    Professional estimators shall perform servicesin areas of their discipline and competence.

    1. bid rigging, collusion and conspiracy, asdened y the American Society o Pro-essional Estimators, may occur etweentwo (2) or more contractors or two (2)or more sucontractors. Agreements arereached y companies or individuals in theact o conspiring to pre-set the price o aparticular project (private or governmen-tal) with the express purpose o predeter-mining the intended recipient o a contractto e awarded at a xed price.

    2. Proessional estimators and those intraining to e estimators shall not e as-sociated with rms which are known to

    participate in the practice o id rigging.

    3. Tere are no conditions or social con-vention that will allow a proessional es-timator to enter into such raudulent actsas those o id rigging, knowing that theyare held to e unlawul, immoral, unethicaland unacceptale to this society.

    Canon #9

    Proessional estimators and those in trainingto be estimators shall not participate in actssuch as the giving or receiving o gits, thatare intended to be or may be construed as be-ing unlawul acts o bribery.

    1. Proessional estimators should not oercash, securities, intangile property rightsor any personal items in order to infuence

    or that give the appearance o infuencing2. Proessional estimators should not ac-cept gits, gratuities or entertainment that

    would place them in a position o reakingexisting laws (municipal, state or ederal)or that give the appearance o creating aninducement which would aect the esti-mators proessional crediility y placingthem in a position o oligation.

    3. Each estimate shall e cross checked y

    means that will insure that it is techni-cally and mechanically ree rom mistakes,oversight or errors. I possile and easile,estimates should e checked y other pro-essionals. I it is not easile or someoneelse to cross check an estimate, the estima-tor should cross check their own estimatey utilizing a dierent method, such asusing the historical data or unit prices asedon previous cost data on similar project.

    Canon #7

    Proessional estimators shall not engage inthe practice o Bid Peddling as defned bythis code. Tis is a breach o moral and ethicalstandards, and this practice shall not beentered into by a member o this Society.

    1. bid peddling occurs when a sucontrac-tor approaches a general contractor who

    has een awarded a project, with the intento voluntarily lowering the original priceelow the price level estalished on idday. Tis action implies that the sucon-tractors original price was either paddedor incorrect. Tis practice undermines thecrediility o the proessional estimator andis not acceptale

    2. Te same procedure applies to a proes-

    sional estimator engaged as a generalcontractor, as dened in the previousparagraph, when the estimator approachesan owner or client to voluntarily lower theoriginal id price.

    3. When a proposal is presented, theproessional estimator is stating theestimate has een prepared to the esto their aility using their education,expertise and recognized society standards.Entering into unethical practices such asid peddling jeopardizes oth personaland society proessional crediility, while

    violating the trust o the clients.
