Context
Coups de Vents is organising the first International Band Competition - playing a repertoire
produced exclusively by the Coups de Vents International Composition Competitions for
Symphonic Band.
Thanks to a renewed repertoire forming part of the International Composition Competition
(which has been held 3 times in 2004, 2006 and 2008), Coups de Vents is proposing to bring
together symphonic bands of the highest standard coming from all over the world to play these
new and contemporary works. This double celebration of original works and symphonic bands,
who will play these works, will encourage even more leading composers to battle it out in what
is arguably today one of the foremost international composition competitions for symphonic bands in the world.
From now on, the International Band Competition (IBC) and the International
Composition Competition (ICC) will take turns every two years (thus, the next ICC will take
place in 2012, 2016, etc.; the next IBC will take place in 2010, 2014, 2018, etc.).
The performances of the First Coups de Vents IBC will take place on 9th July 2010 and 10th
July 2010.
The first International Band Competition will take place as part of the First Coups de Vents
International Wind Music Festival that will be held in the Urban Community of Boulogne-sur-
Mer (North Coast of France) from 9th to 14th July 2010 (see section II - page 7). The
competitive performances will take place in the towns of the Nord and the Pas-de-Calais
regions.

SECTION I
RULES OF THE INTERNATIONAL BAND COMPETITION
Art. 1 – Symphonic Bands: categories and programs
Categories
The first 2010 Coups de Vents International Band Competition, is open to all the symphonic
bands of the world with a maximum number of 100 musicians, excluding the conductor. Those symphonic bands registered as professional orchestras (civil, military or equivalent) are
not permitted to compete.
4 categories have been set up: from A to D, descending in level of difficulty.
- CATEGORIES C AND D: set for 9th July 2010.
- CATEGORIES A AND B: set for 10th July 2010.
Program
During the Competitive performance, each symphonic band must play the following pieces for the International Band Competition:
1- the compulsory piece of the category in which the orchestra is competing

2- One piece of its choice that has to come from the list corresponding to the
category in which it is competing. There will be no exceptions made to this rule.
3- The bands competing in categories A or B must choose a third piece of their choice (no transcription) not to exceed 10 min.
The competing bands are to play a program – including a warm-up piece (not to exceed 5
mins) if they wish, the compulsory piece and the piece selected from the proposed list.

Lastly, the bands selected to participate in the International Band Competition agree to
participate in the International Wind Music Festival, and to play two other creations outside
the competition (see the details concerning the International Festival section II - art. 3 page 9).
Art. 2 - Registration conditions for the International Band Competition
In order to register for the First 2010 Coups de Vents International Band Competition, each
orchestra must return the registration form that you will find below the rules - correctly filled in, completed and signed and sent by post to:

Before the 1st March 2010 cutoff point, accompanied by:
1- a biography (historical and artistic) of the band (20 lines max.)
2- an artistic curriculum vitae of the conductor(s) (20 lines max.)
3- a photo of the band and a photo of the conductor(s) in high definition
4- the list of the musicians participating in the IBC with the instruments that they play
5- A recent recording (on C.D., or DVD…) with a note stating the date of the recording
and the program being played
6- two programs from recent concerts 7- a floor plan of the band with the precise position of each instrumentalist

Art. 3 - Conditions for participation in the International Orchestra Competition
1-A panel of judges made up of leading international musical personalities is to meet in March
2010 in Paris in order to proceed with the selection of the orchestras according to artistic
criteria (cf. documents required for registration). A maximum of 5 bands per category will to be selected.
2-The bands are to be informed of their selection in March 2010. Those bands not retained for
the IBC will however be able to participate in the international wind music festival, with part of
their travel and food expenses being paid for (cf. section II – art. 3 page 9).
3- The order in which the bands perform during the competition will be set by the artistic and
technical committee. The bands selected for the IBC agree to arrive on the site of the
competition no later than the day before the event.
4- A band may be directed by two conductors. A conductor may only conduct one band in the same category.

5- Any change in the composition of a band - occurring after the registration submission -
must be reported to the organisation by email ([email protected]) by 15th
June 2010 at the latest.
6- If the numbers selected in a category are insufficient, the organisers reserve the right to cancel the competition in that category.
7- All the rights concerning the use of films, videos, photographs, audio recordings made
during the period of the event and on the site of the IBC are reserved to the organisers. The
bands and ensembles agree, by completing their registration, to hand over these rights to the
organisers and to receive no form of compensation.
8- The personal liability of the organiser is insured for the duration of the IBC. On the other
hand, it is not to be held liable for damages caused to persons or goods by members of the companies, therefore each group must take out its own insurance policy.
Art. 4 – Expenses of the bands participating in the International Band Competition
Transportation:
The travelling expenses are to be borne by each band.
For the bands coming by plane, a bus will be provided to take care of transportation to and from airports / accommodation site / concert sites.
For the bands arriving by bus, fuel expenses for the transportation to and from the concert sites / accommodation sites will be borne by Coups de Vents.
Food and accommodation expenses
The food and accommodation expenses will be borne by Coups de Vents during the time of the
competition, that is:
- For the bands in categories C and D competing on Friday 9th July; they are requested
to arrive no later than the day before the event, thus expenses for 2 Nights and 4 meals are included:
The nights of Thursday 8th July to Friday 9th July and of Friday 9th July to Saturday
10th July / Meals of Thursday 8th July in the evening to Saturday 10th July lunchtime
included
- For the bands in categories A and B competing on Friday 10th July; they are requested
to arrive no later than the day before the event, thus expenses for 2 Nights and 4 meals are included:
The nights of Friday 9th July to Saturday 10th July and of Saturday 10th July to Sunday
11th July / Meals of Friday 9th July in the evening to Sunday 11th July lunchtime
included
Bands wishing to stay on site to participate in the whole festival (in addition to the two days of
compulsory presence) and the possible tour are to pay for all their remaining expenses (see
section II -art. 4 page 9).

Art. 5 - Judging and scoring
1- The entire panel of judges is made up of internationally known artistes (composers, conductors, performers…). There will be a single panel of judges for the 4 categories.
2- The band is to play the 2 works according to the exact orchestrations on the score.
3- The panel of judges will attribute a special score to the conductor.
4- The panel's decision is final.
5- The bands absent at the time that they are due to perform will be excluded from the competition by the organisers.
6- The results ceremony will take place on Monday 12th July in the evening in the presence of
the institutions' representatives, the partners and the panel of judges.
7- Each conductor will receive personally – in September 2010 - the details of the scoring and
the judges' comments.
Art. 6 – Rewards and prizes
1- Three prizes may be attributed in each category.
A special score by the judges will be attributed to the orchestra getting maximum points. A
special vote by the judges may attribute the 2010 Coups de Vents Grand Prix to one of the first prize winners of all the categories taken together.
2- Each orchestra will receive a diploma with its result. 3- 45000 € in prize money will be awarded as follows:

The panel of judges reserves the right not to award a prize.
Art. 7 – General information
The performances of the first 2010 Coups de Vents IBC will take place in the concert halls of the Nord-Pas-de-Calais region.
The IBC will provide music stands and chairs for the musicians, a piano, a harp as well as all
the percussion equipment required for the performance. The bands are to provide all the other instruments required.
Art. 8 – Final conditions
1- The organisers and the artistic direction reserve the right to change the planned scheduling
of the IBC to ensure the smooth running of the event.

2- Any complaint or claim regarding the rules of the International Band Competition and their
application are to be addressed to the organisers in the knowledge that only the original
text of the rules in French shall form the basis for any litigation.
3- The registration for the First 2010 Coups de Vents IBC implies - necessarily and de facto - acceptance of all the conditions in the present rules.

SECTION II
CONDITIONS FOR PARTICIPATING IN THE
INTERNATIONAL WIND MUSIC FESTIVAL
Art. 1 – Presentation of the International Wind Music Festival
The International Band Competition is run as part of the First Coups de Vents international
Wind Music festival that will be held from 10th to 14th July 2010 at Boulogne-sur-Mer, a
festival in which the symphonic Band competing in the Band Competition must participate.
The Coups de Vents International Wind Music festival is to be a global and creative event for
bands, and a unique meeting place for mixing genres, exchange and discovery. The
educational, festive and creative roles will come together providing the public with highly
enjoyable performances and the musicians and conductors with the most stimulating of
occasions…
The Festival will be a really festive occasion lasting for 5 days - from 10th to 14th July 2010 -
concentrated on the site of Boulogne-sur-Mer with a satellite events taking place at the same
time at the heart of several Towns on the North Coast of France.
Some 300 concerts, shows, dawn and evening serenades, parades and competitions in the
open air and in halls will captivate the public everyday providing them with new, popular and
high quality music.
This festival is to serve the development of amateur music in our region through the coherent
organisation of:
master-classes by leading soloists and conductors
workshops for conducting orchestras, composing and arranging at all levels
conferences to discover today's different musical forms
technical seminars on networking and regional (Federations, Orchestras in Schools...) and
international exchange
conferences on repertoires and publishing music, on the rich and beautiful history of the
concert orchestras of the Nord-Pas-de-Calais region…
exchanges regarding teaching practices with other countries
twinning of orchestras to share repertoires, musicians and conductors.
The specific details on the organisation of these masterclasses and the possibility of orchestra
musicians participating in them will be available on line in October 2009.
Art. 2 - Condition for participating in the International Wind Music Festival
The 20 bands selected to participate in the band competition (5 maximum in each of
the categories mentioned in section I art. 1) will be advised in march 2010 of their selection;
these bands must participate in the festival for two days and must consequently present two
other creations (not to be judged because outside the competition) that are to be performed as
part of the festival.

The other bands having applied to the bands competition and having not been selected by
the selection panel will be advised in march 2010 and may participate in the festival; they will
also perform two creations of their choice.
Any other band may contact the Coups de Vents committee to inform them of their wish to
participate in the festival; as for all the ensembles, they will be required to perform two
creations of their choice. These orchestras must return the participation form (page 12) to the festival organisers before 1st March 2010.
Art. 3 – Program for the International Wind Music Festival
All the bands participating in the festival are to perform two creations1 of their choice.
The choice of these works is to be specified by email to Coups de Vents by the 1st May 2010
The bands are to play two 45 minute sets a day and each original creation is to be performed at least once during the festival.
Art. 4 - Expenses during the International Wind Music Festival
Transportation
The travelling expenses are to be borne by each band.
Coups de Vents will pay for certain expenses during the two days that the bands are present:
- For the bands coming by plane, a coach will be provided to take care of transportation
to and from airports / accommodation site / concert sites.
- For the bands arriving by coach, fuel expenses for the transportation to and from the concert sites / accommodation sites will be borne by Coups de Vents.
Food and accommodation expenses
The 20 bands selected for the international interpretation competition must participate in the
festival for two days. They will be granted concessionary rates for their meal expenses. These
same orchestras may stay longer than the two additional days of the festival, but all the living costs are to be entirely at their expense.
For other bands not retained by the selection panel who are participating in the creation
festival, part of their accommodation, food and transportation expenses on site will be paid for
by Coups de Vents: namely 2 nights and 4 meals.
Any other band wishing to participate in the festival may contact the Coups de Vents
committee; part of their accommodation / food and transportation costs on site will be paid for by Coups de Vents: namely 2 nights and 4 meals.
There is a limited number of band that may participate, therefore confirmation that an
orchestra will be participating in the festival must be made before 1st March 2010 and a 1,000

€ security deposit paid that will be returned on arrival at the festival (for more informations,
please email [email protected]). This sum will be paid into the account at the
time of registration.
SECTION III
TOUR PROPOSED TO THE SYMPHONIC BANDS
After their participation in the competition and/or festival, the bands will have the opportunity
to extend their visit with a tour (music, recreation, tourism in France: Mont Saint-Michel / Paris Versailles / Loire chateaus, etc.) organised and offered to all the bands by France Music Tour.
The content of this tour and the financial terms will be specified at a later date. All the costs
including accommodation, food, transportation, hiring venues, equipment, advertising for the
concerts (that will be free), recreation, museum visits, etc. are at the orchestras' expense.
Financial guarantees (payment in advance) will be required on registration for the tour by 1st March 2010 at the latest;
20% of the accommodation costs (hotel expenses) will be requested on registration (e.g.: 3 nights at 20 € * 100 = 6000 € that is 1200 €).
All the information regarding this tour will be available on the www.coupsdevents.com website from October 2009.
