Executive Summary

Contract Number 07-01

General Contractor Western Water Constructors

Contract Bid Amount $35,550,000.00

Change Orders to Date 1

Pending/Anticipated Change orders 2

Notice to Proceed October 8, 2007

Original Contract Time 910 calendar days

Working Days Elapsed 81

Working Days Remaining 825

Milestone 1 (CCT & EPS) July 29, 2009

Milestone 2 (All other work) March 6, 2010

Contract Change Order(s) Time Extension 0

Final Completion Date April 5, 2010 Work Progress during December 2007 by Area or System: 1. General:

Western Water maintained the Storm Water Pollution Prevention Plan best management practices (BMPs): silt fence, straw fiber rolls in the existing drainage ditches, visqueen over the excavated area adjacent to the existing chlorine contact tanks and along the slope above the relocated PG&E gas line. Western Water has routinely performed weekly safety tailgate meetings, weekly safety checks, as well as the monthly safety audit performed by their safety officer. Reports of all these activities have been submitted for the record.

2. Polymer Facility:

Western Water completed placing concrete for the storm drain headwalls at the Polymer Facility. They also placed concrete for the facility sump slab-on-grade. In order to properly shore the sump area, a portion of the plant road in this area was removed, and a protective barrier fence was placed around it.

3. Gallery A & B Improvements, including Grit Chamber 3

Western Water removed the abandoned six-inch Primary Scum Line and core drilled two walls for installation of the rerouted eight-inch Fire Protection Line in Gallery A.

4. Primary Clarifiers 6 & 7

No activity in this area during this period.

Page 4: Construction Progress Report - CMSA

5. Chlorine Contact Tanks 5 & 6

Subcontractor Stroer & Graff began installation of the shoring system in the chlorine contact tank area. This work involves drilling through dirt, young bay mud, and sandstone, and installing wide flange steel beams set in concrete slurry. On December 20, Stroer & Graff had an accident, resulting in an injury to one of their workers. Western Water stopped all work by Stroer & Graff until January 2, when a mandatory safety meeting will be conducted.

Western Water installed and compacted asphalt grindings for the temporary new road in this area. This temporary road will be maintained until the permanent new road in installed later in the project.

6. Effluent Pump Station

The activity in this area was the same as the activity in the chlorine contact tank area noted above.

7. Secant Retaining Wall and other Site improvements Western Water resurveyed the points for the secant pile retaining wall in preparation for subcontractor, Condon Johnson to begin installation of the reinforced and unreinforced piles in January 2008. Condon Johnson was on site to begin welding Nelson Studs on the steel beams for the reinforced piles.

12/20/2007 12/28/2007RFI021 Attachment A is the proposed detail forstrapping the channel beams together. Please let us knowif this is acceptable.

OPN00021 WESTWATR HARRIS Strapping Channel beams

12/20/2007 12/28/20071) On Drawing C-1.39, Section E, the plans show thetie-back plate flush against the reinforced concrete pile.If the 12”X12” plate is placed against the rounded pile, there will be a 1-inch gap behind the plate and concrete. Please advise if the placement of the plate on the curvedpile will provide adequate bearing or if the proposedplacement will be acceptable (RFI No. 022 – AttachmentA).

2) Also attached is a proposed method for capping thetop of the piles (RFI No. 022 – Attachment B). Is thiscapping method acceptable?

OPN00022 WESTWATR HARRIS Secant Pile Retaining WallTie-back

12/21/2007 1/4/2008On the control schematics provided, there are motorwinding heaters shown that are being powered by theMCC buckets. When these buckets are racked outthere will be no power to these heaters, rendering themuseless. Typically on these industrial applications, thereis a separate power feed to each of these heaters. If thepower is down to the winding heaters and theequipment is re-started, damage could result from theloss of these heaters. Typically there is a separatepower supply run to these heaters to ensure they do notgo down when the bucket is being worked on. Asolution to this would be to provide a separate powersupply to each of the motor winding heatersindependent of the bucket.

OPN00024 WESTWATR HARRIS Motor Winding Heaters

12/21/2007 1/4/2008Condon Johnson would like to add the attached feature(strapping steel) to each of the piles with nelson studs toaid in placement of the piles. CJA would also like to adda 2-inch diameter picking eye to each of the beams andchannels. Please see RFI No. 025 - Attachment A -Strapping Steel. Is this acceptable?

After reviewing Headwall No, 1 in the field, it has been determined the 18 –inch walls and 12-inch slab are not required downstream of the 18-inch stormdrain. In lieu of this structure, a 3-foot cross gutter can be used instead. Please review the modified sketches and construct Headwall No. 1 as revised inthe sketches.

Please provide the appropriate credit for deleting the concrete forms, reinforcing steel and concrete from this structure, and an appropriate add for thecross gutter. Please forward your cost estimate for this change to our office for review and acceptance. A contract change order will be prepared foryour signature when the Agency has accepted your credit proposal.
