The College and Association of Registered Nurses of Alberta was formed (as the Alberta association of Graduate Nurses) in 1916 and incorporated that same year under the Alberta Registered Nurses act. By petition to the Alberta Legislature in 1920 the Act was amended to establish the present name of the Association. "Local associations", "Districts", and "sections" are mentioned in the early history of the Association, to 1921, mainly in the context of voting rights, election of offices and enhanced communications among nurses throughout the Province. In 1936 it was "suggested that the Province be divided into district [sic] areas," and the Relationship Committee was struck to study internal organization. The changes in structure, which followed, related to elections and representation but did not alter the Districts. In the 1950s "the Association was restructured to be more consistent with [that of the Canadian Nurses Association] and to provide better representation of all nurses. This was an internal restructuring and should not be confused with the major structure study if the 1960s.' In that period the Association also had 41 chapters, the members of which "frequently filled volunteer needs in their communities, performed fund-raising activities, provided educational programs for nurses and the

public, and held social functions for their members." In practice, the Provincial Executive reported to the members mainly through the Newsletter an the annual meeting, rather than through the Chapters. In 1965 a thorough study of CARNA's internal structure was completed and "as a result of complete reorganization, every Committee now divided into five autonomous Districts, which provided members with direct contact with their elected representatives. The records in this accession date from this change in the structure of CARNA. District activities included coordination of Awards, which were established at the 1965 convention. Each year, Alberta Nursing Week was celebrated with public awareness programs, the Heritage of Service Awards, and the presentation of Honorary Memberships. The Awards were coordinated by each district's Information Committee. By 19666 amendments to the Labour Act involved CARNA in increased collective bargaining and District liaisons with the seventy-one Staff Nurses Association in the Province. In the early 1970s these associations became divisions of CARNA. Two developments in the profession of nursing which are reflected in the Districts' fonds relate to the endorsement of a liability insurance plan for nurses (1972), and the EP 2000 (Entry-into-Practice) Position Statement on Baccalaureate Education for Nurses (1988). Each District's Direct Acess Task Force and its Political Action Commitee were especially active during the period if the government's restructuring of health throughout the Province (predominantly 1990-1999). In 1999, by the authority of the Provincial Council (which included representatives from each District), the existing structure of the Districts was discontinued, the offices closed, and all extant records transfered to CARNA's Archives. Information and quotations used in this description are taken from the series Our history - a proud heritage, published in CARNA's newsletter for the 75th anniversary of the Association, 1991.

The records were maintained by the office of each District until its dissolution in September 1999, after which date they were

transfered by the District Council ti the Provincial office and Archives. The records date from 1966, following the major restructuring of CARNA in 1965 which made the Districts autonomous, to their dissolution in 1999. Earlier reports if district activities, 1916 to 1965, will be found in the Minutes and archives if the Provincial Council.

The fonds includes Minutes of meetings of the District Council and its committees, correspondence, reports, financial records, publicity for activities, photographs and sound and video recordings. The extent of the records preserved varies among the Districts, North Central being the largest. For example, in addition to the administrative records noted above, Central District preserved seven large albums of photographs and publicity for major activities; South Central District recorded much information on liaison meetings with the United Nurses of Alberta. Photographs found within the files, usually documenting meetings, annual events and public activities, are maintained in the files but are not counted separately.

Title based on the contents of the fonds Upon dissolution of the Districts on September 1999, all records were deposited in CARNA Archives and Museum as an internal transfer of records.
