The CCAP Annual Conference is the Association’s major educational Conference and trade show for county issues and services. The Conference program is packed with dynamic speakers, interesting and timely breakout sessions and dedicated time to spend in the Exhibit Hall with vendors interested in business with counties.

I am very excited and honored to invite you to the 134th CCAP Annual Conference. This year the Conference will take place August 16th to 19th at Seven Springs Mountain Resort in Somerset County. Somerset County has been called the “Roof Garden of Pennsylvania” as well as “The Land of Milk and Maple.” The county is known for its agriculture, coal mining, wind farms, and various industries.

The theme this year is “Commitment to Service” where we honor all that serve our communities in any capacity—elected officials, service women and men, firefighters, police, etc. The theme for the Sunday night exhibit hall celebration will be superheroes. Please bring your families and take advantage of the opportunities for fellowship and networking with other county officials and our much appreciated vendors and sponsors.

As county commissioners, we are faced with issues daily that affect the welfare and well being of our citizens. As a united front, pulling together we will succeed in promoting our 2020 priorities: increased funding for mental health services; solutions to the emergency medical services crisis; county tax reform; rural broadband expansion; and, adult probation funding. Our united voices need to be heard. The CCAP conferences are the place where we have the opportunity to join forces to get our very important message out.

Please plan on attending the 2020 CCAP Annual Conference in Somerset County. Be sure to thank commissioners Gerald Walker, Colleen R. Dawson, and Pamela A. Tokar-Ickes for their hospitality and for hosting this year’s Conference. I am looking forward to seeing all of you in Somerset County.

Somerset County, part of the Laurel Highlands, is home to some of the most beautiful scenery and outdoor experiences in Pennsylvania! Adventure awaits you any time of the year with opportunities for skiing, snowboarding, hiking, bicycling, camping, fishing, golfing and much more!

The county is also home to the Flight 93 Memorial, the Quecreek Mine rescue site, historical centers, covered bridges and other historical sites. Don’t forget to visit the local theaters and playhouses, fairs and festivals

and other events all throughout the region. Seven Springs is host to many festivals, concerts and other events year round!

Leave yourself a few extra days before or after the Conference to take advantage of the Laurel Highlands region. Take a scenic driving tour through all of the state parks, covered bridges and forested land. Don’t forget to stop at the local outdoor markets, farm stands and wineries as you’re making your way around the area. Summer is a great time to be in Somerset County!

conference venue OUR ANNUAL CONFERENCE VENUEThis year’s CCAP Annual Conference will be held at Seven Springs Mountain Resort, a year round destination for both Conferences and families! The resort not only offers a wonderful meeting experience for attendees, but also plenty of opportunities to unwind after hours and enjoy being in the mountains away from it all. All CCAP Conference events are on the grounds of the resort.

HOTEL RESERVATIONS Conference attendees can make room reservations with Seven Springs either online or by phone with a credit card to secure their reservation. The resort does also offer a direct bill option for counties.

For direct billing, Seven Springs requires a signed letter on your county letterhead stating that your county would like to establish direct billing, what charges the county will pay for, a list of county staff covered by the direct bill, their reservation confirmation numbers and the dates of their stay. Please specify the billing address and the county contact person along with their contact information. Please email the letter to Estelle Burnworth at [email protected] or fax it to her at (814) 352-2066.

The room reservation cutoff date is 5 p.m. on July 16, 2019 or when the room block fills up, whichever comes first. Make your reservation early! Reservations made after July 16 are on a space available basis and Conference rates are not guaranteed. Check in is 4 p.m. and check out is 11 a.m. Late checkouts cannot be guaranteed for Wednesday, however, the resort will store your luggage until the Conference concludes.

AMENITIES AT SEVEN SPRINGSThe resort offers its guests great amenities all year round but summer is an especially exciting time to be in the mountains of Somerset County. Choose from any number of activities available at Seven Springs – hiking, biking, zip lining, swimming, horseback riding, golfing and the famous Alpine Slide, just to name a few.

Each guest room includes pillow top mattresses, flat screen TVs, complimentary wireless internet, Keurig coffee machines, iron and ironing boards and mini fridges. Each guest will also receive a ticket for the Seven Springs breakfast buffet. Children 17 and under stay free; a breakfast ticket would need to be purchased separately for them.

The resort also boasts indoor and outdoor pools, a bowling alley and fitness center along with many dining options including an upscale experience at Helen’s, gorgeous views in the casual Slopeside Restaurant, the relaxed atmosphere of the Bavarian Lounge and the Matterhorn Lounge hosting weekend live entertainment. A resort shuttle is also available to all day and overnight guests during their stay.

CONFERENCE ROOM RATESeven Springs Mountain Resort is offering the following overnight rooms rates for our Conference - $177 for single or double occupancy, $222 for triple occupancy and $267 for quad occupancy. The rates do not include the 11 percent sales taxes on each room. Rates are per room, per night and include the Seven Springs breakfast buffet in the Slopeside Restaurant each morning. Children 17 and under stay free; a breakfast ticket would need to be purchased separately for them.

PARKINGSelf parking at Seven Springs is complimentary for Conference attendees. Valet parking is available for $25 per stay.

GOLF AND SPORTING CLAYS TOURNAMENTS

Tuesday afternoon will feature the Annual Golf Tournament and the Sporting Clays Tournament, both on the property of Seven Springs Mountain Resort.

The Annual Golf Tournament will be held at Seven Springs Golf Club compliments of Cornerstone Advisors Asset Management, LLC, Mazzitti & Sullivan EAP Services, Inc. and Scott + Scott Attorneys at Law, LLP. A putting contest will be held compliments of CGL Companies.

The Sporting Clays Tournament will be held at Seven Springs Sporting Clays compliments of Emerald Advisers, LLC, EmStone Advisers, LLC, Federated Investors, Ford Business Machines, Inc., Maher Duessel, CPAs, and Marquette Associates, Inc.

Spots are limited! See the separate registration flyers on the Conference web page at www.pacounties.org for more information on the tournaments, which are offered at no cost to CCAP registered county members and guests. Vendors pay an additional fee. Lunch will be provided to all participants.

FLIGHT 93 NATIONAL MEMORIAL TOUR Tuesday, noon to 5 p.m.

On September 11, 2001, America came under attack when four commercial airliners were hijacked and used to strike targets on the ground. Many people lost their lives that day but because of the actions of the 40 passengers and crew aboard Flight 93, the attack on the U.S. Capitol was averted.

Our tour will start with a delicious lunch aboard the tour bus and a warm welcome by guides from our friends at the Laurel Highlands Visitors Bureau. Once our group arrives, we will be greeted by staff from the National Park Service who will share the story of the memorial and how it came to be built. All visitors will then have the opportunity to take a self-guided tour of the Visitor Center Complex which honors the lives lost on September 11th.

Tuesday Afternoon ProgramsOur next stop will be the very moving Memorial Plaza which includes a 1/4-mile walkway along the crash site and debris field which leads to the Wall of Names, located along the flight path.

The last stop at the memorial will be the Tower of Voices, a monument to the passengers and crew of Flight 93. Afterwards, the group will board the bus back to Seven Springs Mountain Resort.

The tour cost is $50 per person and includes transportation and lunch. Be sure to wear comfortable walking shoes, dress in layers and bring sunscreen! The tour bus will leave from the conference center entrance of Seven Springs Mountain Resort. Space is limited so sign up early!

Kenyon Salo Opening General Session – Monday at 8:30 a.m.

One of only five members on the Denver Broncos Thunderstorm Skydive Team, Kenyon Salo is seen each week flying into Broncos Stadium at 60+mph, ending with a soft tip-toe landing on the ten yard line. With over 6,000 skydives under his belt and travels that have taken him all around the world, he’s determined to live life to the fullest and help others do the same.

Through his passions for adventure, storytelling, and connecting with people, he found a simple process to guide others on a path to what most of us crave – living a more fulfilled life. In this session, you’ll receive actionable steps that will help you, both personally and professionally, to achieve anything you desire.

EXHIBIT HALL Sunday/Monday

The Exhibit Hall will be open on Sunday from 4 to 6:30 p.m. and Monday from 8 a.m. to 1:30 p.m. This is one of the many chances to meet and get to know vendors interested in doing business with your county.

While you are checking out the exhibit area, be sure to have your Exhibit Hall game card on hand. A completed card makes you eligible to enter the grand prize drawing for an Apple watch.

You will also have the chance to win other prizes in the Exhibit Hall. Exhibitors may conduct individual prize drawings within the confines of their booth and are invited to announce their winners at Monday’s Exhibit Hall Luncheon beginning at 1 p.m. Exhibitors will determine winning criteria for their prize drawings. CCAP requires that participants of CCAP-sponsored drawings be present to win.

event highlightsSPECIAL HOSTED EVENT OPPORTUNITYOpen to all Conference attendees Monday, 6 - 10 p.m. Seven Springs Mountain Barbecue Compliments of C.S. McKee, L.P.

All registered Conference attendees are invited to enjoy a casual evening of fun and relaxation on Monday evening. The night will start off with Seven Springs’ famous Mountain Barbecue followed by a sensational dance band which features a wide variety of music.

The barbecue will be outside of the lower level of the resort’s ski lodge, a charming venue located at the base of the ski slopes. The lodge, a short walk from the hotel, offers a casual atmosphere amid the fresh, calming mountain air. There will be directional signs throughout the resort to help you make your way to the barbecue. C.S. McKee, L.P. looks forward to seeing all Conference attendees at the barbecue!

CCAP FUN RUN/WALKTuesday, 6:30 a.m.

Our annual noncompetitive run/walk on Seven Springs’ grounds will be Tuesday morning starting at 6:30 a.m. from the convention center’s main lobby. Sign up will be at the CCAP registration desk.

ANNUAL BUSINESS MEETINGTuesday, 8:30 - 11:30 a.m.

A major part of the Annual Conference is Tuesday’s Annual Business session where members consider the 2020

resolutions, the treasurer’s report, committee reports, the selection of the site of the 2025 Annual Conference and the election of CCAP officers. This session is directly preceded by the District Caucuses.

CCAP DINNER AND AWARDS CEREMONYTuesday, 7 - 9 p.m.

All registered Conference attendees are invited to attend our dinner and awards ceremony. This business casual event offers the opportunity for CCAP members, vendors, guests and other dignitaries to socialize in a relaxed setting and enjoy amazing company and food!

The evening’s program will include the recognition of CCAP President, Jeff Snyder, Clinton County commissioner, as well as the presentation of the 2020 CCAP Awards: Outstanding Commissioner/Council Member; Chief Clerk/Administrator; Solicitor; Friend of County Government; Affiliate; Excellence in Website Design and the President’s Awards. CLOSING GENERAL SESSIONWednesday, 10 a.m. - noon

Visit this year’s Exhibit Hall on Sunday evening for a chance to visit with exhibitors and your colleagues! We’re serving up fun and good food! Our Conference theme this year is Commitment to Service and in conjunction with that theme, our Exhibit Hall theme is superheroes. We encourage everyone to dress as their favorite superheroes – doctors, nurses, firefighters, police and military service members along with comic book and movie heroes!

This entertaining evening presents the perfect opportunity for our members to talk one-on-one with more than 80 vendors of county-related products and services. This is a Conference kick-off event you will not want to miss!

EDUCATIONAL BREAKOUT SESSIONSMonday and Wednesday

The Monday/Wednesday breakout sessions are the main education components of the Conference. These sessions are designed to offer the most up-to-date, pertinent information available to CCAP members. Confer-ence topics include human services issues, technology, behavioral health, criminal justice issues and many oth-ers. Many of the breakout sessions are also available as electives for the CCAP Academy for Excellence in County Gov-ernment. An updated list of topics and specific times for all educational break-out sessions is sent to all confirmed Conference attendees and is posted on the CCAP website, www.pacounties.org.

No one is permitted to enter a session, the Exhibit Hall, or join receptions and meal functions without a badge. This policy includes children, guests, vendors and the media. HAVE WE GOT A DEAL FOR YOU! — REGISTRATION PROMOTIONCCAP is pleased to again extend a popular registration offer to counties. Four county members can attend the Annual Conference for the price of three! Any additional attendees over and above that fourth free attendee would attend at the full Conference registration rate.

If your county is registering four people for the Conference, register all four attendees using the CCAP Annual Conference registration link at www.pacounties.org. Full payment is due at the time of registration. However, CCAP will reimburse the county for the fourth person after the Conference, so ultimately, you will get four registrations for the price of three!

If the county does not register four people for the Conference initially, but adds that fourth person sometime before or at the Conference, the county can still take advantage of the complimentary fourth registration. In the event a county’s registrations are submitted separately, CCAP staff will contact counties as they qualify. The county would still need to register the fourth person online and pay their Conference fees at the time of registration. However, CCAP will reimburse the county for the fourth person after the Conference.

Please note: This registration offer does not apply to Conference guests. Refund amounts are based on the rate at the

time of the Conference registration. All regular Conference cancellation policies apply. Please see the cancellation policy below.

PAYMENT AND CANCELLATION POLICIESPlease understand that we must adhere to the deadlines and policies below in order to ensure accurate registration and hotel planning.

Advance payment of all fees is required prior to the Conference. No badges or meal tickets will be issued until payment in full is received. Registrations are transferable to another individual prior to the Conference start date; registered no-shows will be billed.

Cancellations must be submitted via email to Jeannette Hunter ( [email protected]) and must be received by 4 p.m. on July 31, 2020 to qualify for a refund. No telephone cancellations will be accepted. A $50 administrative fee will be deducted for each refund requested. Cancellations received after the July 31 deadline are not refundable. PRIZES AND CONTESTS!Exhibitors who conduct prize drawings in their booths can have their winner(s) announced during the Exhibit Hall prize drawings at 1 p.m. on Monday in the Exhibit Hall. Exhibitors determine prize criteria. CCAP does not provide assistance with contest rules, regulations or drawing criteria. CCAP cannot be responsible for forwarding, holding or securing unclaimed gifts to winners. Please make arrangements for prize awards to reach winners. Up to two names per prize may be announced.

Vendors are cautioned to use good judgement in offering gifts and/or holding gift raffles for public officials and public employees who must adhere to the Pennsylvania Ethics Act and their own county’s policy regarding acceptance of gifts and hospitality.

BOOTH INFORMATION AND EXHIBITOR SERVICE PACKETEach booth is 8’ deep by 10’ wide and includes one 6’ table, two chairs, a wastebasket, and a head sign; one company per booth. You may purchase up to two booths for more space.

Complimentary wireless internet service will be provided in the exhibit area. The facility floor is concrete, individual booth space carpeting may be purchased independently at the expense of the vendor. Electricity must also be contracted with Seven Springs. Other services are provided by General Exposition Services (GES) who will handle the setup, tear down and coordination of the Exhibit Hall. You will receive an electronic exhibitor service packet prior to the Conference outlining the services available or you may contact them directly at (610) 495-8886 for pricing.

Note: Plan to order these services before the deadline. Last minute orders may be difficult to accommodate and costly for the exhibitor.

EXHIBIT BOOTH REGISTRATIONEach exhibit registration entitles your firm to an 8’ x 10’ booth and two Conference registrations with a two-day or four-day package. Registered exhibitors are welcome at all Conference events on the designated days including breakout sessions, Sunday’s Welcome Reception, Monday’s Exhibit Hall Luncheon, Tuesday’s Dinner and Awards Ceremony, breaks and other workshops.

Note: Only registered exhibitors may enter their firm’s booth area to conduct business in the Exhibit Hall. Each additional person in the designated booth space must register as an additional exhibitor. There are 88 booths available.

ADDITIONAL EXHIBITORS INFORMATION Each additional exhibitor pays a specified fee for Conference registration. To gain admittance to the Exhibit Hall and conduct business in individual booths, each person in a booth(s) must register for the

Conference. For additional exhibitor registrations (beyond the two persons included in the booth fee): Associate members pay $510 per person for full Conference and $365 per person for Sunday to Monday-only; non-members pay $610 per person for full Conference and $465 per person for Sunday to Monday-only; and state agencies pay $410 per person for full Conference and $265 per person for Sunday to Monday-only. Vendors are not permitted to register as a non-exhibitor and then participate in the booth space. This is strictly enforced.

BOOTH SELECTIONAfter receipt of registration and payment, CCAP will send an exhibitor service packet. This will contain information on booth selection. Booth selection is on a first-come, first-paid basis according to the date of receipt of the booth selection form. The preferences stated on the booth selection form are for guidance and are not guaranteed. Booth space must be paid in full prior to location selection. There are 88 booths available.

EXHIBIT BOOTH POLICYAdvance payment is required for booth space. Registrations are transferable to another individual prior to the Conference start date. After badges and meal tickets are dispersed on-site, they are not transferable and additional personnel will be required to pay the additional exhibitor fee. Registered no-shows will be billed. Please understand that we must adhere to these deadlines to ensure accurate registration and hotel planning.

CANCELLATION OF BOOTH SPACECancellations must be submitted via email to Mandi Glantz at [email protected] and must be received by 4 p.m. on July 17, 2020. No telephone cancellations will be accepted. A $50 administrative fee will be deducted from each refund requested. Cancellations received between 4 p.m. on July 17 and 4 p.m. on July 31 will also be subject to an additional cancellation fee of 20 percent of the booth purchase price. No refunds will be issued for cancellations received after 4 p.m. on July 31. Regardless of initial method of payment, all refunds are issued via a CCAP check.

REGISTRATION AND SETUPRegistration and setup is noon to 4 p.m. on Sunday, August 16. Exhibitors must be registered before they can gain entry into the exhibit area for setup. All exhibits must be registered, setup and ready to open to Conference attendees by 4 p.m. on Sunday.

non exhibiting vendor registration

GUESTS/CHILDRENRemember to register your family and friends so they can enjoy Conference activities, sessions, meals and prize drawings. Guests and children are welcome at many events at the CCAP Annual Conference. A special registration fee of $95 (before June 30) and $125 (after June 30) is offered for all adult guests and children over age five. The guest and children’s fees include admission to Sunday’s Welcome Reception, Tuesday’s Dinner and Awards Ceremony and prize drawings. The fee does not include hotel room, Monday’s Exhibit Hall Luncheon, Conference refreshment breaks and all other meals. Monday’s Exhibit Hall Luncheon requires purchase of a ticket at an additional cost.

Note: Guests and children are invited to attend the Trade Show, but must be registered for the Conference to do so. Persons conducting business within the confines of the booth space must be registered as an exhibitor.

NON-EXHIBITORAll vendors are welcome to attend the Conference, even if they are not exhibiting. CCAP associate members pay $525 per person for full Conference, non-members pay $625 per person for full Conference and state agencies pay $425 per person for full Conference. This does not include a booth space in the Exhibit Hall of the trade show. Registered non-exhibitors are registered for the full Conference and are welcome at all Conference events including Sunday’s Welcome Reception, Monday’s Exhibit Hall Luncheon, Tuesday’s Dinner and Awards Ceremony, breaks and other workshops and sessions. All Conference participants must register, obtain and wear a 2020 Conference badge.

A Conference-wide event compliments of C.S. McKee, L.P., will be held on Monday at 6 p.m. for all registered Conference attendees. Dress will be summer casual.
