Computer Systems Policies, Procedures and Guidelines

Preamble

1.1 Acknowledging the importance of computers to education and development at ABU, this document is prepared to promote the effective, efficient, ethical, and lawful use of Atlantic Baptist University (ABU) computing resources. The entire university community benefits by adherence to the following policies and procedural guidelines that seek to balance sensitivity to the rights of individuals with the goals of the University.

1.2 The following policies and procedural guidelines are established to ensure that ABU Computer Services computing facilities are used in a responsible manner by all ABU users (educational users, support personnel, and management).

1.3 The following policies and procedural guidelines are subject to all Canadian laws in respect to copyright and use of computer equipment and programs, including the sending and receiving of information through the Internet. Use of an ABU account/system in violation of Canadian law will be reported, and may result in either civil or criminal prosecution.

1.4 Atlantic Baptist University is not responsible for the illegal actions of any authorized or non-authorized user of ABU Computer Services computing facilities, including use by wireless access.

1.5 Non-compliance with the following policies and procedural guidelines, which in some instances may constitute a security violation, upon discovery by, or being reported to the DCS, may result in short-term or permanent loss of access to ABU Computer Services computing systems.

1.6 The following Computer Systems policies and procedural guidelines are subject to change and updates as new technologies and practices emerge, as Canadian law is revised, and as user needs are periodically reviewed and evaluated.

Definitions 2.1 The definition of ABU Computer Services Department and computing facilities (ABU-

CSD) will include every computer, server, network and piece of audio visual equipment owned or leased by ABU and operated and/or supported by the ABU-CSD regardless of its use or purpose.

2.2 Use includes data/programs stored on ABU-CSD computing systems, data/programs stored on magnetic tape, floppy disk, CD ROM or other storage media that is owned and maintained by the ABU-CSD.

2.3 The “user” of the system is every person authorized by the ABU-CSD to hold an account (or accounts) in order to perform work in support of an ABU program or project. ABU accounts are to be used only for the purpose for which they are authorized and are not to be used for non-ABU related activities. Non-authorized use may result in cancellation of all computer use privileges.

2.4 “Users” refers to users of the ABU Computer Services computing systems and facilities including faculty, staff, and students. Where “students” is used, the regulations do not apply to faculty and staff.

Authority 3.1 Authority for establishing the Computer Systems policy resides with the Board of

Governors and is administered through the Office of the President. The Director of Computer Services (DCS) is responsible to the President for the administration of this policy and all procedural guidelines resulting from the policy. Changes to the Computer Systems policies shall normally be presented to the Board, recognizing that such policies affect every aspect of university life at ABU, and therefore may require discussion within other committees of the Board from time to time.

3.2 Procedural guidelines based upon the Computer Systems policies established by the Board of Governors shall normally be established by the President following review of any recommended guidelines by the President’s Cabinet. The DCS shall normally recommend revisions, additions, or deletions to the Computer Systems procedural guidelines to the President’s Cabinet for discussion, and are considered to be in effect only when endorsed by the President. Changes to the procedural guidelines shall be reported to the Board of Governors as information.

Computer Systems Policy

It shall be the policy of Atlantic Baptist University to have Computer Systems procedural guidelines in effect from time to time that conform to applicable Canadian law, protect the University from unwarranted legal exposure, enhance the learning environment for students, enhance the work environment for employees, and which utilize to best advantage the computer systems resources of the University. Procedural guidelines shall address the following areas: Network Accounts and Security, Software Installation, Software Usage, Wireless Network Access, Electronic Mail, Use of the WWW at ABU, Procedures for Violation of Procedural Guidelines, Electronic Pages, Computer Lab Reservations, Audio Visual Resources, Equipment Lending, Computer Support and Procedures for Computer Violations and Appeals. The procedural guidelines shall normally be established by the President following discussion within the President’s Cabinet, and shall be subject to annual review. Changes to the procedural guidelines shall be reported to the Board of Governors as information.

Computer Support Guidelines

1.0 Parameters

1.1 ABU-CSD supports only University-owned computer equipment. Personal computer equipment (purchased by faculty, staff or students even if used on occasion for University business) will not normally be serviced or supported by the ABU computer services department as this may void warranties.

1.2 Unique arrangements with faculty and staff on personally owned equipment might be prudent from time to time to further overall University objectives. The employee’s supervisor shall negotiate such arrangements. Any such arrangement shall be in written form for future reference, and shall include clear details on cost, service, and usage arrangements. The DCS shall be consulted and agree on equipment compatibility and service requirements before any such agreement is finalized.

1.3 ABU-CSD will post on the Intranet website, as well as by support office 137, its normal weekday hours of availability with the exclusion of set forth statutory holidays and pre-determined training development days for ABU-CSD staff, contact instructions, plus drop-off location for equipment to be serviced.

2.0 Network Accounts and Security Guidelines

2.1 The ABU-CSD is responsible for the functioning and performance of the University’s computer systems and wireless network and is responsible for protecting the confidentiality of a user's work. Such confidentiality shall normally be maintained except in cases where there is evidence that the user has participated in an action that has created a problem with the operations of systems or has compromised the confidentiality of another user's work.

2.2 A computer account shall be created for each new student at the start of the academic year, and the account will remain valid until September 1st of the following year. After each fall registration all non-registered students will be automatically deleted from the network. Any student withdrawing from ABU will have his/her account(s) disabled. Employees leaving ABU will have their accounts disabled within 30 days but may have them continue for as much as 6 months at the discretion of ABU.

2.3 Once a user receives a username/password to access network and computer systems, the user is responsible for all actions taken while using that identification.

2.4 A request to access data in another user's account must be authorized in writing by the user, or, when not feasible, by the appropriate Senior Administrator.

2.5 Whereas Atlantic Baptist University upholds and seeks to model Christian values and morals, instilling the belief that every person is created in the image of God for His glory, users of the ABU Computer Services computing systems are prohibited from receiving or sending images and messages that include profanity, vulgar and coarse language, taking God’s name in vain, pornography, violence, hate literature and other material not acceptable at a Christian University. In cases where otherwise prohibited

material is required for research purposes, students must obtain special permission from their course professor so a secured computer can be made available by the CSD for carrying out this research.

2.6 The ABU Computer Services computing systems are unclassified systems. Therefore, classified information may not be processed, entered or stored on an ABU Computer Services computing system. Information is considered “classified” if it is Top Secret, Secret and/or Confidential information, which requires safeguarding in the interest of National Security.

2.7 Users shall not divulge dialup account information to anyone.

2.8 Any individual applying for user identification under false pretenses may be subject to discipline or prosecution.

2.9 Sharing of user identification with any other person is prohibited. A user is responsible for the actions of any other individual using his/her user identification. Sharing of user identifications may result in disciplinary action.

2.10 Users are responsible for protecting/saving any information used and/or stored on/in their ABU accounts. Users may consult the http://www.abu.nb.ca/intranet/tech/index.htm for guidelines on protecting an account and to find information on using the standard system protection mechanisms.

2.11 Using a University or personal computer as a server on the network (or any directory or file on such) is prohibited unless access is password protected and approved by the CSD. Any files considered public should be copied to an appropriate directory (shared) on the network server.

2.12 Deletion, examination, copying, or modification of files and/or data belonging to other users without their prior consent is prohibited.

2.13 Attempts to evade or change resource quotas are prohibited.

2.14 Users shall not purposely engage in activity with the intent to use the systems and/or networks to:

• harass other users; • degrade the performance of systems through mass consumption of system

resources; • deprive an authorized ABU user access to an ABU resource; • obtain extra resources, beyond those allocated; • circumvent ABU computer security measures or gain access to an ABU

system for which proper authorization has not been given; • gain unauthorized access to remote systems; • connect to other systems, in evasion of the physical limitations of the

remote/local system.

2.15 In extenuating circumstances, ABU-CSD reserves the right to view and/or delete user files without prior notice or written authorization when the stability, integrity and/or the security of the system is being threatened by actions on the part of an individual

user. Such instances must be reported to the President and the supervisor of the affected employee or, in the case of a student, the Student Development office.

2.16 ABU-CSD has the right to terminate any process when deemed necessary, in order to maintain the system. Such instances must be reported to the President and the supervisor of the affected employee or, in the case of a student, the Student Development office.

2.17 Users shall not attempt to access any data, passwords or programs contained on ABU systems for which they do not have authorization or explicit consent of the owner of the data/program, or the DCS. Encryption/decryption of system or user passwords is prohibited.

2.18 Any intentional attempt to “crash” network systems or programs is prohibited and will result in disciplinary action.

2.19 Users shall not down-load, install, or run security programs or utilities, which reveal weaknesses in the security of the University’s computing systems. For example, ABU users shall not run password-cracking programs on ABU Computer Services computing systems.

2.20 Any attempt to secure an unauthorized higher level of privilege on network systems is prohibited and will result in disciplinary action.

2.21 Users are to report observed weaknesses in ABU computer security and incidents of possible misuse or violation of these guidelines to the DCS in person or by sending electronic mail to [email protected].

2.22 The willful introduction of computer “viruses” or other disruptive/destructive programs into the organization network or into external networks is prohibited and will result in disciplinary action.

2.23 Any attempt to intercept and/or monitor network traffic is prohibited and will result in disciplinary action.

2.24 Any user who internally connects to ABU’s network must be running a virus free system that is automatically monitored by the most up to date antivirus software. (i.e.-Norton’s, MacAfee, etc.) It is highly recommended that the user install a private firewall for the protection of the user and network. Unauthorized users are prohibited without exception.

2.25 The University will not accept any unauthorized cost imposed by a user and will seek collection of such costs. Default of payment by a user may result in loss of computer privileges. Students are responsible for providing their own consumables such as, USB drives and CD’s. Student rates for the cost of printing (including paper, toner, software and printer) will be set by the Finance Office at the beginning of each semester.

3.0 Software Installation and Usage Guidelines

Software: Any electronic copyrighted material. This includes software applications, video, audio or other data files.

3.1.1 The ABU-CSD establishes standards for installing and supporting all software on University computers. This includes:

• Office desktop computers. • University laptop computers. • Computer lab public desktop computers, including the residence. • Telecommuter home computers (provided by the University).

3.2 Software Standards

3.2.1 ABU-CSD shall establish the software standards for the University, consulting with all other departments as to software program needs. Current software standards are listed in Appendix A.

3.2.2 Software is not permitted on University computers without permission from the DCS in the following instances:

• Unapproved installations • Software purchased for a non-University computer • A downloaded title from the Internet • A pirated copy of any title • A different title from the current software listed in these guidelines • Any means not covered by the ways that software can exist on ABU

computers

3.3 Software Licensing

3.3.1 The ABU-CSD is responsible for keeping software licenses accurate and up to date, and is responsible for purchasing software licenses for the following software categories:

• Desktop & laptop operating system software • Productivity tools package • Internet software • Accessories

3.3.2 The ABU-CSD is responsible for budgeting for the cost of all software programs that are standard to workgroups or the whole University. Also, installation and support of other software categories are the responsibility of the ABU-CSD department.

3.4 Software Requests

3.4.1 User requests for installation of standard or individualized software on University equipment must be submitted to the ABU-CSD by completing the ABU support request found on the Intranet at: http://www.abu.nb.ca/intranet/tech/tec_pol.htm.

3.4.2 Suggestions for additions to the standard software set for ABU or individualized software for any computer/department shall also be made to the ABU-CSD through the Intranet site in order to be considered for approval and budgeting purposes.

3.5 Unapproved or Unauthorized Usage

3.5.1 The unauthorized copying of any software owned by the University, or the installation of any unauthorized software on any storage medium owned by the University, or the running of unauthorized software on computing equipment owned by the University, or the loading and downloading from the Internet of unauthorized software onto the University computer is prohibited.

3.5.2 Users shall not make copies of system configuration files (e.g. autoexec.bat, config.sys, passwords, etc.) for their own use or to provide to other people/users.

3.5.3 Software programs for which an individual or University department holds copyright usage, shall not be loaded onto the University computer system without the approval of the department supervisor, and shall then be tested for viruses and installed by ABU-CSD.

3.5.4 Unapproved programs found on any system hard drive will be erased, following notification to the individual and his/her supervisor, and the individual may have their computer rights removed. When the computer network is being compromised or adversely affected by an unapproved program, in extenuating circumstances the program may be erased without prior notification. Unapproved programs may include, but are not limited to, games, chat programs, and programs that are not of an educational nature.

3.5.5 Users are not permitted to interfere with the normal operations of the ABU Computing System or tamper with the restrictions placed on any computer by the Computer Services. This includes restrictions such as wallpaper, screen saver, system configuration, and any other system settings placed on workstations by Computer Services.

3.5.6 Infractions related to the unauthorized use of software will result in one or both of the following actions: (1) referral to the DCS and the President’s office for appropriate disciplinary action as provided for in the University’s Statement of Moral Standards to which all employees have subscribed, or, in the case of a student, disciplinary action as outlined in the student handbook; (2) referral to local authorities (RCMP) or the software vendor for possible legal action.

4.0 Wireless Network Access Guidelines

4.1 Purpose

4.1.1 Usage of ABU Wireless Network is subject to all other Computer Services Policies and Guidelines as applicable.

4.2 Definitions

4.2.1 Wireless Network means local area network technology that uses radio frequency spectrum to connect computing devices to a wired port on the campus network to enable connection to the campus network backbone and the Internet.

4.2.2 Access Point means electronic hardware that serves as a common connection point for devices in a wireless network LAN. An access point acts as a network hub that is used to connect segments of a LAN, using radio antennas instead of wired ports for access by multiple users of the wireless network. Access points are

shared bandwidth devices and can be connected to the wired network, allowing access to the campus network backbone.

4.2.3 Wireless Infrastructure means wireless access points, antennas, cabling, power, and network hardware associated with the deployment of a wireless communications network.

4.2.4 Coverage means the geographical area where a baseline level of radio signal for adequate wireless connection service quality is attainable.

4.2.5 Interference means the degradation of a wireless radio signal caused by electromagnetic radiation from another source. Interference can slow down or eliminate a wireless transmission depending on the strength of the interfering signal.

4.2.6 Privacy means the condition that provides for the confidentiality of personal, student, faculty and staff communications, and institutional data transmitted over a wireless network.

4.2.7 Client hardware/software means the electronic equipment and software that is installed in a desktop, laptop, handheld, portable, or other computing device to provide a LAN interface to a wireless network.

4.3 Scope

4.3.1 The following guidelines apply to all wireless network devices utilizing Atlantic Baptist University’s Internet Protocol (IP) space (including private IP space within University sub-networks), all users of such devices, all wireless connections to the campus network, frequency allocation, network assignment, registration in the Domain Name System (NDS), and services provided over wireless connections to the campus network, including off-campus satellite locations and residence.

4.3.2 The ABU-CSD is responsible for the maintenance of campus network infrastructure, up to and including the wired data jacks, and its authority is extended through these guidelines to include registration of wireless Access Points, and authentication and encryption methods used to secure wireless access.

4.4 Policy

4.4.1 Wireless equipment installations and wireless users are subject to all network connection guidelines as set forth in the ABU-CSD Computer System Policies, Procedures and Guidelines. All provisions of Atlantic Baptist University’s Network Accounts and Security Guidelines also apply.

4.4.2 Interference or disruption of other authorized communications that result from the intentional or incidental misuse or misapplication of wireless network radio frequency spectrum is prohibited and may result in disciplinary action.

4.4.3 All wireless users must register their computer name with ABU-CSD. This may be accomplished by sending an e-mail to [email protected]. All machines connected to wireless must have at least one anti-spyware program installed and current anti-virus program installed before access will be granted. The ABU-CSD

has the right to temporarily suspend the wireless until the issue is resolved if it is determined that it impedes the function of the Network.

4.4.4 The ABU-CSD is responsible for the secure usage of the ABU Wireless network and for safety issues related to the positioning of wireless access points and network components.

4.4.5 The ABU-CSD is responsible for the design and deployment of Wireless networks so as to avoid physical and logical interference between components of different network segments and other equipment. In the event that a wireless device interferes with other equipment, the ABU-CSD is authorized to resolve the interference as determined by use priority. In case of conflict over use priority, appeal may be made to the President.

4.4.6 Wireless access is provided throughout the residence for internet access at no additional charge to students. The cost of additional high-speed internet access through a local Internet service provider (ISP) is the responsibility of the student. Students are responsible for self-monitoring their use of the Internet including any infringement of copyright laws and upholding the ABU standards of conduct (see the Student Life Handbook).

5.0 Electronic Mail Policy

5.1 Overview

5.1.1 Atlantic Baptist University provides e-mail accounts to all employees and students. Other individual accounts are subject to the approval of the DCS.

5.2 Guidelines

5.2.1 The Microsoft Live@edu and email for life services are operated under the guidelines and licensing of Microsoft. See their legal section at http://get.liveatedu.com.

5.2.2 The ABU E-mail system is to be used primarily for educational/work related purposes.

5.2.3 Users are responsible for monitoring their E-mail accounts.

5.2.4 The University reserves the right to monitor E-mail and Internet usage.

5.2.5 There are no privacy rights in the creation, sending, or receipt of University E-mail.

5.2.6 Pictures, graphics, movies, and other E-mail file attachments are restricted to educational/business purposes.

5.2.7 Users are responsible for all electronic mail originating from their user identification.

5.2.8 Electronic communication facilities (such as Exchange Client or Outlook Email, attachments or ABU News) are for authorized University use only.

5.2.9 Students are not permitted to perform mass electronic mailings. Mass email is defined as mail sent to more than 10 students unless to a student committee.

Students with information to circulate to all students, staff, or faculty must submit the message in electronic format to the Student Development office for inclusion in ABU News or to be sent out otherwise at the discretion of the Student Development office.

5.2.10 Email account users are subject to all provisions of Section 2.0 entitled Network Accounts and Security Guidelines.

5.2.11 To assure reliability of communication, all ABU academic information that is officially communicated by email will be sent to the assigned ABU e-mail address provided for each student. The email sent to an ABU address will be considered received by the student, even if unopened, unless ABU is notified that it was undelivered. Due to their unreliable nature no free e-mail services (i.e. hotmail or gmail) will be used to communicate with students in an e-mail group. Any e-mail information forwarded to an individual student through a free mail services (i.e. hotmail or gmail), shall be done only as a courtesy, and shall not be considered an official communication for which ABU bears any responsibility whereas ABU has no control over the reliability of such service. A complaint of not having received due notification shall not be considered valid unless it is substantiated by ABU-CSD that a student did not receive such notification at their designated ABU email address.

5.2.12 Students, at their own discretion, may set up their individual e-mail account to forward official emails to a free e-mail service, but ABU does not accept any responsibility for such transmissions.

6.0 Guidelines For WWW At ABU

6.1 Overview

6.1.1 Overall design of ABU web pages shall be the responsibility of Institutional Advancement administered through the Public Relations (PR) Committee which shall include the Web Master. Web pages must adhere to a standard of uniformity in keeping with and must comply with the University’s Visual Standards Policies.

6.1.2 The ABU-CSD shall be responsible for all aspects of the technological functioning of the Web site including installation and changes to all design work as approved by the PR Committee.

6.1.3 The PR Committee shall normally be responsible for approval of all Web sites linked to the official ABU Web site and shall establish criteria for the addition and deletion of such links. In extenuating circumstances where the criteria as established by the PR Committee for the addition and deletion of such links may not apply, the VP institutional Advancement may act to add or delete content or links, and will in every case review the action at the next PR Committee meeting.

6.1.4 The following guidelines apply to all pages linked to the University’s official web site (www.abu.nb.ca). “Unofficial” pages are those, which are not linked to the University’s official web site and are not necessarily subject to the same structural and content guidelines (with the exception of applicable policies contained in the Computer Systems Policies, Procedures and Guidelines).

6.2 Maintenance of Web Pages

6.2.1 Information on Web pages must be accurate and up-to-date. Information must not be duplicated on several pages. Links to pages that contain dynamic information (i.e. class timetables, sports scores) are encouraged.

6.2.2 It is the responsibility of each department and academic discipline approved by the PR Committee to post web pages to regularly and continuously review dynamic information to ensure that it is accurate and up-to-date.

6.2.3 Each university department approved by the PR Committee to post web pages shall designate a person as manager to be responsible for maintenance of the information on such pages. The person’s name, e-mail address, date of the most recent update, plus a link to the ABU home page must appear on the web pages they manage. The e-mail address must be a working link.

6.2.4 University department or faculty heads are responsible to oversee web page managers to ensure their respective Web sites are being maintained with accurate and up-to-date information. Job descriptions of staff who maintain web pages should specify those duties. Appropriate training on maintaining web pages should be arranged with the ABU-CSD, if needed.

6.2.5 The ABU-CSD shall establish the format and kb limit to ensure quick downloading of web pages.

6.2.6 The PR Committee approved header and footer must be used for all web pages. Each page is to have either a link back to the previous page or calling page, a link to the ABU home page, plus a link to the centrally located legal disclaimer (www.abu.nb.ca/disclaimer.htm).

6.2.7 Prior to posting personal information on any individual, the individual’s permission must be obtained, preferably in writing.

6.2.8 Copyright and Intellectual Property laws are to be observed at all times. No web page may contain copyrighted material (i.e. text and images) unless permission has been received from the copyright holder. When permission is granted, the statement “Used by permission of [copyright holder]” must be attached to the copyright material. See Appendix B for WWW Copyright and Disclaimer statement.

6.3 On-Line Education

6.3.1 Course material and educational programs developed for distance education through the WWW will be subject to the general guidelines for Website use.

6.4 Commercial Activities

6.4.1 Commercial activities other than those developed by ABU will not be offered, maintained, or stored on ABU’s Web site, unless a business contract is arranged by ABU. Individuals or groups conducting unauthorized commercial activity on the ABU Web site will have their computer privileges revoked.

7.0 Electronic Pages Policy

7.1 Definition and Overview

7.1.1 An Electronic Page is defined as information that can be viewed from another computer via a World Wide Web browser. This includes HTML pages, graphic files, and all forms of text documents (i.e. PDF, https, rtf, etc.).

7.1.2 Contents of all electronic pages located on University resources must be consistent with Atlantic Baptist University policies, guidelines, and standards. This includes links to other pages or computers, meaning that a page may be in violation if it contains a link to a page that violates ABU policies and guidelines. Users who violate such policies and guidelines may be subject to disciplinary action (as outlined in Section 11.0).

7.1.3 Electronic pages located on University resources fall under one of three categories—University Publication Pages, Academic Pages and Personal Pages, and are subject to usage terms as outlined below.

7.1.4 No web page or web site (personal or commercial) shall be linked to the ABU Web page without permission from the PR Committee.

7.2 University Publication Pages

7.2.1 University publication pages are defined as electronic versions of printed University publications, or electronic information relating to University support services. University publication pages are subject to the same University policies, guidelines, and standards as print publications.

7.2.2 University publication pages can be developed by students, faculty, staff or organizations, but must be approved by the PR Committee before they can be published electronically for the first time for website access (it is recommended that concept approval be obtained before pages are created).

7.2.3 University staff and resources may be available upon request for assistance with University publication pages. University publication pages should support the following goal:

“To promote and enhance the image of Atlantic Baptist University by providing accurate and relevant information through the electronic

medium of the World Wide Web.”

7.2.4 All pages must also contain the most recent revision date as well the name of the individual or organization publishing the page. Copyright laws apply to electronic publishing as to print publishing. Permission to publish information, graphics, and photographs on publication pages must be obtained by individuals and organizations if they are not the author or creator.

7.3 Academic Pages

7.3.1 An academic page is defined as an electronic page directly relating to the Academic Department, any academic discipline, or courses taught at Atlantic Baptist University.

7.3.2 Any student, faculty or staff member developing and maintaining academic pages must be appointed by the VP Academic or designate, or faculty member instructing a course.

7.3.3 The PR Committee will establish appearance standards for academic pages and will approve academic pages for posting. ABU-CSD staff and technology resources will not normally be used for the development of academic pages.

7.4 Personal Pages

7.4.1 A personal page is defined as an electronic page for an individual who is a faculty member, staff member, or student at ABU, or an organization affiliated with the University. University staff and technology resources cannot be used for personal pages.

7.4.2 Personal pages must be limited to information about an individual or organization that is relevant to their role at the University, and cannot be used for personal business or personal gain unless determined to be of at least equal benefit to the University, as approved by the PR Committee following consultation with appropriate authorities within the University.

7.4.3 Any University employee wishing to utilize the University computing resources to host web pages for a non-profit organization with which they are affiliated, must obtain prior written approval from the PR Committee.

7.4.4 Web pages for business and for-profit organizations unrelated to the University are not permitted on University computing resources unless approved by the President and proper compensation arranged between the two parties.

7.4.5 The official ABU home page and University publication pages must never be linked directly to personal pages. Academic pages may link to faculty, staff, or student personal pages.

7.4.6 The PR Committee retains the right to request removal of any personal pages or links from personal pages that violate ABU computer policies, guidelines, or standards. Failure to comply may result in disciplinary action in accordance with Section 11.0 and may include removal of the pages.

7.4.7 The following statement must appear on the footer of all personal pages: “The views and opinions expressed in this page are strictly those of the page author. The contents of this page have not been reviewed or approved by Atlantic Baptist University.”

8.0 Computer Lab Reservation Guidelines

8.1.1 Reservations for the computer lab in the library for teaching purposes shall be made at least 48 hours in advance through the University Librarian. Reservations for the computer lab in Room 168 will be done, at least 48 hours in advance, by sending a request to the audio-visual email [email protected]. A notice will be posted on the computer lab doors notifying students when they are reserved.

8.1.2 Anyone using the lab when a scheduled class period begins is required to leave, unless the instructor grants an exception.

8.1.3 Students are responsible to check posted schedules and be aware of when to vacate the lab to make way for an incoming class.

9.0 Audio-Visual (AV) Equipment Procedure

9.1 Introduction

9.1.1 The Computer Services department is responsible for audio-visual equipment and its scheduling, maintaining, and storage.

9.1.2 The DCS will hire a student assistant to daily manage requests for the use of audio-visual equipment during the school year.

9.1.3 The Christian Life Committee will maintain a list of trained volunteers for the auditorium sound system and will recruit and train them as needed.

9.1.4 Audio-visual equipment includes overhead projectors, slide projectors, LCD and TV/VCR units, the sound system in Rm. 231, lapel microphones, extension cords, the auditorium sound system plus any other equipment that may be acquired of this type.

9.1.5 Equipment owned by the university is for university use only. Equipment may not be used for personal projects or entertainment.

9.2 Faculty & Staff procedures for Reserving AV Equipment

9.2.1 Requests for audio-visual equipment are to be sent via e-mail to [email protected] stating equipment desired, plus location, date and the starting and ending times of the scheduled class or meeting.

9.3 E-mail requests must be sent 24 hours before usage is required, except in the case of classes or meetings scheduled before chapel when the email must be sent 24 hours in advance.

9.3.1 The audio-visual assistant will check the audio-visual e-mail account each morning before chapel and ensure the right equipment is prepared for pickup by the appointed faculty or staff member.

9.3.2 When the audio-visual assistant is absent, CSD will check the audio-visual e-mail account and fulfill requests. If both CSD and the audio-visual assistant are absent, the DCS will respond to requests.

9.3.3 The Conference Coordinator will be responsible for submitting audio-visual requests for outside groups by e-mailing [email protected].

9.4 Student procedures for Reserving Audio-Visual Equipment or Room bookings

9.4.1 All student requests to book a room for academic-related or extra-curricular activities must e-mail [email protected] at least 2 full business days in advance of the date needed stating equipment desired, plus location, date and the starting and ending times of the scheduled class or meeting. An email response will indicate whether your booking is approved or not.

9.4.2 No room bookings during or chapel time.

9.4.3 On Saturdays and Sundays, room bookings will need to coincide with the security schedule.

9.4.4 If a student needs to book a sound or audio-visual tech, this would incur a cost of at least minimum wage payable in computer services before the room is used.

9.4.5 The services of sound/audio-visual techs must be requested by emailing audio visual and not personally from the techs.

9.4.6 Sound techs are not available during regular office hours.

9.5 Student Use Outside Class Time (for Preparation, Practice, or Personal Use)

9.5.1 Students Booking For Academic Purposes

9.5.1.1 All Student requests to book audio-visual equipment for Academic purposes outside of class time must e-mail [email protected] at least 2 full business days in advance of the date needed. An email response will indicate whether your booking is approved or not.

9.5.1.2 Audio-visual e-mails student to confirm availability of equipment. If available, audio-visual will e-mail instructions about picking up/returning remote for LCD projector.

9.5.2 Students Booking For Non-Academic Purposes

9.5.2.1 For non-academic purposes, events (meetings, etc) requiring the use of an LCD projector:

9.5.2.2 All Student requests to book A/V equipment for extra-curricular activities must e-mail [email protected] at least 2 full business days in advance of the date needed. An email response will indicate whether your booking is approved or not.

9.5.2.3 If room is available, audio-visual confirms the room booking with the student by e-mail.

9.6 Reporting Defects and Limiting Damage

9.6.1 Equipment breakdowns and/or bulb failures should be reported immediately to the audio-visual assistant in person or be emailed to [email protected] as soon as possible.

9.6.2 Overhead projectors MUST not be moved from room to room without permission from Computer Services Department. Moving projectors while hot may cause premature failure of bulbs.

9.6.3 Data projectors must not be unplugged while the green light is on. Follow the shutdown instructions located on each projector before unplugging.

10.0 Data Projector Lending Guidelines

10.1 Procedures

10.1.1 Applies to data projector usage for non-ABU events.

10.1.2 User must provide at their own expense suitable space, facilities, and utilities for proper installation and operation of the equipment.

10.1.3 Users must make no alteration, attachment or addition to the equipment without ABU’s prior written consent, and will not remove cover, or deface nameplates.

10.1.4 User will pay for any repairs and replacements, which result from or in any way, are caused by the willful or negligent acts or omissions of the customer and /or agents, servants, and employees including loss by theft, damage or destruction.

10.1.5 The Audio-Visual Usage Agreement will need to be completed by the responsible party prior to equipment removal from the department.

10.1.6 Equipment must be picked up from the audio-visual department the day of the booking or in the case of Sunday (the night before).

10.1.7 Equipment must be returned by 8:00 am Monday morning or for weekday bookings 8:00 am the following morning.

10.1.8 Procedures apply to internal/external events under the care of qualified, staff and faculty and on occasion to qualified students.

10.1.9 Proper operational training must be carried out prior to borrowing.

10.1.10 Ordering the LCD will be through normal LCD channels at [email protected].

10.1.11 Usage fee due in advance of pickup.

10.1.12 Usage fee structure: 1 Day = $25.00; Weekend = $50.00.

11.0 Procedures for Computer Guidelines Violations

11.1 Introduction

11.1.1 Reasonable evidence of a violation of ABU Computer Guidelines as detailed in this document may result in the following disciplinary action, unless otherwise provided for in the Guidelines.

11.2 Verbal Warning

11.2.1 When a violation is detected or discovered by any representative of the ABU-CSD, a student will be given a verbal warning to disconnect from the Internet and/or to shut down the computer they are using. If the offending party persists,

the ABU-CSD will have the right to turn off the computer and ask the student to leave the computer lab. All such actions shall be reported to the DCS. In the case of an employee, when a verbal warning is given, the employee’s supervisor will be advised of such by the DCS. Written documentation of all verbal warnings to users shall be maintained by the DCS. Such documentation shall include the name of the user, the date on which the warning was given, the nature of the alleged violation, the nature of the warning (preferably verbatim account), the name of who gave the warning, and the response of the user.

11.3 Suspension of Computer Rights

11.3.1 When verbal warnings are not heeded, or when the alleged violation is considered more serious, the DCS shall investigate the matter and shall document the alleged violation, noting the nature of the alleged violation and the date it was observed or suspected, the date the information was given to him/her, the informant of the alleged violation, and the name of any individual accused of a violation.

11.3.2 The DCS shall have the right to suspend or modify computer access privileges, examine files, passwords, accounting information, printouts, tapes, and any other material which may aid in the investigation of an alleged violation.

11.3.3 Normally the cooperation and agreement of the user will be sought in advance of any investigation of alleged violations. Users are expected to cooperate in such investigations when requested. Failure to do so may be grounds for cancellation of computer access privileges, through the removal of their password.

11.3.4 The DCS shall prepare a written report with a recommendation for action, and shall obtain agreement from the alleged user’s supervisor when the user is an employee of the University, or from the Director of Student Development.

12.0 Appeal Process

12.1 When Computer privileges are removed the user may appeal the decision in writing to the user’s supervisor when the user is an employee of the University, or to the Director of Student Development when the user is a student. The supervisor or Director shall meet with the DCS to review the suspension of computer privileges, and privileges may be reinstated if there are sufficient assurances that the violation will not occur again.

12.2 Should computer privileges not be reinstated upon appeal, the user may appeal to the President of the University. The President may elect to consult the remaining members of the President’s Cabinet who were not directly involved in the first appeal, in reviewing the decision made.

12.3 If there is a second violation on the part of a user following reinstatement of computer access privileges, then the user’s privileges may be revoked for the remainder of the semester, or beyond, in the case of a student, or may result in up to a week’s suspension from work in the case of an employee. To be reinstated in the next semester, a student will need to make appeal again through the Director of Student Development.

If the appeal is successful and there is a subsequent violation during the new term or any subsequent term, then the student will be referred to the Judiciary Committee for possible suspension.
