I am grateful to all those who helped me in thissurvey. I am particularly thankful to Mr.Chandranand, Mr. Balanand and Mr. DassanSada whose dedicated work helped me in thefindings of all these valuable information duringthe month of May-June in really so hot weather.These people also ignored some threats given bythe village headman and his people. Withoutfearing these, they encouraged me to completemy survey. Without the help of these people Iwould really not be able to reach all thesepeople.

INTRODUCTION

21st century India and one of its state, Biharwhich is always notorious for its poor conditionof food, education, health and sanitation,government and its facilities provided to thepeople. Today Bihar got its Mahadalit chiefminister which is from by caste Musahar. I amtrying to find out the conditions of the samecaste of my area. How these people are livingand what facilities they are getting from thestate as well as central government.

SURVEY

This survey is conducted during the month ofMay-June 2014 with the help of some localpeople who went house to house and askedevery family of these locality.

This locality is situated in Araria district whichone of the poorest district of Bihar. As per thesurvey it has around 1350 citizens out of themaround 700 are adults.

Survey is totally conducted by either me or bypeople assigned by me. There no anyfinancial or any type of support by anygovernment or any NGO.

PURPOSE

Purpose of this survey is to find out the conditionsof the people and how they are helped by thegovernment. How much they are getting benefitsof government schemes and programs.

What can be done for the help of these people forthe upliftment of these people particularly in thefield of education, health, electricity, roads, accessof government facilities etc.

To find out the differences between these peopleand other people of same areas and other part ofstate and country.

REAL SITUATION

Less than 25% people are literate and most ofthese people are studying in under 5th classwhich is also because of some the schemestarted by the government. Around 1% peopleare 10th pass and a single person is ingovernment employment as a teacher.

1/3rd people are forced to migrate in otherstates like Delhi, Punjab, Haryana, Rajasthanetc. to run some how their families livelihood.

One primary school and two Anganbaricentres are available in the locality of around1350 people.

REAL SITUATION

The area is completely closed by many rivers allaround. The nearest main road is available at least3 km from the locality. The situation become worstwhen any emergency occurred.

The nearest primary health centre is in around 4kmaway from the locality and there also very lesschance of availability of any doctor.

During rainy season people are forced to stay intheir homes or they have to cross the river withoutthe help of any bridge or boat or other facilities.

A few Kachhi roads are available which is also notjoining all areas and during rainy season any twowheeler or four wheeler cannot enter the area as itis like an island.

REAL SITUATION

A few people are having BPL card, Antyodaya andAnnapruna Yojana card. All the people are labour classonly but hardly 25% are having enlisted inMGNAREGA .

Last time they worked in MGNAREGA in around 6month ago for total of 10 working days. In last 12months they had hardly 30 days work. For these worksthey have not been paid. So they are also notenthusised about this work.

Those who are having Antyodaya or Annapurna Yojna

card they hardly get these facilities 2-3 times in ayear and the remaining time they(PDS) say that thescheme has not come.

REAL SITUATION

No electricity in any part of the locality

Not a single toilet is made by eithergovernment fund or by own fund.

Not a single person is having two wheeler.

A single person is in government job as aprimary teacher.

A few people are having Vridha Pensionfacilities.

Many people are forced to pay Rs. 500 to enlisttheir name in Vridha Pension scheme, still theyare not getting this facilities.

SUGGESTIONS/RECCOMENDATIONS

Local panchayat representative should take care of all government facilities and provide these people.

Panchayat head (Mukhiya) should work properly and bring all scheme in this area.

For road, electricity and school he should raise voice to the local MLA and MP.

State government should be strict for all the schemes provided by them. Whether state or central government facilities are provided on ground level or only paper work is done.

Individual or NGO should take initiative to improve the conditions of the locality.
