Conference Planning Committee Chair and Somerset Mayor Jeffrey Slavin welcomed everyone and called the meeting to order at 10:30 a.m. Chair Slavin informed the group that committee member Thomas “Bunky” Luffman has accepted a position with the Governor’s office requiring his resignation as Delmar’s Deputy Mayor and from the CPC. Chair Slavin then introduced special guest MML President, Mayor of Edmonston, past CPC chair and committee member, Tracy Gant.. President Gant thanked everyone for building upon her presidential theme of Inclusivity. She asked that the committee members visit at least five vendors at the conference, introduce themselves, and thank the vendors for their participation. This will help make them feel appreciated and included. She also thanked them for traveling the distance here today, and added that she is very excited about the committee’s work.

1. Approval of September 17, 2016 Meeting Notes – Meeting notes were unanimously approved as presented.

2. Review Potential Keynote Speaker Recorded Presentations - MML staff reviewed dozens of

speakers whose presentations centered on diversity, community, and MML President Gant’s presidential theme of “Inclusivity”. MML staff and CPC Chair Slavin narrowed the list to 3 potential keynote speakers that match the theme, fit within MML’s budget, and are willing to customize their message to our audience.

The committee reviewed video presentations from the following speakers: diversity expert and education consultant Samuel Betances; diversity strategist, author, and performance improvement consultant Lenora Billings-Harris; and author and community building expert Charles Vogl. After discussion and a hand vote, Samuel Betances was chosen as the 2017 MML summer conference keynote speaker. The group thought his personal history, delivery, and presentation would be well received by our audience. If Dr. Betances is not available, Lenora Billings-Harris will be invited to be the keynote speaker. The group chose not to utilize paper ballots.

3. Review Summer Conference Planning Calendar – Chair Slavin asked Karen Bohlen to

review the planning calendar. The September and October items are complete. November items will be completed at or after today’s meeting.

4. Consider Preliminary 2017 Schedule, Draft #1 - Chair Slavin asked Karen Bohlen to review

the preliminary schedule. Two sessions that were new in 2016, Young Elected Leaders and the Tiny Town Forum, were very successful and will return for 2017.

5. Academy for Excellence in Local Governance Overview – Chair Slavin called on Tom

Reynolds to provide the overview. Tom explained MML’s partnership with the Academy, how it is governed, and how topics are selected as Academy sessions.

6. Subcommittee Reports – Chair Slavin invited the subcommittee chairs to present their

meeting reports and recommendations to the group.

a. Workshop – Subcommittee Chair Rice presented his report. The group reviewed 43 potential workshop topics and narrowed the list down to 24. The entire committee will review and vote on 15 topic choices along with 6 snap session topics at the January meeting. Topics were chosen to appeal to MML’s broad audience and cover a wide range of subjects.

b. Social – Subcommittee Chair Cann presented his report. The following recommendations

were made by the subcommittee to the general committee and were unanimously approved. The group recommended the following menu options suggested by the Convention Center caterer. These menus are based on suggestions from past evaluations and discussion at the September subcommittee meeting, fit the budget, and are designed to satisfy a large variety of tastes and dietary needs.

Children’s Party – The party will once again be hosted by Worcester Youth & Family Services and the Town of Berlin. This event is held to entertain children ages 3-12 while their parents/guardians attend the dinner on Tuesday evening. The committee chose the following menu.

BBQ/Picnic (Wednesday) –The group decided to keep this event on the Wednesday schedule, in the Dockside Hall of the Convention Center, with the following menu:

Garden Salad with Chef's Selection of Dressings Eastern Shore Pulled Pork with a Light Vinegar and Tomato Sauce Shore Fine Fried Chicken Sliced Roast Beef Au Jus Maryland Crab Cakes with Tartar and Cocktail Sauces Hush Puppies, Corn on the Cob, Cole Slaw, Potato Salad, Corn Relish Hearth Baked Rolls, Corn Bread Muffins, and Butter House Baked White and Devil’s Food Cake with Vanilla and Chocolate Butter Cream Icing, Fresh Cut Watermelon Iced Tea, Canned Soda, and Iced Water

The subcommittee also discussed the following:

• Tuesday Dinner Music - The group discussed having a DJ instead of a live band. Attendees do not stay and dance at this event. Based on ticket sales we are quickly maxing out space for dinner tables in the ballroom. A band and dance floor take up a good bit of floor space. The band from 2016 was rude and uncooperative. The purpose of having music is essentially for background. The MML President has very specific music preferences and a DJ could offer those selections by the original artist. Staff will research local DJs, pick a DJ based on positive reference checks, and will supply the chosen DJ in advance with a requested playlist.

• Décor – (Dinner, Lobby, Dockside Exhibit Hall) - The conference décor proposal by The City Florist was approved. The group viewed a photo of and liked the idea of having dinner table centerpieces consisting of vegetables. The centerpieces would then be donated to a local Salisbury food bank as part of giving back to the community. The décor would include bright fun colors.

• Open Seating – Tuesday Dinner – Due to ongoing complaints, attendees will not have the

opportunity in 2017 to reserve their tables prior to the dinner. Instead, there will be open seating at this year’s dinner. Only tables for program participants, their guests, and those with mobility issues will be pre-reserved. The group expressed safety concerns with having open seating and discussed ways to help it run smoothly. The committee volunteered to monitor and assist with traffic as folks enter the ballroom and stop attendees from creating safety hazards such as tipping chairs. There will be only one door to enter the ballroom. The door nearest the stage will be only for guests with mobility issues. The process details will be included in conference materials and onsite announcements. MML staff will work with the committee and with the catering staff to determine best options.

• Jolly Roger Park Passes - The Jolly Roger Amusement Park continues to offer conference

attendees a great deal on park passes. Passes include Splash Mountain, Speedworld, Amusement Rides, and a round of mini-golf. The cost is $27 per pass. Purchasing the same pass on one’s own would cost about $75. In case of inclement weather passes may be used any time during the summer season. It is a great added benefit to attendees and requires minimal staff time. Passes will be offered again in 2017.

7. Other Business

a. Flag Parade – The 2016 format worked very well and will be repeated for 2017. President

Gant invited the Hyattsville Color Guard to present the colors at the opening general session and they accepted.

b. Exhibits – To date, 30 booths have been sold; 34 booths had been sold at this time last

year. In November we begin the first sales push, the bigger push begins in January. Committee members are encouraged to provide contact information for any vendors that might benefit from participating at MML’s conference as a sponsor and/or exhibitor.

c. Conference Logo – The group reviewed two logo options provided by our graphic designer.

Both incorporate the conference theme of CommUNITY. The chosen logo is on the first page of these meeting notes. The group asked if the unity portion of the logo could be more prominent. Staff will give this direction to the graphic designer.

d. Committee Name Change – For consistency and since the annual convention will now be

known as the summer conference, the committee suggested the name of this committee should change from Convention Planning Committee to Conference Planning Committee. A motion was made and approved to officially recommend this change.

8. Next Meeting - Saturday, January 7, 2017 at 10:00 a.m. The entire CPC will meet together.

Subcommittees will not meet separately. The main business item for the January meeting is to vote on the session topics.

Chair Slavin thanked those in attendance and adjourned the meeting at 12:48 p.m.

Convention Center caterer based on suggestions from the committee and feedback from past year evaluations. The menus are designed to appeal to most people and hopefully satisfy various dietary needs and restrictions. Ideally attendees will notify MML of any dietary restrictions or needs they may have prior to the conference. However, the catering staff will be prepared to accommodate special requests onsite. The caterer strives to use local products whenever possible and the menu costs are similar to those of past years. After review and discussion, the subcommittee decided to recommend the following menus to the CPC for approval.

BBQ/Picnic (Wednesday) – This event was moved from Phillips Crab House in 2014 due to the buffet line chaos at Phillips, scattered seating, the decline in the food and service quality, and to save attendees from having to leave the Convention Center. Following up on a request from the September meeting, the group reviewed past year tickets sales from this event held at the Convention Center and at Phillips Crab House, and discussed the possibility of cancelling this event or moving it back to Phillips. The group decided to keep the event on the Wednesday schedule and in the Dockside Hall of the Convention Center and chose the following menu:

f. Jolly Roger Park Passes - The Jolly Roger Amusement Park continues to offer

conference attendees a great deal on park passes. Passes include Splash Mountain, Speedworld, Amusement Rides, and a round of mini-golf. They charge $27 per pass. Purchasing the same pass on one’s own would cost about $75. In case of inclement weather passes may be used any time during the season. It is a great added benefit to attendees and requires minimal staff time. Passes will be offered again in 2017.

Workshop Description 1) Grants 201: Administration

from Award to Audit Administration

Identifying and applying for grants is the easy part. But, once they are awarded, how do you ensure that grant funds are properly administered so your community receives the full benefit of today’s grant funding and improves your chances of success in the future?

2) Quasi-Judicial Boards & Commissions Administration

The administration of municipal laws sometimes pits local residents and businesses against each other. Having an administrative body of volunteer community members conduct fact finding hearings and decide disputes has its benefits and challenges. This session will look at how establishing, appointing, and operating quasi-judicial administrative bodies requires careful consideration by legislators and ongoing support from municipal staff.

3) Sign Regulation After Reed v. Town of Gilbert Code Enforcement

This session will provide cities and towns with the knowledge and tools they need to regulate signs considering the recent U.S. Supreme Court ruling.

4) Does Your Municipality Need a Property Rental Program? Code Enforcement

Learn how local governments are using their rental inspection programs to improve safety and overall quality of life in their communities. Presenters will provide examples of best practices related to design and enforcement of rental property ordinances. Some of the subjects likely to be discussed include dealing with absentee landlords, complications arising from assisted living and group homes, and improving municipal-landlord-tenant relations.

5) Boosting the Odds of Success: Matching Neighborhood Conditions to Problem Property Strategies Code Enforcement

Regardless of which problem property strategy a community decides to implement, it’s going to work better in some neighborhoods than others. But the real question is: which strategies are likely to work best under what conditions, and why? Without a good handle on that question, local officials, CDCs, and others may spend a lot of their time and scarce resources flying blind.

6) How We’re Making Our Municipalities More Inclusive IGNITE! Session Community Engagement

Five 5-minute presentations from cities and towns that have adopted policies and programs to turn diverse communities into inclusive communities. Followed by roundtable discussions to collect information on what other municipalities are doing and the challenges they face when building inclusive communities.

7) Time to Talk MD: Municipal Reports on Community Conversations Community Engagement

The centerpiece of MML President Tracy Gant’s Inclusivity Theme was an initiative encouraging municipal leaders to engage in difficult, but critical, community conversations. This session will provide MML members with an update on how those conversations are going.

8) Innovation & Economic Development Economic Development

This session will explore the implications of new technologies, from GIS to social media, in municipal efforts creating service efficiencies, promoting your city, and engaging with businesses and residents.

9) Emergency Preparedness: Making Municipal- County Collaboration Work Emergency Preparedness

Municipal governments will always be on the front line when a disaster hits our community, but county emergency managers remain essential partners when it comes to emergency response. Join this important dialogue with a panel of county emergency managers who will share information and take questions regarding cross-jurisdictional roles and responsibilities, as well as best practices for developing effective collaboration around emergency preparedness and response.

10) State of Maryland Economic Outlook Finance/Budgeting

Maryland economic consultant Anirban Basu provides an insightful and entertaining analysis of the state’s economy and its prospects for the year ahead.

11) Federal Labor Law & State Workman’s Comp Update Human Resources

The Fair Labor Standards Act (FLSA) and the Family Medical Leave Act (FMLA) are two of the more complicated employment laws that local governments must comply with. And, in the past two years, both sets of regulations have been revised in ways that will impact the employment practices of cities and towns.

12) Municipal Communications & IT Policies Information Technology

Transparency and communicating with constituents is an important part of municipal governance. However, the constant evolution of information technology – both as a tool and an opportunity for abuse – makes effectiveness and security a challenge, especially for smaller towns. This session will discuss the latest trends and best practices as they relate to data encryption, passwords, protecting personally identifiable information, etc.

13) Medical Cannabis: Separating Myth from Fact Planning & Zoning

With the State moving forward on generating regulations that allow for the use of medical cannabis, municipalities need to quickly navigate the legal and social ramifications.

14) The Municipal Role in Combating the Heroin/Opioid Epidemic Public Safety

Cross-jurisdictional coordination, including law enforcement and social services, represents a critical component in the effort to tackle the heroin and prescription drug use epidemic. Learn about the latest strategies being applied nationally and here in Maryland.

15) 21st Century Policing: What Does It Mean for Maryland’s Municipalities? Public Safety

Municipal police departments throughout the country are looking for ways to better engage with the community stakeholders. Learn what Maryland’s municipal police forces are doing to implement emerging strategies and best practices – including technology and social media – designed to build a more sustainable trust between police and the communities they serve.

16) Policing Policy and Oversight in an Age of Instant Communication Public Safety

Learn how sensitive internal investigations are handled within police departments and how to respond to public and media inquiries in both an accurate and timely fashion. Doing so can reduce the number of inaccurate or inappropriate quotes prior to the investigation being completed.

17) Innovative Approaches to Infrastructure Funding Public Works

From dedicated green infrastructure funding to crowdsourcing, municipalities are exploring a variety of new means for projects large and small.

18) Stormwater Management Update Public Works

Along with the required renewal of many municipal NPDES Phase II Stormwater permits come additional requirements to mitigate for stormwater runoff and replace impervious surfaces in our cities and towns. This workshop will feature suggested low cost, low maintenance best management practices (BMPs) to help satisfy permit requirements for regulated municipalities and also for unregulated jurisdictions simply looking for new stormwater mitigation ideas. Representatives from the Maryland Department of the Environment will also be on hand to respond to specific questions regarding permit renewal concerns.

19) Municipal Government Jeopardy! Other/General

Your categories are: Charters & Codes History & Demographics Maryland State Legislative Process Open Government Contestants will compete in America’s favorite gameshow format to determine a municipal official champion.

20) Hot Button Legal Issues Other/General

Speakers will present a basic overview of the legal issues that most frequently confront municipal government - including police, employment, land use, and open government – with a focus on state and federal court rulings from the past year.

Other/General

Municipalities are unique among Maryland governments in that most state and county election laws do not govern them. Here’s an opportunity to discuss the challenges and opportunities inherent in conducting city and town elections.

22) Resolving Municipal Conflict: There’s Got to be a Better Way Other/General

Litigation continues to be the preferred approach for resolving disputes involving individuals, businesses, and government. But what if we could resolve our differences in a way that’s less destructive to relationships and pocket books? A panel of retired judges and dispute resolution specialists will discuss alternative approaches to resolving conflicts in our communities.

23) ADA Compliance: There’s More to It Than You Think

Other/General

Municipal leaders need to be aware that the Americans with Disabilities Act covers much more than just restrooms and building access. Technology, emergency procedures, signage and hiring processes are some of the many areas covered by today’s ADA. This session will provide city and town officials with insights into the accessibility challenges of the disabled while helping you avoid the consequences of non-compliance.

24) Public Speaking for Municipal Leaders Other/General

Whether you’re introducing a new proposal at a city council meeting, updating residents regarding recent municipal activities, or speaking to one of the town’s many civic organizations, municipal officials and employees frequently need to engage in some form of public speaking.
