2.1 Adoption of the Minutes of April 1, 2015

MOVED and SECONDED THAT the minutes of the April 1, 2015 Community Heritage Commission meeting be adopted.

CARRIED. All members of the Commission present voted in favour of the motion.

3.0 PRESENTATIONS There were no items.

5.0 NEW BUSINESS Procedural Note: Items 5.1 to 5.4 were considered prior to item 4.1. 5.1 1010B Third Avenue – Heritage Alteration Permit Julie Schueck, Heritage & Community Planner, summarized the

memorandum dated June 3, 2015 regarding an application for a Heritage Alteration Permit for 1010B Third Avenue. In response to questions from the Commission, Ms. Schueck advised that the house would be energy efficient. Ms. Schueck also noted that the applicant has yet to provide the City with final plans regarding the design of the windows.

Discussion ensued, and the Commission suggested the following:

That, as the application is part of a Heritage Revitalization Agreement (HRA), the design of the home should be set to a higher standard than what is being proposed;

That the proposal be re-addressed so that the design of the house better reflects the original proposal;

That the design of the house responds more to the house located at 1012 Third Avenue, rather than the house located at 1010 Third Avenue, which deviates from the initial intent of the proposal;

That the proposed roof pitch does not complement the adjacent houses; That the proposed porch roof appears more Edwardian than Craftsman style,

which may not be appropriate for the house; and, That the proposed double hung windows with mullions in the original

application were a more suitable option than the windows that are now being proposed.

The Commission expressed concerns with respect to the possibility of the applicant establishing a living space in the attic of the house. Concerns were also expressed regarding the applicant applying design amendments that may not align with the intent of the HRA, particularly as the applicant is receiving an extra lot as part of the agreement. MOVED and SECONDED THAT the Community Heritage Commission not support the application for a Heritage Alteration Permit for 1010B Third Avenue, suggesting that the applicant consider returning to the original plans.

CARRIED. All members of the Commission present voted in favour of the motion.  

5.2 827 Sixteenth Street – Heritage Alteration Permit Julie Schueck, Heritage & Community Planner, summarized the memorandum dated June 3, 2015 regarding an application for a Heritage Alteration Permit for 827 Sixteenth Street. Discussion ensued, and the Commission recommended that the applicant re-address the paint scheme so that it is more period appropriate.

 

MOVED and SECONDED THAT the Community Heritage Commission support the application for a Heritage Alteration Permit for 827 Sixteenth Street, provided that the applicant investigate other paint schemes that may be more period appropriate, upon consultation with the Heritage Preservation Society, Royal City Colours, and the Heritage Foundation.

CARRIED. All members of the Commission present voted in favour of the motion.

5.3 746 Ewen Avenue – Heritage Alteration Permit Julie Schueck, Heritage & Community Planner, summarized the memorandum dated June 3, 2015 regarding an application for a Heritage Alteration Permit for 746 Ewen Avenue.

MOVED and SECONDED THAT the Community Heritage Commission support the application for a Heritage Alteration Permit for 746 Ewen Avenue.

CARRIED. All members of the Commission present voted in favour of the motion.

5.4 Discussion Regarding Heritage Revitalization Agreement's In response to questions from the Commission, Julie Schueck, Heritage & Community Planner, discussed the City's rezoning process, as well as the Urban Academy expansion proposal, which was defeated at the Regular meeting of Council on May 4, 2015. 4.0 UNFINISHED BUSINESS 4.1 Queen’s Park Neighbourhood Heritage Study – Newsletter

Julie Schueck, Heritage & Community Planner, outlined the Queen's Park Neighbourhood Heritage Study Newsletter #2. In response to questions from the Commission, Ms. Schueck advised that although the City does not currently have a Tree Bylaw, there will be an Urban Forest Management Bylaw forwarded to Council for adoption in the near future. Ms. Schueck also noted that infill housing, if it were to become permitted by the City, would be designated as market rental.

 

Discussion ensued, and the Commission noted the following comments:

It was suggested that the City should consider permitting higher floor space ratio's (such as .6 or .7) within developments as an incentive for applicants to implement heritage components and attractive livable space;

It was suggested that the City investigate the possibility of dividing ownership and stratifying heritage homes;

The Heritage Grant Committee provides monetary support to the Heritage Foundation annually;

Laneway homes have the capability of providing a source of rental income for homeowners;

It was suggested that the City distribute information to residents with respect to properly recycling old house materials;

It was suggested that the City apply a heritage designation to the blossom trees along St. Patrick Street; and,

It was suggested that the City discuss the heritage designation process with the owners of historical apartment buildings.  

6.0 REPORTS AND INFORMATION

6.1 City Heritage Program – Verbal Update (Standing Item)

Julie Schueck, Heritage & Community Planner, advised that a community member suggested that the City provide a congratulatory card to homeowners when their house turns 100 years old.

The Commission agreed with the suggestion, and added that the City should also provide lawn signs that could be displayed in the front yards of the houses.

6.2 Demolition Permits Issued Julie Schueck, Heritage & Community Planner, advised that the following demolition permits were issued between March 24 and May 27, 2015:

334 Pine Street, Queen's Park; 136 Harvey Street, Victory Heights; 1834 Edinburgh Street, West End; 928 Eighteenth Street, West End; 1402 Seventh Avenue, West End; 124 Second Street, Queen's Park; 328 Pembina Street, Queensborough; 836 Burnaby Street, Victory Heights; 1722 Tenth Avenue, West End; 331 East Eighth Avenue, Victory Heights; 234 Anthony Court, Queen's Park; 327 Boyne Street, Queensborough; 1907 Dublin Street, West End; and, 439 Elmer Street, Sapperton.

6.3 Letter sent to regarding heritage retention options vs. demolition: Julie Schueck, Heritage & Community Planner, advised that the following three documents were attached to the agenda for information:

Letter dated April 20, 2015 from the City regarding heritage retention options for 910 London Street;

Letter from the City regarding heritage retention options for 1907 Dublin Street; and,

Letter dated May 12, 2015 from the City regarding heritage retention options for 822 Fifth Street.

Julie Schueck, Heritage and Community Planner, advised that the above item was removed from the agenda because the application from the homeowner has been withdrawn. It was noted that the homeowner would be using wood frame windows.

2.0 ADOPTION OF MINUTES

2.1 Adoption of the Minutes of August 5, 2015

MOVED and SECONDED THAT the minutes of the August 5, 2015 Community Heritage Commission meeting be adopted.

CARRIED. All members of the Commission present voted in favour of the motion.

3.0 PRESENTATIONS 3.1 Demolition Recycling Requirements Pilot

Jennifer Lukianchuk, Engineering Services and Michael Racanello, Development Services, provided a presentation on a pilot study for the diversion of recyclable materials from demolition projects. The report dated May 26, 2014 entitled

‘Management of Waste and Recyclable Materials from Demolition Work Draft Bylaw 7660, 2014’ was summarized, followed by an On-Table PowerPoint presentation from Ms. Lukianchuk. In response to questions from the Commission, Ms. Lukianchuk and Mr. Racanello noted the following information:

• Of the 38 participants in the pilot study, only 19 have completed the process to date;

• Waste Disposal and Recycling Services Plan forms could be improved and sample forms given to participants to simplify the process;

• Participants of the pilot study who are unable to make informed estimates on their waste and recyclable material forms would be reassessed on a case by case basis; and

• A waste diversion goal of 70% is a fair target according to studies in other municipalities, such as Port Moody and the City of Vancouver.

Discussion ensued, and members of the Commission made the following comments:

• A process for reusing lumbar for framing may be considered; • An inquiry was made on the ability to recycle building materials that had

suffered fire damage. It was noted that while these materials are not reusable, they can be transferred to other facilities that are able to process them; and,

• The pilot program may benefit from looking into the recycling of materials from multi-level homes in the future.

Ms. Lukianchuk asked if the Commission felt that the City should continue with the Demolition Recycling pilot project, at the existing target diversion rate and deposit amount. The Commission noted that while 2016 may be an ambitious start date to implement the project to all contractors, the project should continue on a trial basis. Reports will be presented at the Advisory Planning Committee and brought to Council in the future.

3.2 335 Buchanan Avenue – Heritage Revitalization Agreement Application 33

Julie Schueck, Heritage and Community Planner, introduced home owner Angus English, designer Kirsten Sutton of D3 Design and Mark Wittig of Basil Restoration. Ms. Schueck briefly summarized the report of September 14, 2015 entitled “335 Buchanan Avenue HRA Preliminary Report.” Kirsten Sutton, of D3 Design, provided an On-Table PowerPoint presentation regarding the proposed additions to 335 Buchanan Avenue, and noted the following points:

• The character defining elements of the home will fit with the scale of the

neighborhood; • The exterior of the home will remain the original California Stucco, with a subtle

change in the paint scheme; • The interior of the home would remain very similar to what it is currently, with a

few changes to accommodate the second level addition; • While some elements of the exterior of the home would be rebuilt, they would be

rebuilt to match the original look of the home; and • While no engineering report has been issued at this stage, with City’s approval that

would be the next step taken.

In response to questions from the Commission, Mr. English and Ms. Sutton noted the following:

• Concerns were expressed regarding whether the second level addition would change

the look of the home. Ms. Sutton explained that the goal was to make the second floor look like an addition, while honouring the original design;

• The garage may remain a garage at this point, and that the home would retain one off-street parking spot, in accordance with the City’s Bylaws; and

• It was unclear at this point whether or not the second level addition would provide a larger deck or additional views.

Members of the Commission reiterated the need to review Heritage Revitalization Applications on a case-by-case basis, especially for applications that call for increases in square footage. MOVED and SECONDED THAT staff proceed with the processing of the Heritage Revitalization Agreement application for 335 Buchanan Avenue.

CARRIED. All members of the Commission present voted in favour of the motion.

Procedural Note: 1407 Sixth Avenue was removed from the update as Julie Schueck, Heritage and Community Planner, advised the property is not in a position to be considered at this time. Ms. Scheck gave a brief update on the status of each home that was to be considered for inclusion on the City’s Heritage Register. MOVED and SECONDED THAT 223 Queen’s Avenue, 420 Saint George Street and 327 Fourth Street are considered for inclusion on the Heritage Register.

CARRIED. All members of the Commission present voted in favour of the motion.

Procedural Note: Item 5.3 was considered following the adjournment of the Closed Meeting of the Commission.

5.3 Commission Appointment Terms

Members of the Community Heritage Commission expressed concerns over the appointment terms contained in the Terms of Reference which currently allows only single-year appointments to the Commission. Members suggested that, as re-appointments are not automatic, and in order to provide continuity, Council may consider 2-year staggered-term appointments on the Commission. MOVED and SECONDED THAT Council consider revising the Community Heritage Commission’s Terms of Reference to include 2-year alternating appointments in order to provide continuity on the Commission.

CARRIED. All members of the Commission present voted in favour of the motion.

6.0 REPORTS AND INFORMATION

6.1 City Heritage Program – Oral Update (Standing Item)

Julie Schueck, Heritage and Community Planner, provided a brief oral update on the City Heritage Program. She advised that a formal update is forthcoming.

On September 14, 2005, the Land Use Planning Committee received an application for a Heritage Revitalization Agreement (HRA) from the owners of 205 Clinton Place: the Hopkins House constructed in 1912 in the Queen’s Park neighbourhood. As per City policy, the Community Heritage Commission (CHC) is being asked to review the Statement of Significance, the Heritage Conservation Plan and the proposed work to the building. The applicants propose entering into an HRA in order to add a basement to the existing one-and-a-half storey house, increasing the floor space ratio of the house from 0.76 to 1.31 and increasing the total floor space from 1,489 square feet (138.3 sqm) to 2,587 square feet (240.3 sqm). In exchange, they would install on the front porch, two historically appropriate replica pilasters and an additional window on one side that matches the existing porch windows. These proposed changes to the historic front porch would result in a partially restored front porch in terms of openness and detailing. The applicants have also agreed to long-term legal protection on the property through the HRA and through a Heritage Designation Bylaw. The details of the HRA application, including the Statement of Significance and the Heritage Conservation Plan, are in the attached Land Use Planning Committee report. The CHC is being asked to provide a recommendation to Council on this HRA application.

The owner of 1010 and 1012 Third Avenue has requested some information from the Community Heritage Commission regarding historically-appropriate plants and landscaping for one of his protected heritage houses that was constructed in 1893.

He notes that certain plants and landscape design may be more aesthetically pleasing if they also suit the period, but that he has not found much online. He feels that roses and boxwood seem more suited for example, but is uncertain about ornamental grasses. He would like a list of suitable choices.

The CHC is being asked to provide suggestions on where he might find more information and/or on specific plant choices/landscaping ideas that would suit a house constructed in the 1890s.

Eligibility and Requirements Application Criteria • Applicants must not be employees of the City of New Westminster. • Applicants must live in the City of New Westminster. • Applicants should be able to serve for the full term of the appointment. Time Commitment Time requirements vary among the Committees. Some Committees, however, meet once a month in the day or evening for two to three hours. Other Committees may meet less frequently. In general, Committees do not meet in July, August or December.

Remuneration As these are volunteer positions, successful candidates serve without remuneration.
