It is your responsibility as CO to make the initial notification as soon as possible. The early part of the week would be better so the Sailor can receive maximum support for the first critical days after notification.

Note - If you have Sailors on IAMM/GSA/OSA, you MUST submit an extension request: Sailors with orders to, or currently on, IAMM/GSA/OSA orders as of the date of the board's results must complete their tour. Upon completion of IAMM/GSA/OSA orders, member will separate per NAVADMIN 129/11 after a maximum of six months following return to allow completion of mandatory post-deployment health reassessment (PDHRA). Sailors on these orders must be notified of separation by their parent commands, who will complete the page 13 and extension letter indicating the Sailor’s separation date (available for download on the NPC ERB web page). Parent commands must submit these extension letters to CNPC (PERS-833) via email to [email protected]. Transitioning from a Navy career to civilian status is always a stressful time in a Sailor’s life, even when the Sailor has the choice.

In the ERB process, the Navy has made the decision for the Sailor, telling them that they must separate early. Emotional reactions ranging from shock or anger to even suicidal thoughts can occur after this notification and at other times throughout the transition process. Transitions require adaptation to new circumstances and may interfere with usual strategies for navigating stress. Leaving behind friends and other resources Sailors have come to trust can be overwhelming.

4. Familiarize notification team with transition benefits and their role at the initial meeting

The CMC, Chaplain, leading division Chief or others can help ease the stress of notification.

Consider all your resources (fleet and family support counselors, ombudsmen, chaplains, financial planning specialists, medical and mental health specialists, etc.) to assist the Sailor and the family as appropriate. It is important to remember that these transitions will affect not only the Sailors leaving, but also those shipmates left behind. Without proper chain of command support and involvement, others may become discouraged.

Commands may submit operational waiver letters for Sailors assigned to their command for a separation date after 1 September 2012 but no later than 30 November 2012 using the format provided on the NPC ERB web page at http://www.public.Navy.mil/bupers-pc/board/erb/pages/default2.aspx Submit requests to CNPC (Pers-833) via e-mail to [email protected]. All requests must receive an endorsement from the first flag officer in the chain of command. Waivers should be requested to satisfy operational requirements and are not to be used for the convenience of service members.

Be prepared to execute a Page 13 entry IAW NAVADMIN 129/11, paragraph 11.

Below are many of the transition benefits available to the effected Sailors. It is important that you and your notification team be familiar with them prior to the initial meeting. The Sailor may want to be reassured that you really do want to help by understanding key transition benefits. A detailed answer may not be appropriate from you or your team since you are not subject matter experts. The ERB link under the NPC website is an excellent reference to familiarize you with transition benefits and contains a transition handbook for the separating Sailor.

Notification Meeting

1. Notification to Sailor (Written as a guide and reference, not as a script to be read.)

As you know, you were considered by the ERB, you were not selected for retention. You will be required to separate no later than 1 September 2012. If you are awaiting advancement exam results and if the results of the advancement exam show you are selected for advancement, then you will remain on active duty and advance. However, you should still explore the transition benefits available while awaiting the results of the advancement exam.

I and the rest of the command are going to do everything in our power to ensure that the time between now and your separation date is used to prepare you for the next phase of your life and build upon what you have gained in the military. From your job search, to relocation and financial considerations, we are going to help you get ready for new opportunities.

This discussion is the first step of continual engagement with you and your family as you begin the transition process.

You have served honorably and Navy is committed to doing all it can to help you transition into the civilian sector, and if you are interested and qualified, into the Navy Reserve.

Your experiences and skills make you a prime candidate for civilian employment.

The Federal Government, including Navy, is hiring and requires new civilian workers to maintain a healthy force.

Navy will provide additional transition services to enable you to apply the training, job skills, success acquired during your Navy career and help you succeed in the civilian job market. A comprehensive list of benefits and services is available for you and your family on the Navy Personnel Command (NPC) website at: www.public.Navy.mil/bupers-npc/Pages/default.aspx. Just click on the Enlisted Retention Board link. You should check this site often because it is being continuously updated.

Note: The 60 day timeframe can encompass working hours, permissive temporary duty (PTDY), regular leave, TAD, special liberty and modified work schedules.

(OCONUS stationed) You will be afforded 60 days of dedicated transition time in CONUS to develop a personal plan, participate in transition assistance program, and other transition activities.(CONUS) You will be afforded up to 60 days of cumulative time between now and your separation date to fully utilize the transition assistance management program

Navy is also contracting an outplacement support for helping you in your job search efforts. It will be available in January and you will be contacted in the future.

You must attend Transition Assistance Program (TAP) workshop offered at base Fleet and Family Support Centers.

Note: Sailors may separate earlier than 1 Sep 2012 without forfeiting their eligibility to receive Involuntary Separation Pay (ISP). However, Sailors who choose to do so should be advised that ISP entitlements based on length of service may be reduced due to the earlier separation. (CO’s approval of an earlier request for separation should be based on operational feasibility.)

2. Introductory discussion of transition benefits(More detailed description available under the NPC website ERB link)

Transition Assistance Management Program (TAMP) Benefits: You will have access to the Navy's transition assistance management

programs which include TAP, employment preparation, relocation assistance, counseling, educational benefits and other benefits for members who are involuntarily separated.

TAP workshops offer career support and assistance at all installation Fleet and Family Support Centers (FFSC) to separating service members and their families. These include pre-separation counseling, veterans benefits/disability and claims assistance, resume assistance, verification of experience and training, employer networking, job fairs, tap employment workshop, and the post-military employment preparation workshop.

Note: Due to the number of transition benefits and the need to not overload the Sailor at the initial meeting only highlights may be mentioned. Future meeting can include follow-up on how Sailors are exploring these benefits.

Government Civilian Employment Resources

You are directed to contact the Center for Personal and Professional Development (CPPD) education counselors in Navy College offices or the Virtual Education Center (VEC) to update your Sailor and Marine American Council on education Registry Transcript (SMART) plus establish and document education plans that support career goals. VEC counselors are available 0600-2100 EST Monday-Friday at 877-838-1659 or DSN 492-4684 or [email protected]. Additional information about education resources and programs are available on the Navy college website at https://www.navycollege.navy.mil .

Transition assistance for obtaining government civilian jobs: Several major Navy commands, NAVSEA, NAVAIR, SPAWAR,

NAVSUP, NAVFAC and CNIC, have partnered to implement the program, “Shipmates to Workmates,” that assists Sailors impacted by the ERB with job opportunities within their organizations. This program includes an informational website http://jobs.navair.navy.mil/sm2wm/, career forums at Fleet concentration areas and veteran’s employment counselors at these commands. The website includes primers on how to get a government job, benefits of government employment and links to many transition resources.

The Office of Civilian Human Resources (OCHR) provides federal employment information regarding civilian careers through a comprehensive webpage dedicated to veterans, including tip sheets on transitioning from military service to civilian federal careers - http://www.public.navy.mil/donhr/Employment/Vets/Pages/Default.aspx

The OCHR Employment Information Center (EIC) will augment assistance you receive from TAP and FFSC and respond to questions related to applying for positions on USAJOBS. Contact may be made with the EIC through their toll free number (1-800-378-4559) and centralized email system ([email protected]). Services include guidance on resume preparation, assistance navigating through USAJOBS, answering questions concerning the application process

and qualification requirements for positions, education of basic HR recruitment principles (hiring authorities, categories, veterans preference, etc.), and responding to other general questions associated with the civilian hiring process.

Involuntary Separation Benefits: Since you are being involuntarily separated, you are eligible for

additional benefits: You will receive involuntary separation pay provided you affiliate

with the Ready Reserve, Individual Ready Reserve (IRR), or Selected Reserves (SELRES). Generally, it is equal to your monthly base pay x 12 x years of service x 10%, provided you meet the requirement set forth in OPNAVINST 1900.4 and MILPERSMAN 1910-050.

TAMP offers transitional TriCARE coverage to involuntary separating active duty members and their eligible family members for up to 180 days after separation. If you and your family members are enrolled in TriCARE prime and desire to continue your enrollment upon separation from active duty, you are required to reenroll. To reenroll, you must complete and submit a TriCARE prime enrollment application. Contact your local TriCARE office.

Once the initial transitional health care ends after this 180-day period, you and your family are no longer eligible to use military treatment facilities or TriCARE. You may apply to purchase optional premium-based medical coverage for 18 months under the Continued Health Care Benefit Program (CHCBP). You will have 60 days after your initial transitional health care ends to enroll in CHCBP.

Both you and your family members will be issued specially marked identification cards that will enable you to use military treatment facilities after your separation. You may also use commissaries and exchanges for two years after separation.

In addition to the 60 day transition period, You will be eligible for special outplacement services that will provide

coaching, resume writing and job interview preparation as an enhancement to existing transition assistance programs.

Navy’s Credentialing Program & Credentialing Opportunities On-Line (COOL) will provide time-in-service waivers to those Sailors selected for separation by the ERB to enable immediate access to these benefits.

3. Way ahead for Sailor

Affiliation with Navy Reserve

To prepare for separation no later than 1 September, 2012, or if the command requests and is granted an operational waiver up to 30 November 2012, you should;

Start working immediately with the Command Career Counselor and complete a Pre-Separation Counseling Checklist (Form DD-2648) reference NAVADMIN 300/11. Use it to formulate a plan of action to ensure you can get everything done in a timely fashion and you don’t overlook some key component.

Work with your Command Career Counselor to contact your local FFSC and ensure appointments are made as early as possible for relocation assistance counseling, financial management counseling, transition assistance counseling, and to schedule your TAP class.

Sailors will be able to apply for a Selected Reserve (SELRES) quota via Fleetride-PTS. Sailors will have the following options in FR-PTS: "in-rate only", "in-rate willing to convert" or "convert only."

Sailors, working with their Command Career Counselors, will need to select the option desired by the Sailor, keeping in mind the quota availability. Sailors granted a SELRES quota will contact the career transition office (CTO) at (901) 874-4108 or 866-827-5672 (U ASK NPC) or [email protected] to coordinate affiliation at their desired location. Sailors who do not receive quotas can apply for

Plan next meeting with Sailor and assign transition mentor

SELRES affiliation through their local Navy recruiting office after separation.

You can expect to be contacted by several Navy entities to help you with your transition. See contact info under NPC ERB web site.

“Shipmates to Workmates” assists separating sailors finding and competing for jobs at partnering commands. Office of Civilian Human Resources (OCHR) provides veterans information on federal civilian careers via a dedicated veterans employment webpage. The OCHR Employment Information Centers (EIC) also responds to veterans’ questions when applying for federal careers using USAJOBS.

Special counselors to aid you in your job search with everything from interviewing to the mechanics of the job search.

You are not alone. I understand this is a time of great uncertainty but want you to know you are not alone. The entire command is there to help you. If you are feeling uncertain or frustrated don’t hesitate to talk with myself, the XO, Command Master Chief, Chaplain or anyone else in your chain of command.

Follow on meetings with Separating Sailor

1. Schedule follow-on meetings with Sailor to document transition preparation progress. (May be with selected members of notification team to ensure Sailor is aware of and working on their benefits and their transition plan.

2. Periodicity based on assessment of Sailor and transition progress. (recommend at least bimonthly)

The Sailor has a lot to learn and accomplish between now and when they separate. It is vital that they not only be give the time to prepare but that you and your command leadership team monitor their progress to ensure they are progressing toward the goal of a successful transition.

For some Sailors a monthly check-up might be sufficient, for others it might be weekly. It is up to the command to evaluate the Sailor and determine the correct interval.

Special Caveat Advancement Exams Those Sailors not selected for retention by the ERB are ineligible for participation in the next advancement cycle. (JAN, MAR, SEP 2012)
