  • 1.Introduction: National Remote Sensing Centre (NRSC) is one of the centers of the Indian Space Research Organization (ISRO), Department Of Space (DOS), Government of India. NRSC has the prime responsibility of acquiring satellite data from remote sensing satellites, Process and disseminate to the end users.

    NRSC has established a remote sensing satellite ground station with one S/X Band Data Reception System(DRS)during 2012-13 at Bharati, Larseman Hills, Antarctica (69deg south and 76 deg east) to receive data from all Indian remote sensing satellites. NRSC also established a Data Communication System (DCS) Operating in C band, presently using Intelsat transponder (34MHz) for transferring the data collected from DRS antenna to NRSC Shadnagar( actual capability @ 2x40 Mbps rate). Apart from payload data transfers from Antarctica to NRSC Shadnagar, DCS also provides 2 way communication services to NRSC Shadnagar and NCAOR Goa. This year NRSC is planning to augment the existing communication link for lower Ext-C operation services to utilize GSAT-17 communication transponders for the same.

    Both DRS and DCS antennas are equipped with RADOME to withstand low temperatures and high wind velocities up to 250 Kmps. 40 KVA generated power is used for operating the total facility. UPS of 30 KVA is established and is used for control room equipment and others wherever required.

    Bharati station at Antarctica is operationalized in 2013 and receiving Indian remote sensing Satellite (IRS) payload data and also supporting TTC operations. Due to its geographical location, 10-11 satellite passes per day from each mission is visible at Bharati station. Presently, data from 8 IRS missions is being collected and transferred to NRSC every day and is expected to increase in future with ongoing launches of new missions.

    Both DRS and DCS antenna systems were established and being maintained by M/S ECIL Hyderabad for since Feb-2013 till Feb, 2017 as per the terms of initial contract with Manpower , with one resident engineer at Antarctica ground station. Later, Comprehensive Annual Maintenance contract was renewed for a period of ONE year without manpower. Both DRS and DCS are built with state of art technology and are having full redundancy with monitoring & control from NRSC. Sufficient spares are being maintained at station for immediate service and support. As the data acquisition and transfer to NRSC Shadnagar is very important, it is required to maintain the systems with high reliability and ensure 100% system availability.

    There will be 2 to 3 engineers deputed from NRSC/ISRO, stationed at Antarctica (Bharati) to carry out regular (24X7) operations and maintenance of the station throughout the year. Expedition in every year starts around November/December and will be there in Antarctica for around 13 to 14 months.

    National centre for Antarctic and ocean research (NCAOR) is the nodal agency which takes care of Indian Antarctic expedition. NCAOR has established Bharati, a scientific station at Larseman hills Antarctica. An agreement / memorandum of understanding (MOU)is existing between NRSC and NCAOR for NCAOR to provide the infrastructure and logistic support for the expedition / at Antarctica ground station .

  • Scope of the RFP

    Scope of the RFP is to invite bids for Comprehensive Annual Maintenance contract without any man power at the Bharati station in Antarctica for the next 2 years. The same may be extended for TWO more years based on the performance during CAMC. In case of any maintenance / system failure issues, ISRO manpower positioned at station will support in attending the problem through the remote guidance provided by the CAMC personnel. Maintenance agency can use spares from the available stock at station as and when required to replace the faulty parts, in order to minimize the down time and resolve the issue quickly. Subsequently, maintenance agency should take necessary action to replenish the used spares immediately or in the immediate expedition (if failure is in winter).

    The Scope of the Annual maintenance contract covers DRS Antenna, DCS antenna sub-systems, Control room equipment, UPS, interfaces and Cabling including FO cable & Cable tray.

    Maintenance agency shall produce Manufacturer authorization from OEM. It is the responsibility of the maintenance agency to take care of the same throughout the period of contract, irrespective of any changes happening at OEM management.

    Maintenance agency shall identify specific personnel including OEM representatives as focal points.

    The focal points shall be reachable through phone and e-mail on 24x7 basis. ISRO personnel responsible for station operations shall report the problem to the focal point

    identified by maintenance agency. Periodic performance shall be carried out. If any performance degradation, It is the

    responsibility of Maintenance agency to bring it to normal condition. Maintenance shall be carried out through on-line support using Mail / telephone / video call

    application available from IMGEOS Shadnagar. In case of any component failure, Spares available at station may be used to resolve the

    problem. Used spares from the station stock shall be replaced by maintenance agency. Maintenance shall be carried out by guiding ISRO personnel available at station by the

    maintenance agency (Both Preventive and corrective maintenance)

    Detailed description of complete system is provided in the Annexure.

  • 2.Annexure

    Bharati station is a scientific station established by National centre for Antarctic and oceanic research (NCAOR) at Larseman Hills at Antarctica. NCAOR is the nodal agency for co-ordination and implementation of Indian Antarctic expedition. An agreement between NRSC and NCAOR is made and NCAOR provides the infrastructure and logistic support.

    NRSC has established ground station to collect data from Remote sensing satellites and mainly comprises Data Reception System (DRS ), Data Communication System (DCS), control room equipment for both DRS & DCS antenna. Both DRS and DCS antennas are mounted on metallic base platform structure and mounted with RADOMES to withstand extreme temperatures and high wind velocity.

    S/X band DRS antenna collects data from Remote sensing satellites and the same is transferred to Indian ground station NRSC shadnagar by using DCS antenna and communication link through Intelsat/GSAT-17 at a data rate 2x40 Mbps.

    2.1 Data Reception System: DRS system is S/X band capable, 7.3 meter antenna with multi mission capability.

    Payload data reception from all Remote sensing satellites in X band (8-8.5 GHz)and capable of receiving both RHCP & LHCP simultaneously.

    TTC operations in S Band for IRS missions with 2.2 to 2.3 GHz for receive and 2.025 GHz to 2.12 GHz for transmit.

    G/T of Antenna in X-Band is 32 db/deg K at 5 deg Elevation including Radome loss. G/T of Antenna in S-Band is 18 db/deg K at 5 deg Elevation including Radome loss. Elevation over Azimuth pedestal with programmable train (third) axis up to 7 deg. Fiber optic link for driving IF signals and control signals from antenna to control room in a

    closed cable tray laid. Complete Antenna system is enclosed in a low loss Radome. Closed loop digital servo control system. Programmable UP/ Down converter (IF of 720 MHz in X-band and 70 MHz in S-band) and can

    2.2 Data Communication System 7.5 meter Antenna is used for two way communication between Antarctica ,NRSC Shadnagar & NCAOR Goa, using Intelsat communication.

    DCS system is augmented in present expedition to support for both existing Intelsat link and proposed GSAT-17 (Lower extended C Band) link. During the augmentation, Feed Horn, Feed Diplexer, LNA, LNA wave guide, HPODs, MBT, phase combiner etc are replaced with new and are under 2 year warranty starting from March-2018. Vendor has to consider these elements which are under warranty while bidding.

    Key features of the system are:

    Antenna of 7.5 meter dia with G/T of 26 db/deg K. Feed has the capability to transmit and receive in orthogonal polarizations.

    Low Noise Amplifier with high gain and low noise temperature in 1:2 hot redundant mode with control and monitor features.

    High power amplifier of 600 W transmit capable and in 1:2 hot redundancy with a provision control local /remote.

  • Continuous coverage of 180 deg in Az and 0-90 deg in El to enable pointing to any GEO satellite.

    Motorized drives. High speed MODEMS in1:1 hot redundant configuration to support programmable data

    rates and Modulation schemes. Configuration supports for C band communication using INTELSAT and GSAT

  • 3 TERMS AND CONDITIONS: 1. Maintenance agency shall have at least two years ( before the date of bid closure)

    experience of maintaining polar ground stations. 2. Maintenance agency shall identify specific personnel including OEM representatives as focal

    points along with contact details for contact and guidance to Indian space Research organization [ISRO] personnel at Bharati. The focal points shall be reachable through mobile phone and email on 24 X 7 basis. The focal points of Maintenance agency and OEM will be mentioned in purchase order. The problem resolution report of the corresponding activity shall be sent to National Remote Sensing Centre [NRSC].

    3. Rectification of the fault through On-line support shall not exceed 24 hours for one occasion in summer and 48 hours in winter, except in situations related to the environmental / weather condition.

    4. Guidance for maintenance of Data Reception System [DRS] shall be carried out through on-line support using video call applications/Telephone by OEM (M/s. Viasat) directly to AGEOS local team. Additional support by authorized dealer M/S Satcom technologies/OEM shall be given for DRS through video/audio conferencing in 24X7X365 days mode. M/S Satcom technologies / OEM team has to be present at shadnagar ES for any critical operations related to maintenance of AGEOS station as and when required.

    5. Similarly, guidance for maintenance of Data Communication System [DCS] shall be given to team at AGEOS by local team Vendor through video/ Audio Conference in 24X7X365 days mode. OEM team has to be present at Shadnagar station for any critical operations related to maintenance of AGEOS station as and when required.

    ISRO/NRSC personnel responsible for AGEOS operations shall report the problem / failure to Maintenance agency contact person for trouble shoot and resolving the problem/failure on-line through app. Message/email/telephone. Maintenance agency need to get module/unit level replacement done by the personnel of ISRO at site. Accordingly, necessary guidance shall be given to ISRO engineers by Maintenance agency/OEM whereby a total down time shall not exceed 3 days per Quarter of a year. Over and above 3 days the AMC charges will be stopped on pro-rata basis till the problem is resolved / identified.

    If any of spare items are available with NRSC the same could be used for maintenance and the defective unit shall be replaced/replenished by Maintenance agency during the summer expedition at no extra cost.

    In case of any failure, the spare unit/part shall be procured and keep ready for shifting to Bharati station Antarctica in the immediate opportunity.

    6. Spares shall be handed over by Maintenance agency to National Centre for Antarctica & Ocean Research [NCAOR] agent at Cape Town. NRSC/NCAOR will provide the ship/air for transportation of consignment for cape town to Antarctica and return during summer. Necessary insurance and To & fro freight charges up to cape town and back shall be borne by Maintenance agency.

    7. In case of non availability of any part as spare at AGEOS, Maintenance agency will send replacement unit provided sufficient time [30 days for indigenous items and 3 months for

  • imported items] is made available to them to arrange, through NCAOR at the earliest shipment opportunity. The faulty one would be brought back for servicing and repair at no extra cost.

    8. The required Software licenses shall be provided by Maintenance agency. This shall include bug fixes and maintenance.

    9. Test Instruments, Spectrum analyzer, power meter and Digital Oscilloscope as required for the station operations & maintenance shall also be maintained under this contract.

    10. The Comprehensive Annual Maintenance Contract [without manpower] shall be for a period of Two years from the date of release of Purchase order. The contract will be extended for two more years on mutually agreeable terms & conditions and cost.

    11. Vendor shall trouble shoot and resolve the problem / failure even if reported on the last day of the CAMC period. The contract shall remain live for the purpose of resolving the problem/ failure reported on the last day of the contract, with necessary spare replacement/shipment.

    12. Payment terms: CAMC charges will be paid on quarterly basis against submission of invoice. 13. Vendor shall submit Manufacturer Authorization Form (MAF) from actual suppliers M/S

    Viasat, M/S ECIL and other OEMs of equipment (Make of equipment mentioned in Document).

    17 Lowest Quotation will be evaluated based on the compliance and Yearly maintenance cost only.

    Optional requirement:

    In case of any major failure, which maintenance agency is unable to resolve with the help of staff available at station, maintenance agency shall send a person to Bharati station to resolve the same. Additional cost for this activity shall be quoted separately per visit basis to Antarctica. However, Cape town to Antarctica transport and stay at Bharati will be taken care by NRSC/NCAOR. However this will not be considered for L-1 criterion.
