Mayor Beth Krom was first elected to the Irvine City Council in 2000 and was re-elected in 2002. In 2004, she won her first term as Mayor of Irvine and in 2006 she was re-elected with nearly 60% of the vote — the highest margin of victory for any Irvine Mayor running in a contested race.

A resident of Irvine since 1985, Mayor Krom has brought her experience as a teacher, a business owner, a community volunteer and a mother to her work on the Irvine City Council. It was the fight to defeat the El Toro Airport plan that motivated Beth Krom to run for City Council. An advocate for preserving “quality of life” in the City of Irvine, Beth Krom worked side-by-side with then Mayor Larry Agran to draft and pass Measure W — the countywide initiative that killed the El Toro Airport plan once and for all.

As a City Councilmember, Beth Krom worked to advance the plan for the Orange County Great Park. Just following her election as Mayor in 2004, the auction of the El Toro Base was successfully concluded with Lennar Corporation the winning bidder. It was Mayor Krom who had the honor of signing the development agreement with Lennar on behalf of the City of Irvine. Through that agreement, 1,347 acres of public land (about twice the size of New York’s Central Park) and nearly $400 million in Developer Fees and Assessment District funds were committed by Lennar to support the development of the Orange County Great Park — the first great metropolitan park of the 21st century.

An advocate for balanced communities, Mayor Krom is focused on ensuring a sustainable future for the City of Irvine. Through prudent management of our City resources, Irvine now has adequate operating funds, significant reserves and an Asset Management Plan to fund long-term rehabilitation and maintenance. Among the initiatives that Mayor Krom has worked to advance are Irvine’s long-term housing strategy to ensure a full spectrum of housing opportunities in the City and the establishment of Irvine’s Community Land Trust to support the development of high quality affordable housing that will remain affordable in perpetuity.

Mayor Krom also led the effort to create a residential and commercial Greenbuilding Ordinance — the first of its kind in Orange County. And under Mayor Krom’s leadership, an enhanced traffic management program is underway to upgrade all of Irvine’s signalized intersections and move traffic more efficiently.

Mayor Krom has supported innovative partnerships, including the ZEV•net electric carshare program at the Irvine Transportation Center, the Hydrogen Hybrid Fuel Cell Vehicle partnership with Toyota and the National Fuel Cell Research Center at UCI and the national “Plug-in Partnership” to advance the development of plug-in hybrid electric vehicles. Mayor Krom is part of a national coalition of Mayors for Climate Protection which is working to ensure that what we do at a local level supports the health of our people and our planet.

In addition to her responsibilities as Mayor, Beth Krom serves on the Orange County Great Park Corporation Board, the Irvine Educational Partnership Fund Advisory Board, the board of the Discovery Science Center and represents the City of Irvine in the U.S. Conference of Mayors and the National League of Cities.

Mayor Krom and her husband Solly have three children, Abby, a Junior at Cal State Fullerton, Noah, a Sophomore at UC Santa Barbara and Hershel, a Senior at the Orange County High School for the Arts.

Larry Agran, Mayor Pro Tem

Mayor Pro Tem Larry Agran graduated Phi Beta Kappa from the University of California at Berkeley in 1966, majoring in both History and Economics. In 1969, he graduated with honors from the Harvard Law School, where he specialized in public interest law.

Mr. Agran has served as Legal Counsel to California State Senate Committee on Health and Welfare. He has taught legislation and public policy at the UCLA School of Law and at UC Irvine’s Graduate School of Management.

Larry Agran first served on the Irvine City Council from 1978 to 1990, including six years as Mayor. Under his leadership, Irvine received national recognition for its pioneering programs in child care, affordable housing, recycling and open space preservation.

As a highly respected public interest attorney and public policy expert, Mr. Agran founded and, in the 1990’s, led a number of non-profit organizations: the Local Elected Officials Project; the Center for Innovative Diplomacy; and CityVote. As the founder and volunteer chair of Project ’99, from 1994 to 1999, Mr. Agran has been especially active in working to promote creation of the Orange County Great Park at the former Marine Corps Base at El Toro.

Mr. Agran returned to service on the Irvine City Council when, on November 3, 1998, he was elected to the Council. On November 7, 2000 he was elected Mayor of Irvine with a record-high 35,000 votes, and on November 5, 2002 he was re-elected Mayor. After completing two consecutive terms as Mayor, Larry Agran was elected to a four-year term as an Irvine City Councilmember on November 2, 2004.

Since 2005, Mayor Pro Tem Agran has served as the Chairman of the nine-member Board of Directors of the Orange County Great Park Corporation.The Great Park Corporation is the entity designated by the Irvine City Council to help bring about the design, construction and operation of the Great Park, America’s first great metropolitan park of the 21st century.

Larry Agran resides in Irvine with his wife, Phyllis, who is a pediatrician. Larry and Phyllis have a son, Ken, and a three-year-old

Irvine City Councilmember Sukhee Kang was first elected to the Irvine City Council in November 2004 and was re-elected in November 2006. The first Asian-American to win two consecutive terms on the Irvine City Council, Sukhee Kang has twice earned the support of his City Council colleagues to serve as Mayor Pro Tem.With experience in business and finance, Councilmember Kang has followed through on his commitment to support balanced budgets, expand City support for local schools, work in partnership with the local business community and demonstrate the highest standards of open and inclusive government.Under his leadership, the City initiated an online Annual Citizen Survey, soliciting direct input from Irvine residents to build upon the statistical survey undertaken by the City each year.

Raised and educated in South Korea, Sukhee Kang came to the United States in 1977 after graduating from Korea University in Seoul.Sukhee built a successful career in sales and management in the retail electronics field and was distinguished as the first Asian-American promoted to senior management within the Circuit City Corporation.During his 15 year career with the company, Sukhee received numerous awards in recognition of his outstanding leadership and exemplary work ethic, including the company's highest honor— induction into the prestigious Circuit City Colonel's Club.

Sukhee built upon his business experience by opening his own independent retail establishment and offering consulting services to other businesses.

Following the LA Riots, in which many Korean businesses suffered extensive damage, Sukhee began to take a more active role in civic and community affairs. He served as Chairman of the Korean American Coalition of Orange County and the Korean American Scholarship Foundation, Western Region. After he served many years for his own Korean American communities, Sukhee decided it was time to get more civically involved in the local Irvine community.

In his first term on the City Council, Sukhee represented the City as a member of the Orange County Great Park Corporation and the Orange County Sanitation District.He led the effort to create the Irvine Educational Partnership Fund to provide additional resources to our local schools in support of enhanced health and counseling services.An advocate for expanded public access for our local open space resources, Sukhee worked with the Irvine Ranch Land Reserve to open the northern open space reserves for public hiking.

Now in his second term of office, Councilmember Kang continues to serve on the Orange County Great Park Corporation Board and now serves as Irvine’s representative on the Foothill/ Eastern and San Joaquin Hills Transportation Corridor Agencies.A member of the Executive Steering Committee of the League of California Cities Orange County Division, and the Orange County Measure M Super Committee, Sukhee was recently honored with the Community Leadership Award by the Asian Pacific Islanders Heritage Council of Orange County.

Councilmember Kang lives with his family in Irvine's Northpark Square neighborhood. He and his wife Joanne are proud of their son Alan, a graduate of UC San Diego now working as a research scientist with Johnson & Johnson in Irvine, and their daughter Angie, a second year law student at UC Berkeley's Boalt Hall Law School.

Dr. Steven Choi

Dr. Steven Choi was elected to the Irvine City Council for the first time on November 2, 2004. Previously, he was elected as a Trustee of the Irvine Unified School District in 1998 and was re-elected in 2002.

Dr. Choi earned his Ph.D. in Library and Information Science at the University of Pittsburgh, his Master's degree in Library Science from Louisiana State University, and his BA degree from Kyung Hee University in Seoul, Korea.

Dr. Choi came to the United States from Korea as a Peace Corps language instructor for the State Department in August 1968. He then continued his post-graduate education and resumed his teaching career, primarily in higher education. Dr. Choi has taught at several universities and colleges including USC, UCI, California State University, Los Angeles, Henderson State University in Arkansas, Saddleback College and most recently, Coastline Community College. He founded and serves as Director of Dr. Choi's Academy.

Dr. Choi's vision for the City is to maintain and improve the quality of life for its citizens by assuring responsible growth, effectively managing traffic, keeping Irvine one of America's safest cities, and providing quality education for our children, while ensuring the City's fiscal stability and economic growth. He is committed to supporting programs for children and senior citizens.

Dr. Choi values Irvine's cultural and ethnic diversity and harmony as much as he values its other wonderful assets, such as its aesthetic beauty, high standard of living, and high intellectual standards. He is eager to hear the voices of Irvine's residents and has formed his "Citizens Advisory Council," which is open to all residents.

Dr. Choi serves as a Member of the Concordia University President's Advisory Council and is Irvine’s representative to Growth Management Areas 4 & 9 and the Newport Bay Watershed Executive Committee. Dr. Choi is also Chairman of the Orange County Public Library Advisory Board, which consists of Mayors and Councilmembers from 24 Orange County cities, and is Chairman of the Irvine Library Advisory Committee. He attends Bethel Church in Irvine.

Dr. Choi has lived in Irvine since 1993 with his wife, Janie, and two children, Daniel and Michelle, who attended Eastshore Elementary, Lakeside Middle, Rancho Middle and University High Schools. Daniel, a recent graduate of Stanford University, is currently a medical student at the UC San Diego School of Medicine. Michelle is an undergraduate majoring in Sociology at UC San Diego.

Christina Shea

Christina Shea was elected to the Irvine City Council in a landslide victory in 1992 and, after a four-year term, was elected Mayor in 1996 and re-elected in 1998. After a two-year hiatus from public office, Councilwoman and Former Mayor Shea returns to the Irvine City Council.

Councilwoman Shea has been a strong supporter of local law enforcement, and saw the City of Irvine reap the rewards as one of America’s Safest Cities during her first eight years in public office. She has been named one of Orange County’s "Leaders of the Year” by the Conservative Women’s Leadership Association and featured as one of the “Most Influential Women in Orange County” by Orange County Metro Magazine.

Dedicated to sound fiscal responsibility for both the present and the future, Christina has historically opposed municipal tax increases, supports privatization, and during her years as Mayor, helped streamline Irvine’s municipal services and staff while maintaining high service levels. Councilwoman Shea has served on the El Toro Reuse Planning Authority, the Board of Directors for the Transportation Corridor Agencies, the Orange County Sanitation District, and is a member of the Orange County Great Park Board of Directors and the Orange County Great Park Community/Government Relations Committee.

Councilwoman Shea is involved in numerous volunteer organizations, including the Board of Directors of the American Cancer Society. She has also served on the Board of Directors for the Irvine Child Care Project, and on the Advisory Board and past Capital Campaign Director for Human Options. In addition to her Council duties, the Councilwoman serves on the Orange County Republican Central Committee and the Board of Directors of a private sector corporation.

Ms. Shea has been a resident of Irvine since 1977 and currently lives in the village of Quail Hill. Additionally, she is an independent business consultant and works with Century 21 Professionals in Irvine.

PLANNING COMMISSION DUTIES

Land Use Planning and Development Standards

Advise the City Council on all proposals to develop or amend the City's planning policies and standards, including general Plan Amendments and Zone Changes.

Development Review

Render decisions on applications for the use and development of land including subdivisions, conditional use permits, sign programs and master plans; make recommendations to the Council on development agreements, annexations and other applications; rule on appeals of decisions made by the Zoning Administrator.

Annual Budget and Department Workplan

Review the proposed budget and workplan for the Community Development Department and make recommendations to the City Manager and City Council.

• Subdivision Committee ORANGE COUNTY GREAT PARK BOARD The Orange County Great Park Corporation Board is responsible for creating policy for the development, operation and maintenance of the Great Park and its infrastructure. Initial Board activity will include overseeing the design, construction and development of the park amenities. In the long term, the Board will focus on fundraising and park operations and maintenance.

Chair Larry Agran Irvine Mayor Pro Tem Residence: Irvine Occupation: Public Interest Attorney Background: Larry Agran re-entered the local political arena when he was elected to the Irvine City Council in 1998. He was elected Mayor in 2000 and re-elected Mayor in 2002. He also served on the Irvine City Council from 1978 to 1990, including six years as Mayor. Under his leadership, the City received national recognition for its pioneering programs in child care, affordable housing, recycling, and open space preservation. Elected to a four-year City Council term in 2004, Councilmember Agran became Chair of the nine-member Orange County Great Park Corporation in 2005. “Other great metropolitan parks have required fifty years or more to develop. By contrast, our Great Park development strategy – harnessing the power of private capital and the benefit of enlightened public planning – will enable all key elements of the Great Park to be developed within five years. We will have a Great Park larger than New York's Central Park, San Francisco's Golden Gate Park and San Diego's Balboa Park combined that will be developed and maintained in perpetuity with private dollars.”

Vice Chair Michael Pinto Board of Directors, Laguna Canyon Foundation Residence: Laguna Beach Occupation: Founder and President, Laguna Canyon Foundation Background: Michael Pinto has been a leader in efforts to preserve land for public benefit during the past 30 years. As founder of the Laguna Canyon Foundation, Michael led efforts to preserve Laguna Canyon. Dr. Pinto is an expert in fundraising and the operation of non-profit organizations. “To succeed in building the Great Park, the Board must forge partnerships with a variety of entities, including local and county governments, private sector interests, consultants, and constituent organizations. In the area of forming partnerships and conducting negotiations, I will bring a special expertise to the Board.”

Dr. Steven Choi Irvine Councilmember Residence: Irvine Occupation: Professor/Businessman Background: Steven Choi was born in Korea and emigrated to the United States in 1968. His first job was training Peace Corps volunteers for the State Department. He earned his Ph.D. in Library Science at the University of Pittsburgh, his MS from Louisiana State University and his BA from Kyung Hee University. He has served as Trustee to the Irvine Unified School District and is also the Director of his Academy and the owner of Kumon Education Center. "As an educator, I am thrilled by the many learning opportunities the Orange County Great Park will create. The Great Park Plan designates land for new universities, museums, libraries and other institutions that will expand educational choices for all county residents." Sukhee Kang Irvine Councilmember Residence: Irvine Occupation: Businessman Background: Sukhee Kang was born and raised in South Korea and came to the United States after graduating from Korean University in Seoul. He began his 15-year career with Circuit City in sales and customer service and was inducted into the "Colonel's Club" - the company's highest honor - for his success and contribution to the company. Shortly after, Mr. Kang became president of Global Products Network, Inc., an international marketing company that offers high-level service of imports and exports. Prior to being elected to the Irvine City Council, Mr. Kang served on the Irvine Finance Commission, working on fiscal policy and allocation of the City's budget. "The Orange County Great Park will become the “town square” of our rapidly growing and diverse county. It will be a place where people of all cultures can come together to enjoy open space, sports, recreation and cultural activities." William G. Kogerman Lieutenant Colonel USMC (Ret.) Residence: Laguna Hills Occupation: Businessman Background: Lieutenant Colonel William Kogerman USMC (Ret.) is a decorated combat aviator who flew missions from the former El Toro Marine Corps Air Base. Lt. Col. Kogerman created and chaired each of the anti-airport committees. He assisted in drafting Measure "W" which made the Great Park possible and spearheaded the effort to defeat the airport that culminated with the promise of a great metropolitan park. He has expressed particular interest in organizing the veterans community to support the creation of a permanent veterans' memorial at the Great Park. Beth Krom Mayor of Irvine Residence: Irvine Occupation: Businesswoman Background: Beth Krom was elected to the Irvine City Council first in 2000, again in 2002 and in 2004 she was elected Mayor. After working in marketing and management for her husband's optometric practice, she established a freelance creative services business to private and corporate clients. She current serves on the Board of Directors for the Transportation Corridor Agencies and the Orange County Sanitation District. Ms. Krom is active in many local non-profit groups and serves on the Board of Junior Achievement of Orange County and was honored as the 2003 Long Beach/Orange County Hadassah "Woman of Distinction". “The Orange County Great Park Plan is the result of a remarkable partnership between the City of Irvine, the Department of the Navy, and the County of Orange. The Great Park will be a recreational resource for residents throughout Orange County and a tremendous source of pride for generations to come.”

Miguel Pulido Mayor of Santa Ana Residence: Santa Ana Occupation: Mayor of Santa Ana Background: Miguel Pulido is Mayor of the largest city in Orange County. He has served with distinction as a member of regional, state and federal boards including the Orange County Transportation Authority, the Federal Inter-Governmental Trade Policy Advisory Committee, the Pacific Symphony Orchestra Board of Directors and the Bowers Museum Board of Governors. “As a Central County and North County official, I can be especially instrumental in honoring the will of the voters and in unifying the entire County behind the Great Park.” James “Walkie” Ray Owner, Sanderson J. Ray Development Residence: Newport Beach Occupation: Business Owner/Philanthropist Background: Walkie Ray is a co-owner of one of Orange County's most successful general contracting companies, Sanderson J. Ray Corporation. Mr. Ray served for eight years as Chairman of the Board for the Discovery Science Center and was responsible for the site acquisition, design, construction and fundraising for this unique 28 million dollar interactive science museum. He has also served as Chairman of the Board of the Orange County High School of the Arts and Chairman of the Building Committee of Sage Hill School. “I believe that my professional training, business experience, history of community involvement and desire/ability to set aside the necessary time would enable me to be an effective and productive Director of the Great Park Corporation.” Christina Shea Irvine Councilmember Residence: Irvine Occupation: Business Consultant/Realtor Background: Christina Shea served on the Irvine City Council beginning in 1992 and was elected Mayor in 1998. She returned to the City Council in 2000, where she continues her work on sound fiscal responsibility and high service levels of municipal service. She has served on the El Toro Reuse Planning Authority, the Board of the Directors of the Transportation Corridor Agencies, the Orange County Sanitation District and the Orange County Republican Central Committee.
