular examination process, the video

footage of the examination taken in the examination centre would be

preserved for the entire period till the litigation is over.

The data captured by the System during the Online examination would be

preserved for a period of one (1) year only in the Server in normal

circumstance.

The data captured by the System during the Online examination would be

preserved for a period of 5 (five) years only in CD/DVD format in normal

circumstance.

In case of litigation involving a particular examination process, the data

captured by the System during the Online examination would be preserved for

the entire period till the litigation is over.

After the retention period/schedule of examination material is over, the data

may be erased from the System/Server in order to reduce load on the System/

Server.

5.16 Treatment of candidates using unfair means:

Activities Involved :-

If a candidate is found guilty of impersonation or of submitting fabricated

documents or documents which have been tampered with, or of making

statements which are incorrect or false, or of suppressing material

information, or of using or attempting to use unfair means in the examination

hall or otherwise resorting to any other irregular or improper means for

obtaining admission to an examination, the Supervising Officer should submit

a report to the authority competent to take further action, as deemed fit.

If a candidate is found to be copying from the Computer Screen of a

neighbouring candidate or from any written paper or document brought by

him, or in any other way obtaining help or giving help to other candidates by

irregular means, or is found to be in possession of a book which is not

authorized to be used or any written paper or document, he should be

immediately expelled from the Examination Hall.

6. Designing & Development of Question Bank:

For all Examinations, Question papers will contain multiple choice objective

types, bilingual (English & Hindi), in the stream in which recruitment is being

made. In such Question Paper, there is specified number of questions and

each question contains one stem and four options (a, b, c and d) and the

candidate has to select only one correct answer.

Dedicated Server with duplex mode for Question Bank would be arranged in the Strong Room under Recruitment Branch/BSNLHQ.

This strong room would have CCTV surveillance cameras installed in a way that all activities undertaken there at any point of time, are captured. Adequate numbers of CCTV cameras would be installed in the room/entry/exit. etc. to have the full footage.

CCTV camera feeds would be stored locally on the central server of at least 10 FPS and 1080 P Resolution.

Question Bank Server Software would be protected through multiple

password which may be assigned to the responsible officers i.e. with the club

of DGM(Rectt) and AGM(Rectt).

Calling nominations for Paper Setters for each Paper of the concerned Examination.

Requesting each Paper Setter for framing of Questions i.e. at least 20

Questions for each topic/chapter, along with their Answers/solutions in

Word/Excel Sheet.

Questions will be MCQ's only based on the prescribed syllabus & scheme. Contents of the Questions may be textual, pictorial, maps, graphs, etc.

After receiving Questions and Answers from all the Paper Setters for a

particular examination, an Expert Committee would be formed to scrutinize

the questions and correctness of their answers and to undertake due

moderation. The Question Bank for a particular examination would be

prepared with the help of these scrutinized/corrected/moderated questions

and may be fed to the server.

Expert Committee would comprise of five officers i.e. 3(three) from

Recruitment Branch (DGM-R , AGM-R and DM-R in charge of Question Bank)

and two other officers (DGM/AGM level officers from respective cadre

controlling branch) as nominated by the Dir(HR), BSNL Board. DGM-Rectt

would be the Chairman of the Expert Committee.

Expert Committee would check as to whether the questions are within the

prescribed syllabus and their suitability for the examination being held.

Committee would also check as to whether the question is ambiguous in

nature, do not have more than one correct answer, and categorize the

questions into three types viz. difficult, medium and easy in a balanced

manner.

Expert Committee would be formed separately for each stream, viz. Civil,

Electrical, Arch, Telecom, Finance, CSS, English, General Knowledge etc.

Question Bank would have a balanced mix of easy, medium and tough

questions.

Provision of making four different sets by randomization within the same set of question paper while it is made available to the candidates.

Repetition of questions would normally be avoided across the sessions, if examination is conducted in multiple sessions.

Encryption of Question papers for online test, using necessary passwords for protection etc.

Zero error would be ensured while designing & developing Question paper.

In case of the examination spanning more than one day, the software should

eliminate the questions selected on day 1 from the questions of day 2 and so

on.

7. QUESTION PAPER UPLOADING IN TEST CENTRE SERVER:

A set of questions will be prepared by BSNL and submitted in exam engine

software in encrypted manner. Following will be the activities of Agency in this

regard:

Agency will provide Question Authoring Tool (QAT) that can be shared online using secured channel and MCQs can be authored remotely or locally.

QAT should have provision to export PKI (Public Key Infrastructure) encrypted question set to be uploaded in Exam Application.

Exam Software should have provision for decrypting PKI encrypted question

sets before 1 day or few hours to exam using digital signatures of BSNL.

Exam Software should also have provision for integration with question bank.

Agency will provide necessary support for importing the question bank in the

exam software.

On receipt of the questions from the Question Bank, the Exam Software should prepare four (4) different sets by using the same set of questions by way of randomized shuffling of the questions.

8. EXAM CENTRE CRITERIA:

8.1 PRE-EXAMINATION PHASE: 8.1.1 Test Centre Administrator shall act as Examination Superintendent (ES). The

ES shall depute the examination staff based on the guidelines provided by BSNL. The Lab where the Examination Centre is established shall be sealed in front of the Examination Superintendent, once the examination data is deployed in the computer lab. The lab shall remain under the charge of ES till the Examination cycle including submission of answer files to BSNL, is complete.

8.1.2 The examination shall be conducted by implementing the examination application software approved by BSNL.

8.1.3 The Examination Centre is required to set up by the Agency one day prior to the date of examination for due auditing by the Examination Observer and to submit his report. Shortcomings, if any in arrangements, will be intimated by the Examination Observer to the Agency/Test Centre Administrator for due corrective steps.

8.1.4 The Agency has to arrange for the amenities essential to conduct the Examination at its Premises, which is based on the allocation of the number of candidates at a particular Centre. These basic amenities are, drinking water, seating arrangement, parking, washrooms etc.

8.1.5 The Examination Observer may remain available at the Examination Centre for the full day or part of the day.

8.1.6 The Examination Centre and its staff is expected to not only act in a cordial manner with all the candidates as well as personnel deputed by the BSNL for Examination Observer duty but also to provide all possible support and cooperation for effective and efficient conduct of Examination.

8.1.7 Each candidate appearing for the examination is required to sign the reporting sheet.

8.1.8 Display the batch schedule and instructions on the notice board of the institution at the reception area as well as outside the computer lab (examination hall).

8.1.9 Only those candidates, whose names appear in the list of candidates supplied by BSNL be allowed to appear for Examinations at the Test Centre.

8.2 DURING THE EXAMINATION CYCLE:

8.2.1 All the candidates must be thoroughly frisked before they are allowed to enter the examination hall.

8.2.2 Hall Discipline:

Candidates shall be admitted to the Examination hall only 30 minutes before the commencement of Examination and shall leave latest by 10 minutes after the Examination is over.

No candidate will be permitted to enter the Examination hall after 15 minutes of the commencement of the Examination and be allowed to leave the hall for before 30 minutes after the commencement of Examination.

Before the commencement of the Examination, it is essential and mandatory for all candidates to give the Bio-metric attendance.

8.2.3 The Bio-metric attendance is mandatory and to be marked in respect of all

the candidates present. The number of present candidates must reconcile with the candidates who have taken examination.

8.2.4 Unfair means: The ES has to ensure that the unfair means detected during the course of examination are properly recorded and the report sent to BSNL as per procedure laid down by BSNL.

8.2.5 Miscellaneous/general arrangements:

Examination Superintendent should be careful about making arrangements for toilets for the use of candidates.

Allow the Examination Observers/Members of Surprise Visit Team appointed by BSNL to inspect the records and the examination halls/rooms, after ensuring that the visiting team is having proper authority letter from the competent authority.

8.2.6 Answer file upload and backup: The uploading of answer file and backup

procedure as laid out by BSNL must be followed. Any problems/errors should be reported to BSNL control centre.

8.3 POST EXAMINATION PHASE:

After conducting the exam and uploading the candidate responses successfully from all the examination centers, Agency will ensure that candidate responses are stored safely in more than one data centers in encrypted manner and hash value of the response of each candidate is stored in safe repository located in Data Center, safely. Apart from this, the Agency will also ensure that audit trail and logs are properly maintained at different levels. The Agency will be required to submit a certificate in this regard to BSNL within 24 hours of exam completion. Following are the post exam activities after providing certificate to BSNL:

8.3.1 If exams are conducted on fixed question pattern, Agency will be decrypting the Answer key (as uploaded on Examination Server along with question paper) using private key of appropriate authority of BSNL.

8.3.2 Agency will submit Candidate‟ s Biometric Details and CCTV Camera recordings to BSNL and obtain written receipt of same.

8.3.3 After obtaining written approval along with minimum qualifying marks in respect of all categories from BSNL, Agency will prepare the merit list and submit to BSNL.

8.3.4 Marks obtained by the candidates, in PDF format will be required to be sent to 14

candidates on their registered email address, if so directed by BSNL. 8.3.5 SMS alerts on marks obtained will also be sent to candidate's mobile number.

9. Surveillance System:

9.1 All the exam halls shall have CCTV surveillance cameras installed in a way that activities of each candidate are captured.

9.2 At least 2 CCTV cameras shall be installed diagonally in an exam center having seating capacity of 50 Candidates. After that 2 additional CCTV Cameras will be required for each additional 50 Candidates.

9.3 CCTV camera feeds will be stored locally on the central server at atleast 10 FPS and 1080 P Resolution.

9.4 CCTV camera shall record Exam Center activities from 30 minute before to 30 minutes after the examination is over.

9.5 Agency will be required to store CCTV camera feeds with necessary metadata in data center server for all the Computer Based Exam within 24 hours after the examination.

9.6 Exam delivery workstation will be “locked down” and the candidate should not have access to the local file system or the internet during examination.

9.7 The testing engine shall be capable of supporting randomization of test items for additional security.

9.8 Agency should own the complete source code of the software application to be used for conducting the exam and in-house technical skills should be available to make any changes, if required.

10. ACCREDITATION OF EXAM CENTERS:

Agency will identify exam centre infrastructure before bidding and accredit the same after ensuring necessary arrangement that exists as per standards defined in the tender. It must be clearly defined and ensure availability of exam center on all the dates as per schedule of Computer Based Exam for full day and comply with all the standards set for Exam Centres in the tender. Agency will also visit each of such accredited centers and plan to ensure necessary updation to meet defined standards.

11. COMPUTER BASED EXAM APPLICATION CUSTOMIZATION:

Computer Based Exam Application will be a set of following two software systems. Agency will be required to customize, develop and integrate these softwares and web portal.

11.1 Computer Based Exam Software

Computer Based Exam software would be a critical part of proposed solution by Agency. As per requirements of BSNL, Agency will customize Exam Software.

11.1.1 Exam Center Software

Exam software will be at core of Computer Based Exam System, which will be

working on distributed architecture. Exam software will be loaded on central server and will get connected with Exam Center Servers (Laptop Servers) before atleast 1 or 2 hours of exams to download all the detail required to conduct exam in exam center offline. Once the details are downloaded, Exam Center Server will conduct exam on Local Area Network of exam center.

Exam Center software should have capability for conducting exam without having real time connectivity with central server.

Exam Center Software should have seamless integration with central server.

The examination software should provide real time audit report of candidates while taking the examination. This is mandatory to tackle candidate complaint, if any, during the course of examination.

The examination software should be capable of generating attendance (present & absent).

The software should be capable of providing detailed analysis for various examination activities.

The examination software should have the capability of real time syncing the candidate response with the local examination server. During the examination, the candidate‟ s response data should be shown on the candidate screen for his update.

The software should be able to create various reports without manual intervention, which may be required by BSNL. The module should have report formats like Score report, Section-wise score report, Data Report, Response Report, Absentees Report, Feedback Report, Attendance Report, Question Paper Report, RTI Report, Drive Summary Report, Incident Register, Drive Manager Audit Report, Candidate Question Paper PDF, Group-wise score report, Observer Feedback Report, Result Validation Report.

The examination software should have the capability of transferring the encrypted question bank from BSNL to the exam center via Data Center. The examination software should support various Question types e.g Multiple Choice.

The examination software should have the candidates marks uploaded to Data Center in encrypted format.

The examination software should have the provision to close the response window for the candidates after the scheduled examination time is over and the responded answers will be automatically submitted for evaluation.

11.1.2 Candidate Interface

The software shall be capable of hard closing the running applications and disabling all the USB ports on the candidate machine.

The solution will have bi-lingual capability. The examination software should be capable of supporting question papers in both Hindi and English.

The examination software shall be designed, keeping the colour blind candidates in mind.

The candidate shall be able to view Instruction Sheet and Profile Information at any given point during the course of examination.

The candidate will be able to view Question Paper summary during the course of examination e.g answered and un-answered questions and time left of exam duration.

The examination software should ask for candidate‟ s concurrence on hardware provided to him/her before the start of exam. Without this, the exam should not start.

The examination software should have Zoom capability. The software should be capable of providing zoom to specific screen/content, if required.

The candidate‟ s photo, provided by the candidate during online registration, shall appear on the examination console throughout the examination for invigilators to verify.

The candidate‟ s roll no and photograph shall be displayed on every system even before the candidate enters the examination room. This would help candidates in locating their seats. Also, it would ensure that no two candidates exchange seats.

Calculator feature shall be available for the candidates with provision disabling same from central server.

The candidate shall be given time to go through the instructions before the start of exam. During this time, the software should strictly restrict candidates from starting the exam.

The examination software must provide the option of capturing detailed feedback by candidates and observers, if they desire so. This would help in identifying the pros and cons of computer based examination.

11.1.3 Exam Monitoring Tool:

Agency shall provide a monitoring tool which should provide update on pre, during and post examination activities:

This monitoring tool should be in sync with almost real time examination process happening at the test centers.

The monitoring tool should display the number of mapped candidates, present / absent candidates at every test center.

The monitoring tool should provide a track of candidate registration at every test center.

The monitoring tool should clearly indicate that for how many candidates, login screen (displaying Roll no and Candidate photograph) has already been opened by the invigilator.

The monitoring tool must indicate the number of candidate for whom the examination has got delayed.

The monitoring tool must keep a track on the number of candidates and observers who have submitted their feedback on the end to end computer based examination process.

The monitoring tool should be capable of proving a complete dashboard. All the reports should be downloadable in prescribed format i.e Excel/ PDF formats.

12.1 Web Portal for Application Receiving

All the candidates and citizens will interact with BSNL using this web portal. The agency should make all the provisions for Candidate Registration, Candidate Profiling, and Application Receiving for examination of BSNL and Online Payment services on the Portal.

12.1.1 WEB PORTAL SERVICES:

A comprehensive Application Receiving web portal will be developed to connect Exam candidate with BSNL for all the services. The portal will allow all the candidates to register, apply, make payment, download test admit cards, etc. Thus the quality and a comprehensive set of features will facilitate the candidates substantially. Agency will be required to consolidate all the expectations of stakeholders and develop a robust framework Application Receiving portal. This framework will first be approved by BSNL and then the portal designing, development, content aggregation, etc. activities will be performed by Agency.

The Portal shall be developed on a robust content management framework having comprehensive set of security, compatibility and scalability features. Following are the key components (but not limited to) of the Application receiving portal:

Web portal will provide detailed information of BSNL Exams. This will include Computer Based Exam framework, Syllabus, References, exam manual, eligibility, procedures, etc. These static pages should be designed beautifully and user friendly manner.

BSNL will provide all the detail of up-coming exams, schedules, rules, eligibility clauses, procedures, etc. Agency will be required to publish same on the web-portal in user friendly and structured manner. Eligibility criteria for all the exams should be recorded in structured format, so that the candidates can browse through various exams as per their qualification or eligibility credentials.

12.2.2 Candidate Registration and Online Payment

In order to appear in Exam, candidates will be required to register themselves on the portal. Hence, the Portal should provide a dedicated section for candidate registration. System shall provide necessary integration interface for payment gateway service. Selection of Payment Gateway service provider will be done by Agency in consultation of BSNL. All fee collected from students online will be deposited in the designated bank account of BSNL. Agency will be responsible to integrate selected payment gateway with the portal. BSNL will publish exam notices online on the web portal, where candidates will be able to obtain all the exam details, submit their application online along with electronic payment. In order to achieve this ability, system will have following modules and features:

12.2.2.1 Candidate Registration

Candidates will provide their basic detail like personal detail, educational qualification, experience, area of interest, etc. to register themselves get regular updates and apply online for exams. Candidate registration will also create profile of candidate on the portal, so that for next exam if any, candidates do not have to upload their credential and detail again. During registration, the system shall also verify mobile number by sending one time password. Login detail shall only be provided on e-mail to the candidates. Only registered candidates will be able to apply for BSNL Exams after making online payment. After registration, candidates will be able to log-in into the portal and apply for scheduled exams, see the status of their applications, get notices and intimations from the Agency and respond, update their profile contents, etc.

12.2.2.2 Application Receiving:

Applications will be received online from the candidates. Only registered candidates will be able to apply for exams. Following are requirements for Application Receiving module:

1. The system shall have provision for designing online application submission form by adding or removing form fields along with necessary validations.

2. The system should have provision for defining field sets for various kind of exams. The system shall also have predefined web form templates that can be applied on web forms.

3. Once the form fields are defined and web form template selected, the system shall render web based application form for testing.

4. The system shall have provision for automated publication of web form on the Web Portal after successful testing.

5. Web form designing process shall be menu driven, so that BSNL employees

having technical abilities, can also design it on the basis of rules sets defined f or the exam.

6. In case of some specific requirement that cannot be configured through menus and field properties, the system will also have provision for bespoke development.

7. Online Application form fields shall be linked with candidate profiles, so that the fields can be auto-filled for registered candidates.

8. System shall provide necessary integration interface for payment gateway service. Selection of Payment Gateway service provider will be done by BSNL separately. Agency will be responsible to integrate selected payment gateway with the portal. Application submission process will be completed only after making the exam fee payment successfully.

9. Once, the online application form filled and submitted by the candidate, the system will generate a PDF document of the form. Candidates may be required to print this form for ready reference.

10. Immediately after application submission, the system will automatically create hash value of application form content and store it in secured repository with time stamping.

11. System shall also maintain logs for each alteration after first submission of

application.

12.2..2.3 Concurrent Updates

System will provide concurrent updates to all the registered candidates with respect to various exams, notices, publications, test admit card generation, result declaration, etc. These updates will be provided on email and SMS after necessary consultation/approval from BSNL. SMS Gateway services will be arranged by Agency at its own cost.

12.2.2.4 Grievance Handling

The portal will have a provision of grievance handling mechanism. The Agency should address all the queries or complaints received from the registered candidates during pre-examination phase in a time bound manner. Further, all the complaints received during post-examination phase would be handled by BSNL and the Agency should assist BSNL in this regard. Grievance handling system will work on ticketing mechanism, where for each valid query or complaint, a ticket will be raised and reference number will be given to the candidates. There shall be fixed time and escalation mechanism for different categories of complaints and queries. All the tickets should be recorded as closed in time limit fixed for same. The grievance handling system shall work in closed integration with help desk support system and same system shall be used for handling complaints and queries recorded from help desk call centre.

12.2.2.5 Mock Test

The portal will provide three Mock Test facility for the registered candidates, so that they can understand Computer Based Exam pattern, exam screen interfaces, typing test interface, etc. This will also enable them to prepare strategy for taking computer based exam. Mock Test interface should be exactly same as the candidates would see in exam centres. Before beginning the mock test, the candidates should be provided dummy Hall Ticket Number to log in the mock test interface. At the end of test, a dummy score card shall be also be shown to the candidates. This will allow them to have end to end feeling of taking Computer Based Exam. There should be no limit on the number of attempt for the mock test i.e. a candidate may appear in mock test as many as number of time he/she wants to. Thus, the purpose of mock test is to make the candidates familiar with actual exam interface that they are going to see in exam centers and remove fear of unknown which new candidates might have before taking Computer Based Exam.

12.2.2.6 Feedback Collection

The Portal shall have very user friendly interface for collection of feedbacks, especially for the candidates who have appeared once in the Exam. The feedback may be collected under various categories like Portal Services, Exam Centers, Computer Based Exam, exam patterns, etc. Agency should make provision for taking each and every feedback in to account. The feedbacks will directly be accessible for BSNL to take corrective actions.

12.2.2.7 Mobile Compatibility

The portal shall be compatible to be viewed on smart phones in user friendly manner. Candidates shall be able to avail all the portal services except Mock Test, on their smart phones. Compatibility with Smart phones does not simply means that the portal will be opened on mobile web browser. It should be designed specifically for mobile viewing using responsive themes.

13. Handling of RTI Queries and Court Cases

Agency will assist BSNL to handle the relevant RTI Queries and Court Cases related to Computer Based On-line Exam. Agencies should carefully the read the provisions of RTI Act, 2006 and assist BSNL with timely response to relevant RTI Queries filed by citizens/candidates.

In the event of receiving RTI Queries, BSNL will forward same to Agency with a covering letter within 3 days of receiving the same. Agency will prepare response and consult BSNL, if required. Agency will submit final response to BSNL with signature of Agency representative in hard and soft copies. BSNL will finally respond to RTI applicant. BSNL will review the status of RTI Queries available with agency periodically.

Such liability will rest with the Agency for a period of 6 (six) months from the date of holding the examination.

In the event of filing of any court case by the candidates/others against the Online Examination process, the Agency will provide all the relevant data/information and will assist BSNL for preparing Counter Reply to the said court case.

Such liability will rest with the Agency for a period till the Agency is empanelled with BSNL or the court case is settled, whichever is later.

14. General Conditions:

14.1 Departmental examinations/Direct Recruitment examinations may be clubbed together based on the number of candidates and Online examinations would be conducted through the Agency. Accordingly, the software should be developed by the agency so as to enable it to conduct separate multiple examinations for different cadres on the same day and in the same venue.

14.2 Examination Centres would be maximum 25 Cities spread all over the country depending on the number of available candidates, as per Annexure-A.

14.3 Examination agencies would be finalised on the basis of fulfilment of technical

parameters specified by BSNL. The process would be done through BSNL e-tendering process only and the same would be valid for two years (Extendable by one more year as per the performance of the agencies) from the date of first work order issued.

14.4 The selected agencies would be required to furnish a Performance Bank Guarantee (PBG) to BSNL for an amount equivalent to the 10% of the estimated contract value, which will be valid up to the contract period and the same will be refunded on successful completion of the contract period.

14.5 BSNL has defined three (3) categories of examination that needs to be

conducted, as under :-

A- Direct Recruitment for DGM, Direct Recruitment for Management Trainee

(External Candidates), Recruitment for Management Trainee (Internal

Candidates)

B- Direct Recruitment – Telecom Technical Assistant (TTA), Junior Telecom Officer (JTO), Junior Accounts Officer (JAO) and Asst. Manager (AM) etc.

C- Limited Departmental Competitive Exam (LDCE) for TTA to JTO, JTO to Sub

Divisional Engineer (SDE), AM to DM, UDC to AM, Group C to JAO, Group C

to JTO, Steno to PA, PA to PS etc.

The bidders are to quote for each of the three category of exam. The project would be awarded to the agency, which will score the highest in the evaluation matrix for each of the category.

14.6 Question Papers Bank for both departmental exam and direct recruitment

exams will be arranged by BSNL. However, the software for reshuffling of questions to prepare different sets of question papers will be supplied by the Exam Agency.

14.7 BSNL commits to make payment for a minimum of 30 candidates for each Test Centre and payment for identified/committed Centres will be made irrespective of admit cards issued for online examination. In case, number exceeds beyond 30 candidates per centre, payment shall be made based on actual number of candidates. Number of Test Centres would be finalised under due approval of BSNL Recruitment Branch.

14.8 Work order will be placed to the agency on each occasion for conduction of online examination either separately or few examinations clubbed together, depending on the number of candidates.

14.9 The agency has to provide a minimum of 50,000 seats per session of 3 hours each for the exams. However, in case the complete exam is not possible to be conducted in a single session, then the agency, in consultation with BSNL, can schedule the exams across multiple sessions spread across multiple days in succession.

14.10 A Control Room will be invariably established by BSNL in its Corporate HQ in New Delhi and duly manned by its employees/officials, for monitoring and supervising the examination process during the examination. The Agency will make necessary arrangements to feed live information in respect of all the Examination Centres to this Control Room in New Delhi. The aforesaid live information should be available from 30 minutes before the start of the examination and till completion of exam related activities in the Test Centres (preferably 30 minutes after the completion of the Examination).

14.11 In case of any cancellation of examination/termination of MOU due to court cases or any other unavoidable circumstances, BSNL will safeguard its own interest as well as the interest of the Agency. In such cases, the charges incurred by the Agency to the extent activities completed shall be charged and adjusted against the advance amount paid by BSNL on production of the receipts by the Agency. Balance amount of advance, if any, shall be refunded by the Agency to BSNL. However, if the cancellation of the exam/termination of the MOU is due to the failure on the part of the Examination Agency, BSNL

shall not be liable for reimbursement of the cost incurred by the Agency and the entire advance amount shall be refunded to BSNL.

15. Duties and Responsibilities of Agency and Terms & Conditions:

Documents for e-tendering has been finalised thru‟ due vetting by the MM Section in Corporate office.

15.1 Broad Scope of Works:

The scope of work covers receipt of applications online, scrutiny of applications, collection of application fee in BSNL account, Generation of Roll numbers and issue of admit cards to candidates, Question Bank software for reshuffling and making question sets, conducting of computer based test and providing the result of the test etc .The Scope of Work would also include providing of infrastructure (Man-Machine) for the conduct of various examinations in online mode, based on the examination schedule as communicated by BSNL from time to time. The agencies would be required to meet the pre-requisites and provide the infrastructure as stated in subsequent paragraphs:

15.1.1 Development of web- application for online registration by candidates after notification. The web-application should be thoroughly tested and validated before going online and should also facilitate:

15.1.1.1 Online payment of application fees to the designated BSNL Account. 15.1.1.2 Facility for applicants to download and print (online) the form filled in by

the applicant in standard formats. 15.1.1.3 Automated e-mails/SMS to every registered applicant on successful

registration, receipt of application fee (online) and uploading of Admit cards.

15.1.1.4 Registration process involving uploading of photographs and scanned

signatures/documents. 15.1.1.5 Provision of an administrative login to be provided to BSNL authority for

checking and authentication of successfully registered applicants. 15.1.1.6 Rejection of invalid applications. 15.1.1.7 Maintaining a master data base of all applicants registered for use at any

time during the examination process. 15.1.1.8 Transfer of the entire data (soft copy) to BSNL authority after the whole

process is completed. 15.1.2 Designing and development of a suitable IT platform for enabling a

computer-based examination (with multiple choice questions) in different cities in India (questions and answer key to be provided by BSNL):

15.1.2.1 Designing and developing on line computer based test tools. Test tools

are to be developed in consultation with BSNL representatives and finalising the same once approved by the authority.

15.1.2.2 Fixing the Test centres with sufficient computers and relevant software with necessary security systems.

15.1.2.3 Provision for conducting Computer based Test-3 mock tests by the registered applicant.

15.1.2.4 Evaluation of the answers as per the pre-set criteria prescribed by BSNL. 15.1.2.5 Developing the scoreboards/merit list of the candidates on the basis of the

evaluation. 15.1.2.6 Providing the data base of the candidates, applied/attended/their scores. 15.1.2.7 Providing the soft copy of the answers of the candidates in the form

CD/pen-drive. 15.1.2.8 Tenderer has to ensure that the examination is not ”online only” and

conducted in CBT mode so that it is not affected by internet issues.

15.2 Prerequisites:

15.2.2 Procedural and Legal requirements:

15.2.2.1 The agencies should be entered into an MoU with BSNL for abiding by all guidelines, rules/regulations for conducting examinations.

15.2.2.2 Agency should preferably have their own data centre in India and it must not host the application in a third party centre.

15.2.2.3 Agency should have a defined and documented process for obtaining and controlling access to Data Centre.

15.2.2.4 Agency should have a comprehensive Business Continuity Plan/Disaster Recovery Plan and practice in place which should be specified in the proposal.

15.2.3. Location Requirements:

The institution should be well connected with public transport and located at feasible distance from the nearest bus stand/railway station/metro station.

15.2.4. Technical:

15.2.4.1 Seating capacity of computer lab in a centre should be made available depending on the number of candidates in the centre.

15.2.4.2 The agencies should have at least 2 Servers in each examination centre. 15.2.4.3 The agencies should have sufficient (10% buffer i.e. 10 per 100 systems

as buffer per shift) standby machines to take care in case break down of PCs. The agencies should have printing facilities for taking out prints.

15.2.4.4 Should have proper access control systems in the Examination centre with CCTVs and Cameras to discourage unfair practices.

15.2.4.5 All the workstations and servers should be on LAN supporting IPv4. Exam

centres should have the necessary connectivity to download the question papers and upload the marks.

15.2.4.6 Exam delivery workstation should be “locked down” and the candidate should not have access to the local file system or the internet during examination.

15.2.4.7 The testing engine should be capable of supporting randomization of test items for additional security.

15.2.4.8 Agency should own the complete source code of the software application to be used for conducting the exam and in-house technical skills should be available to make any changes, if required.

15.2.4.9 Minimum Server Configuration (for Exam Centre): - Processor: Dual Core, CPU Speed: 1.5 GHz or above. - RAM: 4 GB or above. - Screen Resolution: 1024 X 768. - Operating system: Microsoft Windows Server 2003 Enterprise, Edition

Service Pack 2, Windows 7.or above - Browser: Internet Explorer 7.0 or above as supported by above Operating

systems.

- Browser setting: Pop-up blocker disabled, Paste operations via script

enabled ,Under „Settings‟ of „Temporary Internet , Files‟ , set „Check for newer versions of stored pages‟ to „Every visit to the page‟

- Proxy disabled (Direct Internet). - Other software: .Net 2.0 Framework, Microsoft Office Excel 2003 or above

OR Open Office Calc 2.4 or above.

15.2.4.10 To host the test and manage the test delivery process , Computer

systems and servers shall be of latest configuration and LAN must be scaled enough to handle the traffic in real time with proper backup and redundancy at each level.

15.2.5 General requirements:

15.2.5.1 The LAN set up shall be virus free and fire-walled. The terminals and the servers including the backups shall also be virus free.

15.2.5.2 Agency should ensure actual software testing before the exam conducted live at each site.

15.2.5.3 Biometric Support for candidate Authentication and Authorization. 15.2.5.4 Webcam 15.2.5.5 Printer 15.2.5.6 Power Backup for servers and each candidate - UPS and Generator Set. 15.2.5.7 Firewalls/UTM. 15.2.5.8 Antivirus Solutions. 15.2.5.9 Facility for having suitable drinking water and separate toilet facilities both

for Boys and Girls. 15.2.5.10 Facility to ensure foolproof data security, data transfer and physical

security inside. 15.2.5.11 Ample parking space.

15.2.6 Manpower:

Minimum manpower deployment at each examination centre must as per following requirement:

Each Exam centre of capacity of 100+10 buffer should have the minimum following personnel‟ s to be deployed by the agency:

Test Centre Administrator- 1(one for each centre). IT Manager-1 for each 200 candidates. Invigilators- 2 per 20 systems or per lab.

Support staff including Technical staff-2 per 100 candidate. Security Gaurds-2 per 100 students. Peons- 2 per 100 students.

Above staff should be increased proportionately on the basis of candidates allotted to a particular centre. Further, BSNL will depute one Observer in each Test Centre who will be auditing the Centres before/after/during the Examination and Agency Test Centre Administrator should work in close coordination with him. Observer‟ s (BSNL representative) certificate on the Test Centre and conduction of the Exam will be treated as final.

15.3 Terms of Payment:

a) The payment will be released for every exam or a group of exams conducted at a time as per the following milestone:

(i) 25% on completion of the Online registration process and submission of the

final list of eligible candidates to BSNL.

(ii) 50% on successful conduct of the examination and submission of exam data to BSNL.

(iii) Balance on completion of the examination process and release of final merit list.

b) In case the Bidder fails to execute or refuses to execute the contract within the

stipulated time, BSNL shall have the liberty to get the work done through any other firm and penalize the agency by forfeiting the PBG.

c) TDS will be deducted at source as per Government orders.

15.4 Period of Completion of Assigned Task: The entire work will require to be completed in all respect as per the stipulated time frame mentioned in the work order, failing which penalty shall be charged as per penalty clause given below.

15.5 Penalty: If any of the task specified in the work order, either not completed or

not completed satisfactorily as per the approved time schedule, forming part of the contract agreement due to reasons solely and entirely attributable to the agency and not in any way attributable to the delay on the part of BSNL, a penalty @ 1% of the order value of the particular exam, per week (subjected to maximum 10% of the order value) may be imposed.

If the delay adversely affects conduct of examination, the PBG will be forfeited and legal action would be initiated as per terms and conditions of contract. BSNL may cancel the contract and shall be free to get it done from any other agency at the risk and cost of the Bidder.

15.6 Obligations and Accountability: The agency shall be responsible for the followings:

a) Maintaining top confidentiality to prevent paper leaks. b) Any lapse/default on conducting online examination and processing result. c) Assisting BSNL in handling examination related RTI/legal issues. d) Providing the entire database of registration, examination and result in database /

Excel / any other suitable format to BSNL.

15.7 RIGHT TO VARY ACTIVITIES AT THE TIME OF AWARD

BSNL shall have the right to make any alterations, omissions, additions or subtractions in items, their quantities at the time of award of contract. BSNL will give such intimation to the successful Bidder, and additional cost/deduction in the Bid prices, based on the price schedule submitted by him, will be worked out with the Bidder.

15.8 AWARD OF CONTRACT

Contract will be awarded by BSNL to the responsive Bidder whose Bid conforms to the requirements and represents the best value, price and other factors

considered.

15.9 SIGNING OF CONTRACT

The signing of agreement will amount to award of contract and bidder will initiate the execution of the work as specified in the contract/agreement. If the bidder refuses to accept the award within one week and disinclines / or neglects the signing the contract agreement and does not offer to sign the agreement immediately after one week of receipt of letter of intent and does not sign the contract agreement within a fortnight, BSNL may forfeit the bid security of the bidder. The incidental expenses of execution of agreement / contract shall be borne by the successful bidder.

Duties & Responsibilities of the Examination Observer

(For conducting Online Recruitment Examinations in BSNL)

1. The Examination Observer should always carry proper Authority Letter

regarding his appointment as Examination Observer by the Competent Authority in

the Circle along with him.

2. The Examination Observer should produce the said Authority Letter whenever

demanded by the Examination Centre Administrator or any authorized representative

of the Examination Agency during auditing of the Examination Centre in Pre-

Examination Phase and Examination Phase.

3. The Examination, Observer is required to discharge the following responsibilities :-

Pre-Examination Phase :-

1. Auditing of the Examination Centre proposed by the Examination Agency in the Telecom Circle one day prior to the scheduled date of examination.

2. The Examination Observer should scrutinize the proposed Examination

Centre on the following parameters :-

a) Accessibility to the Examination Centre. b) Connectivity from the Railway Station/Bus Stand/Metro Station etc. c) Security of the Examination Centre. d) Environment/Location of the Examination Centre. e) Prevention of violence/malpractice etc. f) Space for parking vehicles.

3. The Examination Observer should scrutinize the availability of the following

facilities in the proposed Examination Centre :-

a) Safe drinking water b) Clean and separate toilets for gents and ladies c) Well lit and ventilated rooms d) Proper seating arrangement e) Provision of ramps, lifts etc. f) Internet connectivity g) CCTV installation h) Proper infrastructure for carrying out the Online Examination i) Biometric system j) Proper signage indicating drinking water/toilet/seat etc.

4. After auditing the Examination Centre proposed by the Examination Agency, the Examination Observer should submit his report, detailing the suitability of the Examination Centre on the parameters given above to AGM (Rectt.-I), BSNL Corporate Office through the designated e-mail address.

5. The Examination Observer should intimate the shortcomings, if any in the arrangements, to the contact person of the Examination Agency and the Examination Centre Administrator for due corrective steps, a copy of which should also be sent to AGM (Rectt.-I), BSNL Corporate Office though the designated e-mail address.

Examination Phase :-

1. The Examination Observer should observe as to whether the following provisions/facilities are being extended to the candidates :-

a) Proper Computer terminals b) Proper net connectivity c) Proper seating arrangements d) Easy access to safe drinking water e) Easy access to clean toilets for gents and ladies f) Biometric attendance g) Ramps for Physically Handicapped candidates h) Proper signage for the available facilities i) Separate frisking facility for gents and ladies

2. The Examination Observer should observe the conduct of the examination

with regard to the following parameters :-

a) Nuisances/disturbances in and around the Examination Centre b) Copying/malpractices etc. in the Examination Centre

3. The Examination Observer should carry out the following duties at the

Examination Centre :-

a. Inspection of records b. Inspection of Examination Halls/Rooms c. Collection of TA claim forms submitted by SC/ST candidates from the

Examination Centre Administrator. d. Submission of TA claim forms received from the Examination Centre

Administrator to the concerned Authority in the Circle for final settlement of TA claims of SC/ST candidates.

Post-Examination Phase :-

1. The Examination Observer should send reports on the followings :-

a) Successful/otherwise conducting of the examination. b) Conduct of the Examination Centre Supervisor(s), Invigilators, Staff etc.

appointed by the Examination Agency. c) Nature of cooperation extended by the Examination Centre Supervisor(s),

representative of the Examination Agency etc. d) Submission of final report regarding conduction of the examination within 3

days of completion of the examination.
