Community Radio Video Challenge - 2018

AIMCApeejay Institute of Mass Communication (AIMC) was set up in 2003 to cater to the growing demands of students interested in pursuing career in Broadcast Journalism, Advertising, PR/Corporate Communication, Event Management, Social Media, Bollywood and also acquiring necessary skills in News Anchoring, Electronic Cinematography and Video Editing. With a vision to produce creative and innovative young minds capable of leading and managing tomorrow’s world of media and entertainment, AIMC is making its presence felt in the field of media and communication in the country. The culture nurtured by AIMC, as special focus on “Developmental Communication”.

CEMCACommonwealth Educational Media Centre for Asia (CEMCA) is an Educational Media Centre for promoting media enabled learning for sustainable development, among the Asian Countries, of the Commonwealth. The Commonwealth of Learning (COL), Vancouver, Canada established CEMCA in 1994 as an international agency to promote the meaningful, relevant and appropriate use of educational media to serve the educational and training needs of Commonwealth member states of Asia which are Bangladesh, Brunei Darussalam, India, Malaysia, Pakistan, Singapore & Sri Lanka. CEMCA has been working to empower local communities to engage in learning for sustainable development through capacity building for operations of Community Radios, and ensuring quality of CR operations in Commonwealth Asia.

UNESCOUNESCO is a specialized agency of the United Nations that is responsible for coordinating international cooperation in education, the natural and social sciences, culture, and communication and information. It strengthens ties between nations and societies, and mobilizes the wider public so that each child and citizen: (a) has access to quality education; (b) may grow and live in a cultural environment rich in diversity and dialogue; (c) can fully benefit from scientific advances; and (d) can enjoy full freedom of expression – the basis of democracy, development and human dignity. As part of its promotion of media pluralism, communication, and the free flow of information, UNESCO works closely with its member states’ community radio (CR) sectors. UNESCO’s CR-related interventions include the capacity building of CR practitioners, technical support for the establishment of CR stations, policy development, research and knowledge dissemination, coalition-building, and advocacy to strengthen CR as the third tier of broadcasting

Community RadioCommunity Radio (CR) is said to be a medium of the people, operated by the people for the people. It has emerged as a low-cost alternative to the mainstream media, capable of penetrating traditionally ‘media-dark’ areas and including remote, disadvantaged or marginalized communities in the processes of democracy and development. In various parts of the world, CR has played a significant role in facilitating the participation of communities in local governance and decision-making, the preservation of local languages and cultures, increased access to better learning opportunities for the underprivileged. The right to express one’s thoughts and ideas and to communicate freely with others, affirms the dignity and worth of every member of society, and allows each individual to realize his or her full human potential.

Community Radio Video ChallengeThe Community Radio Video Challenge (CRVC) was launched in 2013 as a joint initiative of the Commonwealth Educational Media Centre for Asia (CEMCA) and United Nations Educational, Scientific and Cultural Organization (UNESCO). Its objective was to promote the engagement of Indian youth with community radio (CR), create awareness, and foster an understanding of CR’s importance for the self-expression, learning and development of local communities.

CEMCA has been working to promote the use of CR in learning for sustainable development since 2006. CEMCA has organized over 39 workshops in the past to create awareness about CR, ran a help-desk entitled “CEMCA Community Radio Facilitation Centre” to support new applicants, and served as a clearinghouse for information on CR. CEMCA helps capacity building of CR stations involving the local community in programme production.

Recognizing CR’s unique ability to encourage open dialogue and local transparency, give a voice to the less privileged, and foster good governance and social inclusion, CEMCA focuses on Community Media in its 2015-2021 six-year plan as a major focus area.

About the Challenge/CompetitionCommonwealth Educational Media Centre for Asia in collaboration with UNESCO and AIMC, is conducting the fifth edition of Community Radio Video Challenge (CRVC) for all students (of any discipline) below the age of 25 years, as on Dec 31st, 2017. This competition gives students an opportunity to showcase the potential of Community Radios through the art of film making. The theme for CRVC 2018 is “Community Radio for Women Empowerment” with following sub-themes:

Women Leadership, Women in Business, Women using Media & Technology, Women against Domestic Violence, Women’s Role in adoption of good practices of Health, Nutrition & Well being

5th Edition of CRVCThe ThemeCommunity radio has a significant potential for contributing to women’s economic, social and political empowerment. This is not only through giving information about programmes and schemes, but also through bringing together thousands of women in organised groups and giving legitimacy to the non-economic services they provide to family and society.

However gender discrimination in access to many programmes such as micro-finance services, leadership roles, business, in the use and access of Media & Technology, and in the adoption of good practices in Health, Nutrition & Well-being continues. Moreover evidence suggests that actual contribution to women’s empowerment is often limited. This is not just a question of lack of impact, but may also be a process of disempowerment.

Women’s empowerment cannot be an assumed outcome from any scheme or programme. It must be strategically planned as an integral part of programme design. There are no easy blueprint solutions. Different programmes have very differing structures and constraints in differing socio-cultural contexts. The ways in which women’s empowerment can be most efficiently and sustainably mainstreamed will differ from organization to organization, from culture to culture. It is not just a question of tacking on a few women’s products and a bit of gender training. At the programme level it requires mainstreaming gender throughout to ensure equal access for women as well as men.

Community Radio can play and has played a very important role in making this possible and help in the process of mainstreaming Gender in all walks of life at the grassroots level. The technology of Radio is even more effective as it is an anonymous medium and can be used with much less fear by disempowered women. We would encourage the youth to seriously consider looking at how this powerful medium is being used by a large constituency of voiceless women to appropriate a voice for themselves.

Rules & RegulationsShort films on the mentioned topic were invited from media students. The acceptable entries for CRVC were evaluated by a distinguished jury. The winning films will receive awards and the filmmakers will be felicitated at a ceremony being organized by CEMCA in collaboration with UNESCO & AIMCat New Delhi.

EligibilityThe competition was open to all students, who are students of any discipline in any educational institution and are 25 years old or lesser, as on Dec 31st 2017. At the maximum, 2 entries were allowed from any educational institution.

Rules laid for Acceptance of Film1. The length of the film submitted for the competition was to be between3 minutes to 5 minutes duration.

2. Students were free to use any type of camera to produce the video, but the final product had to be of an acceptable broadcast quality.

3. The film could be in any language. If the film was in any language other than English, then it had to be provided proper English subtitles. Non-English films without subtitles were rejected.

4. Students were asked to submit the following documents:

4.2. Copyright declaration including the license to release the video in CC-BY-SA along with recommendation from Head of the Department/Dean/Director of the Institute authenticating the work of the student in the prescribed format.

4.3. Proof of Date of Birth.

5. Final submission of the film had to be done in High Resolution DVD or in a flash/pen-drive at CEMCA office either in person or through courier/post.

6. Students had to upload the mp4 version of the film to YouTube, Vimeo or Blip Tv.

7. Students had to register and submit the link of their video to the Video Competition page at http://crvc.cemca.org.in. (The submission was free of cost).

8. Educational institutions could recommend at the maximum two entries from their students. However, each student could submit only one entry for the competition.

9. CEMCA reserved the rights to accept or reject any film without assigning any reason. The number of awards may increase or decrease at the sole discretion of the organizers.

10. Any disputes will be subjected to the jurisdiction of courts in New Delhi.

Community Radio Video Challenge - 2018

Criteria for Evaluation of FilmsCEMCA received 24 entries from all over India in various regional languages. A panel was constituted internally to scrutinize the films and check for eligibility of the films. Of the 24 entries, 23 short films fulfilled all the required criteria of acceptance, as explained above. One film got rejected because of lack of English subtitles. The films were presented to a panel of distinguished jury who further evaluated them on the following four parameters:

25 points: Overall impact (persuasive, informational, educational)

25 points: Originality and creativity (concepts, ideas, format)

25 points: Relevance and clarity of message

25 points: Technical proficiency and quality

Panel of JudgesA panel of jury was invited who met on Jan 31, 2018 in UNESCO, 1 San Martin Marg, Chanakyapuri, New Delhi. All the jury members brought along with them the expertise of many years in judging video programmes. They watched the films collectively and meticulously one by one and scored each film independently. The scores were consolidated and averaged.

� About the film: This film is based on true events of how community Radio helps to overcome domestic violence leading towards women empowerment.

� Name of the film maker: Samiksha Jain

� Story: Romika Sharma , Samiksha Jain , Nikita Singh

About the film makerSamiksha Jain is an energetic and enthusiastic person who enjoys living upto challenges and achieving personal goals. A critical thinker, an insomniac, a bibliophile and a solo traveler are some of the adjectives that describe her. She writes to nourish her soul and takes keen interest in meeting different people with different cultures.

Samiksha is pursuing Journalism from Jayoti Vidyapeeth Women’s University, Jaipur. Her primary academic interest lies in Web Journalism. She is passionate to work on women-centric issues. Currently she is working

on a documentary on menstruation and why it is still seen as a social taboo.

She has worked on radio scripts with social messages promoting equal rights for men and women which were broadcasted on the Community Radio 91.2 FM Jayoti Vani - Choo Le Zindagi. Besides directing she finds handling Video Camera very challenging and doesn’t mind breaking rules if needbe. In her leisure she enjoys photography and pens poetry.

Second Prize � Title of the film: Mellina Kanavugal

� About The film: This story talks about the dilemma that many women go through between choosing a career or an early marriage and how fathers are mostly eager to get their daughters married early. There are two parallel stories in the film beautifully knit together through a radio interview.

� Name of the film maker: Joshna Roshni M

� About the film maker: Joshna is pursuing her Bachelor’s degree in engineering and is in her second year. She is from Karunya Institute of Technology & Sciences. She is passionate about telling stories to people that transform them to become better human beings. Her motive is to convey good message to the viewers. She believes movies are the best way to create impacts in the minds of people and inspire them. She hopes that her films do the same. She is thankful to her crew at Graphite Pictures who helped her bag this award.

Third Prize � Title of the film: Dhare Alua ( A Ray of Hope)

� Duration: 4min45sec

� About the film: This film is about the role of community radio and creating awareness among rural women for using media and technology. The film begins with few media students who are discussing about news items published in various papers, where suddenly a news relating to Community Radio called Radio Namaskar draws their attention. The film depicts the struggle of a lady for the education of her child and shows how

community intervention by the radio jockey of Radio Namaskar ends the woes of a mother of children with special needs.

� Name of the film maker: Selina pradhan

� About the film maker: Selina Pradhan is pursuing her Bachelor’s degree in Media Communication at Centurion University of Technology and Management, Bhubaneswar. She has done her schooling from KendriyaVidyalayano.1,Bhubaneswar. Her hobbies are photography, film making,editing and creating montages. Her goal is to become professional photographer.

� About the film: This film is based on a true story. Sagham Radio which is part of the Community Media Trust (CMT) has been in existence for nearly 18 years as women speak to an all women radio.

Special Recognition Award � Title of The Film: Udaan

� Duration: 4min 55sec

� About the film: This story is based on a poor girl who lives with her widow mother in the city. She is interested in studying but cannot continue further due to poor financial conditions as she has to return to her village. However, Community Radio comes to her rescue as she pursues her studies from her village.

� Name of the Film Maker: Ritika & Saurabh Gupta

Special Recognition Award � Title of The Film: AAWAZ: The voice

� Duration: 5min

� About the film: This film manifests the idea of women’s empowerment via the usage of community radio as a communication resource. The film depicts woman as a survivor, exercising her right to voice her oppression

Special Recognition Award � Title of The Film: SHE

� About the film: The film is about two women and depicts convergence of two forms of media. Prema, a resident of Mattu village seeks support from people through a community radio programme. One of the listeners of this programme, a woman, decides to help Prema by using social media platform.
