1. Describe a situation where you had a leadership role in a turnaround effort similar to the one in

Lorain City School District. What actions did you personally take? Who did you involve and how?

How did you measure success of the initiative? (Please limit your response to 300 words)

While serving in Duval County Public Schools I was selected to ensure that each failing school made

enough gains to be removed from Florida’s failing schools list. Therefore, we embarked on the process

by first establishing measurable and timely goals for ourselves. We then analyzed school and individual

student performance data. Third, we examined individual teacher data to determine their impact on

student’s performance on state assessments. I frequently led classroom and school walkthroughs with

members of the Building Leadership Team (BLT), community leaders, and others including district

literacy and math coaches to determine whether educators needed assistance achieving district

expectations to effectively implement standards based instructional practices. We provided

differentiated training on the standards based rubric document empowering teachers and school

administrators to know what standards- based instruction “looked like” in practice. We also provided

timely professional development on how to unpack learning standards into discrete coherent learning

elements designed to promote student mastery of learning standards. This step encouraged greater

buy-in and the shared recognition among teachers of the importance of horizontal and vertical

articulation. Professional Learning Communities formed with teachers sharing best practices and

communicating with one about student work products. We promoted conversation about student work

by utilizing publicly displayed standards based bulletin boards in hallways outside of classrooms,

conducted weekly meetings with administrators and their teams (BLT’s), during which we discussed

challenges and solutions toward improving student learning. We provided professional development

designed to enhance specific teaching techniques; and any materials needed to enhance standards

based rigor and relevance. We measured our effectiveness by monitoring student learning outcomes on

the frequently administered standards based assessments that we implemented. Finally, we

communicated often with students, parents, teachers, SLT, and BLT team members to determine their

levels of awareness and input in creating the School Improvement Plan.

2. When have you been required to implement a change that you knew others would be reluctant to

adopt? What did you do to address resistance? How much time did it take to implement the change?

When I arrived Mansfield City Schools was in fiscal watch with a nine-million-dollar deficit. Therefore,

the state required a fiscal recovery plan be submitted from the district within thirty days to avoid it

being placed in fiscal emergency. After reviewing the A.I.R report. I immediately recognized that to

restore fiscal integrity required a reduction of force among both the teaching staff and administrative

staff. It also required closing undersubscribed schools, relocating the central office staff into an

undersubscribed high school, and it also required the passage of a new money levy to generate

operating capital to support restore fiscal stability. To address resistance to the above stated actions we

engaged the community into a conversation. Therefore, I embarked on an intensive community listening

tour permitting the community to share their concerns. This strategy assisted them with understanding

the why’s of the proposed actions and how they had gotten to this financial point where these actions

had become necessary. This tour allowed me to hear from and answer questions of interested

stakeholders; and to point out the necessity of our prompt and decisive actions as needed remedies

permitting the community to regain control over their own fiscal direction.

Additionally, my team and I collaboratively worked with union leadership to protect their members. We

formed several community advisory councils for the purposes of expanding community engagement in

the district. I formed a superintendent’s advisory council, a school levy committee, and other ad hoc

committees as needed. Finally, I created “Inside Mansfield City Schools” television show to keep the

community informed of the successes and challenges of the district. Our collective and purposeful

efforts resulted in gaining support and the passage of the first new money operating levy in more than a

decade and the district was restored to fiscal stability.
