Title Description

Inspect To determine the serviceability of an item by comparing itsphysical, mechanical, or electrical characteristics through

examinations.

Test To verify serviceability by measuring the mechanical,hydraulic, or electrical characteristics of an item and comparing

with prescribed standards.

Service To perform maintenance required periodically to keep an itemin operating condition.

Adjust/Align To maintain or regulate an item, within prescribed limits, bybringing it into proper or exact position or by setting the

operating characteristics to specified parameters.

Calibrate To determine corrections and cause them to be made or to makeadjustments or instruments or test, measurement and diagnostic

equipment (TMDE) used in precision measurement.

Remove/Install To remove/ install the same type of item. Could also occur separately (e.g. modification work order (MWO), installation

kit, but nothing removed).

Replace To remove an unserviceable item and install a serviceablecounterpart in its place (Could refer to fluids, e.g. oil).

Repair To perform maintenance required to correct material damageand to restore an item to serviceability standards.

Overhaul To restore an item to a completely serviceable/operationalconditions as required by maintenance standards in appropriate

technical publications.

Rebuild To restore unserviceable equipment to its original manufacturing standards. Rebuild is the highest degree of

materiel maintenance applied to Army equipment.

Dispatch Procedure

Dispatching is the method by which a commander controls the use of equipment. However, allowing equipment to be used carries with it the responsibility for both the equipment and the operator’s safety. Commanders ensure that dispatching procedures are understood and followed.

The commander appoints a responsible person to the duties of a dispatcher.

Dispatch Procedures

• The dispatcher• Fills request for equipment to be

Dispatch Procedure

• Makes sure that the driver make needed and correct entries on the forms in the equipment record folder.

• Logs equipment in and out on the MoD Form 2401 (Organizational Control Record for Equipment).

• Makes required entries on the MoD Form 27 (Trip Record).

• Makes sure equipment faults are reported to maintenance personnel using the MoD 2404 PMCS Form.

• Reports any differences in stated and actual destinations or missions.

• Notes any services or repairs done during the dispatch.

Dispatch Procedure

• Dispatch procedures• The driver reports to the dispatcher for

dispatching forms equipment. For equipment needing license, the driver’s license will match the equipment listed for being dispatched.

• The dispatcher gives the driver ANA equipment forms that will be needed during the mission. For unusual dispatch situations such as field training exercises or alerts, appropriate forms will be prepared in advance.

Dispatch Procedure• The operator uses the equipment manual and the

PMCS checklist for before-operation (PMCS) = Preventive Maintenance Checks and Service. Any faults the operator can fix will be fixed. Other faults , not already documented by the dispatcher (Uncorrected Faults Record) goes on the ANA PMCS checklist for equipment updating.

• Non-tactical equipment may not have equipment manuals. Use the PMCS checklist and manual as a PMCS guide for that equipment. Operational checks and services will be performed before the equipment leaves the motor pool or other dispatch points. Operational checks will be performed while the equipment is being operated. Operational checks and services will be performed when the equipment completes the mission or returns to the motor pool or dispatch point.

Dispatch Procedure

• The operator and or mechanic fixes any new faults, if possible. The commander or the commander’s representative decides if any remaining faults go on the uncorrected faults record or keep the equipment from being dispatched.

• If the equipment is ready to dispatch, the dispatcher makes needed entries on the MoD Form 2401 and validates the MoD Form 27 with signature and date.

Dispatch Procedure

• The driver leaves with the equipment and all needed forms. During-operation checks are noted during the dispatched.

• When the mission is completed, the driver performs the after-operation PMCS on the equipment and annotates new faults on the MoD 2404 PMCS checklist. The driver and mechanic will fix any faults they can and secure the equipment.

Dispatch Procedure

• The driver turns in the equipment with the dispatch forms to the dispatcher. The dispatcher checks the forms for any open faults or needed actions. If the MoD Form 27 has been completely filled, the dispatcher transfers needed information to a new MoD Form 27. The dispatcher then closes out the MoD Form 2401 entry for that equipment.

• MoD Form 27 (Motor Equipment Utilization Record)

• The MoD Form 27 is a record of motor equipment use.

• The MoD Form 27 will be used to control the use of special purpose and material handling, equipment, combat, tactical, and non-tactical vehicles.

Dispatch Procedure

• MoD Form 27 will be used to record operating time on equipment that requires services based on hours only. This includes such equipment as generators, air compressors, centrifugal pumps, and so forth. Operating time is the time of operation, using the time of day or hours of usage. Equipment on which an operating time MoD Form is kept only requires an entry on MoD Form 2401 when the equipment is used for the purpose for which it was intended; that is, a generator used to provide electrical power or a compressor used to provide compressed air for a mission or a mission support. An entry on MoD Form 2401 is not required when equipment is not leaving the motor pool area or area where equipment is maintained or stored.

Dispatch Procedure

• MoD Form 27 will be used for the following varying periods depending on its use:

• For regular dispatches, MoD Form 27 will be used until all the spaces in either the driver or destination sections have been filled. For equipment with single driver, for example, the MoD Form 27 normally will be used for four separate dispatches before it is completed.

Dispatch Procedure

• For an extended dispatch, MoD Form 27 will be used until all the spaces in either the driver or destination sections have been filled. An extended dispatch will not return to the motor pool within a dispatch day; for example, prior to 2400. Examples for use of extended dispatch include guard duty and maneuvers. When an extended dispatch may require more room than one MoD Form 27 allows, the dispatcher provides blank copies of the MoD Form 27 to use as continuation sheets.

• Forms recording only operating time will be used until the destination or operator section is filled in.

Dispatch Procedure

• When required locally, added fuel during dispatches to the total in the Fuel Block. The new total will be placed in the Fuel Block on the new MoD Form 27. Local standing operating procedures (SOP) or policy will decide how long and when fuel totals will be kept.

• Look for any unusual entries in the Remarks Block that need further action.

• After needed information has been moved to other forms, you may keep the last completed MoD Form 27 until a new form is completed. You may have no more than two MoD Forms 27 on the equipment: one completed copy on file and one open for dispatch.

Dispatch Procedure

• When equipment is involved in an accident or other situation under investigation, keep the MoD Form 27 on the equipment until released by the investigator at the completion of the investigation. Prepare a new MoD Form 27 the next time the vehicle is dispatched.

• A MoD Form 27 is as follows:• A MoD Form 27 used to dispatch equipment is

considered completed whenever the operator blocks, time in and out blocks, or destination blocks are filled. The commander may line out unused portion to close out a form whenever needed

• A MoD Form 27 used to show running time on equipment is considered completed when the destination or operator blocks are filled.

Dispatch Procedure

• MoD Form 2401 (Organizational Control Record for Equipment)

• The MoD Form 2401 is a record of operators and location of equipment on dispatch or in use.

• The MoD Form 2401 tells commanders who asks for and uses the equipment. It also lets the commander know where the equipment is and when it should return.

• MoD Form 2401 may be overprinted when the same equipment is dispatched every day.

• Make separate line entries for equipment that is towed to a location but will not return with the dispatched equipment.

Dispatch Procedure

• Do not dispatch equipment for motor stables or routine maintenance unless it leaves the equipment or motor pool area.

• Equipment sent to support maintenance on a MoD Form 2407 will be dispatched on a MoD Form 27 and MoD Form 2401.

• Destroy MoD Form 2401 one month after the last entry in column 1 has been closed.

• If an accident or unusual situation occurs, keep the MoD Form 2401 until it is released by the investigator.
