Since the time that the pilot plant commenced operation in July 2018, it has been operationally constrained to a production rate only 10 percent of design capacity. Due to those operational constraints, Ecology extended the due date of the initial emissions test to July 23, 2019. Operations continue to be constrained to 10 percent of design capacity, which has prompted further dialogue with Ecology regarding the best approach for managing Ecology’s expectations for initial emissions testing. The Washington State Department of Ecology (Ecology) issued Approval Order No. 18AQ-E003

(Approval Order) to Columbia Pulp, LLC (Columbia Pulp) on February 23, 2018, permitting Columbia

Pulp to construct the straw pulping pilot plant in Pomeroy, Washington, as described in the Notice of

Construction (NOC) permit application. As described below, this letter—together with its

attachments—present an application for an administrative modification of the Approval Order.

Operational Production Rates Context

The pilot plant is currently operating at production rates less than 10 percent of design capacity while

it is working through challenges in achieving its intended industrial wastewater quality characteristics

prior to discharge to the City of Pomeroy’s wastewater treatment plant. The operational improvement

process may take several months and there is not yet a specific date at which operation at design

capacity is expected.

Conducting the initial emissions test at production rates less than 10 percent of design capacity

presents two primary challenges:

1) An extrapolation from emissions at 10 percent of production rates to 100 percent is not expected to provide an accurate estimate of fully-operational emissions. Columbia Pulp wants to provide Ecology with accurate information regarding its emissions performance, but the pilot plant’s operations are so small that the company does not have the financial resources to perform emissions tests multiple times as it ramps up production rates to full design capacity.

2) Approval Order Condition No. 5.e states that, if emissions testing is performed at production rates less than 90 percent of design capacity, then the pilot plant’s operations could be limited to the production rate at which emissions testing was performed. Long-term constraint of the pilot plant’s operations to something less than design capacity—even if that constraint could be lifted by undertaking a subsequent permit revision with associated emissions testing—would make the pilot plant’s continued operation financially unviable.

Emission Rates Context

Even at full design capacity, the pilot plant’s emission rates are extremely small: process-related

emissions for volatile organic compounds (VOCs) are estimated at 2 tons per year, and for particulate

matter less than 10 microns are estimated at 0.7 tons per year. When operating at only 10 percent of

design capacity, the emission rates are much smaller yet. Air pollutant emission rates will not increase

as a result of the requested administrative permit modifications.

Approval Condition Modification Requests

Given the context presented above, we request the following permit modifications:

We request a modification to Approval Order Condition No. 3.e as follows: “An initial performance test of the Thermal Oxidizer shall be conducted within 90 days of achieving a minimum operational production rate of 90 percent of rated capacity (14.4 ODT per day), and no later than 1 year from the issuance of this Approval Order, unless otherwise agreed to by Ecology 180 days of the first introduction of straw to the impregnation tanks. The initial test shall be of both inlet and outlet total VOC, and inlet and outlet total methanol, and shall be performed in accordance with Approval Condition 5.”

We request a modification to Approval Order Condition No. 2.e as follows: “An initial test of the emission rate of the roof vent shall be conducted in accordance with Approval Condition 5, to demonstrate compliance with Approval Conditions 2b, 2c, and 2d. The initial test shall be conducted within 90 days of achieving a minimum operational production rate of 90 percent

of rated capacity (14.4 ODT per day), and no later than 1 year from the issuance of this Approval Order, unless otherwise agreed to by Ecology.”

that those discussions do not imply approval—and that Ecology will need to review and confirm that

the implications of the requested modifications are consistent with Ecology’s mandate to manage
