The Centre for DNA Fingerprinting and Diagnostics (CDFD), Hyderabad is a premier autonomous R & D Institute under the Societies Act funded by the Department of Biotechnology, Ministry of Science and Technology, Government of India that has been established to provide services and to undertake R & D in DNA Fingerprinting, DNA Diagnostics and other areas of modern biology.

CDFD wishes to fill up the under mentioned Scientific Cadre (Core) vacancy on Direct Recruitment basis.

SCIENTIST – II (VETERINARIAN) (1 Post, UR)

Basic Pay ` 56,100/- in the revised pay scale of Pay Matrix Level – 10 (Pre-revised Pay Scale of ` 15600-39100 Plus GP ` 5400/- in PB-3) plus Non-Practising Allowance (NPA) (20% of Basic Pay)

The post carry usual allowances as admissible to Central Government employees of the same pay and status posted at Hyderabad.

Essential Qualifications and Experience:

MVSc or equivalent with three years experience OR BVSc or equivalent with four years experience with valid Registration with Veterinary Council of India.

Desirable Qualifications: MVSc in any of the following disciplines, viz. Veterinary Medicine, Genetics and Breeding, or Microbiology. Experience in management of a laboratory animal facility at a research institute or its equivalent.

Age Limit and Relaxation:

a) Not exceeding 35 years.

b) Age limits shall be reckoned as on the closing date for receipt of application.

c) The age relaxation for reserved category applicants is admissible only in the case of vacancies reserved for such categories.

d) Age relaxations as per DoPT OM No. 15012/2/2010-Estt. (D) dated 27.03.2012 for candidates belonging to SC/ST/OBC community, Physically Handicapped (Divyangs) and Ex-serviceman shall be applicable.

e) Upper age limit is relaxable up to 05 years for the regular employees working in Government Departments, autonomous bodies and public sector undertaking employees.

f) Upper age limit shall not be applicable for existing employees of the Institute or any employee of DBT if they apply for any post of the Institute.

Job Description :

The Scientist – II (Veterinarian) will be responsible for the management and operation of the CDFD Experimental Animal Facility and Animal Biosafety Laboratory (ABSL-3). The job responsibilities include breeding, management, husbandry of genetically defined and mutant laboratory animals, as well as their supply for experiments, facilitating experiments on animals including conduct of procedures / surgeries on animals etc., Handling documentation and duties related to import of animals, and approval of projects by the Institutional Animal Ethics Committee, amongst others, etc. DUTIES AND RESPONSIBILITIES:

a) Breeding and Management of laboratory animals that are available with the Institute, which include inbred, outbred and genetically engineered mutant animals. Design and execute genetically sound breeding programs so as to meet the Institute’s requirement for laboratory animals. Operate a robust quality monitoring program that includes periodic genetic, microbiological and parasitological screening, appropriate for the management of SPF animals.

b) Maintaining Good Laboratory Practices (GLP) for the Animal Facility, intended to assure quality of animals and safety of personnel involved in biomedical and behavioural research. These include:

(i) Supervision of animal nutrition;

(ii) Surveillance, diagnosis, treatment and control of disease in the colonies of animals housed in the Facility.

(iii) Monitoring of occupational health and safety of the people and environment, management of hazardous containment, zoonotic control programme and maintaining sanitation in the facility.

(iv) Record keeping and archiving of various documents required in the animal facility for the purposes of experimentation, hygiene, sanitation, animal and human health, and national and international guidelines on research ethics and laws.

c) Establishment of protocols for the conduct of experiments on animals including behaviour and metabolic studies, infection models, survival surgeries, etc. Assisting researchers in planning and conducting animal experiments keeping in mind ethical considerations, animal breeding patterns, risk assessment, etc. Oversee husbandry programs, assist users in animal-related procedures like sample collection, excision of tumours, injections, methods of animal identification, euthanasia of animals etc.

d) Training students / animal users / animal caretakers / support staff in the proper care and humane handling of laboratory animals. Establish a set of standard operating procedures in the Facility and ensure that all personnel are trained accordingly. Training research staff in aseptic and humane methods of performing surgery and restraining animals, as well as in proper pre- and post-operative care of animals.

e) Ensure that the CDFD Experimental Animal Facility operates / functions in strict compliance with the relevant Rules, Regulations and Guidelines of Government of India. Serve as Veterinarian and Member-Secretary on the IAEC (Institutional Animal Ethics Committee). Review, collection and perusal of proposals submitted to the IAEC; convene periodic IAEC meetings in compliance with the relevant rules. Maintenance of records of the project proposals, Minutes of the IAEC meetings etc. Responsible for the ethical oversight of all animal experiments in the Institute.

f) Responsible for the paperwork and facilitation of import of live animals. Participation in the establishment of a facility to cryopreserve transgenic mouse embryos and generate transgenic mice using CRISPR-based technology.

g) Must be available for emergency veterinary care after work hours, on weekends, and on holidays.

GENERAL CONDITIONS :

1. The applicant must be a citizen of India.

2. All New Entrants will be governed by the “National Pension System” based on defined Contributions recruited in Central Government Services on or after 01.01.2004.

3. The number of vacancies advertised against each category is provisional and may vary at the time of selection, if more vacancies with identical job requirements become available at the time of selection or within one year after the selection, these can also be filled from among the candidates who might apply for the above posts.

4. The candidates are advised to note that the prescribed qualifications are the minimum and mere possession of the same does not entitle the candidates to be shortlisted for interview. The duly constituted screening committee if deemed fit may recommend for written test at Hyderabad for short listing the candidates based on number of applications received and the functional requirements of the Centre. The decision of the Appointing Authority will be final and no enquiries will be entertained by CDFD in this regard.

5. Applications from employees working in Government Departments, Public Sector Undertakings and Government funded research agencies will be considered only if forwarded through proper channel and with a clear certificate that the applicant will be relieved within one month of the receipt of appointment order.

6. Canvassing in any form and / or bringing in any influence, political or otherwise will automatically disqualify the candidate for the post.

7. Outstation unemployed SC / ST candidates who are called for interview will

only be paid Second Class Train fare by the shortest route on production of journey tickets and valid caste certificate. However, travelling allowance is not admissible to those SC / ST candidates who are already in Central / State Government services, Central / State Government Corporation, Public Sector Undertakings, Local Government Institutions and Panchayats and to those who have availed concession from Railways, if any, for undertaking journey for attending interview.

8. Experience for the positions mentioned in the advertisement will be reckoned from the date of acquiring the qualification prescribed for the position.

9. All applicants must fulfill the requirements of the post and other conditions indicated in the advertisement. The prospective candidates are advised to satisfy themselves before applying that they possess the qualifications laid down for the post as CDFD will not be able to entertain any enquiries in this regard.

10. The candidates are advised to note that the prescribed qualifications are the minimum and mere possession of the same does not entitle the candidates to be shortlisted. The duly constituted screening committee if deemed fit may adopt its own criteria for short listing the candidates based on number of applications received and the functional requirements of the Centre. 11. The candidates are advised to indicate in the application all the qualifications and experience in the relevant areas over and above the prescribed qualifications.

12. The prescribed qualifications should have been obtained through recognized Boards / Universities / Institutions etc.

13. The candidate selected for the post will be on probation for two years from the date of joining.

14. In respect of equivalent clause in essential qualifications, if a candidate is claiming a particular qualification is equivalent qualification as per the requirement of advertisement, the candidate is required to produce order / letter in this regard, indicating the authority (with number and date) under which it has been so treated otherwise the application will be liable for rejection.

15. If any document / certificate furnished by the candidate is in a language other than Hindi or English, a transcription of the same duly attested by a Gazetted Officer or Notary is to be submitted.

17. The specifications in respect of experience, educational qualifications and age may be relaxed by the Controlling Authority at its discretion, in the case of candidates otherwise well qualified.

18. Incomplete applications and / or the applications received after the last date

are not likely to be considered and no interim enquiries will be attended to.

19. The employees of CDFD are liable to be transferred anywhere in India.

20. The Centre further reserves the right to amend the number of posts or not to fill the post mentioned in the advertisement or cancel the advertisement at its discretion without assigning any reason thereof.

21. The decision of the Competent Authority in all matters relating to eligibility, acceptance or rejection of applications, mode of selection and conduct of examination / interview will be final and binding on the candidates.

22. Application Fee : ` 500/- for Unreserved candidates. ` 300/- for OBC candidates. No fee for SC / ST and Women candidates. Physically handicapped persons are also exempted from payment of fee subject to submission of prescribed medical certificate.
