BOARD MEETING COBB COUNTY, GEORGIA THURSDAY, JUNE 27, 2013 The Cobb County Board of Education met in a regularly scheduled Board Meeting on Thursday, June 27, 2013, at 6:00 p.m., 514 Glover Street, with the following members present: Messrs. Banks, Scamihorn, Stultz, Sweeney, Wheeler, Mrs. Angelucci, and Dr. Hinojosa, Executive Secretary. Mr. Morgan arrived at 6:19 p.m. All official meetings of the Cobb County Board of Education conform to state law and are open to the public. The minutes of this meeting are available for public review anytime during the regular office hours or on our website at: www.cobbk12.org. Additionally, video of the Board Meeting is available at http://www.cobbk12.org/board/video/ CALL TO ORDER - Mr. Scamihorn called the meeting to order at 6:02 p.m. EXECUTIVE SESSION – Without objection the Board convened to Executive Session at 6:05 p.m. to discuss land, legal and/or personnel issues. RECONVENE FROM EXECUTIVE SESSION – A motion was made by Mr. Sweeney, seconded by Mr. Stultz, and unanimously approved by the Board to reconvene from Executive Session at 6:55 p.m. Motion carried 7-0. INVOCATION/PLEDGE OF ALLEGIANCE – Mr. Wheeler BOARD RECOGNITIONS

• Pope High School – Class AAAAA State Champions PUBLIC COMMENT – 20 speakers addressed the Board. APPROVAL OF MINUTES - A motion was made by Mr. Sweeney, seconded by Mrs. Angelucci and unanimously approved by the Board to approve the Thursday, June 6, 2013 Called Board Meeting minutes and the Wednesday, June 12, 2103 Board Work Session Minutes. Motion carried 7-0. BOARD BUSINESS

APPROVAL OF AGENDA – A motion was made by Mr. Sweeney and seconded by Mr. Stultz to approve the agenda as presented. Mrs. Angelucci then made a motion to amend to move Consent Agenda Item #1 (Recommendation for Authorization to Dispose of School District Generated Surplus Furnishings and Equipment) to the Discussion Agenda as Discussion Agenda Item #4. Without objection the Board approved the agenda as amended. Motion carried 7-0. SUPERINTENDENT

A motion was made by Mr. Sweeney, seconded by Mr. Banks and unanimously approved by the Board to approve the personnel report and Addendum as amended - Section 1 B. of the Personnel Report was pulled as a separate vote in Executive Session. Motion carried 7-0. A motion was made by Mr. Sweeney, seconded by Mrs. Angelucci to approve Section 1 B. - Richard Beaulieu, Area 5 Assistant Superintendent, resignation effective June 27, 2013. Motion carried 7-0.

DISCUSSION AGENDA ITEMS

DISCUSSION AGENDA ITEM #1 – Recommendation for Approval of a Resolution to Waive State Class Size Allotment Ratios for 2013-2014

• Mr. Stultz requested Administration keep the Board up-to-date on overage in class size and present a class size report to the Board in October.

A motion was made by Mr. Stultz, seconded by Mr. Morgan, and approved by the Board to approve Administration’s recommendation. Motion carried 5-2. Mrs. Angelucci and Mr. Banks voted ‘NAY’. DISCUSSION AGENDA ITEM #2 – Recommendation for Award of RFP 21-13, Property and Casualty Insurance A motion was made by Mr. Banks, seconded by Mr. Sweeney and unanimously approved by the Board to approve Administration’s recommendation. Motion carried 7-0. DISCUSSION AGENDA ITEM #3 – Recommendation for the Approval of a Proprietary Specification for Carpet A motion was made by Mr. Sweeney, seconded by Mr. Wheeler and unanimously approved by the Board to approved Administration’s recommendation. Motion carried 7-0. DISCUSSION AGENDA ITEM #4 – (formerly CONSENT AGENDA ITEM #1) Recommendation for Authorization to Dispose of School District Generated Surplus Furnishings and Equipment – Administration recommended approval of the disposal of school district generated surplus furnishings and equipment.

• Mrs. Angelucci asked questions for clarification on several surplus items listed A motion was made by Mr. Stultz, seconded by Mr. Sweeney, and unanimously approved by the Board to approve Administration’s recommendation. Motion carried 7-0.

• Board Members commented on various events happening throughout the District, county, state, and nation.

• Mr. Wheeler requested the Chair add an item to the July 24 agenda under Board Business regarding engaging a professional consultant or professional organization to explore new general fund revenue options by August 14, 2013.

COBB COUNTY BOARD OF EDUCATION ACTION AGENDA ITEM

July 24, 2013

TOPIC: ACTION AGENDA ITEM #1 - Recommendation for Authorization to Dispose of School District Generated Surplus Furnishings and Equipment

BACKGROUND:

Through normal operations, the district generates surplus furnishings and equipment due to damage and obsolescence on a regular basis. Items that are no longer needed by a school or department but are still in good condition and re-usable are made available to other schools and departments at no charge. Items that are no longer usable in the District are declared surplus. State Law requires School Board approval for District Property to be designated as surplus under §20-2-520 of the Georgia Code of Laws. The need to dispose of these items in an efficient, cost effective and expeditious manner is imperative to the district. Items are currently stored in the District warehouse that have been deemed surplus. A complete list of current surplus items is on file in the Superintendent’s office or on the District’s website under Meeting Agenda Items. All items listed are no longer of use by the District.

Methods available to dispose of surplus items include: Public auction Sealed bid or private sale The State of Georgia Department of Administrative Services on-line and public auction services Sale to other public school districts at costs equal to previous auction results On line auctions Negotiated contracts

Upon Board approval of the attached lists, the Financial Services Division will dispose of this surplus in a manner that is the most cost effective and efficient for the district as outlined in Administrative Rule DO-R. Acceptable methods of disposal will be continually reviewed to maximize our return on investment

ALTERNATIVES: 1. Approve the recommendation for authorization to dispose of school district generated surplus

furnishings and equipment as detailed in the list on file in the Superintendent’s office.

2. Do not approve the recommendation for authorization to dispose of school district generated surplus furnishings and equipment as detailed in the list on file in the Superintendent’s office.

SUPERINTENDENT’S RECOMMENDATION:

Approve the recommendation for authorization to dispose of school district generated surplus furnishings and equipment as detailed in the lists on file in the Superintendent’s office.

COSTS: The District will receive revenue for the disposal of these items. The revenues received will assist in deferring labor costs for management of the disposal process.

RATIONALE:

ACTION AGENDA ITEM #2 - Recommendation to approve temporary driveway and construction easements for the City of Smyrna at Campbell High School

BACKGROUND:

The City of Smyrna is in the process of making changes to Ward Street directly in front of Campbell High School. These changes will significantly improve the safety and traffic flow in that area. In order for the City of Smyrna to complete their project, they will require temporary easements at several locations along Ward Street and on CCSD property. These temporary easement areas consist of a total of 5,649 sq. ft. Construction is scheduled to begin in July, and will be completed by the end of December.

ALTERNATIVES:

1. Approve the recommendation for temporary driveway and construction easements for the City of Smyrna at Campbell High School.

2. Do not approve the recommendation for temporary driveway and construction easements for the City of Smyrna at Campbell High School

SUPERINTENDENT’S RECOMMENDATION:

Approve the recommendation for temporary driveway and construction easements for the City of Smyrna at Campbell High School

The safety in the area will be improved due to improvements in the ingress and egress traffic flow at the street, as well as due to the widening of the driveway entrance, and the addition of new sidewalks, crosswalks, and curbing.

The Cobb County Board of Education (Board) places a high priority on the importance of a 1 planned and continuing program of professional development of its members. Board members 2 are encouraged to keep abreast of educational trends, practices, laws, and theories by reading 3 professional materials and, as funds permit, by participating in workshops, seminars, and 4 conventions. 5 6 A. Training Requirements: 7

1. Newly Elected Board Members: 8 A. Newly elected members of the Board shall participate, as a minimum, in 15 hours of 9 training within one year of taking office. Newly elected members of the Board may 10 participate in such training for new board members after being elected as a member and 11 before being sworn in to the post. At least: 12 a. 1. Five hours of such training shall be in school finance and budgeting provided by the 13

Finance and Budget Office of the Georgia Department of Education; 14 b. 2. Three hours of such training shall be training in accordance with the whole board 15

governance team training provision set forth in section C. below; and 16 c. 3. Three hours of training shall be in a local district orientation session held within 60 17

days after the member's election or appointment. The purpose of the local orientation 18 is to familiarize new board members with Board policies, Board procedures, Cobb 19 County School District (District) goals and Board budget. A minimum of one hour of 20 these three hours, and in addition to the hours required in A.1.a. above, shall be in 21 school finance and budgeting and shall be focused on the district's most recent audit, 22 financial statements and budget. The Superintendent, Board chair, and the Chief 23 Financial Officer shall conduct the local district orientation. 24

2. Board Members With One or More Years of Service: 25 B. Board members with one or more years of board service shall participate, as a 26 minimum, in nine hours of training annually. Three hours of required training shall include 27 the whole board governance team training provision. Board members with a break in 28 service of more than one year shall be considered new board members for training 29 purposes. 30

The proposed evaluation system for Area Assistant Superintendents models that of the Superintendent’s and would provide greater alignment with the District’s direction to improve student achievement.

BACKGROUND:

On May 16, 2013, the Board approved the FY2014 General Fund Budget which included a budget estimate of 0.0% growth in the property tax digest. The School Tax Digest received from the Cobb County Tax Commissioner’s Office shows a (1.28%) net decline in the tax digest, which will result in less revenue than was anticipated in the approved General Fund Budget for FY2014.

A breakout of this (1.28%) decline in the property tax digest reveals that the property values in Cobb County (excluding motor vehicles) decreased by (2.08%) and the tag/motor vehicle tax increased by 7.68% resulting in a net total digest decline of (1.28%) or ($5,010,190) less revenue than was adopted in the original General Fund FY2014 Budget.

In addition to the changes to property tax budget, the Georgia DOE released the official Quality Basic Education (QBE) funding sheet for the District on June 7 and we received projected enrollment numbers from International Academy of Smyrna and Kennesaw Charter Schools. The table below outlines the necessary budget modifications.

In April 2013, the Board chose not to approve the recommended mathematics resources. After

considerable debate and study, it has been determined that teachers and students need resources

and it is imperative the Cobb County Board of Education reconsider the adoption of instructional

materials. Budgeted funds within SPLOST III will be used to purchase the adopted instructional

resources. The auditor and attorney have concurred that the materials included in this agenda

item are appropriate expenditures for SPLOST.

The instructional materials recommended for adoption to the Board of Education are

comprehensively listed in the 2012-2013 Instructional Resources Adoption Documentation,

which is on file in the Superintendent’s office and were previously provided to the Board

members on a CD. This recommended partial purchase will provide teachers and students

resources to support teaching and learning and reserve funds to make adjustments in the coming

year(s) if needed.
