Communication Assets Survey and Mapping (CASM) Tool
A Short Introduction
March 2011

General Information CASM composed of two web-based software components:
Communication Assets Survey component.
Communication Assets Mapping component.
Access to the CASM Tool may be initiated by a state/Urban Area(UA)/territory.
Once initiated, individual access to that data is controlled by the state/UA/territory.
A state/UA/territory may authorize other users to view their data.

3
Purpose
Provide a tool to assess public safety communications and interoperability capabilities.
A single database to collect information about land mobile radio systems, other interoperability methods and how they are used by public safety agencies within a state/UA/territory.
A method to display the data.
Tools to analyze the data and visualize interoperability gaps in accordance with the technology lane of the SAFECOM Interoperability Continuum framework.

SecurityDataset is stored on a server at a DoD facility, subject to DoD
security measures, including periodic internal probes.Controlled Data Access
Users have individual user accounts. Each account has access only to the state/UA/territory they
are associated with. Strong passwords are enforced.

5
Benefits CASM benefits to a state/UA/territory:
Sharing of Information Makes information about communications assets and
interoperability available to authorized users within a state/UA/territory.
Assists participating public safety agencies in understanding the interoperability methods used by neighboring agencies.
Access to Up-to-Date Information Eliminates repetitive data collection once data has been
entered into CASM. Makes maintenance of existing data easy and convenient for
users. Users are responsible for the accuracy/currency of their data.

Benefits (continue) Identifying Gaps
Provides different ways to visualize potential interoperability between agencies in a state/UA/territory.
Enables use of the information to design solutions for interoperability gaps.
Reporting Options Provides a number of different ways to visualize potential
interoperability between agencies in a state/UA/territory. Supports the COML with ICS-217a. (Available Frequencies) Supports TICP production.

CAM Features
Web-based application installed on user’s computer. CAM retrieves the newest data entered through the CAS component each time it is launched.
Agencies, communication assets and interoperability methods displayed in a map-based interface.
Detailed information is available by clicking map icons and “drilling-down” through text screens.
Agency and Assets Display
Agencies, towers, radio systems and other interoperability methods
may be layered on the map
Drill down to detailed
information

CAM Features (continued)Interoperability Analysis
Urban area or state interoperability is displayed in a clear, color-coded format.
Inter-agency interoperability is illustrated using the Interoperability Matrix or Compatibility Tool and is calculated based on data entered by agency representative.
Highest level of interoperability is indicated with color-coded boxes
Click intersection box to reveal compatibility between two agencies
Highest level of interoperability is indicated with color-coded lines
Detail appears in text window

CAM Features (continued)TICP (Tactical Interoperability Communications Plan)
Tactical Interoperable Communications Plan (TICP) Tables can be generated directly from CASM for Sections 1, 3, 5, and Appendices A.1, B-E of the Report.
2009 TICP Format is default, but 2005 TICP Format optional.
Finalized TICP documents may be uploaded and stored in CASM.
TICP Report is generated based on selected agencies
Upload and store finalized TICP
documents in CASM
2009 TICP format is default selection
Click “View Report’ to generate report

CAM Features (continued)Need vs. Ability Analysis
Identify Interoperability Gaps
Compares agencies’ stated need to talk to each other on a day-to-day basis with their ability to talk based on interoperability calculated by CAM.
Reveals agency pairs that that need to talk, but have the least ability.
Need vs. Ability Interactive Graph
Agency pairs where need exceeds ability need the
most attention
Graph interpretation tab helps make sense of data

CAM Features (continued)What-If Feature
Enhances Interoperability Planning and Disaster Recovery Planning
Model new systems considered for acquisition, optimize existing systems or plan elimination of systems/devices.
Visualize changes to interoperability without impacting the stored data.
Make changes in the What-if Workspace and view the new data and interoperability
on the matrix and the map
