a. At least two weeks prior to the date the sabbatical leave recipient plans to start his/her sabbatical leave, the recipient will file a written plan with the Dean of Instruc­tion. This plan should include (but not be limited to) the date the recipient plans to leave his/her position at, College of the Desert, the date of ~ncement of the sabbatical leave project, an appropriate review of the steps in the project, the date projected for completion of the s,abbatical leave project, the date projected for the recipient to return to work at College of the Desert, the projected date of the recipient's report to the Dean of Instruction. This plan will be consistent with the goals and objectives of the plan approved by the Board of Trustees.

b. The recipient should receive written approval of the sabbatical leave plan prior to absence from'his/her position of responsi­bility at College of the Desert.

c. If a recipient has any serious accident or illness which will affect the leave plan, the recipient will notify the Dean of Instruction by registered or certified mail within ten days of said accident or illness.

d. If any changes are proposed in the leave plan as approved by the Board of Trustees and as listed in the approved plan, the recipient will request approval of this change, in writing, through the Dean of Instruction's office. No .substantive changes are to be made in the sabbatical leave plan without prior written authorization from the Dean of Instruction or the President of the College.

e. Not later than six weeks after return to duty, the recipient shall submit evidence as required, through the Dean of Instruc­tion, to verify that he/she has met objectives stated in the approved application. Evidence shall consist of:

(1) Formal Study Leave--An official transcript showing all courses completed and degrees granted; additional creden­tials obtained should be registered.

(2) Independent Research Leave,"-A report in a form consistent with the sabbatical leave project and agreed upon by the Dean of Instruction and the recipient.

(3) Travel Leave--A comprehensive typewritten report which may include a brief description of places visited and the significance of the experiences to the employee's professional growth.

If granted sabbatical ll.eave, I hereby agree to abide by the tenns

of the regulations governing sabbatical leave, as set forth on the

attached sheet and Administrative Policy #4152.1 (Faculty Handbook)

and the California Education Code 13460. I understand that my viola-

tion of the tenns of the regulations governing sabbatical leaves could

result in anyone or a combination of the following actions:

(1) An immediate revocation of the sabbatical leave or a change

. to a leave of absence without pay.

(2) My being responsible for restitution to the District for

funds received for the sabbatical leave.

(3) My not being advanced columnwise on the salary schedule :'ls

a result of graduate work done while on the sabbatical leave.

(4) My not being advanced steFWise on the salary Schedule for the

year in which the sabbatical was taken.

It is understood that action to implement any of these would need

consideration by the Faculty Salary Reclassification Advisory Committee

and Board of Trustees' approval, and would be implemented by the Presi­

dent of the College or his designate.

I hereby further agree to remain in the service of the College of

the Desert for at least two years after the expiration of the sabbatical

leave herein applied for. In case I am responsible for terminating my

connection with the College within the period of two years after the

expiration of my sabbatical leave, I agree to refund to the College

within three months the amount paid during this period of sabbatical

leave; provided, however, that, in case of my permanent disability or

It was moved by Hr. Outcault, seconded by Mr. Rummonds, and carried, that Bid No. B-76-7 for microfilming system be awarded to Martin Business Machines in the total amount of $9,738.

It was moved by Mr. McFadden, seconded by Mrs. Marx, and carried with a roll call vote (Marx-aye; McFadden-Aye; Outcault-Aye; Rummonds-Aye; Staley-Aye) that the follow­ing Resolution be adopted. (See page Sa, attached)

It was moved by Mr. McFadden, seconded by Mr. Outcault, and carried, that the administration be authorized to advertise for bids for the college catalog.

It was moved by Mr. McFadden, seconded by Mr. Outcault, and carried with a roll call vote (Marx-aye; McFadden-aye; Outcault-Aye; Rummonds-Aye; Staley-Aye) that the Resolution and Agreement be executed with provision that total expen­ditures be limited to $40,000. (See page 5b, attached)

2 RESOLUTION

3 WHEREAS, on February 18, 1976, a Judgment on a writ

4 of Mandate was entered against the Coachella Valley Community

5 College District and F. D. stout, superintendent and President

6 o.f College of the Desert in the case of Daniel Wachter v. Board

7 of Trustees of Coachella Valley Junior College District, F. D.

8 Stout, Superintendent and President of the College of the Desert

9 following a Court Trial in the Superior Court of the county of

10 Riverside, State of California; and,

11 WHEREAS, this Governing Board and F. D. stout desire

12 to take an appeal in accordance with the laws of the State of

13 Californi~and

14 WHEREAS, the Office of the County Counsel has repre-

15 sented the Governing Board in the above named action and it is

16 the desire of this Board and F. D. stout that that office appeal

17 the decision in behalf of the District and F. D. Stout; now,

18 therefore,

19 BE IT RESOLVED that the Governing Board hereby auth-

20 orizes the County Counsel of Riverside county to file and take

21 an appeal on behalf of the District and to continue to prosecute

22 the appeal in behalf of the District, and take whatever action

23 is necessary to defend the District in the action;

24 BE IT FURTHER RESOLVED by the Governing Board that the , 25 county Counsel is authorized to make such expenditures as are

26 necessary to prosecute and perfect the appeal to the Fourth Dis-

COLLEGE OF THE DESERT May 14, 1976

At this writing, the Senate and I have reached agreement regarding application of the CPI (Cost of Living factor.) However, the Faculty Association has rejected this proposal as presented by the' Senate. Consequently, the Association has asked the Senate to make a presentation to you at the May meeting. Of course, such an action is premature because impasse has not been declared, but I have placed their request on the agenda for your hearing.

The classified staff and Dr. Ellerbroek have reached tentative agree­ment, but we prefer to hold it in abeyance and present with other salary proposals. Administrative salaries come under this category also.

So, unless we can come to some agreements at this level, it appears that we will not have any recommendations for action until the June meeting.

Dr. Ellerbroek plans to have an up-dated preliminary budget prepared so we can deliver it to you early next week for perusal prior to the meeting.

SUBJECT: Reorganization of Business Services Division

This will confirm our several discussions regarding a possible reorganization within the Division of Business Services.

You will recall that prior to the time we received the resignation of Hrs. Hable Bolt, Supervisor of Accounting, I had recommended the combination of the purchasing and the accounting and reporting functions. In fact, our original organization chart for classified personnel included the position of Director of Accounting and Secretarial Services.

The trend of business services, including but not limited to program budgeting, would appear to dictate the advisability of a single point of supervision for all business service functions, exclusive of Haintenance and Operations.

I am, therefore, recommending that we establish the position of Director of Business Services effective July 1, 1976, which position will ultimately assume the supervision functions of the Supervisor of Accounting and the Business Services Assistant. The latter position will be vacated upon Hr. ~lacPherson's retirement (November 1, 1976).

As a final note, the above recommendation will result in a saving of approximately $10,000. - 12,000. per year.

Subject: Results from the COPES Study

Find attached the results of the COPES Study conducted for our Community College District.

The College had a prior COPES Study conducted in 1972-1973. This information was used as an instrument with which to Inatch the current study.

The ten member team after spending three days, Harch 3-5, 1976, evaluating College Occupational Programs found eight (8) areas ranked lower, twenty-two (22) areas ranked the same, and thirty (30) items ranked higher.

The study addresses itself to general observations, areas of strength, considerations for improvement, summary profile and computer run information regarding responses received from Full and Part-time Faculty Hember,s, full and part-time students, Advisory Committee Hembers and other college employees.

The overall College Occupational Program was evaluated as well as sub-systems that included areas for the handicapped, disadvantaged and cooperative work experience education.

since our April Board Meeting, I have continued to research the concept of combining several of our functions under the umbrella of Learning Resources. I have visited the Learning Resource Centers at De Anza College and West Valley College, and I spent some time with the Director of Learning Resources at West Valley College. We have also held a joint meeting of the Learning Resource Center comnittee here at College of the Desert and the Library comnittee, which has a representative from the Friends of the Library group. The attached Vacancy Notice, Job Descrip­tion,. and informal papers. were discussed with this fayulty group and reflects their combined thinking in terms of suggestions and changes. I think that these materials will aid the Board of Trustees in making their decision on this position.

Learning Resources are defined in the Guidelines as follows: "Includes li­brary, audiovisual and telecommuni­cations and encompasses inslruclion~1 development functions and insl ruc­tional system componenls." Conceptualizing the Learning Center

Though the split between print and non-print professionals--probably not as much of a result of dichotomous basic philosophies as a function of job and position wariness--still exists in many institutions; in one newly emerging organization, the learning center, the split is healing. It is this learning center, an integrated, fully-coordinated facility, combining a number of media functions which may well provide an institutional framework in which emphasis can at last be placed on the products of learning with less regard for line­s.taff pos iti on. The foll owi ng conceptual i zes such a center .

. What's in a name? While "Learning Resources Centers" are becoming abun­dant at variouslevels throughout the U.S., the emphasis of such a name is on

. resources, things to be deposited. "Learning Resource Centers" may then be those centers combining conventional library and audio visual functions. Such centers act as service stations; supportive in concept, they were developed to accomodate the self-contained classroom model. The "Learning Center" as a name, however, places the emphasis on "learning." Though "library" and "audio visual" functions have not changed, their scope and institutional patterns have evolved--resulting in a conglomerate, a consortium of several specialists. And under the emphasis "learning," the evolution may well quicken in the coming years.

The "Learning Center" has a pretentious sound. underlying concepts should support this name choice. a center are founded in the fo 11 owi ng:

2. Schools provide an access to learning, not learning. The instructor is an engineer of learning environments, a manager of information, and a learning counselor.

3. Media extends an instructor, both buoying up his instruction and enlarging that instruction. At times, mediat,ion may provide a peripheral and/or reinforcing stimulus and at other times it may provide all of the instruction.

4. Learning and instruction are not one and the same. A school pro­vides for learning, and instruction is but one element in the learning milieu.

5. The wide variety in type and emphasis of stimulus media should be developed to maximize learning potentials. The multiplicity of educational goals and goal paths must be provided for through a plurality of stimuli.

6. An integrated approach to learning is most economical in terms of . a 11 human and non-human resources.

7. Though education is at best an imprecise "science," a technology of instruction is now becoming available and that technology can best be introduced through a learning center.

. . Definition. The following provides the grossest but perhaps the most understandable general definition for a learning center:

Components

1. Traditional library services encompassing the basic supply-support . functions of selection, evaluation, dtstribution/retrieva1, descrip­

tion, and storage.

2. Traditional audio visual services encompassing the supply-support function in non-print media, and hardware. systems as well as pro­duction functions and some utilization technology.

3. Instructional development providing for an analysis of the components of a learning system and for engineering of appropriate learning models to meet individual learning needs.

4. Promotion of innovative learning environments appropriate to a number of levels of learning from highly structured packaged learn­ing situations, to minimally directed learning situations, and to situations where the learner has complete control of his objective path delineation.

All of the above fit well within a general learner-centered model (see Figure I). Such an activity model describes most of the formal learning activity in a school yet does not necessarily define the actual place where such activity occurs. As space allows, such activities will occur as a function of a learning philosophy, either within or physically outside the L.C. building (a learning center does not, of course, have to be within one building; a case can be developed for a completely decentralized but still highly cohesive set of learning centers). For instance, in order to serve the learning needs of a community of students, milieus must be available for all types of learning from remediation to advanced, self-directed research activity .. With remediation, tutorial activity including both packaged media and human tutors might well take place within the learning center .

. Non-traditional approaches to learning can be instructional1y developed and then mayor may not occur within the center. Approaches such as complete packaging, packaging of mini-courses and mini-units, gaming, computer-assisted, -monitored, and -managed instruction, psycho-dramas, etc., should be planned for when developing a learning center. The point, here, would be that though

all such activity would fit within an umbrella-like learning center concept, local option would be used to determine the extent and location of such. activ­ity. Such activities might be shared. also. Thus a coordinated learning lab (totally packaged learning; supplementary media; partially mediated instruc­tion; duplicate classroom media) could be centered totally in the L.C. or might be decentralized to a number of locations across the campus. However, the development of media for such lab activity would be processed within the instructional development framework of the L.C.

Central to an integrated approach to learning is the necessity of uti­lizing available resources. Thus, counselors normally involved in program and personal counseling take on a new dimension as learning counselors. As such, they would participate in evaluation, in the development of learner profiles and in the instructional development process as specialists in the psychology of learning.

Getting Started

The development of a learning center is the process of planning for the introduction of a number of functions which will initially face resistance from both wi thi n and from outs ide itself. Thus, once an agreement has been made to integrate a number of learning functions, a series of programs can be utilized to involve students and faculty in the change process. These

I programs while developing and implementing a general, pre-developed L.C. master plan will also act as diffusion and adoption mechanisms within the total institution. The presentation of a plan here is further suggestive of the concept "learning center."

1. Involvement of faculty and students in all activities; including initial planning. But even at initial stages, be ready to lead. Focus attention on the learner and the learning process. '

2. Develop the school's concept of the self-learner. The self-learner by one definition is one who is able to determine his needs and to participate in the development of his own program to meet those needs. One school may, for instance, utilize its librarians in the development of the acquisition of information process and may utilize its counselors in the development of goal paths. The choice of such personnel for certain developmental tasks is deter­mined as a function of that school's definition of the self-learner and of the school's available personnel resources.

3. Expansion of collections though a traditional concept is necessary for the center. Exploration. evaluation. and acquisition provide learning experiences. Involve students as well as faculty in this process.

4. Production and engineering activities must be' defined. Once such definitions have been made, a whole range of unknown resources for such activity may be found either on campus or within the local convnunity.

5. Learner and task analysis as concepts must be delimited and then institutionalized. Probably only through institutionalization of such activity can any appreciable change in education take place.

6. Development of new learning environments which though by far the easiest to conceptualize and the most "fun" at which to work are still difficult. Educators and students must be brought to accept learning labs, gaming. mass informational devices suCh as computers, etc .• and money must be located to support such activity.

7. Selective dissemination projects must be evolved to both determine the informational needs of students and faculty and the ways to meet such needs.

S. Workshops should be set up for the improvement of learning through behaviorally-oriented re-ana1ysis of instructional technologies.

9. As a function of all of the above and as the program evolves, per­sonnel to meet needs must be hired. Such personnel may well fall under several broad categories.

a. Supply-Support Function. This is the traditional function of any library of software and hardware and encompasses the basic selection, evaluation, acquisition, distribution/retrieval, description, and storage functions.

b. Production Function. When media is commercially unavailable, it mus t be provi ded. Personne,l to genera te new medi a (16 and Smm film, computer programs, video signals, etc.) and conven­tional media such as printed matter, slides, tape,s, etc., must be located.

c. Instructional Function. The learning center will provide a wide variety of instructional activities not tied to any other curriculum than its own. There may be activities such as training paraprofessionals, workshops to improve instruction, etc.

d. Consultative Function. Specialists will be needed to work with faculty and students in the selection, procurement, design, development, and execution of systematically designed stimulus material and environments.

e. Administrative Function. Someone with authori ty must be avail­ab 1 e to all oca te resources, ti e program segments together, stimulate evaluation, etc. Ideally such a person is a communi­cator, a public relations person, a behavioral scientist, and a systems analyst. .

1. Mrs. Dorothy M:>ttweiler was approved for a sabbatical leave . by the Board of Trustees for the Spring Serooster of 1976. The purpose was to work and study in a selected hospital situation to upgrade her knowledge and skills. Mrs. M:>ttweiler later requested that we postpone her sabbatical leave to the fall sem3ster of 1976. We approved her request.

2. Dr. William Kroonen has applied for a sabbatical leave, equiva­lent to one semester in length, for the purpose of expanding his knowledge and skills in teaching a language different fran a person' s native language. Dr. Kroonen' s leave would be fran October 11, 1976 to March 7, 1977. Dr. Kroonen would enroll in the Kansai International Students Institute located in Osaka, Japan.

3. Mr. James Kneebone has applied for sabbatical leave for the Spring Sem3ster of 1977. Mr. Kneebone plans to study Advanced Vocal Pedagogy with Mrs. Parham at California State University at Northridge. In addition, Mr. Kneebone would enroll in a full load of graduate courses in the area of voice and opera.

4. Mr. Eugene Hanson has applied for sabbatical leave for the Spring Serooster of 1977. Mr. Hanson plans to travel in Europe to enhance his ability to teach literature. Mr. Hanson also plans to con­tinue his studies in German so that he might secure a credential for teaching German on the community college level.

WHEREAS, the Board of Trustees has determined that additional facilities

are needed to conduct educational programs at locations other than the

parent campus and,

WHEREAS, the·Board has the authority to lease facilities and designate

off-site locations in accordance with Article 6, Chapter 2 of Division 11

of the Education Code.

BE IT RESOLVED that the Board of Trustees hereby authorizes a lease of th~

following facilities in accordance with terms and conditions as specified:

Description of Premises: North one-half of cement block building measuring 28 feet by 70 feet located at 6244 Adobe Road, Twentynine Palms, California.

EXPRESSING OPPOSITION TO THE NUCLEAR POWER PLANTS INITIATIVE

WHEREAS, the voters of the State of California, will be confronted

in the statewide June ballot with an initiative measure known as Proposition 15,

which if enacted, may seriously or even completely curtail the generation of

nuclear power in this state; and

WHEREAS, Coachella Valley Community College District is dependent

upon an adequate supply of electric energy to perform its educational respon-

sibilities ;and

WHEREAS, the deselt areas of California are economically and

physically dependent upon the availability of electric power to provide an ade-

quate supply of water; and

WHEREAS, the cost of electric energy and water is likely to increase

substantially to the Institution if this meaSure passes and nuclear power

production is restricted; and

WHEREAS, other potential costs of the initiative include increased·

air pollution caused by the use of lossil fuels for generation, litigation against

the State by existing operators of nuclear plants, aggravation of the already

critical petroleum situation, employment and other economic setbacks, and

a new state bureaucracy necessary to carry out the procedures established

by the initiati ve;

NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees

of the Coachella Valley Community College District that We oppose the passage of

SUBJECT: Preliminary Budget, 1976-77

Enclosed is the Preliminary Budget summary for the 1976-77 fiscal year. Please note the following:

A. Income

1. Pre-discharge Education Program. We are not estimating an income or reserve amount for PREP in that a final determination as to the continuance of the program is still forthcoming. We'shou1d have information regarding the compliance survey prior to the date of the Board meeting.

2. Principal Apportionment, 1975-76. Current projections indicate that, based upon a 22% increase in a.d.a., we will have 636 a.d.a. in excess of the 5% cap. We should still receive approximately $150,000. more than the amount budgeted for 1975-76 ($837,695.).

3. Principal Apportionment, 1976-77. We are recommending that no more than a 5% increase in a.d.a. be budgeted for 1976-77.

4.' Unsecured Assessed Valuation. We should realize no less than a 7% increase for 1976-77. If so, unsecured tax receipts should increase approximately $200,000. over the amount budgeted for 1975-76.

5. Secured Taxes. Budget estimate is based upon an estimated secured valuation in the amount of $655,409,495., a collection factor of .92 and an estimated tax rate of $.870.

B. Expenditures

1. Salaries and Wages - Certificated. Budget estimates includes a 6% increase for certificated teaching personnel together with a 4% increase for non-teaching certificateq personnel. The total also includes three additional staff at an average of $17,000. per certificated position.

2. Salaries and Wages - Classified. The budget estimate includes 6% for all classified personnel. The total also includes four additional positions budgeted at a 7-A or $9,157. per position.

3. Operating Expenses. The budget estimate represents approximately a 7% increase. We have been advised that our hospital and major medical coverage will increase 44%. The estimate for operating expenses, therefore, includes $245,000. for such coverage.

4. Capital Outlay. We have reduced the budget estimate for capital

1. Undistributed Reserve. We have budgeted $524,403. for the 1976-77 Undistributed Reserve - Regular Contingencies and are assuming that you will want to add to such amount if circumstances permit prior to the adoption of the 1976-77 budget.

Marcelino Diaz, Coordinator of the E.O.P.S. program, is requesting approval to attend a National Colloquia on Student Financial Aid Management, funded by the U.S. Office of Education in Tucson, Arizona, June I - June 11, 1976. Marcelino has been selected to be one of the participants and will represent the State E.O.P.S. representatives present at this meeting. He will receive all cost except for transportation. That could be covered through the E.O.P.S. funds now available in our District budget.

There would be a wealth of information that could be gained from his attendance at this meeting that could be used to help better serve our students. Therefore I recommend to you and the Board of Trustees that Mr. Diaz be approved for out-of-state travel to attend this colloquia.

Dr. Guerro 'of the University of Arizona has called me and informed me that I have been selected to participate in a financiai aids colloquia to be held at the university of Arizona, 'rucson from June I through June 11.

The only cost to the college would be the round type air fare of $94.00 and this we could cover through EOPS. All participants will receive a $75.00/week stipend for meals and UA wUI provide the housing. There are a number of EOPS Directors from thr?~lghout the state as well as throughout the Southwest ~10 willAparticipating.

I woul.d like very much to attend this colloquia as would be quite beneficial in my job and situation. bean inservice/professional growth type workshop.

The enclosed breakdown sheet is an additional attempt to show increases in non-teaching certificated salaries by category, rather than using the policy which has been in existence several years. Please be reminded that administrative salaries previously have been determined by this procedure:

1) Determine placement on certificated salary schedule

2) Add R-factor amount

3) Divide by 180 (academic year)

4) Hu1tiply by number of days assigned

Rather than following this simple procedure, the enclosed breakdown should help demonstrate that most of the increase in salary is due to improved salary schedule, which is applicable to all certificated personnel.

Increases in salaries in the past have been realized through:
