Project : Our is an existing large scale unite in the name of M/s. Bee Pee Coatings Pvt. Ltd. Located

at plot no. 443, GIDC Estate, Vithal Udyognagar, Tal& Dist: Anand, Gujarat involved in the

manufacturing of Alkyd Resin, Primer, Synthetic Enamel, Emulsion & Epoxy paint, Zinc Silicate,

Thinners and Water Based Polymer Emulsion.

A. SPECIFIC CONDITIONS:

A-1: Water

1. No ground water shall be used for the

project. Water supply for the project shall be

sourced from GIDC.

2 The industrial effluent of 36500 liters/day to

be generated shall be treated in the modified

effluent treatment plant and the treated

effluent shall be utilized for gardening &

plantation within the factory premises.

There shall be no waste water discharge

outside the factory premises.

We have provided effluent treatment plant

comprising of primary and secondary treatment

to treat and handle the existing effluent load.

The existing ETP is upgraded and modified to

treat and handle the total effluent load @

60KLPD. The treated wastewater is utilized on

land for irrigation purpose or reused for cooling

make–up. Hence, no waste water is being

discharged outside the factory premises.

3. Domestic waste water shall be discharged

into septic tank /soak pit system.

6. There shall be no process emission from the

manufacturing process.

There is no process gas emission from the

manufacturing activity of water best emulsion

plant or any other industrial activity

7. Gaseous emission at work place shall be

controlled and kept below the limits

prescribed by the factories Act and Rules.

There records shall be maintained.

The work area monitoring is carried out monthly

through NABL approved laboratory to achieve the

norms prescribed as per factories act and rules.

Work area monitoring reports for the compliance

period are enclosed here as Annexure B.

8. The gaseous emissions and particulate matter

from various process units shall confirm to the

standards prescribed by GPCB. At no time, the

emission levels shall go beyond the stipulated

standards in the event of failure of pollution

control system adopted by the unit, the

respective unit shall not be restarted until the

control measure are rectified t to achieve the

prescribed standards.

We are using natural gas as a fuel in the boiler

and therefore, no need provided any air pollution

control system. There is no process gas emission

from the manufacturing activity.

We are maintaining the stack emission within the

GPCB limits. Regular monitoring of the same is

being carried out NABL approved laboratory.

The analysis reports for fuel gas emission are

enclosed here as Annexure C which shows that

the concentration of flue gas emission from stack

confirms to the GPCB standards.

A-3 : Solid Waste

9. The ETP sludge and process waste shall be

dried in sludge drying bed. It shall be packed

and stored in hazardous waste storage area

facility with pucca bottom with adequate

leachate collection facility.

The process waste and ETP sludge are dried in

sludge drying beds and after proper drying it is

packed into HDPE Bags and stored in the

hazardous waste storage shed.

The leachate collected from sludge drying beds is

sent back to the equalization tank for further

treatment.

We have provided isolated storage area @152 Sq.

meters having impervious flooring for the storage

of hazardous waste.

We have also provided proper arrangement for

the separation of contaminated and

decontaminated drums/container/barrels and

placed a specific identification sign board

(contaminated barrels and decontaminated

barrels) in our storage area.

recyclers if required.

12. The unit must strictly comply with the rules

and regulation with regard to handling and

disposal of Hazardous waste in accordance

with the hazardous Waste (Management and

Handling) rules 2003.Authorization from the

GPCB must be obtained for collection /

treatment /storage /disposal of hazardous

waste.

We have already obtained Authorization under

Hazardous Waste rules, 2008 in our CC & A of

28/05/2013 for our all applicable categories of

hazardous waste i.e. ETP sludge (2.85 MTPM),

process waste (6.25MTPM), Cotton waste Used

oil (0.33 KLPM) & Discarded Containers,

Drums/Bags (1295& 12417 Nos./ Month). We are

also maintaining log book and register for the

generation and disposal of all categories of

hazardous waste. We have provided isolated

storage area @ 152 sq. m. having impervious

flooring for the storage of hazardous waste and

have provided proper arrangement for the

separation of contaminated and de

contaminated drums/container/barrels and

placed a specific identification sign board

(contaminated and de contaminated Barrels) in

our storage area.

We have obtained membership for the disposal

of filter paper & Cotton waste by incineration and

ETP sludge 7 Process waste at M/s. Nandesari

Environment Control Limited (NECL), Nandesari.

We regularly maintain the proper record for the

hazardous waste generation & disposal in Form3

and submit the Annual return in Form4 to GPCB.

13. The project management shall strictly comply

with the provisions made in Manufacture

Storage and Impact of Hazardous chemicals

Rules 1989 as amended in 2000 for handling of

hazardous chemicals. Necessary approval from

the Govt. Authorities shall be obtained before

commissioning of the project if applicable.

shall be as per the Motor Vehicle Act & Rules. Rules for transportation of Hazardous Chemicals.

15. Hazardous materials storage shall be at an

isolated designated location, bund/ dyke walls

shall be provided for storage tank for

hazardous Chemicals.

We have already provided an isolated area for

keeping the storage tank for Styrene. Dyke wall

has been made around the storage tanks.

16. AII transportation routes within the factory

premise shall have paved roads to minimize

splashes and spillages.

We have already provided necessary precaution

to control the spillages of the raw material which

are necessary to avoid contamination of land.

We have provided road within our premises, and

also provided impervious and RCC floor area at all

the storage area so there is no contamination of

land occurred. We are also doing regular cleaning

of the floor area and all the spillages collected

area and all the spillages collected are either

recycled back to the process or treated properly

as ETP waste.

A-4 : Safety

17. Necessary flameproof fitting shall be provided

in the manufacturing plant.

We have provided flameproof electric connection

in entire industrial plant. Proper earthling has

been provided in all the electrical equipment

wherever chemical handling is done.

18. Proper ventilation shall be provided in the

work place.

We have installed Air ventilation over the roof of

the water Based Emulsion plant.

19. Storage and use of toxic chemicals be

minimized to the “extent possible and all

necessary precaution shall be taken to

mitigate the risk generated out of it.

We have provided all the measures to minimize

the risk.

We are regularly carrying out safety audit for

industrial plant. We have also prepared risk

Assessment report and Disaster management

plan.

20. Acids shall be stored in MSRL tanks for safety

purpose. Storage of hazardous chemicals shall

be multiple small capacity tanks/ containers

instead of one single large capacity tank to

reduce the risk.

We have stored acid in the small

containers/barrels having maximum capacity of

220 liter.

21. AII venting equipment shall have vapor

recovery system. All the pumps and other

equipments where there is a likelihood of

leakage shall be provided with Leakage

Detection and repair (LDAR) system.

Provisions for immediate isolation of such

equipment in case of a leakage shall also be

made. The detector sensitivity shall be in ppm

levels.

There is no requirement for providing leak

Detection and Repair (LDAR) system.

There is no any gaseous emission from

manufacturing of new product, however we will

provide the gas detection system if required.

22. All the storage tanks shall be fitted with

appropriate controls to avoid any leakages.

provided. Double mechanical seals shall be

provided for pump/agitators for rectors for

reduction of fugitive emissions and leakages.

Solvent traps shall be installed wherever

necessary.

All the raw materials and chemicals are being

handled in a closed system. All the reactors are

closed and its manhole is also tightly close.

All the raw materials are stored in isolated

storage area and containers are tightly closed.

A precautionary measure is also being taken

while handling various organic/hazardous

chemicals.

We have also developed green belt within the

factory premises to control the fugitive emission

from spreading in to surrounding environment.

Dedicated pipelines are installed for transfer of

chemicals from respective storage tanks to

reactors in the production blocks.

The all pumps require for the handling and

transfer of the chemicals are fitted with

mechanical seal and provided with standby

arrangement.

Maintenance of the pipeline and valves & fittings

are carried out regularly to avoid any leakages.

We carry out regular monitoring of fugitive

emission in the work zone environment through

NABL approved laboratory to comply with the

norms specified as per the factory act & rules.

The copy of report is enclosed as Annexure B.

23. During material transfer, spillages shall be

avoided and garland drain be constructed to

avoid mixing of accidental spillages with

domestic waste and storm water drain

We have already provided necessary precautions

to control the spillages of the raw material which

are necessary to avoid contamination of land and

water.

We have provided the impervious and RCC, floor

area at all the storage area, process plant and

finished go-down so that there will be no

contamination of land occurred. We are also

doing regular cleaning of the floor area and all

the spillages are collected and either recycled

back to the processes or treated properly as ETP

waste.

We have provided garland drains on the

chemicals having possibility of creating any type

of hazardous situation. Dike wall are provided

with the garland drain to each storage tank to

avoid spillages and contamination.

We have also provided separate drainage line for

storm water and sewage.

24. Personal Protective Equipment shall be

provided to workers and its usage shall be

ensured and supervised

We provided proper PPE like hand gloves, safety

shoes, face mask, ear plug, etc. to the workers as

per requirements and it is supervised regularly to

ensured that they use it properly.

25. First Aid Box and required Antidotes for the

chemicals used in the unit shall be made

readily available in adequate quantity at all

the time.

The first Aid facilities and antidotes of hazardous

chemicals provided and several locations within

premises.

26. Training shall be given to all workers on safety

and health aspects of handling chemicals.

Training is given by our trainer to the workers for

pollution prevention and safety purpose at

regular time of interval.

27. Occupational health surveillance of the

workers shall be carried out on a regular basis

and records shall be maintained as per the

Factories Act and Rules. Pre-employment and

periodical medical examination for all workers

shall be undertaken as statutory requirement.

Occupational Health Surveillance program is

conducted regularly for all employees including

those which are engaged in handling of

hazardous substances.

The medical checkup of the employees is carried

out regularly and their records are maintained

properly.

We have appointed Dr. K.D. Balchandani,

M.B.B.S, who is attending our factory on

alternate day for the medical examination and

treatment of the employees.

The pre-employment medical checkup is being

done before employment and their records are

maintained.

28. The project management shall prepare a

detailed Disaster management plan (DMP)

forth project as per the guideline from

Directorate of Industrial Safety and Health.

We have prepared Disaster management plan

include all the scenario of natural catastrophe like

earth quake, cyclone, tsunami, flood, etc.

A-5: Noise

29. The overall noise level in and around the plant

area shall be kept well within the prescribed

standards by providing noise control measures

including acoustic insulation, hood, silencer,

enclosures vibration dampers etc. on all

sources of noise generation. The ambient

noise levels shall confirm to the standards

prescribed under the Environment

(Protection) Act and Rules. Workplace noise

We have installed low noise D.G. sets with latest

technology.

An adequate noise control measures are

provided to control the noise level and the ear

muffs/ear plugs are provided to the workers

working in the high noise area.

All the equipments/ machineries are installed as

per national/ international regulatory norms with

30. The company shall undertake following waste

minimization measures:

Metering and control of quantities of active

ingredients to minimize waste.

Reuse of by-product from the process as raw

materials or raw materials substitutes in other

process.

Use of automated and closed filling to

minimize spillages.

Use of close feed system into batch rectors.

Venting equipment through vapor system.

Use of high pressure houses for equipment

clearing to reduce wastewater generation

We are applying different type of cleaner

production technologies for waste minimization.

The liquid chemicals are transferred through

closed pipeline system.

We are maintaining good housekeeping within

premises.

We are reusing the treated wastewater for

cooling and gardening purpose to reduce fresh

water consumption.

We are doing mopping instead of washing

wherever possible.

A-7 Green Belt and Other plantation

31. The unit shall develop green belt premises as

per the CPCB guideline However if sufficient

land is not available within the premises. Unit

shall tie up with local agencies like gram

panchayat, schools, social forestry office etc.

for necessary plantation at available open land

in nearby area and submit an action plan for

plantation for the next three years to GPCB.

We have developed 19,700 m2 (43.42%)

greenbelt area within premises.

Growing some flowering plant and medicinal

plants by our gardener under the guidance of

Green brigade Committee. We will tie up with

GIDC association for additional green belt

development in GIDC area, open plot, road side,

etc.

B. GENRAL CODITIONS

system adopted by the unit, unit shall be

safely closed down and shall not be restarted

until the desired efficiency of the control

equipment has been achieved.

The complete unit is being shut down and

resumed only after the said equipment is

rectified. We assure you that the same practice

will be followed in future also.

33. The management shall ensure that the unit

complies with all the environment protection

measures and risk mitigation measures/

safeguards proposed in the EIA report.

34. The unit shall undertake eco-development

measures including community welfare

program most useful in the project area for

the overall improvement of the environment.

The eco-development plan shall be submitted

to GPCB within three months of the receipt of

the EC.

35. The applicant shall develop rain water

harvesting structures to harvest the runoff

water for recharge of ground water. Also

harvesting of surface as well as rain water

from the rooftops of the building proposed in

the project shall be undertaken and the same

water shall be used for the various activates of

the projects conserve fresh water.

We have developed rain water harvesting

structures. The photographs are attached as

Annexure F.

36. At no time, the emission shall exceed the

prescribed limits. In the event of failure of any

pollution control system adopted by the unit

shall be immediately put out of operation and

shall not be restarted until the desired

efficiency has been achieved.

In case of failure of pollution control equipment,

the complete unit is being shutdown and

resumed only after the said equipment is

rectified. We assure you that the same practice

will be followed in future also.

37. The applicant shall also comply with any

additional condition that may be imposed by

the SEAC or the SEIAA or any other competent

authority for the purpose of the environment

protection and the management.

Will be complied.

38. No further expansion or modifications in the

plant shall be carried out without prior

approval of the MoEF/SEIAA, as the case may

be. In case of deviations or alterations in the

project proposal from those submitted to

MoEF/SEIAA/SEAC for clearances fresh

reference shall be made to the SEIAA/SEAC to

assess the adequacy of condition imposd and

to add additional environmental protection

measures required if any.

We are operating our plant as per MoEF

clearance. In case of deviation/ alternation we

will obtain prior clearance from MoEF/SEIAA.

39. The project authorities shall earmark

40. The applicant shall inform the public that the

project has been accorded environmental

clearance by the SEIAA and that the copies of

the clearance letter are available with the

GPCB and may also be seen at the Website of

SEIAA/SEAC/GPCB. This shall be advertised

within seven days from the date of clearance

letter, in at least two local newspapers that

are widely circulated in the region, one of

which shall be in the Gujarati language and the

other in English. A copy each of the same shall

be forwarded to the concerned regional office

of the ministry.

We had already published advertisement in

newspaper informing the public that our project

has been accorded environmental clearance by

the SEAC.

41. It shall be mandatory for the project

management to submit half-yearly compliance

report in respect of the stipulated prior

environmental clearance terms and conditions
